HomeMy WebLinkAbout08-11-14 Special WS it �-A "ENILLS Approved: September 29, 2014 CITY OF ARDEN HILLS,MINNESOTA SPECIAL CITY COUNCIL WORK SESSION AUGUST 11,2014 5:30 P.M. -ARDEN HILLS CITY HALL CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Pro-Tem Holmes called to order the special City Council work session at 5:30 p.m. Present: Mayor David Grant (arrived at 5:40 p.m.); Councilmembers Brenda Holden, Fran Holmes, and Dave McClung Absent: Councilmember Ed Werner(excused) Also present: Director of Finance and Administrative Services Sue Iverson; Public Works Director Terry Maurer; Community Development Director Jill Hutmacher; Associate Planner Matthew Bachler; City Planner Ryan Streff; and City Clerk Amy Dietl 1. AGENDA ITEMS A. Water and Sewer System Review Public Works Director Maurer stated that the Kimley Horn infrastructure team was present to discuss the sanitary sewer and water portions of the project. In attendance are Jon Horn, Project Manager, and Tom Lincoln, Task Leader for Land Development. Staff reviewed the general points regarding the sanitary sewer and water portion of this analysis: Water • The scope of work includes creating a model of the existing City water system to help determine how sufficient quantities of water at the appropriate pressure can be delivered to the TCAAP site upon full development. This will help answer the question; is a water tower needed on the site? • Water is available to the site from two existing truck lines; one located south of Hwy 96 and one located west of US 10. • The analysis will look at the feasibility of taking over the infrastructure that serves the Drivers Testing site and the State Surplus Sales facility that are currently serviced by Mounds View water. ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—AUGUST 11, 2014 2 Sanitary Sewer • TCAAP, when operating, was served though a trunk line (built in 1994) that flows westerly under 1-35W just south of CR H and ties into the Mounds View sewer system near the NE corner of CR 10/CR H. From there it flows westerly in the Mounds View system to a MCES lift station. • There is a three party agreement (Arden Hills, Mounds View and US Army) that allows this flow. That agreement will need to be redone between Arden Hills and Mounds View to deal with service for the redevelopment of TCAAP. Staff is working with the City Attorney, Mounds View and Ramsey County to coordinate the logistics of accomplishing this new agreement and taking over ownership of the existing infrastructure. Tom Lincoln, Kimley Horn, introduced himself to the Council and presented the preliminary sanitary sewer system for the TCAAP site. He reported that the model and design for utilities included a maximum of 1,700 homes. He explained that he would be speaking with the City of Roseville regarding the water that would be supplied to the site. He noted that the expense of the sanitary sewer and water systems on TCAAP would be the City's responsibility and would typically be funded by the new development. Councilmember Holden asked if the proposed model would address the utility needs north of the Thumb (MnDOT Training Facility and Truck Station) and asked why the City of Arden Hills would not want to supply water to all areas north of the Thumb. Mr. Lincoln commented that it would be feasible to run utilities in the areas north of the Thumb where the Minnesota Driver's License Exam Center and the Fleet Surplus building are located, but that it would not be cost-effective to supply water to the areas north of that such as the MnDOT Training Facility and Truck Station. Further discussion ensued regarding the current utilities located on the thumb and the MnDOT facility. Councilmember Holden asked if there would be any issues getting additional water from the City of Roseville. Public Works Director Maurer stated that this should not be a concern. Councilmember Holden inquired who would be responsible for maintaining the existing sewer lines leaving TCAAP over to the MCES Lift Station. Public Works Director Maurer indicated that the maintenance of any of the lines in the Mounds View system would be the responsibility of the City of Mounds View. The existing sanitary sewer pipes leaving TCAAP, flowing to the Mounds View system, were the responsibility of the Army but Arden Hills will be taking over that maintenance responsibility. Mayor Grant asked who would be responsible for I&I. ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—AUGUST 11, 2014 3 Public Works Director Maurer stated the City of Arden Hills would be responsible. He noted that there was a chance that the Met Council would take over the metering station. The City would be responsible for I&I leading to the metering station. Mr. Lincoln explained that he would come back to the City with an update in October. B. Recycling RFP Discussion City Planner Streff stated that the City of Arden Hills has contracted for curbside recycling service since 1992 for single family, duplex, triplex and fourplex residential dwelling units. In July of 2014, the City's contractor (Eureka Recycling) began single stream recycling following an approved addendum to their contract with the City. The collection of recyclables currently occurs weekly, on Tuesdays for properties south of I-694 and on Wednesdays for properties north of I- 694. The current contract with Eureka Recycling terminates on March 1, 2015; and, through a Request for Proposal (RFP)process,the new contract is scheduled to begin on March 2, 2015. City Planner Streff indicated that the goals within the new contract are to cost-effectively maximize the recovery of recyclables from all residents in the City, to market materials so they achieve their highest and best use, to provide excellent customer service and to encourage innovation in service delivery for Arden Hills' residents. Additional contract improvements will include expanded reporting of customer service reports and recycling tonnages, limits on cost increases to better predict future rates, and certainty that recyclables collected in Arden Hills are marketed for future use. The RFP includes opportunities for multi-unit properties (over four units), businesses, and institutional properties to opt-in to the recycling service. The RFP also recognizes the importance of the TCAAP development to the future recycling program as development takes place over the next 10 to 15 years. City Planner Streff stated that the City will be required by Ramsey County to offer residents the opportunity to recycle organic materials by the end of 2016; therefore, proposals for an "opt-in" organics collection program are being requested. To evaluate the potential for cost-effective electronic waste collection/processing and yard waste collection services for residents, proposals