HomeMy WebLinkAbout06-17-14 PTRC Minutes CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, JUNE 17, 2014 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Co-Chair Van Valkenburg called the June 17, 2014, meeting of the Parks, Trails, and Recreation Committee to order at 5:16 p.m. MEMBERS PRESENT: Co-Chair John Van Valkenburg and Committee Members Steve Scott, Nancy O’Malley, Jennifer Stephens, Matt Trites (Arrived at 5:40 p.m.), Don Messerly, Harold Petersen, Chuck Michaelson and Phil Kramlinger (Arrived at 5:40 p.m.). OTHERS PRESENT: Parks and Recreation Manager Michelle Olson, Recreation Programmer Sara Grant and Council Liaison Dave McClung (arrived after business meeting for park tour at 5:45 p.m.). ABSENT: Committee Members Cindy Garretson (excused) and Rich Straumann (excused). 1. APPROVAL OF AGENDA MOTION: Committee Member Michaelson motioned to approve the agenda seconded by Committee Member Petersen. The motion carried unanimously (7-0). 2. APPROVAL OF MINUTES – March 18, 2014 MOTION: Committee Member Stephens motioned to approve the April 15, 2014, minutes as presented, seconded by Committee Member Michaelson. Discussion: Co-Chair Van Valkenburg asked for an explanation of how the City determines the hard court maintenance schedule and also asked for an explanation of when the PTRC looks at the Capital Improvement Plan (CIP). Parks and Recreation Manager stated that the hard courts are on a 5-8 year resurfacing schedule and it is not meant to be a rigid schedule. Staff looks at the courts the year before the resurface and can have the flexibility to shift courts from one year to another, based on conditions. In addition, three of the City’s courts are over 30 years old and will need to be reconstructed, as typically that is the standard life of a court. Floral, Royal Hills and Hazelnut will all be appearing in the CIP for replacement in the next 5-7 years because they are approaching their life expectancy. The CIP is typically reviewed by the Council in June or July. Staff typically brings the proposed projects for the PTRC to review at their April and/or May meeting. Staff did include the proposed projects with the May meeting packet. The committee did not have a quorum for any type of vote. However, the members present did review the projects. The members who did not make the meeting should Parks, Trails & Recreation Committee Meeting Minutes June 17, 2014 Page 2 be able to review the packet and let me know if they have any additional comments. The projects that are proposed have been discussed by the PTRC throughout this year. Freeway enhancements are being proposed for 2015 after it was delayed by Council last year. Playground structure replacements and tennis court reconstructions are going to be coming up every year beginning in 2016. Trail improvements on County Road E and Old Snelling are being put in with street improvements. The only addition made was the Mounds View trail from the 35 W bridge to the high school is being proposed by staff to extend all the way to Valentine Park. The vote was called to approve the minutes: The motion carried unanimously (7-0). 3. UNFINISHED BUSINESS None 4. REPORTS A. City Council Report Parks and Recreation Manager Olson reported for Council Member McClung who will be arriving late. Ms. Olson reported that the Council is working with the JDA on a compromise regarding the amount of park space that was recommended from the PTRC and staff for TCAAP. At the most recent Council work session, the land use map was reviewed and most of the park areas remained the same. The Hill park area was reduced by 1.25 acres and the athletic complex in the corporate area, was reduced in half. Ms. Olson reported that the Council will be looking at this map and recommendation again on Monday, June 23rd. B. Public Works/Parks & Recreation Report Parks and Recreation Manager Olson reported that the Johanna Marsh tennis court will be resurfaced in July sometime after Council approved it at a recent meeting. Ms. Olson indicated that Johanna Marsh was a private court donated to the City. It is built on a marsh land and reconstruction is most likely not possible. We will resurface it on a schedule until it is unplayable and make decisions on the future of the court at that time. 5. NEW BUSINESS None Parks, Trails & Recreation Committee Meeting Minutes June 17, 2014 Page 3 ADJOURNMENT MOTION: Committee Member Michaelson moved to adjourn the business portion of the meeting at 5:40 p.m. and to move to the park tour, seconded by Committee Member Stephens. The motion carried unanimously (9-0). NEXT MEETING The next meeting is scheduled as the All Committee Barbecue on Tuesday, July 22nd at 6:00 p.m. at Cummings Park. The PTRC will NOT meet for a regular business meeting in July.
