Background/Discussion
Coralie Wilson, Executive Director, Northwest Suburban Communications Committee
(NSCC)/ Northwest Suburban Access Corporation (NSAC), will be at the work session to
provide the City Council with her annual update on the status of activities and projects at
CTV.
Over the past year (plus), the major item of business at CTV has been the negotiations
with Comcast for a new cable franchise agreement.
Attached for your information is the 2013 Year in Review from CTV.
Also attached for your information is the summary of 2012 and 2013 franchise fees paid
and 2013 and 2014 city contributions (to NSCC).
Our City representative on the CTV Board, Craig Wilson, has been invited to this work
session.

SUBJECT: Parks and Open Space District and Conservation District Proposed Rezoning
Requested Action
Review the proposed list of properties to be rezoned as Parks and Open Space District or
Conservation District and provide staff with further direction.
Background
On November 25, 2013, the City Council approved Ordinance 2013-010 and Ordinance 2013-
011, which established a new Parks and Open Space District and Conservation District in the
City Zoning Code. Since then, staff has begun the process of evaluating parcels within the City
that should be rezoned as Parks and Open Space District or Conservation District based on the
stated purpose of these two zoning classifications.
The primary purpose of the Parks and Open Space District is to establish land use regulations
that support the parks and open spaces managed by Arden Hills and Ramsey County. In addition,
protecting land for recreational and open space uses helps to address public health, promote
environmental stewardship, and protect natural resources. Currently, most City and County parks
are zoned residential.
The Conservation District was designed to be applied to the Arden Hills Army Training Site
(AHATS). While the property is now under federal ownership and being leased to the Minnesota
National Guard for training purposes, the City recognized that portions of AHATS could be sold
to private parties in the future and developed based on the underlying zoning classification. A
majority of the site is now zoned R-1 single-family residential. The main purpose of the

Conservation District is to ensure that any future development on AHATS maintains a
sustainable level of public expenditures for utilities and services.
Discussion
Staff has developed a list of 38 parcels in the City that may be appropriate for rezoning as Parks
and Open Space (Attachment A). Of these parcels, 28 are owned by the City of Arden Hills.
Twenty (20) are currently used as active parkland and five (5) .
An additional three (3) parcels owned by the City provide open space areas, but are not formally
parlocated at 1750 Parkshore Drive on the
southern end of Round Lake, 3772 Brighton Way east of New Brighton Avenue and adjacent to
and where the City recently installed a gateway sign. The remaining ten (10) parcels are owned
by the Ramsey County Parks and Recreation Department and are all included in the County park
system. The spreadsheet included in Attachment A lists the address, ownership, acreage, and
current use for the 38 parcels.
A total of eight (8) separate parcels comprise the Arden Hills Army Training Site. Staff has
identified these parcels as being appropriate for rezoning as Conservation District (Attachment
C). In 1999, the City amended the Zoning Code to include a new Civic Center District located
along the north side of Highway 96, between Snelling and Lexington Avenue. When the zoning
map was amended, the Civic Center classification was extended beyond the property boundaries
for Arden Hills City Hall and the Ramsey County Public Works Department to partially include
a portion of one of the AHATS parcels. Staff is requesting direction from the Council on whether
this parcel should be rezoned entirely as Conservation, or whether the portion currently zoned
Civic Center should remain unchanged.
Next Steps
Based on the conversation with the City Council, staff will finalize the list of proposed parcels to
be rezoned Parks and Open Space District or Conservation District. This case is currently
scheduled to be reviewed by the Planning Commission at their meeting on March 5, 2014. The
City Council would likely taken action on this item on March 31, 2014.

