SPECIAL CITY COUNCIL WORK SESSION
JANUARY 26, 2015

CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor Grant called to order the special City
Council work session at 5:30 p.m.
Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes
(arrived at 5:55 p.m.), Dave McClung, and Robert Woodburn
Absent: None
Also present: City Administrator Patrick Klaers; Public Works Director Terry Maurer;
Community Development Director Jill Hutmacher; City Planner Ryan Streff; Associate
Planner Matthew Bachler; City Attorney Joel Jamnik; and City Clerk Amy Dietl
1. AGENDA ITEMS
A. TCAAP
Community Development Director Hutmacher stated that two TCAAP topics are scheduled for
discussion at tonight's meeting.
Chapters 1 and 2 TCAAP Redevelopment Code
Redlined and clean copies of Chapters 1 and 2 were included in the agenda packet.
TCAAP Land Use Map
Kimley Horn has revised the draft land use map. Changes to the map include:
• Collector roads are shown. The size of development areas shown on the map excludes
collector right-of-way. The size of districts/subzones on the table in the staff memo
includes collector right-of-way since we have defined gross density to include right-of-
way.
• The Town Center and retail areas have been reconfigured to allow for parcel shapes and
sizes that can be more easily developed.

• The Town Center green space has been reshaped to allow a continuous green space from
the retail area through the Town Center. Diagonal parking in front of the retail areas along
the east/west connector would provide convenient parking for those businesses.
Community Development Director Hutmacher indicated that the total maximum residential
units based on the revised acreages are outlined in the staff memo included in the agenda packet.
Acreage for collector roads has been included in the acreage for the adjoining district or subzone.
Park/open space and spine road acreage are excluded from the table. Staff indicated that City
Council feedback was being requested.
Councilmember Holden discussed the section which described the Town Center area. She
suggested that the descriptions be amended to provide greater clarity between the different zones
and uses.
Community Development Director Hutmacher noted the various zones within Town Center.
Mayor Grant requested further clarification on the NT and NT2 subzones.
Community Development Director Hutmacher explained the allowed uses within the
Neighborhood Transition zoning districts.
Councilmember Woodburn asked if the site would have any active parks.
Community Development Director Hutmacher stated that parks had been discussed at a
number of work sessions over the last year. She discussed the amenities planned for each of the
larger parks.
Councilmember Holden suggested that some of the higher density housing be moved further
north across the street from the retail center.
Councilmember McClung was pleased that restaurants and other amenities were allowed in the
areas surrounding the corporate campus.
Further discussion ensued regarding the layout and design of the Town Center area. The Council
agreed to make the retail area of the Town Center slightly larger to allow more depth for future
buildings.
Councilmember McClung expressed concern with how the plan may be reducing the maximum
number of residential units on the TCAAP site.
Councilmember Holden requested that the area where the creek meandering is to take place in
the northwest part of the site not be shown as a green area on the map.
Mayor Grant questioned if the County needed all of the water resource area for stormwater.
Public Works Director Maurer explained that a portion of the water resource area included a 4-
acre wetland that would not be touched and other areas would include stormwater ponds. He did

not believe that there would be a great deal of flexibility in the gray (water resource) area on the
land use map. He discussed the areas that would have water year-round.
Councilmember McClung requested a copy of the land use map that included details of the
natural resource area.
Public Works Director Maurer stated that he could provide this information to the Council.
Community Development Director Hutmacher explained that she would make the changes to
the retail area discussed this evening and would provide the Council with a revised land use map.
2. COUNCIL COMMENTS AND STAFF UPDATES
None.
