Absent: Commissioners Angela Hames, and Phillip Neururer. Also present were: City Planner Ryan Streff; Associate Planner Matthew Bachler; and Councilmember Robert Woodburn. APPROVAL OF AGENDA — AUGUST 5, 2015 Chair Thompson stated the agenda will stand as published. APPROVAL OF MINUTES July 8, 2015 — Planning Commission Regular Meeting Commissioner Zimmerman moved, seconded by Commissioner Bartel, to approve the July 8, 2015, Planning Commission Regular Meeting as presented. The motion carried unanimously (5-0). PLANNING CASES A. Planning Case 15-016; Final Planned Unit Development — Arden Plaza; 3527-3557 Lexington Avenue North Public Hearing Not Required Associate Planner Bachler stated that the City approved a Master PUD for the Arden Plaza retail center in 2009 (Planning Case 09-011). This site is situated at the southwest corner of the County Road E and Lexington Avenue intersection and is approximately 11 acres in size. The approved plans included the demolition of an existing office complex and the phased redevelopment of the site to be completed in three stages. A total of 97,035 square feet of retail ARDEN HILLS PLANNING COMMISSION — August 5, 2015 2 and commercial building space was approved under the original PUD. For each successive phase of the redevelopment, the property owner is required to submit a Final PUD plan to verify general conformance with the Master PUD and to provide more detailed development plans for the phase to be implemented. Associate Planner Bachler indicated that the Master PUD was amended in 2011 (Planning Case 11-016) to include a revised subdivision plan and updated final development plans for the existing Walgreens Pharmacy. Phase I of the Master PUD was completed in 2012, and included the construction of the Walgreens building, modifications to parking and circulation within the retail center, and the construction of stormwater basins required for the proposed build -out of the site. Associate Planner Bachler reported that the City approved a second amendment to the Master PUD and a Preliminary Plat in March 2015 for the further subdivision of Lot 3, where the existing retail center is located, into three smaller lots (Planning Case 15-002). Approval of the Final Plat was conditioned on building improvements that are now under construction by Arden Plaza, LLC. Planning Case 15-002 also included modifications to the retail center parking lot and an increase in the Phase III building footprint. The new plat is titled Arden Plaza 2nd Addition, and Lot 1 within the plat is proposed for the Tavern Restaurant development. Associate Planner Bachler commented that the Master PUD specifically identifies the Lexington Avenue site where the Tavern Restaurant development is proposed as Phase III. He noted that Phase II of the Master PUD has not yet been completed. Phase II will include the development of the parcel on County Road E adjacent to the Walgreens pharmacy for a 6,000 square foot retail or restaurant use. Arden Plaza, LLC continues to market this site to potential buyers and tenants. Associate Planner Bachler stated that Hemisphere Restaurant Partners has requested a Final PUD for Phase III of the Arden Plaza Master PUD to develop Lot 1, Arden Plaza 2nd Addition for a sit-down restaurant. The Master PUD Site Plan shows Phase III being developed as a 20,136 square foot retail building. The proposal by Hemisphere Restaurant Partners would result in an overall lower density development on the site than what was originally approved for Phase III. The development plans are in substantial conformance with the Master PUD plans. Associate Planner Bachler explained that Hemisphere currently operates three Tavern Restaurants in the Twin Cities metro, with locations in Edina, Woodbury, and Blaine. The proposed Tavern Restaurant in Arden Hills would be similar to these other restaurants and would provide a relaxed but up -scale atmosphere. The development would include the restaurant building, which would have a footprint of 9,500 square feet, and an attached 3,050 square foot outdoor patio area for seasonal seating. Associate Planner Bachler noted that the proposed site design orients the restaurant towards the other buildings within the Arden Plaza retail center. The main entrance is located at the southwest corner of the building and features a prominent tower structure comprised primarily of transparent glass. Sidewalks have been provided to create safe pedestrian connections with the public sidewalk on Lexington Avenue as well as the internal sidewalks between the Walgreens pharmacy and the retail center. ARDEN HILLS PLANNING COMMISSION — August 5, 2015 3 Associate Planner Bachler stated that the building fagades would be comprised of stucco with accents of stone and wood. Each side of the building would include a minimum of 20 