SPECIAL CLOSED CITY COUNCIL MEETING

CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the special
closed City Council meeting at 5:30 p.m.
Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, Dave
McClung (arrived at 5:45 p.m.), and Ed Werner
Absent: None
Also present: City Administrator Patrick Klaers; League of Minnesota Cities Insurance
Trust's Appointed Attorney John Baker (Greene Espel); City Attorney Joel Jamnik; and
City Clerk Amy Dietl
1. APPROVAL OF AGENDA
The Council accepted the agenda as presented.
2. AGENDA ITEMS
A. TAT Properties Ltd and 1201 East County Road E vs. City of Arden Hills
The City Council and staff received a briefing from the League of Minnesota Cities Insurance
Trust appointed attorney, John Baker, attorney for the law firm Greene Espel regarding the claim,
which is a challenge to a PUD amendment denial.
Mr. Baker left the meeting after the briefing was provided.
B. STUARTCO, E Street Flats and Shoppes, Lisa A Moe vs. City of Arden Hills

The City Council and staff then received a briefing from City Attorney Joel Jamnik regarding the
conciliation court claim challenging water, sewer and other utility charges billed to the property
during the time it was temporarily used for student housing. The owners allege that the City
improperly classified the property as commercial rather than residential and consequently over
billed the properry during the time period.

Mayor Grant adjourned the special closed City Council meeting at 6:35 p.m.
