CALL TO ORDER AGENDA ITEMS 1.A.TCAAP Redevelopment Partnership Update Jonathan Weinhagen Regional Director of St. Paul Area Chamber of Commerce Documents:MEMO.PDF 1.B.TCAAP Master Plan Andrew Dresdner Cuningham Group Documents:MEMO.PDF, City Council Retreat On Team Building And Respectful Workplace Director of Finance and Administrative Services Documents:MEMO.PDF COUNCIL COMMENTS / STAFF UPDATES AGENDA ITEM 1A MEMORANDUM DATE: December 16, 2013 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Jill Hutmacher, Community Development Director SUBJECT: TCAAP Redevelopment Partnership Background/Discussion At the August 19, 2013, City Council work session, representatives from the Saint Paul Area Chamber of Commerce (SPACC) and Ramsey County introduced the TCAAP Redevelopment Partnership (TRP). The TRP was established to educate the public and build support for the project and the legislative funding requests. The TRP is not a formal or legal entity, rather a fluid coalition working toward a common goal - the successful redevelopment of the TCAAP site. At the December 16, 2013, City Council work session, Jonathan Weinhagen from the SPACC will provide an update on the TRP's activities, including communications, outreach, and an initiative with the Mounds View School District and their STEAM (Science, Technology, Engineering, Arts, and Mathematics) curriculum. This will also be an opportunity for the Council to provide feedback as the TRP begins planning for 2014. 11 Page of AGENDA ITEM 1B MEMORANDUM DATE: December 16, 2013 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Jill Hutmacher, Community Development Director SUBJECT: TCAAP Master Plan Background/Discussion Andrew Dresdner, Cuningham Group, will present the draft Master Plan concept at the December 16, 2013, work session meeting. Additional staff from Kimley-Horn and Cuningham Group will be available to answer Council questions. Attached are materials which describe the process through which site characteristics and potential land use scenarios were considered. On December 16, consultants will describe how options were eliminated, combined, or adjusted to maximize assets and minimize the impact of constraints in the development of the draft Master Plan concept. With the guidance and direction provided by the City Council on December 16, the draft Master Plan concept will be presented to the Joint Development Authority and the Arden Hills Planning Commission on January 6 and 8, 2014, respectively. A public open house is scheduled for Wednesday, January 22, 5:30 to 7:30 pm in the Marsden Conference Room of the Ramsey County Public Works Facility. The City Council will be asked to approve moving forward with the plan in February/March 2014 after public comments have been considered. Attachment Attachment A: TCAAP Master Plan Design Principles 11 Page of AGENDA ITEM 1C MEMORANDUM DATE: December 16, 2013 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Sue Iverson , Director of Finance and Administrative Services SUBJECT: City Council Retreat on Team Building and Respectful Workplace Background In July we did a follow-up session of the May/June Council-Staff training on sexual harassment and hostile work environment. One result of this session was Council consensus that they would like to continue the work on team building and respectful workplace with Sheila Krejci using a this new assessment tool, there would be no cost to us for the profiles. At that time, the Council had expressed interest in having a retreat and working on this in a full or half day approach. The results from the profiles of the Leadership Team (Council, City Administrator, and Directors) have shown low scores for all areas of the five behaviors (trust, conflict, commitment, accountability, and results). We again discussed this at September 16, 2013 work session with the Council and given our schedules, they expressed interest in holding this retreat early in 2014. Discussion Given the results of the scores and the desire of the Council to work on this area (as it is listed as one of our goals), we need to have a discussion on how the Council would like to structure this retreat. Originally, Shelia suggested having a couple of sessions two weeks apart, but she did say that she feels that we could see some positive results in a full day retreat. At the last discussion, Council expressed a desire to hold a retreat Friday afternoon and Saturday morning as we have done in the past off site. We could do something similar to what we have done in the past where we start out Friday afternoon with lunch, work until about 4-4:30 and then meet again on Saturday morning with breakfast and finish up around noon. Council can also have some time on Saturday to work with just the City Administrator toward the end of the retreat. 12 Page of This would be interactive and not lecturing, so there will be a lot of activities to demonstrate the five behaviour areas. It would also facilitate and help if each member could read the book as pre-work so we would not have to spend a lot of time on context, but actually on the work we need to do. The result would be to end up with a collective team action plan and create accountabilities and rules of engagement for success. In order to accomplish this, . If Council could come with their calendars and let staff know of possible dates (preferably a Friday) that would work for them, staff could then coordinate with Sheila and the leadership . When looking at the tentative dates, February 7-8 might be available, but March 7-8, March 14-15, and March 21-22 look pretty open right now on everyone schedule. The books will not be a problem as I have already purchased them per Council direction and they a very quick read as they are in somewhat of a story form. If the book was read by everyone it would reduce the need for coaching and speed the process as participants would already understand the basic concepts. The City management team (directors, supervisors and department heads) have already completed their training on this with Shelia and have read the book.
