APPROVAL OF AGENDA MOTION: Councilmember McClung moved and Councilmember Holden seconded a motion to approve the meeting agenda as presented. The motion carried unanimously (5-0). 2. PUBLIC INQUIRIES/INFORMATIONAL Charlie Kachel, 1520 Arden Place, commented that he has been a resident of Arden Hills for 40 years. He thanked City Administrator Klaers for his professional service to the City. He provided comment on the road reconstruction projects occurring this summer. He discussed several sewer backup concerns that have occurred in the Valentine Hills neighborhood. He encouraged the City to address this concern while the street was dug up. Public Works Director Maurer stated that backups in the past have been addressed during road reconstruction projects. He indicated that some of these sewer lines were scheduled to be lined. Mayor Grant thanked Mr. Kachel for bringing his comments forward. ARDEN HILLS CITY COUNCIL—JULY 13, 2015 2 3. STAFF COMMENTS A. Rice Creek Commons—TCAAP Update City Administrator Klaers stated that the public hearing for the TCAAP Redevelopment Code (TRC), TCAAP Rezoning, and the Comprehensive Plan Amendment (CPA) was held on July 8, 2015. The Planning Commission unanimously recommended that the City Council approve the TRC, TCAAP Rezoning, and the CPA and that public hearing comments be forwarded to the City Council for further consideration on July 13, 2015. It was noted that the draft TRC and CPA are posted on the City's website with a link from the home page. Mayor Grant asked if the City has received any responses to date from neighboring communities. City Planner Streff reported that the City received a response from Mounds View and there were no concerns raised with the TRC or CPA. B. Joint Development Authority Update City Administrator Klaers explained that the Joint Development Authority (JDA) did not meet in July. He anticipated that the JDA would meet again on Monday, August 3, 2015 C. Transportation Update Public Works Director Maurer provided the Council with an update on the work that has been completed on the County Road E bridge over Snelling Avenue. He stated that work continues on the approaches and that the signal equipment is on site. He anticipated that the signals will be installed in the next few weeks. He reported that the contractor continues to work on County Road E. He anticipated that the south side will be completed shortly. Public Works Director Maurer reported that the 35W/Highway 96 interchange ramps are reopened. He believed that traffic is returning to its natural route. Public Works Director Maurer stated that the County Road F bridge has been awarded by MnDOT, but a preconstruction meeting has not been set at this time. Public Works Director Maurer indicated that the Grant/Noble PMP has the first lift of asphalt and the rain gardens are being worked on. The final lift will be put in place later. He stated that the Venus/Crystal neighborhoods are in the middle of water work. He anticipated that curb work will begin sometime in the next week or two. Mayor Grant asked for an update on Round Lake Road. Public Works Director Maurer reported that Round Lake Road was substantially complete and that there are only minor issues that will need to be addressed by the contractor. Councilmember McClung questioned when the 35W/Highway 96 interchange project will be completed. ARDEN HILLS CITY COUNCIL—JULY 13, 2015 3 Public Works Director Maurer explained that the goal is to have traffic flowing over the bridge and through the interchange by the end of November. 4. APPROVAL OF MINUTES A. June 8, 2015, Special City Council Work Session B. June 15, 2015, City Council Work Session MOTION: Councilmember Holden moved and Councilmember McClunLy seconded a motion to approve the June 8, 2015, special City Council work session meeting minutes; and June 15, 2015, City Council work session meeting minutes as presented. The motion carried unanimously (5-0). 5. CONSENT CALENDAR A. Motion to Approve Consent Agenda Item - Claims and Payroll B. Motion to Approve County Road E-Pine Tree Drive Improvements Payment 3 C. Motion to Approve Round Lake Road Area Improvement—Payment 8 Amended D. Motion to Approve 2015 Pavement Management Program—PMP—Pay Estimate 2 MOTION: Councilmember McClung moved and Councilmember Holden seconded a motion to approve the Consent Calendar as presented and to authorize execution of all necessary documents contained therein. The motion carried unanimously (5-0). 6. PULLED CONSENT ITEMS None. 7. PUBLIC HEARINGS A. Rice Creek Commons - TCAAP Development Discussion Opportunity for Residents Mayor Grant stated that under the Public Hearing section, citizens have an opportunity to discuss ideas regarding the TCAAP development. Mayor Grant opened the public hearing at 7:20 p.m. Blake Huffman, Ramsey County Commissioner, wished City Administrator Klaers well in his retirement. He then thanked the Council for all of their work on the TRC. He explained that the County Board did not have the numbers to approve the Master Plan at this time. He encouraged the Council to delay action for two weeks or until a future meeting and to reconsider their density numbers that are in the Master Plan. Lyle Salmela, 1480 Arden Vista Court, provided the Council with a handout. He discussed the potential of the County building near the primer/tracer site being used as a history and nature