percent transparent window coverage. A variety of shade and ornamental trees, shrubs, and perennial plantings would be focused around the perimeter of the building and patio area and would also provide screening of the kitchen and utility areas. Associate Planner Bachler reported that the Planned Unit Development process is a tool that provides additional flexibility for development that an underlying zoning district would not otherwise allow. For example, a PUD may make exceptions to setbacks, lot coverage, parking requirements, signage, building materials, or landscaping requirements. It is intended to overcome the limitations of zoning regulations and improve the overall design of a project. While the PUD process allows the City to negotiate certain aspects of the development, any conditions imposed on the PUD must have a rational basis related to the expected impact of the development. A PUD cannot be used to permit uses that would not otherwise be permitted in the underlying zoning district. Associate Planner Bachler commented that when a PUD is comprised of multiple lots, it is often treated as one continuous development. The development as a whole would be expected to meet the landscaping, stormwater, and other similar requirements. For example, one property in the PUD may have 60 percent building coverage, but the development as a whole may not exceed 50 percent building coverage to maintain conformance with the underlying zoning district. In order to maintain shared amenities, such as parking spaces, access drives, and stormwater ponds, the development is required to create a legal entity to manage and maintain the shared facilities. Site Data Land Use Plan: Community Mixed Use Existing Land Use: Retail/Commercial Zoning: B-2: General Business District Current Lot Sizes: Total Area of Master PUD: 11.02 Acres (479,991 sq. ft.) Lot 1, Arden Plaza 2nd Addition: 0.87 acres (37,732 sq. ft.) Topography: The elevation of the lot is lower than Lexington Avenue. There is a stormwater pond in the southeast corner of the site. Associate Planner Bachler reviewed the surrounding area and the Plan Evaluation. Associate Planner Bachler provided the Findings of Fact for review: 1. Hemisphere Restaurant Partners has requested approval of a Final PUD for Phase III of the Arden Plaza Master PUD on Lot 1, Arden Plaza 2nd Addition. 2. The original Master PUD for the development was approved in Planning Case #09-011. Subsequent PUD Amendments were approved in Planning Case #11-016 and Planning Case #15-002. 3. A Preliminary Plat for Arden Plaza 2nd Addition was approved in Planning Case #15-02. Final Plat approval was conditioned on building improvements currently under construction by Arden Plaza, LLC. 4. The applicant has proposed a 9,500 square foot restaurant building with an attached 3,050 square foot outdoor patio area. ARDEN HILLS PLANNING COMMISSION — August 5, 2015 4 5. The development proposal is in substantial conformance with the approved Arden Plaza Master PUD and the site improvement requirements contained therein. 6. The Arden Plaza retail center and Phase III development site are located in the B-2 General Business District. 7. The City has adopted the Guiding Plan for the B-2 District that outlines future development principals for the area. 8. The City has adopted Design Standards for the B-2 District within the Zoning Code. 9. The Final PUD for Phase III is in substantial conformance with the requirements of the City's Zoning Code. 10. The Final PUD for Phase III is in substantial conformance with the Guiding Plan for the B-2 District. 11. The Final PUD for Phase III is in conformance with the requirements of the City's Sign Code. 12. The Final PUD for Phase III is in conformance with the City's Comprehensive Plan. 13. The PUD process allows for flexibility within the City's regulations through a negotiated process with a developer. 14. Where the plan is not in conformance with the City's Zoning Code, flexibility has been requested by the applicant and/or conditions have been placed on an approval that would mitigate the nonconformity. 15. Flexibility is needed from the standards in the City's Zoning Code in terms of the proposed exterior building materials, building design, and parking requirements. 16. The proposal exceeds the standards in the City's Zoning Code in terms of perennial plantings and window transparency coverage. 17. The application is not anticipated to create a negative impact on the immediate area or the community as a whole. Associate Planner Bachler stated that based on the submitted plans and findings of fact, staff recommends approval of Planning Case 15-016 for a Final PUD for Phase III of the Arden Plaza Master PUD at 3527-3557 Lexington Avenue North. If the Planning Commission votes to recommend approval of Planning Case 15-016, staff is recommending the following sixteen (16) conditions of approval: 1. The Developer shall continue to abide by the conditions of all previous Master PUD Agreements, permits, and reviews, except as hereinafter amended. 