SUBJECT: TCAAP/Stadium Proposal Update
On March 1, a stadium deal between the City of Minneapolis, the Minnesota Vikings, and the
State of Minnesota was announced. The $975 million stadium would be built on top of, or just
east of the existing Metrodome site. Project funding includes $427 million from the Vikings,
$398 million from the State, and $150 million from the City of Minneapolis. The State
contribution would be funded through new gambling revenue from electronic pulltabs and virtual
bingo. The Minneapolis contribution would be funded through existing hospitality taxes that are
currently being used to support bonds for the Convention Center.
Annual operating costs are expected to be approximately $20.5 million. Minneapolis would
contribute $180 toward operating costs over the next 30 years. The Vikings would contribute
$11.5 million annually for operating costs. Minneapolis will pay for costs of police, security,
traffic control, fire prevention, emergency medical, street cleaning and trash removal on all NFL,
MLS (Major League Soccer), and ten additional non-game event days.
The City of Minneapolis would like to use excess Convention Center taxes for renovations to the
Target Center. Some legislators have objected to linking stadium and Target Center funding.
The media has reported that stadium and Target Center funding would be separated into two bills
in order garner support and maximize votes for each bill. As of March 8, 2012, neither draft bill
had been released to the public.
Legislative hearings may begin this week. Uncertainty remains on whether there is sufficient
support in the Senate for new gambling revenue, and whether a bill will be brought to a vote in
the House in 2012.
