At the Se�atember � 3, 2�310 meeting, the Ciiy Council appra�ed a consulkant caniract �vith Kimley-Horn and Assoeiates, Inc. to conduct a tapr��raphic sur�ey of the roadway cc�rrid�or and tc� prep�,re an analysis €��' the existin�; bridge structure. The northerly 9D� f�et a� roadway from County l�c�ad � to Arden Pl�ce is an �rban sectian with can�rete curb ar�d gutter. Acccar�iing tQ traffi� counts vbtained by the City of RQse�ille's Public Works Departrr�ent frarn Septem�er 1 to Sept�mber 3, 20�[3, �ld Sn�llin� A�enu� caz�r°ied an a�verage daily traffic {ADT} count Qf 1,15f� and I,93D �ehicles per day at twa separate laca�ions. A,Isa, accarding to the Minnes�rta Department of Transp�r�aticrn's (MnIDQT) records, Old SnelPing A�enue laad �n average daily traffic �olume of 9�0 �ehicles per day �n 20D9. Ilasily, the roadway is pt�sted at 40 miles per hour in bath the north and sauth dire�tiQns. A�den Hilis' pa�e�ent management sys�em utilizes a Pa�ernen�i CanditiQn Index 4PCI} rating of 0 to 10[7 where street ratin�s are classified i� three caie�ories: "�dequaie" �bb-1�(i), "mar,�inal" {31-65}, and "prQblem" (Q-3fl). Ratfngs are based on obs�rr�va�ic�ns af each af the s[reet's pa�ement surface. Generally, the three categ�ries cv�respand to a le�el of xnast �ast eifecti�e impro�erne�t as f�Iiows: �C3-30) pavemeni r�c�nstruction, (31-GS} bituminc�us o�erlay ar re�Iaim, �.nd �66-1�(3} sealcoat andlor crack sealing. C11d Snelling Avenue has substantially deteriarate�i and shows signs of significant wear and distress such as trans�erse cracking, alli�atar cr�ck�ng, and po�:haies. Accarding to ihe City's pa�ement managem�nt systena, in ��fl8 this roadway was �i�en a PCI rating of 31. Signif�cant skin patching has been completed along this se�ment o�er the last se�eral years rais�n� the rating from its 2(�t]$ se�re. Althoragh gi�en the roadway's Iack of structure, a realisiie current PCI wauld b� k�etween 30 and 40, placing the road in the bitumi raous t�verlay ar recla��re categc�ry which woul�l be a rehabilitatiQn type of project. The la�t knawn im�rQ�ernent to 41d �nelling A�ersue exterYded frQm Ccaunty Road E to Arden Place, and accurred in I97fl as part af a�.amsey �ouiaty project. The Ciiy has �erfarmed main�e�ance on C31� Snelling A�enue includ��n� p�tho[e fitlin�, ski� patchin�, seal caatin�, and cra�k sealin�. Accordin� to th� A�den Hills Public Works I3epa�-lment, this segrr�ent of roa�iway was turned-i�ack tn the City in ap�rr�ximat�ely 1995. The a�erage pa�ernent thi�kr�ess i� the traveled lanes is 6 inches. `l'he sandlgravel a��rega�e base ihicktless ranges from 0 ta 7 inches, dependi�� Qn whether t�e b�ring was tak�n an the shoulder �r in the dri�e lane. There are watermain. pipes that crass C31d Snelling A�e�iu� al Arden Place, Glenarden Road, and �ummings Lane. Accordir�g tc� �ity recc�rds, �here has be�n an� wate�ain break along [31d Snellir�g A�renue which was re�arded in 2�a6. This waterrr�ain break was not wiihin the roadway area. Storm Drai���c Svstem Sir�ce �ld S�elling Arrenue is predaminately a rural raadway, there is �ery little storm serjaer within ihe prQjeci area. Howe�er, there are two catch �asixzs and a correspanding sewer pipe near the in�ersectiQn Qf Cour+ty Road E. �ul�erts are lc�cated under ihe adjac��t roaciways and dri��;ways which �.a�eet to ()ld Snelling A�enue. The majority of runoff alc�n� O�d Snelling AWenue is directed �a ditches alang the roadway which ultimately cirain to pand� or wetlarnd areas. PROP�SED STREET IMPRaVEMENTS City s��.ff h�.s ex�lored numerous raadway impra�ement alternativ�s far Uld Snellin� A�enue. In 2D 14, the City Cauncil directed staff ta com�lete a S�aping DQcument, idet�tifying �rari�ns a�terxiatives and associaied casts. FiVe alternatives were an�lyzed, varyin� from co�n�lete rece�nstruction ta an urb�n se�tion (�dding concref� curb and �utter), ta reel�.irning t�e existin�; par�ernent and narrowing the rQad. Based an the diseussions that occurred wiih the C�ty Ct�ur�cal, City Staff recamm�nds a reha}�iiitatian project, where the p�veme�t is reclaimed, regraded and repa�ed. As pre�ivusly discussed, �he nartherly ��� i'eet af C)Id Snetlin� AVenue fram Caunty Road E ta Ar�ien Place is an urb,an sec�ion wit�► co�crete curb and g�tter. The existing curb and gutter s�ctian that currently ex�st� will be maintain�d, as well as the existi�g lc�i turn lane at Cauniy Road E for northbound traffic. 