SUBJECT: 2014 CIP Equipment Purchases
Background/Discussion
There are three of the equipment purchases in the approved 2014 CIP we would like to talk to the
Council briefly about. They are Replace 1997 Dump Truck w/Plow/Wing/Sander, Replace 1996
Roller and Replace 2002 Groundmaster with Snow Blower. The issues we would like to discuss
are as follows:
1.Replace 1997 Dump Truck w/Plow/Wing/Sander
The 2014 CIP has $160,000 anticipating the purchase of a new vehicle. However,
the monies budgeted are significantly short of the approximately $200,000 needed
for a new vehicle. Ramsey County has a 2011 International single axel plow
truck that has 13,000 miles on it that they are planning to trade in this spring. The
value of the truck has been determined to be $128,250 (Joe Mooney has verified
this value with an International dealer). To this amount there would be a cost of
$5,000-6,000 to have the vehicle painted white as we did with the last truck we
purchased from Ramsey County. The $160,000 budgeted includes an estimated
$20,000 auction value for our 1997 truck which we would send to auction later in
the summer/early fall in an effort to maximize its value.
2.Replace 1996 Roller
There is $10,000 in the 2014 CIP for the replacement of the 1996 Roller. As we
discussed at the January Work Session, the Public Works crew has started to do
more paving of streets as a maintenance technique. With these paving activities it
would be good to have a large roller (the current roller was used primarily for

patching). We would suggest deferring the purchase of a larger roller and instead
we will have the Public Works crew rent one when they are doing paving
activities. Through this we will determine a few things: what size roller works
the best for them; can we continue to just rent a larger roller when we need it; if
we determine it would be good to have a larger roller in our fleet, are there used
ones that would be available.
3.Replace 2002 Groundmaster with Snow Blower
The 2014 CIP has an item in it to replace the 2002 Groundmaster with Snow
Blower. The item is budgeted at $39,000 including an estimated $3,500 auction
value for the old piece of equipment. This piece of equipment has primarily been
used in the winter months on the ice rinks and trails. We would like to propose a
change to this CIP item. We would suggest the purchase of a Tool Cat with Snow
Blower. The reason for this is twofold. First, we have been using our current
Tool Cat on rinks this season and it is just as functional (some of our guys think it
is better) as the Groundmaster. With our current Tool Cat we have a number of
tools that attach such as a brush hog, plow, V-plow, bucket and sweeper. Having
a second piece of equipment that these tools can be used on would give us more
versatility. Finally, the 2002 Groundmaster has limited value, maybe not even the
estimated $3,500. If we kept that piece of equipment we would put a mower deck
on it and use it to mow along trails to save wear and tear on the new Z-Mowers.
The cost of a new Tool Cat with a snow blower is $49,000; this is $10,000 more
than budgeted in the CIP. To help bridge that gap we would propose sending the
John Deere Tractor to auction since, with another Tool Cat, its functionality
would be redundant. The value of the John Deere is estimated at $6,000-8,000.
This would still leave a small gap that could hopefully be made up with the
savings on the Plow Truck.

SUBJECT: PTRC Goals and Work Plan
Requested Action
Discuss goals and work plan priorities for the Parks Trails and Recreation Committee (PTRC)
for 2014.
Background
Each year, the various City committees and commissions discuss and recommend goals and
project priorities for the upcoming year. These are then brought to the Council for evaluation
and further discussion in order to finalize a work plan for each committee. The Parks Trails and
Recreation Committee (PTRC) is prepared to discuss their goals and priorities for 2014 at
The Council will make the final determination as to what the goals and
priorities are for the upcoming year. The joint meeting will be an opportunity for the PTRC to
present their goals, priorities, discuss current parks and trail issues and receive Council feedback.
Discussion
Attached are the purpose, mission, expectations and goals for the PTRC (Attachment A).
Listed below are ten ongoi
every year. These are reviewed annually by the committee.
1.Recommend actions that advance the vision for parks, trails, and recreation.
2.Assist in identifying ongoing parks and trails maintenance/improvement priorities.
3.Recommend and review grant opportunities, sponsorships, and partnerships for parks and
trails.
4.Assist, advise, and monitor plans for parks, trails and recreation within TCAAP at the
appropriate time.
5.Continue to work with Ramsey County on mutually beneficial trail/park projects and
activities.
6.Monitor potential road improvements to encourage inclusion of pedestrian friendly
infrastructure whenever possible.

7.Look to enhance/add recreational opportunities in our parks.
8.Recommend future enhancements for the 5 year Capital Improvement Program each year.
9.Sponsor and organize Community events such as clean up day(s), garden clean up day(s)
and other volunteer project day(s).
10.Prepare semi regular articles that the Committee would like to see highlighted in the City
newsletter.
The PTRC has put together a proposed list of priorities for their 2013 work plan and they are
listed below:

3.Community Survey Analysis - The 2013 Summer Community Survey results are

in more detail with a power point slide show at the meeting.

