Home My WebLink About06-08-15-WS �-ADEN HILLS Approved: July 13, 2015 CITY OF ARDEN HILLS, MINNESOTA SPECIAL CITY COUNCIL WORK SESSION JUNE 8,2015 6:00 P.M. -ARDEN HILLS CITY HALL CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Grant called to order the special City Council work session at 6:00 p.m. Present: Mayor David Grant; Councilmembers Brenda Holden (arrived at 6:35 p.m.), Fran Holmes, Dave McClung, and Robert Woodburn Absent: None Also present: City Administrator Patrick Klaers; Director of Finance and Administrative Services Sue Iverson; Public Works Director Terry Maurer; Community Development Director Jill Hutmacher; City Planner Ryan Streff; Associate Planner Matthew Bachler; and City Clerk Amy Dietl 1. AGENDA ITEMS A. Comprehensive Plan Amendment(CPA)Discussion Mayor Grant stated that since the City Council has given preliminary approval to the TCAAP Redevelopment Code, it is now the City's responsibility to consider the Comprehensive Plan Amendment. Community Development Director Hutmacher stated that this item has been prepared to provide background on the Comprehensive Plan Amendment(CPA)process in preparation for the public hearing on the CPA for the TCAAP redevelopment project. The report provided in the agenda packet outlines the specific chapters of the Comprehensive Plan requiring amendments in order to reflect the changes suggested by the TCAAP Master Plan, provides a timeline for City review and approval of the CPA and TCAAP Redevelopment Code (TRC), and discusses the Metropolitan Council review process. It was noted that the CPA requires a 4/5 vote. City Planner Streff indicated that the Comprehensive Plan is a policy document that reflects the City's value system and creates a framework for the future by providing an overall vision for the City. As a guiding tool, the Plan provides a system for measuring progress and direction for setting priorities in key areas critical to the efficient functioning of a community, such as land use, ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—JUNE 8, 2015 2 housing, transportation, and public facilities. The Comprehensive Plan is implemented through land use and development regulations, the budgeting process, and community and economic development programs. City Planner Streff reported that the Arden Hills 2030 Comprehensive Plan was officially approved in September 2009. While the Plan was being prepared, the City was also engaged in a community planning process to better define how excess land on the TCAAP property should be redeveloped. Since a final plan was not approved at the time the Comprehensive Plan was adopted, the Plan only included an overall vision for the redevelopment and preliminary elements of the potential reuse plan. The intent was for the City to amend the Comprehensive Plan once a final TCAAP redevelopment plan was approved so that any required data, such as future land use designations, housing densities, transportation infrastructure, and parks and open space resources, could be included in the relevant chapters of the Comprehensive Plan. City Planner Streff explained that since April 2013, the City has been working on a Master Plan for the 427-acre TCAAP parcel purchased by Ramsey County. This Master Plan is comprised of three components: the Alternative Urban Areawide Review (AUAR) and Mitigation Plan, the TCAAP Redevelopment Code (TRC), and the Regulating Plan. The AUAR was approved by the City Council in the summer of 2014, and preliminary approval was given to the TRC and Regulating Plan on May 26, 2015. Together, these documents represent the community's long- term vision for the TCAAP redevelopment site. The Comprehensive Plan Amendment will reflect the policies, goals, and data included in the separate components of the Master Plan as well as document the community planning process the City has undertaken over the past two years. City Planner Streff stated that on July 8th the Planning Commission is tentatively scheduled to hold the official public hearings for the Comprehensive Plan Amendment (CPA) and approval of the TCAAP Redevelopment Code (TRC). During the amendment process, there are sections of the Comprehensive Plan that will require updates to ensure compatibility with the TCAAP Master Plan. He reported that staff has begun work on making the necessary revisions to the Comprehensive Plan and that a redlined version of the draft updates were provided to the Council in the agenda packet. He noted that Chapters 5, 6, 7, and 9 and Appendix H will be discussed tonight. He stated that the focus of the work session on June 15th will be on the amendments to the Comprehensive Plan related to transportation and infrastructure (Chapters 11 and 13). Staff reviewed the proposed Code Amendment changes and discussed the CPA timeline. City Administrator Klaers commented that the wetlands did not show up on the new zoning map. City Planner Streff reported that this layer would be added back into the map. Mayor Grant requested clarification on which land use map would be moving forward. City Planner Streff discussed Attachment C and the proposed land use map that would be moving on to the Metropolitan Council for review. Councilmember Woodburn asked if the net density in Chapter 6 should be clarified. ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—JUNE 8, 2015 3 Community Development Director Hutmacher provided comment on the difference between gross and net density as viewed by the Metropolitan Council. Mayor Grant requested that all references to the County be altered as this was the City's Comprehensive Plan. Those references to the County should be amended to read: "the City in cooperation with the County". Councilmember Holmes stated that she believed that there was some confusion between NB- Neighborhood Residential and NB-Neighborhood Business within the Land Use Chapter in Section 6.4.1. The Council agreed to have the Residential designation be listed as NR. Councilmember Holmes suggested that the terms `energy resiliency' and/or `sustainability' be referred to in Section 6.11 of the Land Use Chapter. Mayor Grant expressed confusion with the numbers used in Section 7.4.2 for affordable housing. Community Development Director Hutmacher stated that only sections directly related to TCAAP are being amended. The data that the Mayor referred to was from 2007 and is not being changed. Mayor Grant suggested that the CPA have a preamble as to why these numbers were placed in the document. He expressed concern with the number of affordable housing units listed within the CPA. He suggested that the language be amended to address the proposed sites that were projected to have affordable housing on TCAAP. He supported having affordable housing in the Neighborhood Transition Zoning District. Councilmember Holmes objected to this recommendation. She believed that affordable housing should also be located in the Hill and Creek neighborhoods. Councilmember McClung agreed with Councilmember Holmes. Councilmember Woodburn believed that the affordable housing should be spread out. Further discussion ensued regarding affordable housing. Councilmember Holden asked for additional information on how affordable housing was defined. Community Development Director Hutmacher discussed how affordable housing was typically defined. Councilmember Holmes questioned where medium and high density residential could be located. Community Development Director Hutmacher reviewed the areas where medium and high density residential could be developed on TCAAP. ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—JUNE 8, 2015 4 Mayor Grant recommended that the Council revisit the affordable housing issue at the next Council meeting. B. Business Retention and Expansion Proposal This item has been pulled from the agenda. 2. COUNCIL COMMENTS AND STAFF UPDATES Community Development Director Hutmacher provided the Council with an update on the City's participation in the suburban Ramsey County CDBG program. She noted that the portion of CDBG attributed to the City's participation in the program is roughly $20,000 to $30,000 annually and was largely used for housing rehab and energy loans, of which, 10 were issued to Arden Hills homeowners in the last three years. She commented that down payment assistance was also offered to six Arden Hills' residents. She reviewed the new requirements within the CDBG program.