1'he remainder of C)ld Snellin� A�venue is prr��c�sed tt� remain � rural section, wiih shoulders and na cc�ncr�ie curb a�� gutter. The prapc�s�d raadway will match the existing raadway: one 12-fo�t lane in each direction, with 8��vat wide shfl�al�iers. This se�tnent set-ves as a colle�tor roadway that is eurrently designated as a Municipal 5tate Aid (MSA} street. In ord�r tcs meet State Aid standards �nd be eligiY�le for �tate Aid funding, Clld Snellir��, A�ent�e must be rehabilitated tra a?-�on roadway desi�n, The existin�; 24 foot wide hiiurninous raad�cnray an�I S fa�t vvide shoulders will be rec�aimed for reuse as tlie a�gregate base. The recc�rnmended pa�ement design incle�des 6 inches of biturtgino�s pa�vement and i 2 inches of c�rnpacted, a�eclaimed material, The fin�shed roadway surfa�e will be raised raughly 6 inches as a result af �e reclamatiean and repavan�;. Additional sut��rade carrection wil� be r�aadc if poor sub�rade canditions are encountered in the field during c�nstraction. 3 P"R�P+DSED UTILITY IMPR(}VEIVIE�[TS Accordi�g i:a the Public Warks I]epartment sta�F, the watermain and sanitary sewer writhin the praject area are in suf�cient operatin� canditi�n and are not recamnr�er�ded for r�eplacement at ihis time. Howe�er, mina�r �mpro�ements �r� rec�xnrrtended tc� the �torn� sevv�r systern. The existing cat�h basins near the ante�section of Cauniy Rvad E�re deteriarated a.r�d nee�i r�placerment. The pipe connecting these two �atch �asins will also be repla�ed. Any cul�erts crossing the roadw�.y i:hat are in need of rep�lacement will be replaced ar�ce the pa�ement has been remQ�ed. PRUJECT C[IQRDINATI�N In conjunctic�� wi�:h the improVements to the ra�dway, the City should aisv c.onsider imp�-c��ements ta the existing brgdg� stru�ture ans� a b�tu�nina�zs pathway alang the cc�rridor. Ca�rresponding c�st estirnates are pro�ided �ar the�e project atterna�iv�s. Cc�nstruction of the bridge structure will req�zire elosure of the road ta thpu traffic. Ig� Qrder to minirnize impacts to the neighborh��rd, construction of both the bridge and the roa�iway impro�emenis shauld be co��urrent. Trail construction wiil nat necessitate elosure of the roadway and is there%re nat as critical tc� ha�e cor�current canstr�ction shauld #he City Cauncil wish ta proceed wiih trail irnpra�emenis. Brid e Str�zcture: Kimley�Ho� and Associates, Inc, inspeeted the �radge in 201 Q. Their repar� indicated the cxistir��; bridge is not in a eonditian to �eceiVe mainier��r�ce that will exter�d #he br�d�e's usefial life. I�.imiey-H�rn has estimated ihat to ren�ove and replace the bridge would cost approxi�rately $491,(}OQ�. `�his eost estimaie assumes that th� brid�e wili �e wic�e enough ta ��cammodate an impro�emer�t �Q �ld Snelling Aven�ae th�.t meets Sta�te Aid siaradards, as well as accammodate the installaiic�n o� an 8 fat�t w�de bituminous trail. The estimaied cost af the �ridge repiacerrrent could be reduced aecordingiy if State Aid standards and t'he �iturninous trail are arnitted. In Decernber ZO11, the City Cour�cil authQrized staff ta contract with �ir�ley-H�r�a ta complete fina! design of a new bridge struc�ure; in�ludir+g abta.inin� Mn1I][]T appra�ral and preparian� ail necessa.ry permit ap�licaiians. It is anticipated that Kimley-Horn wili haVe the final plans e�rnpleied the latter part of 2012. Situminous Trail: The Ciiy of Arden HyYls' Parks, Traiis, �.nd �pen Space Plan identifies the �ld Snelling 1 dld I-Iighway 1Q cc�rridor, from I�amsey Cc�unty �to�d 9b to Trun�c Iia�hway 51 as a major noaa-#hh- sr�uth trail �nnection. In De�ernber 2�f�$, the City hired B�itvn &�Vlenk, In�. io prepare a preliminary en�ineeri�� repart to �leiermir�e the feasibility c�F canstructing a trail alon�, this cc�rridor. A�artian af I3olton & Menk's rep�rt is inclu�led in ihe Appendix for reference. In December �DO$, Bvltan & PVIen% estimated that a trail installed a14n� Old Snelling Aven�e, fram Ca�nty Raad E ta Trunk Hi��way S 1, would cost appraxi�nately $30�,(�00 on tt�e west side af the rvadway and appraximately $�41,0�(� on �l�e east �it�� �f the resadway. �or th� pwpases af 4 th�s feas�bili�y study, City s#aff is recammending tt�►►at the traii be installed on the west side of t�ld Snelling A��nue.