A. General Purpose for Committees and Task Forces:
While the City Council and City Staff have the sole responsibility for all activities within the City
of Arden Hills, from time to time they find it desirable, advantageous, and necessary to bring
together residents of Arden Hills in order to broaden and enrich the discussion around possible
ar-ranging
alternatives is stifled by the risk that the mere discussion of alternatives will engender them with
undeserved merit. In addition, Arden Hills will always seek to hire the most qualified and
capable employees, but in doing so we will frequently hire staff that is not intimately connected
to the Arden Hills neighborhoods. Therefore, it is critical that the City create a mechanism where
the City Staff can get unfettered and unbiased reaction to their novel thoughts and ideas.
The Commission, Committee, and Task Forces are established to broaden and enrich the content
that will ultimately be enacted or authorized by the elected City Council.
B. Mission/Purpose:
Parks, trails, recreation and natural resources in Arden Hills increase the desirability of the city as
a place to live or work, enhance the health and well-being of citizens and guests, and improve the
interests of Arden Hills citizens in leading the continuing development, expansion, and
improvement of those resources. The PTRC recommends to the City Council actions that support
those interests; monitors the use of and the improvements in parks, trails, and recreation; and
collaborates with other City committees and commissions in improving parks and trails.
C. Goals:

D. Committee Expectations:
While the work required of PTRC members will vary both across members and across time, the
following expectations are generally held of all committee members:
1. The interests of Arden Hills and its citizens are foremost
2. Participation of PTRC members is key to their contribution~
a. Members should be present and involved in meetings of the
committee.
b. Members should be actively engaged in discussing issues, sharing
perspectives, and raising questions that are essential to good
decision-making.
c. Effective participation derives from continually learning about
Arden Hills parks, trails, and recreation and the physical and
political environments in which they exist. This learning includes
those formal opportunities afforded by the PTRC, as well as
d. As a general guideline, members should expect to spend
approximately 3 to 4 hours per month in their work on the
committee.
3. The PTRC is a group of peers no one member has more standing or power than
others.
4. Respect for the opinions of each other, and for those with whom the PTRC interacts,
views, and represent a sense of stewardship in all that they do.
5. PTRC members engage in continual self-assessment of their performance on the
committee. As needs arise, they seek education and skills necessary to their
performance. As a collective, the committee develops changes in its composition,
structure and function as needed.
6. The PTRC provides opportunities for the education of its members, both as part of
committee meetings, and through access to educational events in other settings.
Members actively engage in this education as part of their responsibility to the
committee.
7. Some of the work of the PTRC is in areas of subjective judgment, where there is not
enough hard information to make the decisions that are necessary. Members who are
most successful in these decisions are those who are aware of the values they hold,
willing to engage in the discussion of those values, and respectful of those values
held by others that may differ from their own.
8. The PTRC is composed of individuals with diverse perspectives and experience. The
committee benefits from the contrasts that this diversity engenders, and seeks to
improve the decisions it makes and the actions it takes by understanding the conflicts
and resolving the disputes that arise in the discussion of issues and plans.

