SUBJECT: TCAAP Infrastructure
The Open House for the TCAAP infrastructure is scheduled for tomorrow from 4:00 to 6:00 pm
in the Marsden Room. Ramsey County has sent out approximately 8,000 invitations along with
targeted emailed notices. The announcement has been posted for a few weeks on the City
website and paper invitations have been available at the front counter of City Hall.
At tonight’s meeting the Kimley Horn Infrastructure Team will be present to give the Council a
“first peek” at what attendees of the Open House will see.

SUBJECT: TCAAP Master Plan Document
Discussion
The City’s contract with Kimley-Horn requires that a master plan document be completed. The
master plan document is generally a compilation of the graphics and information that was
presented to the public and the City Council in meetings and open houses leading up to the June
30, 2014, City Council approval of the master plan land use map. The master plan document
describes the site’s characteristics and features that were considered in the master planning
process. It describes the City’s vision for the site in very general terms and uses graphics and
images to communicate the vision.
The master plan document is not a regulatory document. It is anticipated that the zoning and
future comprehensive plan land use map (the regulating documents) that are adopted will be
different in some ways than the master plan land use map and document.
City Council feedback on the draft master plan document is requested. The City Council will be
asked to accept the document at a regular meeting in late December or early January.

Th e Creek Neighborhood will owe its uniqueness to the nature that will surround it on all three side: Rice Creek, a series of wetlands, and a wildlife corridor. A variety of housing options welcomes residents in all phases of life.Th e Green Spine will be a long, linear, multi-functional open space that will weave through the entire site. With its network of trails, woods and wetlands, not only will it likely become TCAAP residents’ favorite place to wander, it will provide critical stormwater and habitat functions.Th e Hill Neighborhood takes advantage of 90 feet of grade change, occupying the crown and slope of a rolling hill on the south side of the site. A range of housing types will be oriented around the hill, with a single street linking the park at the crown of the hill with the wetlands at the bottom.

Home in all Walks of Life: Core to Edge Housing Transect Th e Site will have a variety of housing types, ranging from apartments to conventional single-family housing. Th e Master Plan recommends that the housing generally should follow a “core to edge transect”, meaning the most dense housing is to be located in the core of the Town Neighborhood, and the least dense housing (larger single-family homes) is to be located on the edges of the Site, bordering the AHATS Site and Rice Creek Corridor. A range of housing types will allow residents to have housing choices as they move through the various stages of life. Th is will allow the opportunity for continuity, will help build civic bonds, and help build loyalty to a place.
