Also Present:Council Liaison Ed Wernerand Community Development Director Jill Hutmacher. 1.APPROVAL OF AGENDA It was the consensus of the Commission to accept the agenda. 2.APPROVAL OF MINUTES It was the consensus of the Commission to accept the December 5,2012,meetingminutes as presented. 3.UNFINISHED AND NEW BUSINESS A.New Member Recruitment Chair von Holtum reported that at the January 28, 2013, Economic Development Authority (EDA) meeting, EDA Commissioners had suggested that a letter to the editor promoting EDC membership be submitted to the Shoreview Arden Hills Bulletin. Commissioner Altstatt inquired what the EDC is asking of new members. Chair von Holtum replied that the City has a diverse business environment with many large and small businesses. As the City Council makes decisions regarding businesses, they ask for input from the EDC on the effectof Council decisions. More information and input from the business community leads to better outcomes. Chair von Holtum volunteered to draft a letter to the editor for submission to the Shoreview Arden Hills Bulletin. EDC Minutes February 6, 2013 Page 2of 4 Chair von Holtum suggested that each EDC member bring two names of potential EDC members to each meeting. EDC Commissioners will decide how best to recruit potential members. It was the consensus of the Commission to bring names of potential new members to the next EDC meeting. B.Newsletters Community Development Director Hutmacher noted that the 2013 EDC Work Plan includes two items related to newsletters: 1) Use the City newsletter to highlight local businesses, and 2) Explore publishing an economic development newsletter. Hutmacher added that a Business News page had been added to the City website. Chair von Holtum suggested that the City newsletter articles be used to emphasize positive news on economic development. The TCAAP project is an example of a positive economic development story that is of interest to the community. Councilmember Werner offeredthat he could focus his annual Councilmember column in the newsletter on economic development. Commissioner Altstatt suggested that an article be written that explains why the City’s local businesses are important to the City’s financial stability. Chair von Holtum added that a follow-up article about the City’s business districts including how they enhance the City’s livability may be appreciated. C.EDC Meeting Schedule EDC Minutes February 6, 2013 Page 3of 4 Chair von Holtum reported that Commissioner Huninghake had indicated that his work conflict with regular EDC meetings is likely to end soon. It was the consensus of the EDC that the current EDC meeting schedule should not be changed for the time being. 4.UPDATES A.TCAAP Community Development Director Hutmacher reported that Ramsey Countyhas issued a Limited Notice to Proceed to Bolander & Sons, Inc. This allows Bolander to begin working on the permitting process and work plan so that they are ready to begin site work shortly after closing which is anticipated to occur in April. The Request for Proposals for the TCAAP Alternative Urban Areawide Review (AUAR), Master Plan, and Regulations & Policies was posted on the City’s website on February 1, 2013. The deadline for responses is March 15, 2013. B.Business Retention and Expansion (BRE) Community Development Director Hutmacher reported that Greater MSP, the regional public-private economic development partnership, hosted a Business Retention and Expansion (BRE) meeting on January 17, 2013. The purpose of the meeting was to coordinate business visits by Greater MSP, Chambers of Commerce, cities, and other economic development entities. City staff will work with the Twin Cities North Chamber of Commerce to schedule a business visit with Boston Scientific. The City will also work to schedule business visits with Smiths Medical, Exos Medical (which was recently sold to an out-of-state company), and other Arden Hills businesses. Commissioners offered to accompany City staff on business visits. C.Commission Members None. D.Council Liaison Councilmember Werner reported on recent City Council actions and the Economic Development Authority meeting that was held on January 28, 2013. The EDA approved the 2013 EDC Work Plan as well as the 2013 EDA Work Plan. EDC Minutes February 6, 2013 Page 4of 4 Councilmember Werner reported that the City Council interviewed four candidates for the City-appointed chair of the Joint Development Authority. It was the consensus of the City Council that David Sand should be appointed. Mr. Sand has served the City as Chair of the Planning Commission and Parks, Trails, and Recreation Committee. Mr. Sand is a retired attorney. The Councilmember appointments to the Joint Development