2. The project shall be completed in accordance with the submitted plans as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and the City Council. 3. The Developer shall obtain a building permit within one year of the Final PUD approval or the approval shall expire, unless extended by the City Council prior to the approval's expiration date. Extension requests must be submitted in writing to the City at least 45 days prior to the expiration date. 4. A Development Agreement shall be prepared by the City Attorney and subject to City Council approval. The agreement shall be executed prior to the issuance of any development permits. 5. Prior to the issuance of a building permit, the Arden Plaza 2nd Addition Final Plat shall be recorded with Ramsey County. ARDEN HILLS PLANNING COMMISSION — August 5, 2015 5 6. Prior to the issuance of a building permit, a copy of any necessary supplemental declaration between Hemisphere Restaurant Partners and Arden Plaza, LLC addressing site operation issues, such as driveway maintenance, shared parking, and drainage, shall be provided to the City. 7. The Developer shall submit a financial surety in the amount of 125 percent of the estimated costs of site improvements including grading, utilities, and paving, prior to the issuance of any development permits. The financial surety shall be in the form of a letter of credit issued by a FDIC -insured Minnesota bank, and be in a form acceptable to the City. The purpose of the letter of credit is to ensure that site improvements are completed in the event that the developer defaults on the Development Agreement. 8. The Developer shall submit a cash escrow in the amount of 25 percent of the estimated costs of site improvements including grading, utilities, and paving, prior to the issuance of any development permits. The escrow will be used for City costs related to review, approval, and inspection of site improvements or any costs incurred by the City in the event of a developer default. 9. The Developer shall submit a financial surety in the amount of 125 percent of the estimated costs of landscaping prior to the issuance of any development permits. The financial surety shall be in the form of a letter of credit issued by a FDIC -insured Minnesota bank. The purpose of the letter of credit is to ensure that landscaping is completed in the event that the developer defaults on the Development Agreement. The City will hold the letter of credit for two years after the installation of landscaping. The letter of credit should not expire during the two-year period. 10. The Developer shall submit a cash escrow in the amount of 25 percent of the estimated costs of landscaping prior to the issuance of any development permits. The escrow will be held by the City for two years after installation of landscaping and used for City costs related to review, approval, and inspection of landscaping, or developer default. 11. Final construction plans shall be subject to approval by the Building Official and Fire Marshall prior to the issuance of a building permit. 12. The Developer shall provide the City with a copy of the Rice Creek Watershed District permit for the project prior to the issuance of any development permits. 13. Final grading, drainage, utility, and site plans shall be subject to approval by the City Engineer and City Planner prior to the issuance of a Grading and Erosion Control Permit or other development permits. 14. The Developer shall obtain a right-of-way permit from Ramsey County for the sidewalk construction along Lexington Avenue. 15. Prior the issuance of a Certificate of Occupancy for the Phase III building, the six-foot wide concrete sidewalk along Lexington Avenue shall be constructed in its entirety as shown on the PUD Master Site Plan. 16. All mechanical equipment, whether ground -mounted or roof -mounted, shall be screened from ground -level view of public streets. Wood screening shall not be permitted. Associate Planner Bachler reviewed the options available to the Planning Commission on this matter: 1. Recommend Approval with Conditions 2. Recommend Approval as Submitted. 