TO: Honorable Mayor and City Council Michelle Wolfe, City Administrator FROM: Michelle Olson,Parks and Recreation Manager`Czp' SUBJECT: Resolution 07-69: Safe Routes to School Grant Application BACKGROUND At the September 10, 2007 Regular City Council Meeting, staff was authorized to apply for funding through Mn/DOT's Safe Route to School Program (SRTS) for Valentine Hills Elementary School Trail Connections. Since that time, staff has been working with Ramsey County Parks and Recreation to complete this application. The City of Arden Hills is requesting the maximum grant award of$175,000. Project costs are summarized below: The project total: Estimated at $259,352.11. Funding available from Grant: $175,000.00 Amount Project is over Grant Award: $84,352.11 Local Funds: $46,552.11. Includes: $31,552.11 - Engineering Costs that are not reimbursable—Provided from City of Arden Hills Special Revenue Park Fund and $15,000.00 — Crosswalk Signal provided by Ramsey County Parks and Recreation In-Kind Contributions: Up to $37,800 Includes: $36,000 - Possible relocation of up to 9 fire hydrants ($4,000 per hydrant — actual number that may need to be relocated will be determined in final design). $1,800—Crosswalk Painting provided by Ramsey County Public Works. The SRTS grant is one hundred percent reimbursable with no cash match requirements. While it states in the application instructions that engineering is a reimbursable expense, this is actually misleading. If the City were to be awarded funding for this project, engineering fees will not be eligible for reimbursement until after construction documents and environmental documents have been prepared. Staff has estimated that 1/3 of the engineering expense will be covered. The other 2/3 will have to be funded from the City. Therefore, City Staff is proposing that the engineering expenses that are not eligible for reimbursement from the grant be budgeted for in 2008 and project construction costs in 2009. Therefore, the City will need to budget from the Special Revenue Park Fund for engineering expenses in 2008 of$31,552.11 and the project construction expenses of $175,000 (including the $16,189.42 of reimbursable engineering expenses) in 2009. The revenue of $175,000 will also be budgeted for in 2009. If the grant application is unsuccessful, the trail segments would be put on hold. In order to complete the trail on the south side of County Road E2, nine fire hydrants may need to be relocated. If this is contracted out to an outside vendor, the approximate cost is estimated at $36,000. However, our Public Works Department is capable of doing the work for significantly less. There will be very little equipment costs associated with this project, primarily labor time. Staff has included within the grant that this be provided by the City of Arden Hills as an in-kind donation. Other in-kind donations and local funds included within the grant are: 1. Ramsey County Parks and Recreation has agreed to provide a crosswalk signal at the Crosswalk on County Road E2 that meets up with the trail coming from Venus Avenue. The cost estimate for this signal is estimated at $15,000. 2. Ramsey County Public Works has agreed to paint all seven crosswalks proposed within the project. The cost estimate for this is $1,800. i RECOMMENDATION Staff recommends a motion to adopt Resolution 07-69: Supporting the Safe Routes to School Grant Application for Valentine Hills Elementary School Trail Connections. The trail along County Road E2 gives all students the opportunity to safely walk or bike to the Ramsey County Arden Hills Library, Ramsey County Tony Schmidt Regional Park, and eventually (upon completion of trail) to Perry Park. Line 23: Average daily non-student bikers/walkers expected to benefit from project: It is very difficult to determine the exact number of non-students of Valentine Hills Elementary that utilize County Rd E2, however, currently many students and athletes from Mounds View High School and Bethel University frequently utilize County Road E2 and Old Snelling Avenue as their regular running route. Due to lack of trails and sidewalks, athletes are forced to run within the roadway, creating a dangerous situation. The proposed trails within this project, in combination with future proposed trail connections to Bethel University and Mounds View High School, will provide safe pathways and in turn encourage more use by students, athletes and recreational walkers, promoting healthy and active lifestyles for the entire community. Line 24: Estimate current number of K-8 bikers/walkers at school: 100 of the 637 total students are located within the bike/walk zone. This is approximately 16%. Due to the lack of sidewalks and trails surrounding Valentine Hills Elementary School, parents and guardians do not