SUBJECT: Compensation and Benefit Study Results - Springsted
The Compensation and Benefit Study has been completed and reviewed by the Personnel
Committee. Ann Antonsen from Springsted will be present at the worksession on June
29, 2015 to present the study to the entire City Council.
Attached is the study results for your review prior to Monday night’s meeting. If you
have any questions, please feel free to all me at 651-792-7816. I am also happy to meet
with you to go over any of the information if you have questions prior to Monday night.
All Position Descriptions have been updated and will be available upon request or you
can access them on SharePoint. These were updated as part of the study and it included
input from employees, their supervisor, directors, the City Administrator, as well as
Springsted.
The elected officials on the Personnel Committee have made their recommendations as a
result of the study results and I have included a memo on their recommendations for your
consideration.

SUBJECT: Recommendation on Compensation and Benefits Changes
The Personnel Committee last met on June 17, 2015. After much debate and consideration on the
Compensation and Benefit Study data, the elected officials on the committee have determined a
recommendation on changes to the City’s Compensation Plan and Benefits as shown below
effective July 1, 2015 or as otherwise noted in each section.
Springsted Study – wages and benefits
Recommendations:
Holidays
Keep 12 Holidays but make 11 designated days and 1 floating
day. This will change the work schedule to be a working day on
the morning of both Christmas Eve and New Year’s Eve and the
afternoon a holiday. (Not sure of the effective date on this)
PTO
Change plan for all future (new) employees and grandfather
in current employees.
Current PTO Plan
The current plan:
0-5 years 22.75 days per year or 7 hours a pay period
6-10 years 29.25 days per year or 9 hours a pay period
10 years or more 32.50 days per year or 10 hours a pay period
Personnel Committee Recommendation
The plan would change as follows:
0-3 years 19.50 days per year or 6 hours a pay period
4-9 years 22.75 days per year or 7 hours a pay period
10-14 years 24.38 days per year or 7.5 hours a pay period
15-19 years 27.63 days per year or 8.5 hours a pay period
20 year or more 29.25 days per year or 9 hours a pay period
No change in the carry over amount or pay out amount (max
240 hours)
Heath Insurance
No change in how increase in City contribution is calculated,
but a change in the City contribution amount to the HSA
plan when the cost of insurance is less than what the City
contribution is. This will only impact employees that select
single coverage at this time. The City contribution to the HSA is
capped at $1,650 a year for current employees and $500 a year
for (new) future employees. (Effective date for current
employees is 1/1/2016 as 2015 was established last fall prior to
open enrollment).
Position Descriptions
Have City Council approve all new/updated descriptions
when they approve the entire Springsted Compensation
Study/Report and the Personnel Committee recommendation
on implementation. (Staff has these available upon request to
each council member if they would like to see them, we will
also post them on the Council SharePoint page.)
Wages
Implement the new compensation plan effective July 1, 2015.
Option 1 effective July 1, 2015 and moving Aaron Thelen on
that date and eliminate the six month move that is scheduled
8/12/2015.
Option 2 will be implemented as anniversary dates come up over
the next year by first moving them in the current scale and then
placing them in the next highest step in the new scale. This will
be fair to all employees.
Option 3 no recommendation for action on this option.

Background
The Personnel Committee last met on June 17, 2015. At that meeting, the elected officials on the
committee asked that the City Administrator’s contract amendment be pl aced on the City
Council’s work session for discussion.

