Page 1 of 1 AGENDA ITEM – 1A MEMORANDUM DATE: July 20, 2015 TO: Honorable Mayor and City Council Members FROM: Patrick Klaers, City Administrator Sue Iverson, Director of Finance and Administrative Services SUBJECT: 2016 – 2020 Capital Improvement Program (CIP) Action Requested Provide feedback to staff on Preliminary Proposed 2016 – 2020 CIP Plan. Background Annually the City prepares a five (5) year Capital Improvement Plan for budgeting and forecasting. Discussion A preliminary plan has been prepared and is attached along with a summary of projects, detailed sheets on each project and their proposed funding sources, a report showing the projects by funding source, and a sheet projecting the fund balances in each of the funds (since the operating budgets have not yet been completed, these fund balances included estimated operating costs). The majority of changes are in the Public Works area, a memo from Terry Maurer is attached for your reference on the major changes to that area. EDA was updated but no changes to costs and the voting system was moved out as it has not yet been purchased by Ramsey County. There is also an attachment that separates out TCAAP expenditures from the rest of the expenditures. A. Parks Department  Added TCAAP park development of $7,000,000 over the years 2017-2019. This is the estimated park development cost from the TCAAP financial model.  Added the tennis court at Johanna Marsh Park for reconstruction in 2017. The court was scheduled for resurfacing in 2014, but due to weather it was not completed. The court has deteriorated to the point that resurfacing is not cost-effective and the court should be reconstructed. B. Sanitary Sewer Department  Added the TCAAP Trunk Sanitary Sewer & Lift Station in the amount of $1,200,000 in year 2016. This is the sanitary sewer and lift station associated with the Spine Road construction. The estimated costs are those presented in the preliminary design information previously provided to the Council. C. Water Department  Added the TCAAP Trunk Water improvement associated with the Spine Road construction in the amount of $1,000,000 in 2016. The estimated costs are those presented in the preliminary design information previously provided to the Council.  Added the construction of a new water tower on the TCAAP site in the amount of $4,800,000 in 2016 to coincide with the development of the Spine Road. The estimated costs are those presented in the preliminary design information previously provided to the Council.  Added a new booster station in the amount of $1,000,000 in 2016 for the water system to provide redundancy to the existing high-pressure zone and to serve TCAAP. The year 2016 coincides with the construction of the Spine Road and trunk utilities to serve TCAAP. The estimated costs are those presented in the preliminary design information previously provided to the Council.  Added the replacement of existing water main along County Road E2 where the repair of three water main breaks in 2015 revealed deteriorated pipe material. Also included the addition of a water main loop along Old Highway 10 from County Road E to County Road E2 to provide redundancy to the system. These improvements are estimated to cost $400,000 and were placed in 2017.  The north water tower repainting is planned for 2016. It had been budgeted at $750,000. The estimated cost has been raised to $900,000 based on a current market analysis for this type of work. Note: depending on the timing for the construction of a new water tower in TCAAP, it may be advisable to wait until that new tower is operational to repaint the existing tower as the new tower will provide better back-up while the existing tower is out-of-service for repainting. D. Street Department  Lexington Avenue Improvement (I-694 to CR F) raised the City contribution from $100,000 to $300,000 to reflect the costs the City has agreed to with approval of the Cooperative Agreement.  Added the Highway 96 landscaping in 2017 at an estimated cost of $600,000. This item reflects that medians and boulevard areas have been created with the recently completed U.S. 10/Hwy 96 Grade Separation project and more will be created with the 35W/Hwy 96 Interchange project that will need to be landscaped. The cost is truly just a place saver with no preliminary design estimates performed at this time.  Old Snelling Avenue, including the bridge replacement, has been moved from 2025 to 2017 for two purposes. First, it is anticipated that in mid-2016 the City should be granted State bridge bonding monies for half of the bridge construction cost. Second, there was much discussion about this project and its timing at the franchise fees public hearing. So the project has been moved to 2017 for Council discussion regarding when it should be considered. E. Equipment  Removed “Replace 2005 4-Door Diesel Pickup” at $44,000 from 2016.  Increased the cost of the “Replace 1997 Street Sweeper” anticipating that TCAAP could have some public permeable pavers that would require a Vacuum Sweeper (which is slightly more expensive) to maintain.  Added a pick-up to the fleet in 2017 to be dedicated to TCAAP sewer/water service inspections and utility locates. Further, anticipating significant development starting in 2017, these two items will likely require an additional staff member either in Public Works or Engineering.  