allow their children to walk or bike to school. School staff has received requests from parents to improve safe access so that they may feel more comfortable allowing. their children to walk/bike to school safely. Based on current statistics, less than 12 children walk/bike to school on a regular basis. Minnesota Safe Routes to School 10 2008 Grant Application Instructions Line 27: Provide a detailed description of the current conditions for the students walking and biking to and from school. Include descriptions of any infrastructure deficiencies and policy barriers. If appropriate provide an attachment of captioned photos Valentine Hills Elementary is a neighborhood school with no trail or sidewalk connections. The school is surrounded by very busy roads with posted speed limits of 40 mph on County Road E2 and 45 mph on Old Snelling. There is a school zone in front of Valentine Hills that reduces the speed to 30 mph when children are present. The lack of off-road pathway connections and high-speed traffic has resulted in few school children biking or walking to school. Currently, County Road E2 has an eight (8) foot shoulder or parking lane on both sides of the road, but no sidewalks or trails. The shoulder and parking lanes are often used for parking during school hours and evening hours when there are special events or activities at the school (Attachment B: photos 2,3,4). If a walker or biker decided to utilize the shoulder during those times, parked cars force the biker or walker to walk around the car, into traffic. In particular, during the winter months, this situation becomes very dangerous as the shoulder lanes are often covered in snow with no protection between the cars and the pedestrian. The hazard increases before and after school during twilight. Parents who pick up their children often line up along County Road E2. Often when the students are dismissed, they run down the steep hill toward County Road E2. School officials fear that the children will lose their balance and fall or slip into the traffic on County Road E2. If a trail existed in that area, the children would have a safe path that is not on a steep decline to meet their rides. In addition, road shoulders are not designated as bike or pedestrian lanes. It is rare to see youth walking on the shoulder of this road. These unsafe walking and biking conditions prompt parents to drive their students to the school, thus increasing automobile traffic at or near the school. The Ramsey County Arden Hills Library (identified on Attachment A: Project Map & Attachment B: photos 5,6) is located on the north side of County Road E2 at New Brighton Road. Currently, there is no trail or sidewalk to safely allow for students and residents to walk or bike from school or the neighborhood to this location. This prevents school classrooms from visiting the library for field trips. The neighborhoods (Attachment A: project map) north of the elementary school have very little trail access to the school. Neighborhood children cutting through Ramsey County Open Space have developed an informal route to school. This foot path is not maintained therefore, is vulnerable to weather and other variables. During the winter and spring months, it is often not usable. This foot path links the northern Valentine Hills neighborhood from Venus Avenue, consisting of 325 households. However, it is not safe as a pedestrian or bike path and is not ADA compliant. The school recognizes the current use of this community connection, however, is very concerned that there are no crosswalks at any of the trail heads, making crossing the road from the north very unsafe. The foot path is also very popular with recreational walkers. Minnesota Safe Routes to School 2008 Grant Application Instructions The neighborhoods (Attachment A: Project map) south of the elementary school, which consists of approximately 155 house holds has limited trail ,.. connections to the school and library. The trail along County Road E2 and identified crosswalks will provide a safe off road connection to these locations. Providing a safe connection for the surrounding neighborhoods to the school for both walkers and bikers is critical. Band is now offered at Valentine Hills for fifth graders from 8:30 a.m. until 9:00 a.m. before school. Many parents have a hard time transporting their child to school for this and therefore, some students are unable to participate. Providing safe routes to school surrounding Valentine Hills will increase the participation of all extra curricular activities. Line 28: Provide a summary of any planning documents, surveys and or crash data that demonstrate the need for the project. Planning documents may include a school route plan, comprehensive plan, SRTS plan, etc. There have been 38 accidents in the