Councilmember McCarthy represents District 10, which includes Arden Hills, Blaine, Circle Pines, Falcon Heights, Lauderdale, Lexington, Mounds View, New Brighton, North Oaks, Roseville, Shoreview, and Spring Lake Park. Councilmember McCarthy works as a Legislative Assistant with the Minnesota Senate. She has a background in community organizing and political advocacy, consulting and training. She served for seven years on the Board of Directors of the American Red Cross Twin Cities Area Chapter and on the Community Service Outreach board. Her community service has also included fundraising campaigns for the United Way and Habitat for Humanity, as well as volunteering for humanitarian efforts in Africa. Chávez8Adam Duininck 16 W endy W ulff Page 1 of 3 DATE: June 9, 2014 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Emerald Ash Borer Tree Removal and Replacement Follow-up Discussion Staff provided this update as a follow up to the February Council work session regarding Emerald Ash Borer Treatment and Removal. Background At the February 18, 2014 Council work session, staff presented an ash tree inventory of our parks (maintained areas). The inventory found 54 ash trees in the maintained areas of the parks and 38 were found to be healthy and good candidates for treatment. After review and discussion, it was the consensus of the Council to treat the ash trees that were evaluated to be in good condition. The treatment for the 38 ash trees in good condition was completed the week of June 2nd. Council asked staff to bring back specific information on the location of the remaining 16 trees, their size and information on removal and replacement. Aerials of each of the parks with ash trees and color coding showing the ones treated and the ones planned for removal are included for Council review (Attachment A). Below is a chart with the specific sizes of trees being planned for removal and the cost to have our current tree contractor Precision remove: AGENDA ITEM – 1B MEMORANDUM Page 2 of 3 PARK TREE REMOVAL COSTS: The parks that are highlighted above have a total of 16 trees that were NOT recommended for treatment. Staff located those trees and made the determination that 7 should be replaced in the same or similar location and 9 that staff are not planning on replacing at this time. In order to determine this, staff considered factors such as quantity of trees in current location, amount of trees in park, available growing space and amount of sunlight. Below is a table indicating the specific parks and number of proposed tree replacements. The fall is a better time to plant trees based on the weather. One other option available to the Council would be to wait until next spring to replace these trees. We could utilize the annual Friends of the Park tree sale. Our City averages between 18-24 trees donated each year. The only disadvantage to using those trees is the City will not have control over the type of trees received. Attachments Attachment A: Aerials of EAB treatment and ash removals. The TRP was established to educate the public and build support for the project and the legislative funding requests. The TRP is not a formal or legal entity, rather a fluid coalition working toward a common goal – the successful redevelopment of the TCAAP site. At the June 9, 2014 City Council work session, Jonathan Weinhagen from the SPACC will provide an update on the TRP’s activities, including communications, outreach and an update on the STEAM (Science, Technology, Engineering, Arts and Mathematics) initiative with the Mounds View School District that he shared at the December 16, 2013 City Council work session. This will also be an opportunity for the Council to provide feedback as the TRP begins planning for the remainder of 2014, with an emphasis on activities surrounding adoption of the Master Plan. Mr. Weinhagen will also brief the Council on an economic development initiative that SPACC is proposing. There will be an opportunity for the Council to ask questions and provide feedback on this initiative. AGENDA ITEM – 1C MEMORANDUM
