Discuss upcoming tasks, items of concern and questions related to planning activities within the City. Background The City Council has asked the Planning Commission to join them for a joint work session to discuss the 2015 Planning Commission Work Plan and other planning-related items. The Planning Commission reviewed the draft work plan at a work session following their regular meeting on March 4, 2015. The draft minutes from the work session on March 4th have been included (Attachment B). Discussion The City Council is being asked to provide input and feedback on the draft work plan (Attachment A). In addition, this meeting is an opportunity to discuss other planning-related items. The City Council may provide feedback to the Planning Commission on their role, ask questions and discuss items of concern. The Planning Commission may provide input to the City Council on important planning items they see in the community and bring up topics of interest or concern. Absent: None. Also present were: City Planner Ryan Streff and Associate Planner Matthew Bachler. APPROVAL OF AGENDA – MARCH 4, 2015 The Agenda was approved as presented. DISCUSSION ITEMS A. 2015 Work Plan Review City Planner Streff stated that the City Council will be asking the Planning Commission to join them for a joint work session on March 16th to discuss the work plan for 2015. To assist in that discussion, staff would like the Planning Commission to provide input on topics that might be addressed at this meeting. While the Council will make the final determination as to the goals and priorities for the coming year, it will be useful for them to have input from the Planning Commission. City Planner Streff explained that the Planning Commission differs from the City’s other committees and commissions in that the purpose and scope of the Commission’s work is largely determined by State Statute. The majority of the Planning Commission work plan is dedicated to continuing the work of evaluating and providing recommendations on land use applications, zoning code amendments, and other planning related items that come before the City. ARDEN HILLS PLANNING COMMISSION WORK SESSION – MARCH 4, 2015 2 City Planner Streff indicated that the League of MN Cities offers an e-learning land use series as part of their loss control program. All of the Planning Commissioners were signed up to participate and have completed the required coursework. The League, which provides liability insurance to Arden Hills, has found that cities that have Commissioners and Councilmembers who are educated about land use law and make sound rulings are less likely to be sued, or to lose lawsuits when they are filed. The website-based training is designed to make land use decisions less confusing, and will help cities avoid expensive land use claims and lawsuits. City Planner Streff explained that the joint work session to discuss the draft 2015 Work Plan with the City Council will be held at 5:00 on March 16, 2015, at City Hall. Chair Thompson opened the floor to Commission questions. Chair Thompson noted that she would be attending the joint meeting. Commissioner Holewa wanted to see the work plan have the Planning Commission review the City Code versus the TCAAP Redevelopment Code (TRC) and to evaluate where the codes differ. City Planner Streff provided comment on the City’s current zoning code and the TRC. Commissioner Hames was in favor of reviewing the sign code and requested staff have a list of recent sign issues that have been addressed by the Planning Commission. She thanked staff for their assistance and preparation before each meeting. Commissioner Hames was in favor of reviewing the minimum parking requirements in the Zoning Code and evaluating whether these requirements were appropriate. Commissioner Holewa stated that the work plan of 2015 is pretty full and recommended that parking be placed on the 2016 work plan. Chair Thompson agreed. Commissioner Jones discussed the traffic issues that may result on area roadways due to the redevelopment of the TCAAP site. City of Arden Hills City Council Work Session for March 16, 2015 P:\Planning\Planning Cases\2015\PC 15-005 - Caribou Coffee - Concept Review\Memos_Reports_15-005 Page 1 of 3 DATE: March 16, 2015 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Ryan Streff, City Planner SUBJECT: Planning Case 15-005 – Concept Review – Caribou Coffee Drive-thru Requested Action Caribou Coffee Company has requested that the City Council review the proposed drive-thru concept for the property at 3673 Lexington Avenue North and provide feedback on the plan. If the applicant decides to move the concept forward a Planned Unit Development Amendment would be required. Background The property is located at 3673 Lexington Avenue North within the Shannon Square Shoppes. The site is positioned north of the railroad tracks owned by Canadian Pacific, south of Cub Foods, east of the Transwestern property occupied by Taylor Corporation, and west of Lexington Avenue North. Other tenants within the retail center include Subway, H&R Block, Great Clips, and UPS. Caribou Coffee Company is proposing to create a drive-thru along the eastern side of their building which fronts Lexington Avenue North. The purpose of the