3. Recommend Denial 4. Table ARDEN HILLS PLANNING COMMISSION — August 5, 2015 6 Chair Thompson requested comment from the applicant. Tim Cary, Hemisphere Restaurant Partners, introduced himself to the Planning Commission. He stated that he lived locally and was looking forward to opening a restaurant in Arden Hills. He invited the Commissioners to visit a Tavern Restaurant and believed this would be a family - friendly fit for the Arden Plaza area. Chair Thompson opened the floor to Commissioner comments. Chair Thompson questioned if additional landscaping could be added along the driveway to the service entrance and trash collection area. Mr. Cary commented that he could look at this further. Commissioner Holewa asked when the restaurant would be open for business. Mr. Cary hoped to be open early next spring. Commissioner Zimmerman commended the applicant on the attractive, well-designed site plan. He looked forward to having another restaurant in the City of Arden Hills. Commissioner Jones was in favor of additional screening for the service entrance and trash collection area as well. Chair Thompson asked if pedestrian traffic had been considered with this plan. She wanted to be assured that the entire development was pedestrian friendly. Associate Planner Bachler reviewed the location of sidewalks within the Arden Plaza retail center. Commissioner Zimmerman moved and Commissioner Holewa seconded a motion to recommend approval of Planning Case 15-016 for a Final PUD for Phase III of the Arden Plaza Master PUD at 3527-3557 Lexington Avenue North based on the findings of fact, submitted plans, and the sixteen (16) conditions in the August 5, 2015, Report to the Planning Commission. The motion carried unanimously (5-0). B. Planning Case 15-017; Site Plan Review — Boston Scientific — 4100 Hamline Avenue North — Public Hearing Not Required City Planner Streff stated that Boston Scientific is requesting a Site Plan Review to relocate the existing day care facility managed by New Horizon from the north side of Building 9 to the east side of Building 10. The relocation of the facility is needed in order to facilitate the planned interior remodel and reconfiguration of the space within Building 9 to accommodate an expanded area for distribution and final packaging. The new facility and expansion in Building 10 will allow the day care to comply with current state regulations. City Planner Streff explained that the existing day care within Building 9 has approximately 7,500 square feet of interior space and includes a fenced outdoor play area of 2,400 square feet. ARDEN HILLS PLANNING COMMISSION — August 5, 2015 7 The new facility proposed in Building 10 includes 8,500 square feet of interior space and a 3,150 square foot fenced outdoor play area. Three (3) infant rooms, two (2) toddler rooms, three (3) pre-school rooms, and an indoor play area now required for muscle development will be constructed inside the new day care facility. A new building entrance, sidewalk, stoop, and ramp will also be constructed to provide direct access to the proposed day care facility. City Planner Streff indicated that the proposed project includes the removal of a small parking lot consisting of eleven (11) parking spaces adjacent to the east side of Building 10. The eleven (11) spaces being removed will be added to the existing one hundred and twenty-five (125) spaces that are currently striped along Innovation Way for a total of one hundred and thirty-six (136) spaces. Of the one hundred and thirty-six (136) spaces, twenty-six (26) will be moved to the west side of Innovation Way to provide a parking area for parent drop-off. Approximately 5,550 square feet of bituminous parking space and sidewalk area will be removed to provide for the installation of the 3,150 square foot outdoor play area and the 1,880 square feet of new concrete sidewalk. City Planner Streff provided the Findings of Fact for review: 1. The applicant has requested approval of a Site Plan Review for the relocation of the day care facility and outdoor play area at 4100 Hamline Avenue North. 2. The Boston Scientific Campus is a conforming use in the I-1 Limited Industrial Zoning District and operates under an approved PUD Overlay District. 3. The proposed and existing uses are permitted uses in the 1-1 District. 4. The proposed outdoor play area would total 3,150 square feet in size. 5. The parking lot adjacent to the east side of Building 10 consisting of one (1) driveway and eleven (11) parking spaces would be removed. 6. The eleven (11) parking spaces being removed would be restriped along Innovation Way. 7. Three (3) trees each three (3) caliper inches in diameter will be planted along the boulevard of Innovation Way. In order to screen the existing electrical transformer just north of the outdoor play area, five (5) new shrubs will also be planted. 