Chair Ed von Holtum called the meeting to order at 8:05 a.m.

3. UNFINISHED AND NEW BUSINESS
A. Business Retention and Expansion
Associate Planner Bachler indicated staff is asking the EDC to review the Business Retention
and Expansion Service Proposal submitted by the St. Paul Area Chamber of Commerce
(SPACC) and is recommending that the EDC make a formal recommendation to the Economic
Development Authority recommending that the City contract with the SPACC to implement a
Business Retention and Expansion Program in 2015. He commented that any recommendation
made by the EDC would be presented to the EDA at their meeting on October 27, 2014.

Associate Planner Bachler explained that at the previous EDC meeting on August 26, 2014,
staff presented a preliminary proposal from the University of Minnesota Extension for a
customized BR&E program for the City. He indicated staff discussed this proposal with the
EDC and there were concerns regarding the number of meetings that would be required to
implement the program, the scope and length of the survey that was to be administered, and the
cost of the program which was approximately $9,000. He explained that staff had done research
on alternative BR&E programs and has had a chance to meet with Jonathan Weinhagen of the
SPACC. He commented that the SPACC has submitted a formal proposal which was included in
the packet and the cost of that program would be approximately $5,000. He also indicated that
staff reviewed the proposal and believes it addresses many of the concerns that had been raised
by the EDC with the prior proposal.
Associate Planner Bachler asked Jonathan Weinhagen from the SPACC to provide some more
information on the proposal.
Jonathan Weinhagen stated that the SPACC has a long history of providing BR&E services to
communities throughout the east metro and was a founding member of the “Grow Minnesota!”
program. He commented that the SPACC shares the same concerns as the City with regards to
BR&E services, not only in the planning and implementation, but in the survey and how that is
received by the business community.
Mr. Weinhagen indicated the survey used by the SPACC is relatively short and direct in
comparison to the one used by the University of Minnesota Extension. He explained that the
SPACC is proposing a two phase approach to the BR&E program. First there would be an initial
survey of 20-30 companies that would be visited to collect information, and the secondary piece
would be putting in place a sustainable approach for ongoing visits. He also explained that the
SPACC would do some non-intensive training with the Task Force on effective business
interviewing and relationship building.
Commissioner Radziej asked whether the visits would be a blend of the “Landmark” and
“Emerging” businesses or if they would be focused on the “Landmark” businesses only.
Mr. Weinhagen indicated it would be a blend of the “Landmark and “Emerging” businesses but
anticipates the initial visit would be with the “Landmark” businesses only.
Commissioner Heikkila questioned if the training mentioned for Phase Two would allow City
staff to take on the ongoing visits or if there would still be participation from the Chamber.
Jonathan Weinhagen indicated that a manageable approach would be to visit 10-12 companies
a year which can be sustained without additional consulting services. He commented that what
has worked well in other communities is an hour visit consisting of one or two City
Councilmembers, a member from the Chamber, and a member or two from the EDC.

Chair Von Holtum commented that this seemed like a lot of people and asked how this is
coordinated.
Mr. Weinhagen indicated that with other communities the City Manager decides who will
attend on the City side, and the EDC is traditionally just cycled through. He commented that 5-6
people may seem like a lot but they have found that companies are very receptive to this and
usually like to provide a tour of the business, and that the survey piece is usually administered at
that point.
Mr. Weinhagen reported that part of Phase One would include recruiting Task Force
participants, which would include the EDC. He indicated that in most communities the EDC has
been charged with the BR&E on an ongoing basis and do it as part of the body of their work.
Commissioner Huninghake indicated that he feels one of the challenges is getting to know the
business owners, who are the decision makers, because they are busy.
Commissioner Erickson agreed this would be a challenge and indicated he feels the smaller,
expanding businesses would benefit the most from the BR&E program.
Chair von Holtum questioned Mr. Weinhagen on what the biggest challenges would be in going
forward with the BR&E program.
Mr. Weinhagen indicated the biggest challenge is getting buy-in from this commission and the
City Council for the BR&E program. He also stated that when administering the program they
will experience challenges on leveraging relationships.
Commissioner Erickson questioned what kind of commitment this would mean for the
members of the Task Force.
Mr. Weinhagen stated he believes a group of two people would be sufficient for the initial visits
to the 20-30 companies and that each group would commit to doing 2-3 visits.
Discussion ensued regarding the BR&E program and it was the consensus of the commission
that the EDC, staff and City Council are all very receptive to the program.
Chair von Holtum asked for a motion to recommend this to the EDA.
Commissioner Radziej motioned to recommend the BR&E program to the EDA, seconded by
Commissioner Huninghake. The motion carried unanimously (5-0).
B. 2014 Work Plan and Review
Associate Planner Bachler mentioned that the 2015 work plan would be presented to the EDC
for approval at the December 3 meeting. He indicated at that point the EDC should have a better
sense of whether or not the Council was in favor of moving forward with the BR&E program