drive-thru addition is to improve the overall customer experience, accommodate different types of customers, and stay competitive within the market. This addition would allow customers to come and go more quickly from the site without having to always enter the store to make a purchase. AGENDA ITEM 1B MEMORANDUM City of Arden Hills City Council Work Session for March 16, 2015 P:\Planning\Planning Cases\2015\PC 15-005 - Caribou Coffee - Concept Review\Memos_Reports_15-005 Page 2 of 3 Overview of Request Caribou Coffee Company is proposing to expand their business to include a customer drive-thru lane and pickup window. The creation of the drive-thru will involve the reconfiguration of the parking lot in order to accommodate the drive-thru lane and the stacking of vehicles in this area. During the parking lot reconfiguration eleven (11) parking spaces would be eliminated from the site to accommodate the stacking of approximately nine (9) vehicles. In addition to the typical drive-thru window location on the outside façade of the building the plan also includes the installation of a menu board and speaker for placing customer orders. As depicted on the site plan a new landscaping island would be installed along with additional landscaping within former parking stall areas not utilized by the driving lane. A new sidewalk connection and curbing would be provided along the southern portion of the drive-thru area. Discussion The property at 3673 Lexington Avenue North is located in the B-3 Service Business District. The purpose of this district among other things is to serve the community and motorist with a broad range of service and goods; ensure acceptable traffic operations; keep retail services compact, convenient and close to arterial streets; and promote flexibility in land uses and development standards. Restaurants including those with drive-thru windows are permitted as principal uses in the district. However, special regulations for drive-thru windows in the B-3 District exist to ensure proper placement, design and use. In this district the Code requires a 1,320 foot separation between drive-thru businesses. Drive-thru operations that exist within 1,320 feet include Cub Foods Pharmacy, Walgreens Pharmacy, and Arby’s. The Zoning Code also has requirements to address required parking stalls and vehicle stacking requirements in the B-3 Service Business District. In this district the Code requires one (1) parking space for every 150 square feet of gross retail floor space. With approximately 70,000 square feet of retail space between Shannon Square Shoppes and Cub Foods, 467 parking spaces would be required. There are currently 510 parking spaces on site and if the applicant moves forward with the proposed drive-thru addition the number of stalls would be reduced to 499. The Shannon Square Shoppes retail strip center has a shared parking agreement with the Cub Foods to the north, and both properties are owned and managed by Inland Shannon Square, LLC. The plan as submitted by the applicant includes nine (9) vehicle stacking spaces, where the code requires fifteen (15). Where the proposal does not meet the Code requirements the City can negotiate the terms of the development through the PUD amendment process that will be required for this planning case. Aerial Photo March 11, 2015 Proposed Drive-Thru, Caribou Coffee, Arden Hills, MN PUD Amendment Project Narrative The proposed project is the addition of a drive-thru window, and reconfiguration of parking area to create a drive-thru lane, at the existing Caribou Coffee, 3673 Lexington Avenue North, Arden Hills. This work is to improve the experience of the customer by making it easier to come and go from the store. Potential project impacts have been reviewed and are summarized as follows: • Parking Reduction: De minimis impact. o As indicated on the drawings, the site currently has 510 parking spaces. Addition of the drive-thru lane will eliminate 11 spaces for a net total of 499 spaces. o Parking available is still in excess of 5 stalls / 1000 square feet of building. o The drive-thru provides a partial exchange for the parking stalls that will be removed. o The eliminated spaces are not used by other shopping center tenants/customers due to their remote location. o As shown on the aerial photo, the site’s existing parking lot is substantially underutilized. • Pedestrian Flow: No impact. o The pedestrian connection between the parking lot and the sidewalk along Lexington Avenue will be maintained. o There will be no changes to the existing sidewalk along Lexington Avenue. o The location of the drive-thru window does not negatively impact pedestrian traffic along the front of the shopping center tenant spaces. • Snow Removal: No change. o Snow will be plowed to the perimeter of the parking area at the rear of the building, as is currently done. o Excess snow will be removed from the site if necessary. • Drive-Thru Stacking: Adequate. o The drive lane will be able to accommodate at least nine (9) cars without impacting the adjacent remaining parking stalls and circulation. o Due to its location, the drive-thru lane will have no impact on the parking and vehicle circulation for the balance of the shopping center. • Emergency Vehicle