ARDEN HILLS CITY COUNCIL—JULY 13, 2015 4 center. He believed that this building could be used as an extension of the local school district for educational purposes. He provided comments on the benefits of a water tower observation classroom. Mayor Grant asked how people would reach the observation classroom. Mr. Salmela stated that this would be accomplished via stairway or elevator. He commented that both may need to be installed for safety purposes. He encouraged the school district, County and City to come together and consider this great opportunity. Councilmember Holden thanked Mr. Salmela for his presentation. She believed that this is an interesting matter for the Council to consider. Jim Ostlund, 1576 Royal Hills Drive, encouraged the Council to not put a cap on the density for TCAAP. He also wanted to see an affordable housing aspect within the development. Mayor Grant closed the public hearing at 7:31 p.m. 8. NEW BUSINESS A. TCAAP • Approval of Resolution 2015-037 for a Comprehensive Plan Amendment (CPA). • Approval of Ordinance 2015-006 to Rezone the 427-acre TCAAP property. • Approval of Ordinance 2015-007 to Adopt the TCAAP Redevelopment Code (TRC) as Section 1380 of the Arden Hills Zoning Code. • Motion to Approve Summary of Ordinance 2015-006 and Ordinance 2015- 007. Mayor Grant explained that he was contacted by the County earlier today regarding the postponement of this item. He stated that the Council could proceed in this manner or could consider approval of the TCAAP CPA, rezoning, and the TRC. Councilmember McClung asked if changes to the proposed density would restart the required 60-day review period for adjacent municipalities and affected agencies. City Attorney Jamnik advised that the density issue has always ranged from 1,300 to 1,700 units. He did not believe that reconsideration would be required if adjusted within these limits. He provided further comment on the 60-day review period. Councilmember McClung commented that he was in favor of further discussing the density issue with the County. Therefore, he supported postponing action on this item for two weeks. Councilmember Holden was in favor of the Council moving forward. She stated that she was appalled that the Mayor was receiving calls just hours before the meeting requesting a delay. She believed that the City has had enough discussion on the TRC and CPA, and supported the Council taking action this evening. ARDEN HILLS CITY COUNCIL—JULY 13, 2015 5 Councilmember Holmes stated that the Council has been requesting meetings with the County for the past year. It was her understanding that the County Board wanted their staff to work with the City staff but never took the time to meet with the City Council. She commented that the Council has heard from the County on several occasions regarding their density concerns. She supported the density ranges within the TRC plan and recommended that the Council move forward. Councilmember Woodburn understood density was a problematic area. He supported the density within the TRC and did not believe that a two week delay would resolve this situation between the City and the County. Mayor Grant agreed with Councilmember Holden and believed that the City has heeded all suggestions from the County. He did not understand why the density number was such a hang up. He stated that perhaps the elected officials should have held additional discussions over the past year. He could not comprehend how an additional 300 units would create a "world class" development. He explained that the TRC could be amended if a developer brought a development plan before the JDA or City requesting density flexibility. Further discussion ensued regarding the approval timeline and reconsideration of the TCAAP rezoning, TRC and CPA. Councilmember Holden feared that if the TRC was opened for further consideration that this could lead to great delays in approvals as it would open the document for full reconsideration by the City Council. Councilmember Holmes understood that the County did not currently support the City's plans. This would lead to reconsideration of the plans in two weeks. She did not believe that the City's stance on these matters would change in two weeks. She feared that the City and the County were at an impasse. Councilmember Holden supported the County taking a formal vote on the matter. Mayor Grant believed it would benefit the County to provide the Council with numbers and for them to run through the math on the project with the City Council. Councilmember Holmes wanted to understand who from the County Board did not support the TRC and CPA and she wanted to understand the reasons why. Mayor Grant stated that he and three Councilmembers want this agenda item to move forward tonight and requested staff to make their presentation. City Planner Streff stated that since April 2013, the City has been working on a Master Plan for the 427-acre TCAAP parcel purchased by Ramsey County. The Master Plan is comprised of three components: the Alternative Urban Areawide Review (AUAR) and Mitigation Plan, the TCAAP Redevelopment Code (TRC), and the Regulating Plan. The AUAR was approved by the City Council in the summer of 2014, and preliminary approval was given to the TRC and Regulating Plan on May 26, 2015. Together, these documents represent the community's long-term vision for ARDEN HILLS CITY COUNCIL—JULY 13, 