Developer Discussion
City staff, County staff, and financial consultants have met with residential developers to get
feedback on land values, absorption rates, desired amenities, lot sizes, and other issues. Len
Pratt, Pratt Homes, and Daren Laberee and Rick Packer, Mattamy Homes, will attend the
September 22, 2014, City Council work session for a discussion on residential development.
Pratt Homes has experience with custom homes and townhomes. Mattamy Homes is the largest
residential builder in Canada and is increasingly moving into the Twin Cities market.
Future Meeting Schedule
The TCAAP regular and special meeting schedule has been updated based on past Council
discussions and a better understanding of the topics that will need additional Council review.
Please note that an additional special work session has been added on November 3, 2014. This
would be held at 6:00 pm after the Joint Development Authority meeting. Additional meeting
dates on December 22 and 29, 2014 are listed as placeholders in case those meetings are needed.

SUBJECT: 2015 Proposed Preliminary Budget and Tax Levy
INTRODUCTION
In preparation for adoption of the preliminary tax levy at the last meeting in September, staff has
previously distributed to the City Council the proposed 2015 budget and tax levy for discussion.
This was handed out to all Councilmembers at the September 15, 2014, work session. A memo
can be found in the book outlining all the discussion points.
GENERAL INFORMATION
A final levy is established and certified in December. As Council knows, once a preliminary
levy is established, the amount can be reduced, but it cannot be increased.
In order to proceed with preliminary budget preparation, it would be helpful to have additional
