At that meeting it was the consensus of the Council to hold off approving the feasibility report until further information could be provided on the lighting component of the project to reduce the expense. Approximately two weeks ago staff send by email to the Council information from Xcel Energy regarding lighting options they could provide on the County Road E project. The Xcel information includes two options both based on 200 foot light spacing. (The spacing could be reduced but the cost would rise as more fixtures are added) A copy of the Xcel proposal dated November 25, 2013 is attached. The basic option estimated at approximately $87,000 (City would be responsible for removing the existing lights) is an 18 foot direct bury pole with the standard Colonial fixture. The more expensive option at approximately $202,000 would be the same number of lights (20) but on a 15 foot base mounted pole with a more decorative Vernon fixture. The email from staff also included a map to a project in St. Anthony where the Vernon style fixture was install on a 125 foot spacing. Hopefully the Council was able to take a look at this project in person or on Google Earth. At Monday's work session staff would like to discuss the various street lighting options and determine how the Council would like to proceed. To give the Council a general idea how the Xcel lighting options (at 200 foot spacing) would reduce the proposed assessment rates from the draft feasibiliry report, here are some rypical examples showing the total assessment for all improvements given the various street lighting options: l. Flaherty Bowl (property that the building sits on) Page 1 of 2 • Draft feasibility report assessment approximately $20,000 • Xcel option with standard Coloniallights; approximate assessment $5,700 • Xcel option with more decorative Vernon lights; approximate assessment $9,100 2. Davidson (E Street Flats site) • Draft feasibility report assessment approximately $84,100 • Xcel option with standard Coloniallights; approximate assessment $24,500 • Xcel option with more decorative Vernon lights; approximate assessment $38,500 3. Wells Fargo • Draft feasibility report assessment approximately $14,600 • Xcel option with standard Colonial lights; approximate assessment $4,400 • Xcel option with more decorative Vernon lights; approximate assessment $6,800 Another way to look at this would be the assessment rate per front foot for '�ust the lighting component of the project. The rates for the three options would be approximately: • Draft feasibiliry report • Xcel standard option • Xcel decorative option $69.00 per front foot $10.50 per front foot $24.25 per front foot Please review the information previously sent by email which has much more information about the Xcel options. Install by plow approx 4200' of #6 AL wires in 1'/�" conduit. This is an estimate with 100' spacing and alternating sides north and south. The existing customer owned streetlights are to be removed by the City of Arden Hills and is not part of this estimate. Included in the monthly street light rate is full maintenance of the street light system. Maintenance of the street light system covers the pole, fixture, conduit and wiring, as well as facilitation of any locating and damage administration. Operations and Maintenance for the proposed street light system will be for 25 years from the date of installation.