2015 6 the TCAAP redevelopment site. He reviewed in detail the actions that were being requested of the Council this evening. Mike Lamb, Kimley Horn, discussed the history of the TCAAP Master Plan and Redevelopment Code. He explained that this process has been underway for the past three years. He indicated that the AUAR and Master Land Use Plan were completed and approved by the City Council in 2014. He reported that throughout the planning process, the City has been taking comments from the public and one consistent comment has been the importance of unique, defined neighborhoods that have access to parks and trails. Residents are also interested in seeing walkability, convenient retail and entertainment, along with a mix of housing products. Mr. Lamb provided comment on the discussions held with developers. There was support for the three proposed neighborhoods as this would provide for a variety of housing styles, types and price ranges. Developers also stressed the importance of amenities for both residential and office developments. He noted that retail was becoming experience-based. He understood that securing high-quality jobs would take time. Mr. Lamb reported that the Planning Commission has been involved in the planning process by reviewing both the TRC and chapters of the CPA. Energy efficiency and sustainability were concerns for this group and this has been reflected in the code. He then reviewed the comments received from the PTRC. He indicated that comments received from the County included developing over 50%of the site for commercial/Flex Office uses with the primary location for this just west of the Spine Road and locating City parks away from high-value commercial areas. Associate Planner Bachler explained the TRC further with the Council along with the regulating plan. He discussed the amount of space that would be set aside for commercial, industrial, and residential uses. He provided comment on the development goals for the Creek, Hill, and Town Center neighborhoods as well as providing the vision for the retail, commercial, and industrial components. He reported that it was the City's goal to have TCAAP remain pedestrian-friendly in both scale and design. He reviewed the proposed landscaping and open space requirements. He noted that there were several provisions within the Code that addressed energy efficiency and sustainability and were based on recommendations made by the Energy Resiliency Advisory Board. City Planner Streff commented that the Arden Hills 2030 Comprehensive Plan was officially approved in September 2009. While the Plan was being prepared, the City was also engaged in a community planning process to better define how the surplus land on the TCAAP property should be redeveloped. Since a final plan was not approved at the time the Comprehensive Plan was adopted, the Plan only included an overall vision for the redevelopment and preliminary elements of the potential reuse plan. The intent was for the City to amend the Comprehensive Plan once a final TCAAP redevelopment plan was approved so that any required data, such as future land use designations, housing densities, transportation infrastructure, and parks and open space resources, could be included in the Comprehensive Plan. City Planner Streff explained that as part of the Comprehensive Plan Amendment, a change in land use designation from Mixed Business and Mixed Residential to Neighborhood Residential, Neighborhood Transition, Town Center, Campus Commercial, Retail Mixed-Use, Office Mixed- ARDEN HILLS CITY COUNCIL—JULY 13, 2015 7 Use, Flex Office, Public and Institutional, Utility, and Parks and Open Space is being proposed. In order to proceed with these changes, the City's Future Land Use Map would be amended to re- designate the property to reflect the changes in land use classifications. The proposed Comprehensive Plan Amendment also includes updates to the following chapters and appendixes within the Comprehensive Plan to ensure compatibility with the TCAAP Master Plan. Chapter 5 provides a history of the former TCAAP site, the decommissioning process, and the transfer of federal land for redevelopment purposes. This chapter has been updated to provide an overview of the current master planning process, the status of the environmental remediation being undertaken on the site, and the expected construction schedule for public utilities and roadways and private development. Chapter 6 outlines the City's policies regarding land use. This chapter evaluates existing land uses and sets a vision for how the community should change over time. The Future Land Use Map and land use classifications have been updated to include the land use districts identified in the TRC. The section on development capacity and net residential density has also be revised to reflect the forecasted number of residential acreage and units for the TCAAP site. Within Chapter 6 the following language was added as directed by the Council during the May 26, 2015, meeting. The language allows the Council to modify the preferred development pattern in the future as development occurs consistent with the City's vision for the TCAAP redevelopment site. "Though the Master Land Use Plan establishes a proposed allocation of the various uses throughout the TCAAP area and illustrates the current preferred development pattern for the area, the City remains