Added a fourth “Z” Mower in 2020 anticipating that all the parks and many public boulevards will be constructed by then which will require a second full mowing crew. There is also an added trailer to the fleet in 2018 to support the second mowing crew. If you have any questions about any of these items, please let me know. ______________________________________________________________________________ City of Arden Hills City Council Work Session for July 20, 2015 Page 1 of 3 DATE: July 20, 2015 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Ryan Streff, City Planner Matthew Bachler, Associate Planner SUBJECT: Review of properties with Outdoor Sales or Exterior Storage within the B-2 and B-3 Zoning Districts Background At the regular City Council meeting on April 13, 2015, staff was directed to review properties within the City with outdoor sales or exterior storage and report back to the City Council at a future Work Session. The Community Development Department has completed a preliminary inventory of commercial and industrial properties in the B-2 and B-3 Zoning Districts. This inventory included information on the type of business, whether outdoor sales or exterior storage are present on the property, and if the property has received approval for these activities. For the purpose of this memo, staff focused on the B-2 and B-3 Districts as most of the commercial retail properties in the City are within these two districts. Businesses that have outdoor sales or exterior storage but which are not located in either district, such as the Holiday Service Station on Highway 96, are not discussed in this memo. If directed by the City Council, staff is prepared to complete a similar inventory of properties within the City’s primarily industrial zoning districts. It should also be noted that trash and service areas are not addressed in the memo because these uses are not defined as exterior storage in the Zoning Code. Analysis Outdoor Sales The Zoning Code does not include a general definition for outdoor sales. The closest term is Open Sales Lot, which is defined as, “Any land used or occupied for the purpose of buying and selling any goods, materials, or merchandise, and for the storing of same under the open sky prior to sale.” Generally, this term is more applicable to the use of a property for motor vehicle sales and leasing or flea market type activities and not to limited display of retail goods, such as AGENDA ITEM - 1B MEMORANDUM ______________________________________________________________________________ City of Arden Hills City Council Work Session for July 20, 2015 Page 2 of 3 ice melt or firewood. However, the definition for open sales lots in the Zoning Code has been interpreted it to apply to all cases of outdoor display and sale of goods. The Zoning Code prohibits open sales lot uses in the B-2 District (Section 1320.085, Subd. 2). Open air garden centers with an approved Conditional Use Permit are exempt from this restriction. For the B-3 District, the Land Use Chart within the Zoning Code does not specifically permit or prohibit open sales lots. Section 1320.03 of the Zoning Code states that the City Council may designate a use as a conditional use if it is not listed in the Land Use Chart. Five properties in the B-2 and B-3 Districts have some type of outdoor sales or display. The table below provides information on these properties: Exterior Storage The Zoning Code defines exterior storage as, “the storage of goods, materials, equipment, manufactured products and similar items not fully enclosed by a building.” The Land Use Chart restricts exterior storage uses only to the I-2 - General Industrial District. Exterior storage is prohibited in both the B-2 and B-3 Districts. However, in cases where a property has an approved Conditional Use Permit for an open air garden center, limited exterior storage directly associated with the garden center use may be approved by the City. The inventory completed by staff included two properties with exterior storage areas. The table below provides information on these properties: Zoning District Products Sold/Displayed City Approvals 1201 County Road E - Now Bike & Fitness B-2 District Bicycles - 1306 County Road E - Shell Gas Station B-2 District Propane tanks, firewood, ice melt, bagged ice Approved CUP requires outdoor display of products be contained in cabinets or racks (PC 94-014). 3527 Lexington Ave. - Frattallone's Ace Hardware B-2 District Garden supplies, propane tanks, ice melt Approved CUP for outdoor seasonal garden center and limited display areas at store entrance (PC 15-002). 3585 Lexington Ave. - Walgreens B-2 District Propane tanks - 3717 Lexington Ave. - Cub Foods B-3 District Propane tanks, firewood, garden supplies • Approved PUD for seasonal garden center with condition that adequate parking is provided (PC 02-018). • Non-garden center sales did not receive approval from City. ______________________________________________________________________________ City of Arden Hills City Council Work Session for July 20, 2015 Page 3 of 3 Discussion Staff is requesting direction on the following items: 1) Should certain types of outdoor display and sales, such as vending machines, propane tank exchanges, and ice machines, be allowed as permitted accessory uses if the principal use on the property is a vehicle service business or convenience retail store? 2) Should a separate definition be added to the Zoning Code specifically for outdoor display and sales for vehicle service businesses and convenience retail stores? 3) Should products that are displayed outdoors while a business is open and stored inside overnight, such as equipment or bicycles, be exempt from the restrictions on outdoor display and sales? 4) Should the City establish a process that would allow more extensive outdoor display and sales areas with an approved Site Plan if certain location and setback standards are met? 5) Should any changes be made at this time to the Zoning Code’s prohibition of exterior storage in the B-2 and B-3 District?