and that in the event Council decides not to move forward, there would need to be some follow-
up discussion at the December meeting in terms of how to fill out the 2015 work plan.
C. State of the City Report
Chair von Holtum commented on the good turnout for the State of the City event.
Council Liaison Werner thanked Associate Planner Bachler and City Planner Streff for
coordinating the meeting and taking care of the issues that came up at last year’s State of the City
event.
City Administrator Klaers commented that at Tuesday night’s Q&A, most questions were
regarding transportation issues and that there were no questions in regards to TCAAP. He then
gave a brief update on upcoming road construction projects.
Commissioner Huninghake indicated he felt it was a good idea having someone from MnDOT
at the event because of the traffic issues.
Commissioners Erickson and Huninghake commented that delivering the invitations to the
businesses was a nice touch as opposed to mailing the invitations.
It was the consensus of the Commission that the event went very well and that another State of
the City should be held in 2015.
4. UPDATES
A. TCAAP Update
Associate Planner Bachler provided an update on recent City Council action related to TCAAP,
stating that the Council has had two meetings with Gateway Planning, the sub-consultant on the
TCAAP master plan, and are working on the zoning regulations for the TCAAP redevelopment
project. He stated that City and County staff, as well as the City’s financial consultants, have
been meeting with commercial developers to review the draft document and that the developers
were invited to attend a couple of Council work sessions to provide comments to the City
Council. He further stated that on September 8, representatives from Anderson Companies, and
Cushman & Wakefield/Northmarq attended the City Council work session and discussed the flex
office space that will be located along the western side of the spine road.
Associate Planner Bachler mentioned that Council has concerns about the area being
dominated with warehousing uses and that more focus be put on manufacturing and hi-tech
industries that offer higher quality jobs. He went on to explain that the feedback received from
the development community at that meeting was not to focus on limiting the amount of space used
for warehousing, but be more focused on the design of the building requiring developers to put in
place a well-designed building with ceiling heights a maximum of 20 feet in height.

Commissioner Radziej commented that setting a maximum ceiling height of 20 feet may be too
restrictive. He added that in the printing industry for example, the typical minimum ceiling
height for facilities ranges from 24 to 28 feet.
Commissioner Huninghake noted that for many businesses, the ceiling height of a facility is a
significant concern.
Chair von Holtum did not want to see restrictions on maximum ceiling heights that would scare
off potential users.
B. Commission Members

C. Council Liaison
Council Liaison Werner indicated that the Council has asked for feedback from the
Commission on placement of a 3rd Gateway sign which would be located at the northeast corner
of Cleveland and County Road D. He informed that the sign would be 4.5 feet high and 7.3 feet
long, would have internal lighting, and would cost approximately $10,000.
Discussion ensued and the Commissioners agreed with the location of the 3rd Gateway sign.
Council Liaison Werner indicated that a preliminary levy for taxes payable in 2015% was set at
5% and the motion carried 3-2.
D. Staff Comments
None.
Commissioner Radziej asked why part of the sidewalk by Walgreens, located south of County
Road E on Lexington Avenue, is closed.
Associate Planner Bachler stated he believed the retaining wall that is starting to fail has
impacted the sidewalk. He further explained that the owner, Wellington Management, has been
looking for a potential tenant for that site. Associate Planner Bachler indicated he would follow-
up with Public Works Director Maurer as to whether the sidewalk and retaining wall are in the
right-of-way or are on private property.
Commissioner Radziej questioned whether the Fire Department was still thinking of
downsizing the number of facilities they operate.
Council Liaison Werner commented that they were thinking of selling Station #1, which is in
Arden Hills.

City Administrator Klaers stated that there are no immediate plans to close it but there has
been discussion that when the duty crew program is fully implemented, that the station is not
necessary in order to provide services.

4. UNFINISHED AND NEW BUSINESS
A. 2015 Work Plan
City Administrator Klaers stated that because of staff demands related to the TCAAP project,
the 2015 Work Plan is not as extensive as previous work plans. He commented that the BRE
program is expected to be moving forward and that there are some Outreach items to follow-up
on including the City video tour. He informed the commissioners that the City video tour is
progressing and that Associate Planner Bachler expects the video to be completed by the first
quarter of 2015.
B. Newsletter Assignments
City Administrator Klaers commented that Community Development Director Hutmacher
provided a list of possible topics for the newsletter and that staff is looking for volunteers to
accept assignments. He also asked the commissioners if there were any other topics they thought
were relevant.