open to considering proposals from its partners or eventual developers for modifications to the Master Land Use Plan that propose different locations for the allocated uses, or on its own initiative to consider amendments to the adopted plan as development occurs or circumstances change in order to promote high quality development of the area consistent with City goals and this Plan. " Chapter 7 provides information on the City's current housing stock, existing housing issues, such as diversity and affordability, and projected future housing needs. This chapter has been updated to included information on the projected household forecast numbers for the City based on the Metropolitan Council's regional forecast for 2040, and the expected number of housing units and different types of housing products that will be accommodated on TCAAP. Chapter 9 discusses the existing regional and local park and recreation system and the proposed upgrades to the City's parks and pathways. This chapter has been updated to include the proposed trail improvements and required public parks and open spaces for the TCAAP redevelopment. Updates were also made based on the approved 2013 Rice Creek North Regional Trail Corridor Master Plan Amendment. Chapter 11 evaluates the City's existing transportation system, looking at issues such as traffic volumes and capacity, relevant transportation studies, and multimodal transportation. The chapter also proposes a future transportation system plan. A detailed traffic study was completed as part of ARDEN HILLS CITY COUNCIL—JULY 13, 2015 8 the TCAAP AUAR and a summary of this study has been included in Chapter 11. Road construction and improvements to be completed in conjunction with the TCAAP redevelopment have been incorporated into the future transportation system plan. The multimodal transportation section has been updated to include the Metropolitan Council's current consideration of extending the A-line BRT(Bus Rapid Transit)route to TCAAP. Chapter 13 summarizes the separate management plans the City has in place for water supply, sanitary sewer, and stormwater. The public facilities management plans have been updated as needed to include the recommendations from the approved AUAR. This chapter includes an overview of the proposed regional stormwater management plan for the TCAAP development. Appendix E discusses the existing and future sanitary sewer plans for the City. This appendix outlines the existing sanitary sewer system, intercommunity services, sewer volume forecast, sanitary sewer service districts, projected sewage flows, individual sewage treatment systems, infiltration/inflow, and the proposed capital improvement program to complete the sewer improvements. Appendix H in the Comprehensive Plan outlines all zoning districts within the City. In order to update the Comprehensive Plan the new zoning districts proposed in the TRC have been included in Appendix H. City Planner Streff noted that the proposed CPA will be contingent on final approval from the Metropolitan Council. In this case, the Metropolitan Council will make the final determination on the CPA, though they provide great deference to the City as long as the proposed land use change does not have a negative impact on a regional system (i.e. transportation, sanitary sewer, and regional parks). City Planner Streff explained that the City must also allow adjacent governments, affected special districts, and affected school districts up to 60 days to review the proposed amendment. This waiting period allows interested agencies to review and comment on the amendment before the Metropolitan Council review. The Metropolitan Council also has 60 days to review the CPA once the jurisdictional review is complete. Given these requirements, the City expects to receive the final determination from the Metropolitan Council for the CPA in November of 2015. City Planner Streff reported that the second component of Planning Case 15-015 is the rezoning of the 427 acre TCAAP parcel, based on the Regulating Plan that has been included in the TRC. The zoning districts depicted on the Regulating Plan will be incorporated within the City's official Zoning Map. While the CPA will lay out the proposed future land uses for the TCAAP property, the revised Zoning Map will identify the specific zoning districts through which the land uses and goals for the TCAAP redevelopment will be implemented. City Planner Streff indicated that the City is proposing rezoning the property from Mixed Business and Mixed Residential to Campus Commercial, Civic/Open Space, Flex Office, Retail Mixed Use, NR-1 Residential, NR-2 Residential, NR-3 Residential, NR-4 Residential, Neighborhood Transition, Office Mixed Use, Open Space, Town Center, and Water Infrastructure. The proposed rezoning of the TCAAP property is consistent with the land use designations for the site as identified in the proposed Future Land Use Map. ARDEN HILLS CITY COUNCIL—JULY 13, 2015 9 City Planner Streff stated that the TRC establishes the development and design regulations for the TCAAP property. This document will implement the community's goals and visions for the redevelopment site as outlined in the CPA. The regulations contained within the TRC are meant to promote functional and attractive development through the use of recognized community design principles. While the TRC prescribes a