The issue of repla�ing the wa�er r�eter reader system has �een under di�cussion far s�me
time. I ha�e personally had �his item before the City Council an Marc� �8, �0� I, July
11, 2011 and ]anuary �7, 2(11�. I iaa�e nat re�rQdueed all of the background infc�rmativr�
but will ha�e it a�ailable �t the Gou�cil meeting �f necessary. At the Tanuary 17, 2�1�2
Work SessiQn the Courrcil �onsensus was te �a�e st�ff negatiate with Dakota SupP�Y
Graup (DSl.�}, t�e lacal represe�iative fr�r Sadger eq�ipmeni.
Sinc� Jan�ay'y staff has met se�eral tir�es with Mike McNabb from I75G at�d Phil Kvsak
the Axea Aecount Manager for Badger 1Vleter, Inc. [�riginally we were foc�sed an the
Badger �-ian MEISE product tha� a11Qw� bath fixec� ra�twvrl� reading a.r�d dri�e-hy
reading o� the water r�eters. Howe�er, staff` determined that e�en given the 55� free
meter heads v�ith radia rec�;�Vers the o�erall cost to the City would be substantiaily a�c,re
as compared tca Littie Cana�ia that campetitiveTy bid water rraeter re�d�r r�placernent in
mid �[311 and elected tv �.ward the bid ta DSG w�th the Badger Galaxy �'ixe�i networic
system. A� Fhi� and Mike went ba.ck to Badge� Meter, Inc tca try �Q lessen the cast, ii
became �l�ar that the cost of prnducing the new U�an MEISE product was mueh hi�her
tt�an ihe �3adg�er Galaxy p�c�du�� that has beer� on ihe market f�r sorne ti�ne artd as such,
the prama�ianal package Sad�er iV�eter was afferir�� would r�ot be the most c�st-effecti�e
sotutian far the Gity.
When it hecaane elear staff would not recoinmend to the +Ci#.y Coun�il the C3rion MEISE
praduct, Mi�ce and Phil asked haw they ct�uld win the City's �us�n�ss. [�ur respon�e wa.s
to came �p with a packa�e that cic�s��y matches the Littl+e Canada competitfl�e bid prices.
Th�y ha�ve dc�ne }ust ti��t for the Bad�;er Galaxy fixed-network system that Little C�nada
recentiy install�d. Attached are the follawing iterns:

�TR Reg�ster �nc� �he Galaxy Module. DSG has praVided a p�ce of $106.50 for this
equipment which as seen later in the mert�o compares V�ry fa�ara�ile ta ihe L.ittle Ca.nada
bid af last July.
The sec�nd quote attached is from Mi�west Tes�ing, LLC, wha insta�ied all the meter
read�rs in Liitie Canada. T"his is �ne �f the seavice� they are known for and they ha�e
prc�Vided sitr�il�r wo�% in many metrap�Tit�.n.n carnrnunpt�es including Shore�iew. They
grovided a quc�te af �4� per IIneter reader ins�alled. Far t�is �rice tY�ey wiii pravide tl�e
following �ervices.

C)ne side note, staff has asked Midwest Testing if they cauld pro�ide an apinion c�f the
typ�s of water meter our cammerciallindustrial c�.stomers have relati�e to the type af
water use e�c� user has in an effort tcr fi�d any water l�ss due to the z-�eier's inability ta
r�easure law �lows. This also is an e�pertise o� Midwesi Testing. T�ey indicated they
wa�ld be able �a dc� this ar�c� �ro�ide a written repc�rt of the�r findir€gs.
From an o�erall cast perspective �here �re approxim��ely 2,5{1[} meters ir� the �i�y's
system. At $147.5� per meter this ��ial ceast wfli�ld be abQut $368,75[�. Te� this arraaut�t
the cost of $28,05[� needs tc� be adc�ed f4r the software, iwv colle�t�rs and training fo� a
tQ�a1 prvject cost af $395,SOa. T�e c�rrent CIP has a tc�tal of $405,(?f30 prograr�med over
201�-2{}14 �a copy of the +CIP sheet is a�tached}. This CIP item anticip�ted only
equipment purchase with City Pu�lie VV�rks staff doang the actual instaPlation ir� each
home.
Sue i�erson, Director af Finance a�d Adrninistra�ive Ser�ices, has be�n cansuited a��i she
cQnfirmed that there are sufficier�t r�ser►res in the Water Utility Fu�ci ta purs�e this
�rojact in 2�12. Ii should alsfl be na�eci that Sue and the billing staff are in fa��r af ihis
t�pe af �echn�lflgy because e�f tfi� ease of l�iliing and the amaunt of infoxmation that it
provides far dea.ling wit.h customer questions.