Commissioner Heikkila indicated that he did an article on the progress of the Round Lake Road
improvements which are still underway. He indicated that when he distributed the postcards for
the State of the City, all of the businesses in the Round Lake District were interested in the status
of the project.
Commissioner Heikkila indicated that he feels an update on the Round Lake Road
improvements, as well as the 2015 bridge improvement on Highway 96, would be good topics
for the newsletter and offered to do an article that would summarize those two topics.
Commissioner Erickson asked whether there had been any progress with the Carroll’s Furniture
property.
City Administrator Klaers informed the commissioners that the Carroll’s Furniture property
had been purchased by Frattallone’s and he expects an application to be submitted to the City
Council in the first quarter of 2015. He indicated Frattallone’s will be using part of the building
for storage and for offices and that it will not be used for retail.
City Administrator Klaers indicated that the reuse of the Carroll’s Furniture property, County
Road E, and the Snelling Avenue bridge replacement could be topics for the newsletter.
5. UPDATES
A. TCAAP Update
City Administrator Klaers indicated that Community Development Director Hutmacher has
provided a schedule of upcoming TCAAP meetings and assignments. He indicated that the
timetable for completing the project has changed.
City Administrator Klaers indicated that staff had hoped to get the TCAAP redevelopment
code completed before the end of the calendar year, in part because of development pressures
and demands and also for Councilmember Werner to see the conclusion of the project before his
term expired. He indicated the current goal is to have everything approved by the City Council
by the end of February, 2015.
City Administrator Klaers stated that with the TCAAP Redevelopment Code, there has been a
lot of information and new ideas for the Council to work through as this code is very different
compared to the current City ordinance.
City Administrator Klaers mentioned that there was a prospective buyer for the Thumb
property, however, the company was purchased and the parent company has since reevaluated
the plan to relocate the business to Minnesota.
City Administrator Klaers explained that the County has asked the Council to move the Spine
Road to the east in order to accommodate a 20 acre retail parcel in the northwest corner of the
site, south of the County Road H intersection. He commented that this change to the Master Plan
Land Use map is expected to be made.

Council Liaison Werner provided an updated draft of the map showing the realignment to the
Spine Road.
City Administrator Klaers mentioned that the Council has been meeting almost every Monday
to discuss the TCAAP project. He commented that there are many items that need to be fine-
tuned and decided. He mentioned that there will be a TCAAP Open House from 4:00-6:00 p.m.
on Tuesday, December 9, in the Marsden Room. The Open House will provide information
related to infrastructure improvements (roads, sewer, water, roundabouts, and the 96/35
divergent diamond bridge).
Commissioner Huninghake asked what type of building was being constructed on Highway 96
City Administrator Klaers informed the commissioners that the Army Reserve was building a
Readiness Center which is on AHATS property and is not part of TCAAP.
B. BRE Update
City Administrator Klaers indicated that the EDA did not hold their regular meeting at the end
of October and, therefore, did not approve the BRE project. He stated that this is an important
project for 2015 and thinks that there is support from the EDA for the project as it is in the
approved budget for 2015.
C. Commission Members
Chair Von Holtum indicated that James Huninghake’s term is expiring at the end of December
and thanked him for his service.
D. Council Liaison
Council Liaison Werner indicated that his term is also expiring and that it was a pleasure
working with everyone on the EDC. He appreciated the work done by staff. He also mentioned
that the Truth and Taxation hearing would be held at the City Council meeting on December 8
and that the proposed levy increase was 5%.
E. Staff Comments

SUBJECT: Business Retention and Expansion Program
At their meeting on January 26, 2015, the Economic Development Authority (EDA) voted to
approve a Business Retention and Expansion Service Proposal submitted by the St. Paul Area
Chamber of Commerce (SPACC). The EDC previously reviewed this proposal at their meeting
on October 1, 2014, and voted to recommend that the City contract with SPACC to implement a
Business Retention and Expansion (BRE) program in 2015.
Based on the project timeline provided in the proposal, SPACC expects to present the findings of
the BRE program in December 2015. The first quarter of the year will be spent discussing the
project goals with the City Council and EDC, recruiting and training a BRE volunteer group
responsible for completing business visits, and identifying key sectors and businesses within the
community that should be engaged. The majority of the business visits will be completed during
the late spring and summer.
Jonathan Weinhagen, Vice President of SPACC, will be in attendance at the meeting to discuss
the preliminary analysis completed by the Chamber of the Arden Hills business community. This
analysis identifies which of the fastest growing industries in the state are represented in Arden
Hills and provides data on the major employers in the community. The focus of the BRE
program will be on those businesses within identified growth sectors and landmark businesses
that either represent a significant percentage of the job base or that have operated within the
community for a long period of time.
The SPACC will also be presenting a baseline business survey to the EDC for comments. This
survey has been developed by the “Grow Minnesota!” program and Greater MSP for use in their
BRE efforts. Input will be requested on specific questions relevant to the Arden Hills business
community that should be added to the survey.

