SUBJECT: Emergency Response Presentation
Background/Discussion
At the April 18, 2011 Council work session, the Ramsey County Sheriffs Department (RCSD)
gave a presentation on how the City Council should respond to an emergency situation. The
example they discussed related to an "active shooter" coming into a City Council meeting.
Commander Paget and Undersheriff Altendorfer were the main presenters of information at this
work session.
After the presentation and discussion, the City Council had some comments about the work
session. The feedback that I received was that the work session was too general, and that the
Council wanted specifics for how they should react to an active shooter situation. The Council
indicated that they already know a lot about the past situations that have taken place at Council
meetings, County Board meetings, School Board meetings, etc., around the nation, so a history
lesson was not necessary. We all know that there is not any one magic answer and that each
situation is unique. Nonetheless, the Council wanted to learn from the experts that if an active
shooter did "A" or "B", then they should either hide under the dais, run for the door, try to talk
the person "out of it", fight back, or call 911, etc. The Council wanted specifics for the most
appropriate response or action they should take depending on the situation.
All of the above comments have been relayed to Undersheriff Altendorfer. In turn, George has
passed these comments on to the Training Unit at the Sheriff's Office.
Earlier in the month, Undersheriff Altendorfer came to City Hall for another tour of the building.
One very good suggestion that came out of this tour was the need to secure the basement floor
level during Council meetings so that the public will be restricted to the lobby area on the main
level. Another item that George and I have discussed is the benefits for having a Deputy attend
Council meetings.
Sheriff Bostrom has indicated that the type of training that the Arden Hills City Council is
requesting is what the RCSD wants to provide to City Councils throughout the County.
Accordingly, Sheriff Bostrom is going to be using Arden Hills for the first "trial run" on this new
training exercise. The Training Unit knows (based on comments from George)that we do not

want or need "the basics" and that they should plan on giving us the "advanced class." All-in-all,
I am not sure what we are going to get on Monday night but I do know that both George and I
have tried our best to advise the Training Unit what we want and expect.
On Friday, three members of the RCSD Training Unit met with City staff and toured City Hall in
order to better prepare for the presentation Monday night. Sheriff Bostrom will be at this City
Council work session to introduce the training session and to answer questions.