Access: No change. o The existing emergency vehicle access route around the building, including required turning radii, will be maintained. Since Bethel’s acquisition of 2 Pine Tree Drive, Bethel has seen several staffing changes. It may be helpful for the City Council to meet new Bethel representatives and hear about Bethel’s plans. Patrick Brooke, Chief Financial Officer, and Joe LaLuzern, Vice President of Planning and Research, will attend the March 16, 2015 work session and will provide information on Bethel’s Master Plan process; occupancy of 2 Pine Tree Drive; and plans for the former library site and the County Road F office building. Requested Action Review the proposed Garden Center/Outdoor Seasonal Sales Display Site Plan submitted by Frattallone’s Ace Hardware in association with Planning Case 15-002. Representatives from Wellington Management and Frattallone’s Ace Hardware will be in attendance at the Work Session meeting to discuss the proposal and to respond to questions from the City Council. Discussion The City Council reviewed Planning Case 15-002 for a Preliminary Plat, Planned Unit Development Amendment, and Conditional Use Permit Amendment for the Arden Plaza retail center at their Regular Meeting on February 23, 2015. The Council voted to table this request to allow the applicant time to provide the City with additional information on the business plan for the Frattallone’s Ace Hardware Store and to address alternative options for exterior storage and seasonal outdoor displays on the property. Staff has since met with Frattallone’s Ace Hardware to discuss the operational needs of their business. The applicant has provided a letter to the City Council describing the current operations of the garden center, including the specific areas used for storage, displays, and sale of different seasonal products (Attachment A). In consultation with staff, Frattallone’s has prepared a Site Plan indicating where they propose to locate exterior storage, outdoor displays and sales, and trash and recycling collection on the property with the completion of the garden center (Attachment B). Staff has provided recommendations to the applicant on what locations and parameters may be appropriate for these uses based on the comments provided by the City Council at the Regular Meeting on February 23, 2015. City of Arden Hills City Council Work Session for March 16, 2015 P:\Planning\Planning Cases\2015\PC 15-002 - Arden Plaza - Master PUD Amendment and Subdivision\Memos_15-002 Page 2 of 2 The following operational requirements for exterior storage and seasonal outdoor sales on the property are depicted in the Site Plan:  West side of Frattallone’s Hardware store would be restricted to trash and recycling collection only. Materials would be required to be collected within seven days. No exterior storage or seasonal sales would be permitted in this area.  South side of Frattallone’s Hardware store would be designated for short-term exterior storage of seasonal materials and products only. This storage area would be restricted to 12 feet in width.  Seasonal sales would be permitted along the north and east side of the garden center fence. These areas would be restricted to 5 feet in width and a height limit would be placed on the east side display area. A customer access aisle has been provided adjacent to the parking stalls along the north and east side of the garden center to facilitate customer pick-up of materials.  No exterior storage or sales would be permitted within the fenced garden center during the months of January and February. Winter sales would continue to be permitted under the existing canopy area in front of the Frattallone’s Hardware store. Staff is expecting to bring Planning Case 15-002 to the March 30, 2015, Regular Meeting for City Council consideration. The applicant is requesting feedback and direction from the City Council on the proposed Garden Center/Outdoor Seasonal Sales Display Site Plan. Based on the comments provided by the City Council, staff will work with the applicant to update the Site Plan prior to the meeting on March 30, 2015. Attachments A. Garden Center/Outdoor Seasonal Sales Display Site Plan Frattallone’s Ace Hardware and Garden has been a fixture in Arden Plaza since 1975, we moved into our current location in 1995 in a space that had been vacant almost three years. Throughout the 39 plus years we have been in Arden Hills we have continually upgraded our assortments and our business plan to match the market place. In 1995 we opened our fifth garden center in the space adjacent to our store, in a spot that was barely used. Since 1995 we have grown both our inside sales and our garden center sales at our Arden Hills site. This growth has been fueled by the addition of the garden center, which has clearly made us a destination in our community. Roughly 30% of our business is done in the garden center, between live goods, outdoor décor, and bagged goods we are supplying what our neighbors want. Throughout the last 19 years we have tried to make the shopping experience both complete and more enjoyable for our customers. Making it easier to shop, both inside and in the garden center area have been our goal in our business. Because of this we