SUBJECT: Employment Agreement Amendment
Background
During the November 6, 2014, Personnel Committee (PC) meeting, I advised the PC that
I intended to retire in 2015. I did not have a specific date set for my retirement but said
that it could be around the start of summer.
At the next PC meeting on January 28, 2015, I told the PC that under certain conditions, I
was open to staying on with the City for an additional year (until May 2016). A thirty
hour work week schedule and my request for benefits and flex time were discussed. The
PC discussed how this type of work arrangement could be a win-win situation and
beneficial for both parties. The elected officials on the PC said this was a proposal worth
further consideration and asked that the City Attorney draft some language for their
review. I provided the City Attorney with the background information for what should be
included in the proposed Employment Agreement Amendment.
The City Attorney presented the proposed Amendment at the next PC meeting on
February 19, 2015. At this meeting, the PC made no changes to the proposed Amendment
and requested that the Amendment be added to the February 24, 2015, special work
session agenda.
At the February 24 work session, the City Council reviewed the proposed Amendment.
The benefits and drawbacks for both parties for a “phased in retirement plan” were
briefly presented and discussed. The Council made no changes to the proposed
Amendment and requested that the Employment Agreement Amendment be placed on
the March 9, 2015, agenda as a consent item.
On March 9, 2015, the City Council approved the Employment Agreement Amendment.
The Amendment went into effect on May 2, 2015.
After the Saturday, May 2, 2015, special City Council work session, Mayor Grant
discussed with me his concerns with the Amendment. At that time he stated that the
Employment Agreement Amendment needed to be put on the next PC meeting agenda
for additional discussion.
At the next PC meeting on June 17, 2015, discussion by the PC elected officials on this
topic centered on: 1.) the employment benefits being received by me as compared to what
they thought I was going to receive, and 2.) the amount of time that I would be in the
office if I earned and took full-time PTO and flex-time benefits. They further directed
that the Employment Agreement Amendment be put on this June 29 Council work
session agenda for discussion.
At this June 29 work session, Mayor Grant and Councilmember Holden can review with
the Council what they understood to be in the proposal and any issues that they have with
the Amendment and how it is working.
AMENDMENT TO EMPLOYMENT AGREEMENT
THIS AMENDMENT TO EMPLOYMENT AGREEMENT ("Amendment") is entered into by
and between Patrick D. Klaers ("Employee") and the City of Arden Hills ("City"). Employee and
the City are collectively referred to as the parties.
WHEREAS,the City currently employs Employee as its City Administrator and have previously
entered into an Employment Agreement dated April 26, 2010; and
WHEREAS, Employee anticipates retiring within the year, and the parties desire to modify the
existing contract terms to facilitate a phased and orderly transition and replacement.
NOW THEREFORE,IN CONSIDERATION OF the mutual promises contained in this
Amendment,the parties agree as follows:
1.Effective May 2, 2015, Employee's regular work week shall be reduced to thirty(30) hours
on average and his salary shall be reduced by twenty-five percent(25%) of the current rate.
2.Employee shall keep a log of his hours worked and any work hours over or under the target
of thirty(30)hours per week will be carried forward and subsequent work weeks will be
adjusted accordingly. There shall be no additional compensatory time or payments.
3.Employee shall make periodic reports regarding his hours worked and schedule to the
Personnel Committee.
4.Employee shall be eligible to receive flex-time consistent with the City Personnel Policy.
5.The City Personnel Policy calls for benefits to be paid into the employee's Post-
Retirement Health Care Saving Plan. Upon retirement or termination, Employee shall
have the option to receive all or part of the benefits in cash.
6. No other terms and conditions of employment are affected by this reduction in hours. The
City will continue to pay Personal Time Off and group health, dental, life, and disability
insurance premiums on behalf of the Employee at the same rate and in the same manner as
currently being paid.
7.Either party may terminate this Amendment upon thirty(30) days written notice. Upon
termination of this Amendment,the Employee will resume a standard schedule under the
Agreement. If not otherwise terminated earlier,this Amendment shall terminate April 30,
2016.