fast 10 years on County Road E2 from New Brighton Road and Old Snelling. In 2005, there were 5 accidents, meaning a rate of 1.2 accidents per/1000 vehicles (taken from the Minnesota Department of vehicle Services). The speed limit on County Road E2 is 40 mph, except when children are present (School zone is set at 30 mph). The Ramsey County Sheriff has received numerous complaints from Valentine Hills Elementary of speeding along this road. Interstate 35W has an exit at County Road E2 and it is used by Bethel University students as a regular route to the university. Also, this road is used often as a shortcut if traffic backs up at Interstate 35W. The current AADT on County Road E2 is 4,100 (taken from the 2006 Mn/DOT website). In 2002, the City of Arden Hills completed a Parks, Trails, and Open Space Plan (Attachment C). It was found that: Arden Hills is divided by many major roads, highways and railroads. These transportation corridors provide excellent regional access and mobility, but they separate neighborhoods and people from schools, parks, and libraries. Trail connections are needed to tie the City together, create a comprehensive system of parks and trails, improve safety and enhance the feeling of community. The City of Arden Hills has one elementary school and one high school within its boundaries, Valentine Hills and Mounds View High School. Neither of these schools have proper trails necessary to encourage safe biking and walking as a primary way to go to school each day. Since 2002, the City of Arden Hills (in particular the Parks, Trails, Recreation Committee) has been working on updating its comprehensive plan, and has identified trail links within the city that are proposed for the next twenty years. In November of 2006, the Arden Hills City Council approved Strategies for Parks, Trails, Recreation,and Community Building (Attachment D). The Comprehensive Plan and Strategies address trail segments that are needed to connect the community to schools, libraries, and parks. The proposed trail on the south side of County Road E2 is listed as a priority (trail #10 of attachment D). Another significant proposed trail that is identified within the Strategies (Trail#3,5 of attachment D) is the Old Snelling Regional Trail (identified on Attachment A - project map). This trail connection is in the City of Arden Hills Capital Improvement Plan for the year 2010. This is a very dangerous roadway that has no trails or pathways. The trail would run along the entire stretch of Old Snelling (Crossing in front of Bethel University, another key connection) from State Highway 51 to County Road 96, (which would connect to the proposed Minnesota Safe Routes to School 12 2008 Grant Application Instructions southern trail along E2 - see Attachment A - project map and Attachment B) thereby continuing the City and County's commitment to providing safe links for biking and walking opportunities in our communities. Ramsey County Parks and Recreation just completed a trail from Tony Schmidt Regional Park under the railroad tracks, which connects to an existing city trail ending at County Road E2 (Attachment B: photos 9,10). The proposed trail on the south side of County Road E2 will meet this city trail. The far southern neighborhoods along Lake Johanna and Tony Schmidt Park will be able to bike through the railroad underpass trail to County Road E2 and both Valentine Hills Elementary and the County Library. As part of the Tony Schmidt Master Plan (Attachment D), the County has proposed to extend this trail into Ramsey County Open space, past the Arden Hills Library to Mounds View High School, once again connecting libraries and schools within our community. Line 29: Develop a map no larger than 11" x 17". For Infrastructure projects the map must include: • current routes, • the proposed project, • relevant traffic control devices along the current and proposed routes, • and any additional trip generators along the proposed route. For Non - Infrastructure projects the map must include, • current routes, • relevant traffic control devices along the current and proposed routes, • and any additional trip generators along the proposed route. Communities without access to mapping software may use Google's mapping tools to develop their map. If the application represents multiple schools, multiple maps may be submitted. Line 30: Provide the requested data for each affected roadway. The requested data is readily available from the city or the county. Please note if the data is estimated i.e. not based on a formal traffic study. County Road E2 — Ramsey County, 2 lanes, 8 foot shoulder/parking, 4,100 — AADT, 5,000— projected (Taken from MnDOT Web site). Chatham Avenue—2 lanes, No shoulder, 585 ESTIMATED AADT. Venus Avenue —2 lanes, No shoulder, 135 