HomeMy WebLinkAbout00-026 STATE OF MINNESOTA COUNTY OF RAMSEY CITY OF ARDEN HILLS RESOLUTION 00-26 A RESOLUTION REQUESTING RAMSEY COUNTY TO RESTRICT PARKING ALONG A PORTION OF COUNTY ROAD I WHEREAS,the County has planned the improvement of County Road I from I-35W to Schutta Road; and WHEREAS,the County will be expending County State Aid Highway Funds (S.A.P. 62-603- 03) on the improvement of said street; and WHEREAS,the improvement does not conform to the approved minimum standards as previously adopted for such County State Aid Streets and that approval of the proposed construction as a County State Aid Street project must,therefore be conditioned upon certain parking restrictions; and WHEREAS,the extent of these restrictions,that would be necessary prerequisite to the approval of this construction as a County State Aid project in the City, has been determined. C NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Arden Hills requests Ramsey County to restrict parking of motor vehicles on the south side of County Road I from I-35W to Schutta Road. In that letter you state that, in order to receive state approval of the project, the City should adopt the resolution as soon as possible. I am sorry that it took such a long time to get back to you, but between changes in Administration and other issues,this one fell down the list. At this time, the City of Arden Hills cannot pass the proposed resolution because it is my understanding that we wished to have a Memorandum of Understanding between Ramsey County,the City of Shoreview, and the City of Arden Hills that any potential changes to the intersection of Schutta Road with County Road I would not be considered, nor held to the same funding participation as the signalized intersection at County Road I and the Rice Creek Parkway. This issue has not been in front of the City Council because I have been unable to get Mr. Tolaas and Terry Schwerm, the City Manager of Shoreview, to agree that such a document needs to be written and signed off by both parties. I understand that the County Road I project has been bid. My assumption at this point is that the Ramsey County Board of Commissioners has accepted it. It's also my further assumption that, in order to bid the project; the State of Minnesota had to approve the plans. I hope this catches us up on the status of the"no parking" resolution for County Road I, and can lead to a written document that lays out the future scenario for any signalized intersection at County Road I and Schutta Road in the City of Arden Hills. The project became necessary with the City of Shoreview's development of Wispark,between County Road I and County Road J on the east side of I-35W. No costs to the City of Arden Hills have been identified. City Requests Following review of the preliminary plans, the Arden Hills City Engineer drafted a letter ( to the Ramsey County Engineer, Jim Tolaas, encouraging the County to award bid Alternate#1 as part of the project. This alternate is for a pedestrian tunnel under County Road I east of the new vehicle bridge over Rice Creek. The letter also encouraged the County to widen the proposed new vehicle bridge over Rice Creek, to provide room for pedestrian traffic on the south side of the bridge. County Response When asked if the County had considered the Arden Hills requests, Mr. Tolaas indicated there is not enough right-of-way to extend the vehicle bridge to the south to provide for pedestrian traffic on the Arden Hills side. There will be a walkway on the north side (Shoreview) of the bridge. Mr. Tolaas also stated that funding problems have prevented the County from including the Alternate pedestrian tunnel from being awarded at this point, but Mr. Tolaas is seeking additional funds from the County for that Alternate. Project Scheduling Arnt Construction Inc.was awarded the project and expects to begin preliminary utility relocation and some grading by May 16t . A detour necessary for replacing the Rice Creek Bridge will not start until June 9th, to allow school buses to finish out the school year on the old bridge. The new bridge should be opened for two lanes by August 14th, and the project is scheduled for completion on October 15, 2000. County Road I, Pre Con Meeting Memo Page 2 May 8, 2000 Recommendation I would strongly recommend that Arden Hills and Shoreview immediately lobby hard for the pedestrian tunnel. We offer the following comments regarding the projects. 1. Based upon past conversations with County staff and review of the plans we understand that the County will not be soliciting any funding for the proposed improvements included with the above projects. 2. We strongly encourage Ramsey County to consider award of Bid Alternate#1 which would include the construction of the pedestrian tunnel under County Road I. 3. We strongly encourage Ramsey County to consider extending the proposed Bridge 62539 to the south to provide for potential future pedestrian movements along the corridor. If the bridge is not constructed wider-as a part of this project does the County have plans to expand it in the future or the construction of a separate pedestrian bridge over Rice Creek?