higher level in detail in building design and form, the code also allows property owners and developers greater flexibility in land use and development parameters. The proposed Zoning Code Amendment in Planning Case 15-015 would adopt the entirety of the TRC as the new Section 1380 in the Arden Hills Zoning Code. City Planner Streff commented that for all properties within the TCAAP Regulating Plan area, the standards in the TRC will supersede the regulatory requirements under the Arden Hills Zoning Code (Chapter 13), Sign Code (Chapter 12), and Subdivision Ordinance (Chapter 11). However, in certain sections of the TRC, the standards within the Arden Hills City Code are adopted by reference and will also be the standards for development within TCAAP. Development standards that are not specifically addressed in the TRC will still be governed by the Arden Hills City Code to the extent they are not in conflict with the TRC. City Planner Streff reported that the Planning Commission reviewed Planning Case 15-015 at their regular meeting on July 8, 2015. The Planning Commission offers the following findings of fact for consideration: General Findings: 1. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to develop and maintain a land use pattern that strengthens the vitality, quality, and character of the residential neighborhoods, commercial districts and industrial areas, while protecting the community's natural resources to develop a sustainable pattern for future development. 2. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to develop TCAAP in a way that accommodates a mix of land uses that is sensitive to the natural environment, economically sustainable and a benefit to the community. 3. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to promote the development, redevelopment and maintenance of a viable, innovative, and diverse business environment that serves Arden Hills and the metropolitan area. 4. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to develop and maintain a strong, vital, diverse, and stable housing supply for all members of the community. 5. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to enhance the health, safety, and well-being of all who live, work, and play in the City. 6. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to create a comprehensive, maintained, and interconnected system of parks, pathways, and open spaces, as well as a balanced program of recreational activities for residents of all ages, incomes and abilities. 7. The proposed CPA, Rezoning, and TRC advance the City's Comprehensive Plan to preserve, protect, and restore the community's natural resources, including open spaces, lakes, wetlands, other significant natural features, and historic resources. 8. The proposed TRC implements the vision for a walkable, mixed-use, resilient, and vibrant TCAAP development. ARDEN HILLS CITY COUNCIL—JULY 13, 2015 10 City Planner Streff explained the findings of fact in Planning Case 15-015 support approval. However, if the City Council chooses to deny the application, the findings of fact would need to be amended to reflect the reasons for the denial. It was noted that the Planning Commission reviewed Planning Case 15-015 at their July 8, 2015, meeting and unanimously recommends approval of Planning Case 15-015 for a Comprehensive Plan Amendment, Rezoning, and adoption of the TCAAP Redevelopment Code (TRC) as Section 1380 of the Zoning Code, as presented in the July 13, 2015, Report to the City Council, with the public hearing comments forwarded to the City Council for consideration. Mayor Grant recommended that the Council approve each of the staff-recommended items one at a time. He noted that four votes were needed for approval of some of the recommendations. MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve Resolution 2015-037, a resolution adoptinL, an amendment to the Comprehensive Plan for TCAAP property. Councilmember McClung indicated that he would not be supporting any of the staff recommendations this evening. He thanked staff for all of their work. He understood that a lot of time had been put into these items, however, he believed more work needed to be done and that additional flexibility is needed to create a world class development. He feared that by limiting the flexibility, this would limit the creativity. He wanted the City to strive for something extraordinary. Councilmember Woodburn stated that the proposed CPA was not the City's original vision for TCAAP. He believed that too large a portion was being set aside for commercial and industrial development. He also feared that the density was too high. Mayor Grant commented that he would be supporting the motion. He did not believe that plus or minus a few units would make the site a showcase. He discussed how developments have changed over the past 30 years. He encouraged the Council to keep their eyes on the prize and how this site would benefit the City in the long run. Councilmember Holden agreed that this was not a world class development given the changes in the Master Plan that have been requested by the County and which the Council has accepted. She expressed concern with the proposed amount of showroom space. She had a hard time envisioning a world class development given the level of showroom space within TCAAP. She believed that the definition of"world class" needed closer examination