ESTIMATED AADT. Line 31: Describe the proposed infrastructure improvement(s) and how it addresses the barriers described line 27. Please indicate if the proposed improvement will serve other trips in the area. The project as proposed: 1. `Construct a 10 foot wide bituminous trail on the south side of County Road E2, between Old Snelling and New Brighton Road, in front of Valentine Hills Elementary. (Attachment A: project map&Attachment B-photos 1,2,7). Approximate length of proposed trait-3,150 LF. Minnesota Safe Routes to School 13 2008 Grant Application Instructions 2. Pave an informal foot path, widening it to a 10 foot wide bituminous trail connecting Venus Avenue to County Road E2 (Attachment A: project map, Attachment B: photo 8). Approximate length of proposed trail—793 LF. 3. Add seven new crosswalks: Four on County Road E2, Chatham Avenue, school parking entrance, back parking entrance. (All crosswalk locations shown on Attachment A - project map). The painting of the crosswalks will be provided from Ramsey County Public Works as an in kind donation of approximately$1,800. 4. Add a crosswalk signal light on County Road E2 where the connection from Venus Avenue crosses over to the south side of the road (identified on Attachment A: project map as controlled crosswalk & Attachment B - photos 8,9). This will be provided from Ramsey County Parks and Recreation as an in-kind donation of approximately$15,000. 5. Add two Speed Monitor Systems to the existing speed limit signs on County Road E2 (see Attachment B—Photo 11,12). 6. Extend the existing concrete sidewalk that leads from the school entrance to meet the new trail along County Road E2(see Attachment B-Photo 10). Approximate length of extension— 55 LF. Please note that utilities do exist in the right of way along County Road E2. The utility company will relocate these at their own expense. Also,up to nine fire hydrants may need to be relocated along County Road E2. If this needs to be done, it would be done as an in-kind donation from the City of Arden Hills, estimated at approximately$4,000 per hydrant(if all nine need to be relocated,it would cost approximately$36,000). The proposed trail connections will promote alternative transportation choices and encourage walking and biking. The trails will increase safety for pedestrians and bikers and create ADA compliant connections, where none exist today. The new trails will provide the northern neighborhoods (Attachment A: project map) safe bike/pedestrian trail connections to the elementary school, County Library, County and municipal parks. The proposed 10 foot wide bituminous trail from this neighborhood (Venus Ave. to County Road E2) will provide a safe route to school for approximately 325 households. This footpath does not allow for year round walking or biking to school. A crosswalk and crossing light will be added at the trail head that connects to the proposed 10 foot wide bituminous trail on the south side of County Road E2 (Attachment B: photos 7,8,9), leading to the school. As part of the current school program, a crossing guard will be at this crossing every school morning and afternoon. As part of the project, it is proposed to add two speed monitoring systems to two speed signs within the school zone. This will help significantly with traffic calming. In addition, this crossing directly links this neighborhood to Tony Schmidt Regional Park (playgrounds, swimming beach, picnic pavilions). Future trail connections are proposed to lead to Mounds View High School (Attachment E) and Perry Park, which hosts a variety of baseball/softball programs. (Attachment D: Strategies -#2 under trails). The southern neighborhoods (Attachment A: project map), which consist of 155 households, will now have a safe route to Valentine Hills Elementary, the Ramsey County Library, and Tony Schmidt Regional Park. The Arden Hills Library is located north of the County Road E2 and New Brighton Road intersection. The proposed trail on the south side of County Road E2 will directly link Valentine Hills Elementary and neighbors from the south, north, and east to the library. The project will add a crosswalk to this trail crossing. In the 2002 Open Space Plan, New Brighton Road is listed as a future trail location (Attachment C). This would be another key link to the overall trail network in the City of Arden Hills. The Ramsey County Arden Hills Library has had a task force for over two years and recently asked the city to consider adding a trail from the elementary school. A letter of support from this group is included (Attachment H). The teachers at Valentine Hills would be able to schedule field trips to the Arden Hills Library. As it currently stands, this is not a Minnesota Safe Routes to School 14 2008 Grant Application Instructions