8. A black ornamental fence six (6) foot in height will be used around the outdoor play area. 9. The proposal is not expected to adversely impact the surrounding neighborhood or the City as a whole. City Planner Streff stated that based on the submitted plans and findings of fact, staff recommends approval of Planning Case 15-017 for a Site Plan Review to relocate the day care facility and outdoor play area from Building 9 to Building 10 at 4100 Hamline Avenue North. If ARDEN HILLS PLANNING COMMISSION — August 5, 2015 8 the Planning Commission recommends approval of this request, staff recommends that the following six (6) conditions be included with the approval: 1. That the project shall be completed in accordance with the plans submitted as amended by the conditions of approval. Any significant changes to these plans, as determined by the City Planner, shall require review and approval by the Planning Commission and City Council. 2. That the applicant shall continue to abide by all previous agreements, as amended by the conditions of approval of this application. 3. That a building permit and grading and erosion control permit shall be obtained for the proposed project. 4. That the outdoor play area shall be 3,150 square feet in size and enclosed with an ornamental fence six (6) feet in height. 5. That the sidewalk connection across Innovation Way shall align in a perpendicular manner to provide for safe pedestrian movements. 6. That the outdoor play area shall not be constructed within any Drainage and Utility Easement. City Planner Streff reviewed the options available to the Planning Commission on this matter: 1. Recommend Approval with Conditions 2. Recommend Approval as Submitted. 3. Recommend Denial 4. Table Chair Thompson requested comment from the applicant. Emily Colletti, Boston Scientific, explained that the day care center was being relocated in order to allow for the expansion of the distribution center. She noted the day care center would now be centrally located and expanded. Commissioner Bartel asked how popular the onsite day care center was. Ms. Colletti reported that all rooms within the day care center were currently full. She indicated that the day care center was a great benefit for Boston Scientific employees. Commissioner Holewa moved and Commissioner Zimmerman seconded a motion to recommend approval of Planning Case 15-017 to relocate the day care facility and outdoor play area from Building 9 to Building 10 at 4100 Hamline Avenue North, based on the findings of fact and the submitted plans as amended by the six (6) conditions in the August 5, 2015, Report to the Planning Commission. The motion carried unanimously (5-0). REPORTS A. Report from the City Council Councilmember Woodburn updated the Planning Commission on City Council activities. At their regular meeting on July 13, 2015, the City Council approved a Comprehensive Plan ARDEN HILLS PLANNING COMMISSION — August 5, 2015 9 Amendment for the TCAAP Master Plan, the rezoning of the 427 -acre TCAAP property, and the TCAAP Redevelopment Code. The Planning Commission reviewed these items on July 8, 2015, and recommended approval. Councilmember Woodburn indicated that at the Work Session on July 20, 2015, the City Council discussed existing regulations in the Zoning Code on outdoor sales and exterior storage uses. The City Council directed staff to research how other cities in the metro area regulate these uses and to report back at a future meeting with recommendations. Councilmember Woodburn stated that the City Council approved Planning Case 15-014 for a Conditional Use Permit (CUP) at 2 Pine Tree Drive. The CUP request from Verizon Wireless was for the installation of 12 panel antennas on the existing Bethel University building on the property. This case was reviewed by the Planning Commission on July 8, 2015, and received a unanimous recommendation for approval. B. TCAAP Update City Planner Streff reported that the City Council approved the TCAAP Redevelopment Code and the Comprehensive Plan Amendment on Monday, July 13, 2015. The Comprehensive Plan Amendment has been submitted to adjacent municipalities and affected jurisdictions for the 60 - day review process. Following the affected jurisdiction review, the Metropolitan Council will have an additional 60 days to review and comment on the document. C. Planning Commission Comments and Requests Commissioner Holewa asked what was taking place at the northwest corner of County Road E and Lexington Avenue. City Planner Streff stated a Goodwill would be located on this site. He explained that the building was originally constructed in the wrong location and after an additional survey the footings would be relocated and the site would be re -compacted. He noted that through litigation this project was approved. Chair Thompson questioned when the work on County Road E would be complete. Associate Planner Bachler reported that he believe the County Road E bridge would be open sometime next week and that the roadway improvements would be completed soon after that. Commissioner Jones thanked staff for the volunteer appreciation picnic. D. Staff Comments None. ADJOURN Commissioner Holewa moved, seconded by Commissioner Zimmerman, to adiourn the August 5, 2015, Planning