for these optional services will also be accepted. City Planner Streff reported that an RFP for Recycling Services is being issued so that the City will have the opportunity to accept or reject all or portions of proposals and to further negotiate proposals to obtain the most cost-effective suite of services desired by the City. It is anticipated that the RFP will be issued in September, with proposals due in October in order for a recommendation to be presented to the Council in November. City Planner Streff explained that the draft Request for Proposals (RFP) for recycling services and submittal forms can be viewed in Attachment A and Attachment B, which were included in the agenda packet. Mayor Grant asked if Ramsey County would require haulers to pick up organics at some point. Jean Buckley, Ramsey County, explained that each City could work to meet the needs of their residents, whether through organized collection or by providing a drop-off location. Cities were ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—AUGUST 11, 2014 4 allowed to plan ahead for this program and offer organics collection. It was noted that an RFP could be sent out in order for the City to gather additional information on how to implement an organics program. Mayor Grant was pleased that the City was thinking ahead on this topic, and questioned if staff had a timeline for this program. Councilmember Holmes believed that the City had to have an organics program in place by March of 2015. Mayor Grant asked if yard waste collection sites would be eliminated due to the new program. Ms. Buckley anticipated that these would have to remain. Councilmember Holden was in favor of limiting the amount of residuals collected. City Planner Streff stated that residuals could be looked at as part of the RFP. Councilmember McClung suggested that at least one newsletter article per year be required by the contractor in the RFP. Ms. Buckley believed that the City's website provided a great deal of information to residents on recycling as well. Councilmember Holden asked if it was best for the City or the contractor to own the recycling carts. Ms. Buckley reported that the contractors typically owned the carts, however, grant funding for innovative City programs would be available in the amount of$100,000 to assist with the expense of the recycling carts. Councilmember Holden questioned if the City should consider recycling pickup every other week. Ms. Buckley recommended that the City continue providing weekly recycling services for the benefit of the Arden Hills residents; however, both weekly and every other week collection is included within the RFP. C. TCAAP Density and Maximum Residential Unit Discussion Community Development Director Hutmacher stated that the park, open space, stormwater and utilities infrastructure on TCAAP are being planned to accommodate development in the low- to mid-range of the AUAR, or 1,500 to 1,800 dwelling units. This range of dwelling units equates to a population of approximately 3,700 to 4,400 assuming Arden Hills' current household size of 2.47 people. Approximately the same amount of park space and infrastructure are needed for 1,800 units as for 1,500 units. ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—AUGUST 11, 2014 5 Community Development Director Hutmacher explained that during the regulations and policies component of the master planning process, the City Council will establish the types of residential uses allowed in each district, setbacks for residential uses, maximum height, etc. All of these characteristics affect overall density in residential neighborhoods. She stated that the City Council may choose to establish a maximum number of residential units at this time. Councilmember Holden commented that residents are concerned with the density on TCAAP. In addition, there are concerns regarding how traffic flow would change throughout the City. She has heard from many residents that open space is desired and for this reason, she supported 1,500 resident units on TCAAP. Councilmember Holmes was concerned with how the Creek and Hill neighborhoods would have less density, while the Town would be more densely populated. She discussed the current density within neighborhoods in Arden Hills and compared it to the proposed density within the Town neighborhood. She suggested that the Council further consider the residential density as well as how it will be disbursed within the neighborhoods on TCAAP. Community Development Director Hutmacher anticipated that the Council would be reviewing the table of uses in the next week, which would break down the appropriate location for homes, townhomes, apartments and senior housing within TCAAP. Councilmember Holden stated that she never believed that the Creek and Hill neighborhoods would only be single-family homes. She anticipated that there would be a mix of townhouses as well as million dollar homes. Mayor Grant believed that there would have to be transitional housing between the townhomes/apartments and larger single-family homes. He supported the 1,500 unit density for TCAAP and feared that anything over and above this number would be too great for the space available. Councilmember McClung was in favor of 1,700 units on TCAAP and wanted to see pockets of density within the neighborhoods as this would allow for transitional housing. It was his opinion that this would create more stable neighborhoods in the long run. He thought that the density would end up somewhere between 1,500 and 1,700 units. He believed that the most important thing for TCAAP would be for the end product to create a high quality development that would be sustained long term. Mayor Grant also wanted to see the 130 acres of residential land within TCAAP to be developed with high-quality housing. He wanted to see people move into the area and stay. He supported a density of 1,500 units within TCAAP. Councilmember Holden commented that the management of apartment units would be crucial to the success of these units. Councilmember Holmes was not comfortable arriving at a density number until she was able to review more financial data, along with SAC and WAC fee analysis. ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—AUGUST 11, 2014 6 Councilmember McClung stated that he would like to see additional information on how 1,500 versus 1,700 units would work operationally on the TCAAP site. Councilmember Holden suggested that staff also consider how current Arden Hills' property values will be impacted when TCAAP is developed. Mayor Grant summarized the topics discussed this evening regarding density and requested that staff provide the Council with additional information on the financial impact of various housing types and sizes for both 1,500 and 1,700 units on TCAAP. 2.