possibility due to the dangerous walking conditions that exist. The Mounds View School District will clear snow and ice from the trails and with the cooperation of the City of Arden Hilts, the trails will be maintained in good condition. The crosswalks will be maintained by Ramsey County Public Works. In order to monitor and evaluate the success of this proposed project, the administrative staff of Valentine Hills will help track and monitor use of the new trails. Line 32: Describe the non-infrastructure activities that will support your infrastructure project. Non-infrastructure activities are a required element for all infrastructure programs. Communities may utilize existing programs or use a portion of the grant up to $5000.00 to develop a new program or enhance existing activities. Valentine Hills Elementary will use existing school patrol programs to ensure safe passage to schools for all walkers and bikers. The Ramsey County Sheriff's Department provides training for the School Safety Patrol Program. The goal of this program is to train the patrols in the safe procedures of crossing children to and from school. The Sheriff's Department also provides a School Patrol Officer who monitors the patrols in their duties of assisting children in crossing the street. The Ramsey County Sheriff's Department and Valentine Hills Elementary School Staff are aware that the proposed additions of pathways and crosswalks will increase the number of walkers and bikers and thus, the need for increased patrols. They have both have agreed to work together during this transition to provide proper training and support (Please see Attachment F.- Letter of concurrence from Nathan Flansburg, Principal at Valentine Hills and Attachment H: Letter of Support from Ron Durkot of Ramsey County Sheriff and Lori Carlson,Administrative Assistant of Valentine Hills). Currently, a program called "Walk Across America" is run by the Phy-Ed Teacher at Valentine Hills. The Phy-Ed Teacher and Principal are very interested in expanding this program if the proposed trails are constructed. This is a program where the students walk distances each time they meet and track the amount of miles walked on a World map. There goal is to walk around America. The lack of trails around Valentine Hills makes this program very challenging. With the proposed added trails, the students will be able to walk more than just in circles in the area around the school and the program will be more challenging and enjoyable. The City of Arden Hills, Ramsey County Sheriff, and City of Shoreview currently operate a Safety Camp each summer. This program encourages children to bike and walk, while educating them on the importance of safety. Bike Safety, Pedestrian Safety, and Stranger Danger are three key topics that are covered within this two day camp. The camp has an informational session on bike and pedestrian safety followed by a bike rodeo (obstacle course set up by the Ramsey County Sheriff), where the children can put what they learn into practice. The bike rodeo includes sidewalks, trails, and crosswalks in order to demonstrate what to do when approaching a pedestrian on the walkway. The rodeo does include parked cars and actual people for a more realistic demonstration. Also, campers go through an informative session on stranger danger. This educates the children on what to do if approached by a stranger and how to avoid personal danger in these types of situations. The Safety Camp is financially supported by the Ramsey County Sheriff's Department and Minnesota Safe Routes to School 15 2008 Grant Application Instructions is affordable for all families. Letters of Support Applicants may provide additional letters of support from key partners beyond the required letters of concurrence. Partners should have a specific role in the success of your SRTS project and letters of support should be addressed to the local project manager not Mn/DOT. These partnerships will be evaluated as part of the bonus criteria. While the funding provides incredible opportunity, communities are advised that following federal regulations requires a significant time and resource commitment on the part of the applicant and/or sponsor. Communities are encouraged to consider the following prior to submitting an application: Do I have the necessary staff to administer the funding? Do I have the funding to front the projects cost until it is reimbursed? Do I have the funding to support costs that cannot be reimbursed? Do I have the resources to support the continuation of the project results, once reimbursed? This document provides a brief overview of the Federal Aid process to assist you in determining if Safe Routes funding is an appropriate resource for your project and assist in the development of your project timeline.
