HomeMy WebLinkAbout84-021i���'��-k- -��`� �/ EXTRACT OF MINUTES OF MEETING OF CITY COUNCIL CITY OF ARDEN HILLS RAMSEY COUNTY, MINNESOTA � JULY 30, 1984 _ Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Arden Hills, Minnesota, was held in the City Hall in �aid City on Monday, July 30, 1984, at 7:30_ _ o'clock p.m. : The foliowing members were present: Mayor Robert Woodburn and Councilmembers Rauenhorst, Christiansen and Mul_cahy; and the - following was absent: Hicks. . Also presen� were Donald Christofferson, Vill.age Engineer; � Llonald Lamb, Treasurer; Chariotte MoNiesh, Clerk Adminiskrator; Thomas S. Deans, City Bond Consultant and Dorothy Zehm, Deputy _ Clerk. _ Mayor Woodburn: We will now go on to the public hearing for Improvement No. SS-w-P-ST-84-1 regarcling the Royal Hills North Plat improvements. Mr. Christofferson, please introduce the sub- ject. : However, perhaps we shoul�7 hear from the Clerk Administrator regarding the Affidavits. Charlotte McNiesh: Yes, your honor I have the affidavits of publication �hdwing that the notiCe was published in the New B�ighton Bull,etin on July 11 ancl 18, 1984 and the Certificate of �_- Mailing showir�g tha:t notices were mailed to the affected partie5 on July 16, 1984. ; Mr. Christofferson: This project Royai Hills North for city improvements consists of constructing sanitary sewer, watermain storm sewer, aggregate base, bituminous surFacing, concrete curb and gutter, and acquisition to serve the Royal Hills North plat. � One-half of proQosed Arden Hills Drive is within the Royal Hi�.ls _�� North Plat and one-half is outside the plat. Essentially sani- tary sewer and watermain follow the street of Royal Hills Drive. Arden Hills Drive is the`extension of the street coming through from the Townhouse Villages. We propase to construct a 73 inch storm sewer in accordance with the Arden Hills west and nortfiwest drainage plan to Royal Hills Drive and then westerly under Snelling Avenue where it will discharqe into open clitches. We propose to connect or extend a 15° storm sewer northeasterly of the intersection of Aden Hills Drive to the appropriate catch basins. � wou�.d like to remind you that 150 to 200 feet of the existing street would have to be reconstructed to meet the existing street grades and also 30 feet will be on the,abutting properties to the north and we are also proposing, although it �oes not show on the plan, some kind of sewers from underneath the street and approp�iately we believe that the property on the nortfi could be platted very similarly to that on the south. We believe that this project is Feasible. Mayor Woodburn: Mr: Deans, will you now explain the proposed finances? _ Thomas Deans: Mayor and members of the council, th� published cost of thi� project is $432,000 including cap:italized interest and easement costs. The area to be assessed would be as \ shown in the notice, basically the Roya1 Hills North plat. There woul�i be 34 lots proposed �o be assessed when the time comes. If all are benefitted equally, they wouid be assessed at a rate of (��- $12,706 per lot. Following council procedures this would pro- bably be assessed over a six year period. There would also be a provision 'that it could be paid within 30 days after the date the asse�sment roll was adopted. The assessment would probably first: be paid in 1986. Mayor Wflodburn; Ms. McNiesh, are there any written comments? Ms. McNiesh: I have received none. Mayor Woodburns Are there any comments from those present on this proposed improvement? Very we11, since there are no comments, we can clase the hearing to the publie. Does the council have any discussion? Councilmember Rauenhorst then introduced the foliowing reso- lution and moved its adoption: Resolution No. 84-21 RESOLUTION ORDERING THE CONSTRUCTION OF IMPROVEMENT NO. SS-W-P-ST-84-1 UNDER AND PURSUANT TO MINNESOTA STATUTES, CHAPTER 429 AND ORDERYNG PREPARATION OF PLANS AND SPECIFICATIONS THEREFOR BE IT RESOLVED by the Council of the City of Arden Hil,ls; Minnesota, that in accordanc� with the provisions of Minnesota _ �tatutes, Chapter 429, as amended, the Council held a public hearing on the proposed construction of improvement No. SS-W-P-�T--84-1 con5isting of the sanitary sewer, watermain, storm sewer, aggregate base, bituminous surfaeing, concrete curb and gutter, ri�ht of way acquisition and necessary appurtenances, xncluding all property in the City of Arden Hills on the south ; 18U0 fect of the west 1/2 of the northwest 1/4 of Section 22, � Township 3Q, Range 23 (Royal Hills North Plat), as described in the Notice of Hearing at a cost presently estimated a� $432,000, and sub�tanti.ally in accordance with the preliminary report as to the feasibility thereof which is now on file in the office of the City C1erk Administrator; and having considered the views of all interested persons and being fully advised in the premises, the . Council does hereby determine and ordex that said improvements shall be construeted and financed, and special assessments shall be levied therefor, pursuant to said Chapter 429, and that the � . area proposed to be assessed therefor shall include the property as described in the Notice of Hearing. The City Consulting Engineer is c]irected to prepaxe and submit to the Council the final pians and specifications. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Christiansen and upon roll call vote being taken thereon, the following voted in favor ther�of: A11 pres�nt; and the following voted against: None; whereupon said resoiution was declared duly passed and adopted. Mayor Woodburn• Any que�tions? Mayor Woodburn: Mr. Deans, I believe we have also done this on ten years or when the property sold. Mr: Deans: In certain instances we have gone as long as 10 years.