have striven to make it as easy as possible for us to deliver the “helpful” promise. This has had us find the best solutions for our customers. Each season we sell approximately 23,000 units of bag goods. Mulches, potting soils, top soils, while not high dollar items are in great demand in our community. We have tried to run less truck traffic though our site, bringing in more product on each shipment. Even with that said 23,000 bags easily is between 250 and 400 pallets of product, which primarily sells April to July. We try to stage product to arrive by need, but manipulating trucks from Montana, Ohio, Florida, and elsewhere poses challenges. We have used the south side of our building to “store” this bagged good product. This has kept it mostly out of anyone’s site line, and made it so we can serve our customers in a timely manner. We have also created a system to keep bagged good product adjacent to the parking area with no physical barriers to loading for customers. Spring really is our busiest time, both inside the store and in the garden center, the month of May accounts for 20% of our annual business. Last year we had 17,500 customer in our store just that month. Many of these people bought some of the 70,000 plants that we sold in that month. We attempt to keep our product as fresh as possible, and receive as many realistically sized orders as possible. This product fills the inside of the fenced area and presents a neat, clean, garden center experience for our customers. We have striven throughout the years to enhance the customer experience at Frattallone’s Ace Hardware and Garden. Now with buying our site, remodeling the inside, making the garden center permanent, and moving our offices offsite we believe that we are moving the next step for us and our customers. I think that with all the improvements coming after we purchase this building everyone will be even happier having Frattallone’s Hardware and Garden in Arden Hills. At the regular City Council meeting on March 30, 2015, the Council will be asked to formally approve the recycling cart purchase from Cascade. Background On February 23, 2015, the City Council approved a five (5) year contract with Republic Services for Residential Recycling Services. The new contract indicates that the City will purchase recycling carts for each single-family dwelling to be distributed by Republic Services prior to the start date of the recycling contract. The contract with Republic Services is set to begin on May 4, 2015. Recycling Carts The City applied for a Public Entity Innovation Grant (PEIG) through Ramsey County for assistance with the purchase of residential recycling carts. On March 25, 2015, the City received notice that a grant in the amount of $100,000 was approved by the PEIG Review Committee to assist in the purchase of recycling carts for the Arden Hills Recycling Program. The quotes included 2,700 sixty-four (64) gallon carts, 200 thirty-five (35) gallon carts, and delivery to Arden Hills. Based on the quotes obtained, Cascade Cart Solutions was the lowest provider at $106,530. The recycling cart package from Cascade includes a black cart made from recycled materials and a green lid. An embedded stamp of the City’s logo will be included on each side of the cart along with an embedded “Recycling Only” stamp on each lid with graphics that depict the accepted recyclables (Attachment D & E). The proposed purchase includes 2,700 sixty-four (64) gallon carts and 200 thirty-five (35) gallon carts. The proposed number of carts was based on the current number of single-family homes (2,560) within the City and on the expected number of residents that may decide to exchange their larger cart for a smaller thirty-five (35) gallon cart. The industry standard is to order an extra 5% to 10% of the main cart size (64 gallon) to accommodate City expansion, residents that need an additional cart, and warranty exchanges. It is also advised that the City plan for approximately 5% of the carts to be exchanged for a different size (35 gallon). Residents that request a smaller thirty-five (35) gallon cart will be able to exchange their sixty- four (64) gallon cart when smaller carts are available. During the cart roll-out all single-family dwellings will receive a sixty-four (64) gallon recycling cart. Staff envisions that additional carts will need to be purchased in the future as the City expands or as additional smaller carts are requested. Funding With the grant funding through Ramsey County in the amount of $100,000 the City has the option of using reserves within the recycling fund to cover the additional $6,530 expense for the purchase of the recycling carts. The recycling fund currently has approximately $80,000 in reserves. Timeline • February 25 – City received notice of the PEIG approval for $100,000. • March 16 – Council reviews cart design for recycling cart purchase. • March 17 – Order placed for residential recycling carts. • March 30 – Council to formally approve the purchase of residential recycling carts. • April 20-24 – Carts are delivered to Arden Hills from Cascade Cart Solutions. • April 27-May 1 – Carts are distributed by Republic Services to City residents. • May 5 & 6– First collection with Republic Services.