Authority will be announced at the February 11, 2013, City Council meeting. E.Staff Comments Community Development Director Hutmacher notified the Commission that the March 2013 meeting will be cancelled. Community Development Director Hutmacher noted that a new agenda format is being used for Commissions and Committees, and will possibly eventually be used for City Council agendas. The City’s new website includes software that makes compiling and web-posting agendasmuch more efficient. The software also allows agendas to be posted on the City’s website that is more user-friendly for residents seeking information about items on agendas. Previous stories have included the Gradient Center (former Arden Woods building), Delkor Systems, Ulteig, Holiday Inn Reuse, and TCAAP. The event was held at North Heights Lutheran Church. Approximately 50 business owners and residents attended the event in addition to City Councilmembers and staff. Councilmembers gave presentations on the Vikings stadium proposal, the website redesign project, the City’s financial managementand budget,road construction, and development projects.The event was well- received, and attendees reported that it was informative. Expenditures,paid from the EDA General Fund, included approximately $870 for advertising and promotion and $1,800 for cateringand audio-visual services at North Heights. The EDC chose not to hold a State of the City event in 2012 since Commissioners were concerned that there was not a discussion topic, such asthe Vikings stadium, that would generate significant interest among the business community.The EDC has indicated that it would like to hold a 2013 State of the City at which information on the TCAAP project may be presented. City of Arden Hills Economic Development Commission April 3, 2013 11 Page of  MEMORANDUM DATE:EDC Agenda Item 5.A April 3, 2013 TO: Economic Development Commission Chair and Commissioners FROM: Jill Hutmacher, Community Development Director SUBJECT: TCAAP Update The Congressional Oversight Committee issued their “letter of concurrence” on the County’s Offer to Purchase (OTP) for the TCAAP Property.This means that the OTP has been accepted by the federal government, and the County and General Services Administration will move forward with closing in mid-April. Ramsey County has issued a Limited Notice to Proceed to Bolander & Sons, Inc. This allows Bolander to begin working on the schedule, work plan, and permitting processwhich is anticipated to take 60 to 90 days. Permits are required from the MPCA, Rice Creek Watershed District, and the City. Bolander has moved heavy equipment inside the TCAAP perimeter fence off of County Road H. The imposition of road weight restrictions on March 15 prevents movement of heavy equipment for several weeks. Bolander will be prepared to begin site work immediately following closing. The City received five proposals from high-quality local consulting firms for the TCAAP AUAR, MasterPlan, and Regulations & Policies. The selection committee has reviewed the proposals and has invited two firms, HKGi and Kimley-Horn, for interviews which will be held on March 29 and April 2. The first meeting of the Joint Development Authority was held on February 27, 2013. The next JDA meeting will be held on Monday, April 1, 2013, at 5:30 pm in the Arden Hills Council Chambers. The businesses are predominantly manufacturing, distribution, and wholesale. Approximately 670 employees work in the district with Delkor Systems being the largest employer with over 150 employees. Abusiness district-specific newsletter (attached) with information on the upcoming US 10/Highway 96 reconstruction project as well as various other topics was distributed. Businesses expressed appreciation of the City’s proactive efforts to notify businesses of the upcoming construction and road closure. Several businesses expressed concerns with congestion and safety issues at the I-35W and Highway 96 intersection. Staff has relayed these concerns to Ramsey County and MnDOT. Stop signs will be installed on the bridge during the US 10/Highway 96 project. MnDOT is considering whether the signs will remain following project completion.Included in Ramsey County’s $35 million TCAAP transportation request is a complete reconstruction of the bridge. Under the approved plan, Highway 10 will bridge Highway 96 approximately 20 feet. Ramps will be built to provide access fr bound Highway 10 and from eastbound Highway 10 to Highway 96. Prior Avenue, the access road to Arden Manor, will be relocated Road, and the intersection will be rebuilt with a new traffic si-use trail will be built along the south side of Highway 96. Construction is anticipated to begin in late March.