EMPLOYMENT AGREEMENT

THIS AGREEMENT is dated the 26b
day of April, 2010, and is entered into by and
between the CITY OF ARDEN HILLS, a Minnesota municipal corporation ("Employer"), and
Patrick D_Klaers("Employee").
The parties agree as follows:
I-POSITION_ Employer agrees to employ Employee as its City
Administrator/Clerk. Employee agrees to serve as City Administrator/Clerk in accordance with
state statutes, City ordinances and the Code of Ethics of the International and Minnesota
City/County Management Associations, and to perform such other legally permissible and
proper duties and functions as the City Council shall from time to time assign_
2.PENSION PLAN. Employer shall contribute to PERA as required by State law
for Employee or an alternate pension plan,if selected by Employee,authorized by State law.
3_COMMENCEMENT DATE. Employee shall begin his duties as City
Administrator/Clerk no later than May 3, 2010 but may, in the Employee's discretion begin
during the week of April 26,2010("Commencement Date").
4.SALARY. Employer shall pay Employee a beginning salary of $103,301 per
year starting on the Commencement Date. Employee's beginning salary is equal to Step 5 on the
Employer's Pay Matrix,attached as Exhibit A-
5. PERFORMANCE REVIEW_ Employee's initial performance review shall be
conducted six (6) months (approximately) after the Commencement Date and thereafter on an
annual basis. If the Employee receives a favorable evaluation at the initial performance review,
Employee's salary shall be increased to a Step 6 level of compensation on EmpIoyer's Pay
Matrix. Performance evaluation shall be based on the Employee's ability to satisfactorily
perform the Essential Functions and the Supervisory Functions contained in the Position
Description for the City Administrator, attached as Exhibit B,as well as other duties assigned by
the city council.
6. PERSONAL TDIE OFF (PTO). For purposes of employment benefits such as
sick leave, vacation leave, and the like, Employee will start with a PTO bank of 60 hours, which
shall thereafter accrue at the rate of nine(9)hours bi-weekly for years 1 through 10;and ten(10)
hours bi-weekly after year 10, provided that, no more than two hundred forty (240) PTO hours
can be carried over from benefit year to benefit year. Benefit years start on March 1 and
conclude on February 28 of the following year_
7. HOLIDAYS. Employer shall provide Employee the same holidays as enjoyed by
other non-union employees.
8. GENERAL INSURANCE. Employer shall provide Employee the same group
hospital, medical, dental, life and disability insurance benefits as provided to all other non-union
employees_
9. DUES AND SUBSCRIPTIONS_ Employer shall budget and pay the
professional dues and subscriptions for Employee which are deemed reasonable and necessary
for Employee's continued participation in national, regional, state and local associations
necessary and desirable for Employee's continued professional participation, growth and
advancement.
10. PROFESSIONAL DEVELOPMENT. Employer recognizes the need for and
encourages the Employee to be active in professional activities. Employer agrees to pay
reasonable expenses associated with the attendance at one (1) national conference per year. In
addition,Employee may attend other regional and national conferences as approved by the city
council.
11. CIVIC CLUB A fE ERSIHP. Employer recognizes the desirability of
representation in and before local civic and other organizations_ Employee is authorized to

become a member of such civic clubs or organizations as deemed appropriate by Employee and
Employer,and at Employer's expense-
12. AU JrOMOBn E.Employee shall be paid a monthly allowance of$100 per month
for use of his personal automobile for Employer business.
13. GENERAL EXPENSES- Employer shall reimburse Employee reasonable
miscellaneous job related expenses which it is anticipated Employee will incur from time to time
when provided appropriate documentation.
14- HOURS OF WORK- It is understood that the position of City
Administrator/Clerk requires attendance at evening meetings and occasionally at weekend
meetings. It is understood by Employee that additional compensation and compensatory time
shall not be allowed for such additional expenditures of time. Employee shall not be entitled to
flex time.
15. TERM[NATION BENEFITS. Initial term of Employee's employment shall be
for an indefinite period beginning on the Commencement Date. In the event that the Employee is
terminated by Employer during such time that Employee is willing and able to perform the duties
of the City Administrator/Clerk, the Employer agrees to pay Employee, as requested by
Employee, either a lump sum cash payment or a continuation of bi-weekly payments according
to the following schedule:
A. 0-2 years of employment: Three (3) months aggregate salary and to
continue to provide and pay for the benefits set forth in this Agreement
for a period of three(3)months following termination unless prohibited bylaw.
B. Over 2 years: Six(6) months aggregate salary and to continue to provide
and pay for the benefits set forth in this Agreement for a period of six(6)
months following termination unless prohibited by law-
in the event, applicable state or federal law prohibits the termination as set forth above,
Employer will pay a lessor amount to the fullest extent allowed under applicable law. In the

event Employee is terminated because of malfeasance in office,gross misconduct, incompetence,
conviction for a felony,or conviction for an illegal act involving personal gain to Employee,then
Employer shall have no obligation to pay the termination benefits.
If Employee voluntarily resigns his position with Employer, Employee agrees to give the
Employer thirty (30) days advance notice. If Employee voluntarily resigns his position with
Employer,there shall be no termination pay due to Employee.
14. GENERAL CONDITIONS OF EMPLOYMENT_ Nothing in this Agreement
shall prevent, limit or otherwise interfere with the right of Employer to terminate the services of
Employee at any time, for any reason, subject only to the provisions of this Agreement and
statutory requirements. Furthermore, nothing in this Agreement shall prevent, limit or otherwise
interfere with the right of Employee to resign at any time from his position with Employer,
subject only to the provisions of this Agreement.