Staffislookingfordirectiononwhethertoproceedwithtreatmentofashtreesinthemaintained
areas of the City parks.
Background
EmeraldAshBorer(EAB),aninvasivebeetlethatkillsashtrees,wasdiscoveredinSt.Paulin
thespringof2009,Shoreviewinthesummerof2011andRosevilleandArdenHills
(NorthwesternCollege)in2013.TheCityapprovedtheEABManagementPlanin2012.Staff
presentedanEABstatusupdateattheNovember12,2013CityCouncilworksession.Atthat
time,onlyoneconfirmedcaseofEABhadbeendiscoveredinArdenHillsatNorthwestern
College.However,sincethattime,atreewithEABwasidentifiedinSampsonParkinArden
HillsbytheDepartmentofAgriculture.ThattreewasremovedinDecember.TheDepartment
ofAgricultureiscurrentlyconductingwinterEABinspectionsinthesurroundingareaofthis
findandalsore-inspectingareasthatweredonelastwinter.Resultsofthoseinspectionsshould
be known by the end of March.
TheapprovedEABManagementPlandoesnotincludetreatmentofpublictrees.TheCity
RightofWay(ROW)ordinancestatesthatmaintenanceoftreeswithintheROWisthe
responsibilityofthehomeowner.TheCitycompletedanashtreeinventoryin2012ofallash
treesintherightsofwayofCitystreetswiththesoftwareSimpleTrees.Atotalof2,397trees
wereplottedand374arelistedasashtrees.TheCouncilrevisitedtheapprovedEAB
ManagementPlan(2012)attheNovemberworksession.StaffpresentedtheCouncilwiththe
questionofiftheCityshouldconsidertreatmentofsignificantparktrees(maintainedareas).
TheinsecticideTreeAgeismostcommonlyusedandhasshowntohavea99percentsurvival
rateonhealthytrees.PrecisionLandscapingwasretainedfortreeservicesin2014andtheCity
wasabletonegotiateinsecticidetreatmentforpublictreesatamunicipalrateof$6.00perDBH

todeterminewhatpercentagewouldbegoodcandidatesfortreatment.Councildirectedstaffto
conductatreeevaluationwithinthemaintainedareasoftheparksanddeterminehowmanytrees
wouldbegoodcandidatesfortreatmentandbringthefindingsbackforCouncildiscussion.
Aftercompletingthatinventory,54ashtreeswereevaluatedand38werefoundtobehealthy
andgoodcandidatesfortreatment.Aerialsofeachoftheparkswithashtreesareincludedfor
Council review (Attachment A). Below is a chart with the evaluationfindings:

None of the ash trees would be good candidates for treatment. This is mainly due to the
size and the amount of other canopy coverage from othertypes of trees.
Hazelnut Park
1–15” dia Ash tree. This tree is healthy and a good candidate for treatment
1–10” dia Ash tree. This tree is healthy and a good candidate for treatment
1–19” dia Ash tree. This tree is healthy and a good candidate for treatment
Ingerson Park
1–10” dia Ash tree. This tree is healthy and a good candidate for treatment
4–14” dia Ash trees. All 4 are healthy and are good candidates for treatment
2–20” dia Ash trees. All 2 are healthy and are good candidates for treatment
2–18” dia Ash trees. All 2 are healthy and are good candidates for treatment
1–16” dia Ash tree. This tree is healthy and a good candidate for treatment
Johanna Marsh
3 smaller ash trees near the west side of the tennis courts would not be good candidates
for treatment. These trees do not have good structural canopies. There are other trees in
the area that will proved good canopy coverage.
Lindey’s Park
2–8” dia Ash trees. Due to the low canopy coverage, I would recommend treatment on
these smaller ash trees.
2–12” dia Ash trees. All 2 are healthy and are good candidates for treatment
Perry Park
2–14” dia Ash trees. All 2 are healthy and are good candidates for treatment
4–10” dia Ash trees. All 4 are healthy and are good candidates for treatment
2–11” dia Ash trees. All 2 are healthy and are good candidates for treatment
1–21” dia Ash tree. This tree is healthy and a good candidate for treatment
Approx 6 other ash 10” and less would not be good candidates for treatment. There is
good canopy coverage at this park were the majority of ash trees are located. You may
opt out on treating some of the 10” and 11” trees.
Royal Hills Park
4-12” dia Ash trees. All 4 are healthy and are good candidates for treatment
2-14” dia Ash trees. All 2 are healthy and are good candidates for treatment
1–17” dia Ash Tree. This tree is healthy and a good candidate for treatment
2 ash trees that are less than 10” dia would not be good candidates for treatment
All parks:
Are good candidates fortreatmentwith a total of 502 diameter inches
Overall:
Royal Hills Park, Perry Park and Ingerson Park have the largest amounts of ash
trees. These parks would see the greatest impact from EAB if nothing is done. Lindey’s
Park only has a few mature trees on site and ash trees being the majority. The remaining
parks have smaller populations of ash trees and wouldn’t be impacted as much if the trees
were removed and replaced with another species.