by both the City and the County. She explained that she would be supporting all of staff's recommendations this evening. Councilmember Holmes discussed the lengthy history of TCAAP and she believed that the Council was bringing forward the best option for the site. She reported that the TCAAP site would be developed at a density of 10 units per acre, while the remainder of Arden Hills was between two and three units per acre. She liked that TCAAP would have a variety of housing units. She fully supported the motions from staff. The motion failed 3-2 (McClung and Woodburn opposed). ARDEN HILLS CITY COUNCIL—JULY 13, 2015 11 Mayor Grant questioned how the Council should proceed at this time. City Attorney Jamnik advised how the items were linked and must be approved together. Councilmember Woodburn appreciated all of the work the Council and staff had done on the CPA and TRC. He requested that the Council reconsider the CPA motion at this time. MOTION: Councilmember Woodburn moved and Councilmember Holden seconded a motion to reconsider Resolution 2015-037. The motion carried 4-1 (McClung opposed). RECONSIDERED MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve Resolution 2015-037, a resolution adopting an amendment to the Comprehensive Plan for TCAAP property. The motion carried 4-1 (McClung opposed). MOTION: Councilmember Holden moved and Councilmember Holmes seconded a motion to approve Ordinance 2015-006, an ordinance amending Chapter 13 of the Arden Hills City Code to rezone the 427-Acre TCAAP property. Mayor Grant stated that he would have liked to have seen the retail more integrated into the residential neighborhoods; however, this was not the case. Councilmember Woodburn indicated that he had many reservations with almost every section of the zoning. However, he said that he would support the motion because he recognizes the immense efforts put forth by the Council and staff to produce a consensus. The motion carried 4-1 (McClung opposed). MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to approve Ordinance 2015-007, an ordinance amending Chapter 13 of the Arden Hills City Code and adopting the TCAAP Redevelopment Code (TRC) as Section 1380 of the Arden Hills Zoning Code. The motion carried 4-1 (McClung opposed). MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to approve publishing a summary of Ordinance 2015-006 and Ordinance 2015- 007. The motion carried 4-1 (McClung opposed). 9. UNFINISHED BUSINESS A. Accept City Administrator's Retirement Letter Director of Finance and Administrative Services Iverson requested the Council accept City Administrator Klaers' retirement letter effective October 2, 2015. ARDEN HILLS CITY COUNCIL—JULY 13, 2015 12 Mayor Grant reviewed the memorandum from City Administrator Klaers in further detail with the Council. City Administrator Klaers thanked the Council for the opportunity to work for the City of Arden Hills. He commended the Council on the staff that has been assembled at City Hall. Mayor Grant wished City Administrator Klaers all the best in his retirement. MOTION: Councilmember McClung moved and Councilmember Holmes seconded a motion to accept Patrick Klaers' retirement from the City of Arden Hills as the City Administrator effective October 2, 2015, according to the terms listed in a memo from Patrick Klaers to the City Council dated July 13, 2015. The motion carried (5-0). B. City Administrator Recruitment Process Director of Finance and Administrative Services Iverson explained that the Personnel Committee met on June 30th and directed staff to gather proposals from two recruiting firms. She indicated that staff has completed this task and noted that the proposals ranged in price from $14,000 to $25,000. She requested that the Council discuss how to proceed and provide staff with direction. Mayor Grant suggested that the Personnel Committee review the two proposals and that a recommendation be made to the City Council that could be considered in two weeks. Councilmember Holden understood a lot of City Administrators were retiring this year. This means that there is a great deal of competition in the job marketplace. Councilmember Woodburn questioned the length of time it would take to go through the process with the recruiting firms. Director of Finance and Administrative Services Iverson commented that this process would take approximately 12 weeks. The Council directed staff to continue this item to the July 27, 2015, City Council agenda. 10. COUNCIL COMMENTS Councilmember Woodburn was pleased that there would be a meeting with dog owners in Arden Hills. Councilmember Holmes asked if the Building Inspector could address the Council Chambers and City Hall room temperature. Councilmember McClung stated that he was not angry about the results of the TCAAP votes. He was sad and disappointed at what has transpired. He indicated that there was a great deal of dissatisfaction with the documents the Council has approved, not just from himself, but from ARDEN HILLS CITY COUNCIL—JULY 13, 2015 13 others in the community. He expressed frustration that the Council has approved documents that the entire Council was not extremely proud of. Mayor Grant believed that the TCAAP TRC and CPA were balanced and reasonable documents. Mayor Grant was pleased to report that one of the lots within Valentine Bluffs has sold and the model home was being constructed.
