HomeMy WebLinkAbout2013-011 ORDINANCE NO.2013-011 CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA ORDINANCE NO. 2013-011 AN ORDINANCE ADDING THE DEFINITION,PURPOSE, LAND USE CHART, DISTRICT REQUIREMENTS CHART,AND SPECIAL REQUIREMENTS FOR THE POS PARKS AND OPEN SPACE DISTRICT The Arden Hills City Council hereby ordains that Section 1305.04 Subd 140 shall be added and subsequent subdivisions renumbered accordingly; Section 1320.04 Subd 18 shall be added; Sections 1320.05 and 1320.06 and its subdivisions are hereby amended; and Section 1320.145 shall be added to the Arden Hills City Code to read as follows: 1305.04 Definitions. Subd. 140 Park Facilities. The use of any lots or parcel of land and any structure or building thereon for public active and passive recreation purposes by the Arden Hills Parks and Recreation Department or the Ramsey County Parks and Recreation Department. 1320.04 Purpose of Districts. Subd. 18 POS Parks and Open Space District A. To support the Arden Hills Parks Trails and Open Space Plan and the Ramsey County Parks and Recreation System Plan. B. To provide an area for publicly owned lands that have recognized outdoor recreational or open space resources. C. To support community health through the provision of active and passive outdoor recreational opportunities. D. To promote natural and ecological stewardship., E. Subd. 1 Procedure. The application and the administrative and review procedure established in Section 1355.04 Subd 3 Conditional Use Permits shall be followed for all development that requires a Conditional Use Permit. This provision is subject to any modifications or additions set forth in this Section Subd. 2 Conditional Uses. In addition to the evaluation criteria established in Section 1355.04 Subd. 3, applications for conditional uses within the POS District will be evaluated by the City Council based on the following consideration: A. The compatibility of the proposed use with the natural features and recreational amenities of the Parks and Open Space District area. Subd. 3 Development Standards. If the City determines in its review of site and building plans for developments within the District that the protection of natural features requires certain performance standards, the City may require additional development standards to protect those features. 5 I ORDINANCE NO. 2013-011 Effective Date. This Ordinance shall become effective the day following its publication. Adoption Date. Stat. §412.191, Subd. 4, directed that a summary of Ordinance 2013-011 be published. Ordinance 2013-011 is entitled "An Ordinance adding the Definition, Purpose, Land Use Chart, District Requirements Chart, and Special Requirements for the POS Parks and Open Space District." The Ordinance amends Sections 1305.04 and 1320 of the City Code. A full copy of Ordinance 2013-011 is available for inspection by any person during regular business hours at the office of the City Administrator, 1245 West Highway 96, Arden Hills, Minnesota 55112.