SUBJECT: Gateway Signs
Requested Action
Provide the Economic Development Authority with feedback on gateway signs.
Background
From 2008 through 2010, the EDC researched, discussed, and provided advice to the City
Council regarding gateway signs. The purpose of the gateway signs is to increase awareness of
the City’s boundaries, emphasize the City’s business districts, and promot e Arden Hills as a
high-quality community. The first gateway sign was installed in 2013, and two additional signs
have been installed since. The EDA has requested EDC feedback on the design and potential
future locations of gateway signs.
Gateway Signs
Gateway signs have now been installed at the following locations. The signs vary slightly based
on the particular conditions at each site, but each sign has consistent elements of masonry
materials and use of the City logo and colors. The sign located at Cleveland and County Road D
is internally lit. Each sign has cost approximately $11,000 plus Public Works labor for site work.

Photos of each of the signs are attached. The sign currently installed at Cleveland/County Road
D is not consistent with City Council direction regarding sign color. Staff is working with the
vendor to make necessary changes, and a graphic is attached that depicts the City Council’s
direction for a tan sign with green lettering.

Discussion Questions
The EDA has requested EDC feedback on the design and location (if any) of future signs from a
business perspective. A map showing the EDC’s original priority gateway sign locations is
attached.

Assign newsletter articles.
Discussion
In 2014, EDC Commissioners contributed several business-focused articles to the Arden Hills
Notes. Staff has received positive feedback from the Communications Committee which hopes
that the EDC will continue submitting articles in 2015.
It is helpful for the Communications Committee for the EDC to provide the schedule, authors
and topics for business articles. The Committee may need some flexibility in scheduling based
on space needs, but it will try to accommodate EDC articles whenever possible.
The following chart shows potential newsletter topics and deadlines based on the 2015
publication schedule (attached). Commissioners are requested to make assignments.

Note on schedule dates:
In an effort to get the newsletter out earlier in the month, in 2014 the Communications Committee moved their deadlines and meeting dates.
- Story deadline is the FIRST FRIDAY of the month (unless noted above).
- The editing meeting is Tuesday, 11 days later (exceptions noted above).
- We plan to have the proofreading and printing completed within 21 days.
- The newsletter is mailed bulk, which can take up to 2 weeks, putting newsletters in people's homes in the 1st or 2nd week of the month.
Note on letters:
Length and editing
Letters must fit in the allotted space on the back page. To do so, they should be about 500 words in length.
Letters are signed. They represent the views of the author so it is appropriate to write in first person (I think . . .).
In general, letters are not edited by the Communications Committee, except for punctuation or other simple issues that affect readability.
The Communications Committee may OFFER other suggestions to the author in an effort to improve clarity or consistency.
Rotation
The Mayor writes about half of the letters, the other half are written by the Council members and the City Administator, 1 issue each.
In general, alternate between the Mayor and another writer. (Election years may require an exception.)
In election years, avoid having those who run for office do a letter during the campaign season (August-October).
This is one way to make this work:
- If the Mayor's seat is up for election, assign the August and September letters to Council members not up for reelection.
- If the Mayor's seat is not up for election, the Mayor and a Council member not up for reelection can write the August and September letters.
- Assign the October letter to the (never-elected) City Administrator. This is the issue where candidate profiles are printed.

Requested Action

TCAAP Redevelopment Code
Ramsey County has requested that a “fit test” be completed prior to official approval of the
TCAAP Redevelopment Code (TRC) and Comprehensive Plan Amendment. Based on
discussions with Ramsey County and Kimley-Horn, staff understands that the fit test will be
primarily comprised of two components:
1. An analysis of what could be built based on the current market, recent residential
developments, and the requirements of the draft TRC.
2. An analysis of what could be built that would meet the City Council’s vision for TCAAP,
but that would need additional flexibility from zoning regulations in the draft TRC.
The City Council reviewed the TRC at a special Work Session on Tuesday, February 24, 2015.
The City Council made final changes to the document and authorized staff to move forward with
the “Fit Test” proposed by Ramsey County. Initial findings of the fit test are tentatively
scheduled to be presented to the City Council on March 30, 2015. Staff anticipates that the City
Council will give final approval of the TRC and authorize submittal of the TCAAP
Comprehensive Plan Amendment for adjacent city and Metropolitan Council review in May
2015.