Commission Meeting at 7:31 p.m. The motion carried unanimously (5-0). lt ­iIZEN�HILLS MEMORANDUM DATE: September 9, 2015 PC Agenda Item 3.A TO: Planning Commission FROM: Ryan Streff, City Planner SUBJECT: Planning Case #15-018 — No Public Hearing Required Applicant: Steve Schumacher Property Location: 3180 Hamline Avenue North Request: Site Plan Review — Accessory Structure Requested Action The applicant is requesting a Site Plan Review to construct a 864 square foot accessory structure/detached garage on the property located at 3180 Hamline Avenue North. Background 1. Overview of Request The applicant own the residential property located at 3180 Hamline Avenue North, which is located within the R-1 Single Family Residential Zoning District. In this case, the applicant is requesting a Site Plan Review in order to construct a detached accessory structure on the property. As proposed the new detached accessory structure would be 864 square feet or twenty-four (24) feet by thirty-six (36) feet in size. A Site Plan Review is required for all detached structures in a residential district that exceed 728 square feet. The new structure is being proposed to replace the previous non -conforming accessory structure that was demolished in 2014. The existing single family dwelling and the accessory structure that was demolished were both constructed in the 1940's by the applicant's grandparents prior to the current zoning regulations. The previous accessory structure on the property was considered a legal non- conforming structure as it exceeded 728 square feet in size and was located within the forty (40) foot setback from Hamline Avenue North. The non -conforming structure was 1,344 square feet in size and located approximately five (5) feet from the front property line. City of Arden Hills Planning Commission Meeting for September 9, 2015 P: IPlannin&lanning Cases120151PC 15-018 - Site Plan Review - Schumacher Accessory Structure Memos Reports 15-018 Page 1 of 7 The proposed project would be constructed to conform to the current Zoning Code regulations to meet the minimum ten (10) foot side yard setback and the forty (40) foot front yard setback required for accessory structures in the R-1 district. No variances are required for the proposed detached accessory structure as the Zoning Code permits up to two accessory structures on a property provided that neither exceeds 728 square feet in size. In addition, Section 1325.01 Subd. 7 of the City's Zoning Code allows for an accessory structure, not to exceed 1,458 square feet, if approved through a Site Plan Review. The proposed structure would be located fifteen (15) feet from the south property line, ninety (90) feet from the north property line, and one hundred and eighty (180) feet from the front property line along Hamline Avenue. While the total floor square footage exceeds the current code requirement, the garage size is in line with the size of the house (3200 sq. ft.) and the lot size (1.27 acre). The following comments on the proposed amendment are submitted on behalf of Ramsey County for the City's consideration. We acknowledge the Master Plan, TCAAP Redevelopment Code (TRC) and this corresponding Comprehensive Plan Amendment outlines a departure from rest of Arden Hills. We applaud this forward thinking plan but want to express concerns that the current densities identified in the plan fail to provide the flexibility we wish to see in accommodating and responding to future markets, makes it difficult to justify and sustain high quality transit service to the site and limits the ability of the site to deliver the elements that will set it apart as a unique redevelopment. Flexibility We urge the City Council to revisit the Master Plan and TRC through the lens of valuing flexibility for accommodating and responding to future markets, future transit needs, and providing a mix of housing including lifecycle and workforce housing. The limit on dwelling unit count in the Master Plan, TRC and Comprehensive Plan Amendment may present a material limitation to developers as they consider development of the site and the potential for achieving the goals of the Master Plan and the TRC, and as we jointly articulated in the JPA. In our discussions with developers, and in the City Council's discussions, we heard a similar theme— flexibility is essential. The Alternative Urban Areawide Review (AUAR) completed by the City evaluated two scenarios: one that matched the existing zoning and a second that increased the first scenario to a maximum based on anticipated capacity in the transportation network. It is important to note that the number of units in both of these scenarios is greater than what is proposed by this comprehensive plan Mr. Ryan Streff August 28, 2015 Page 2 amendment. We ask that a maximum build -out scenario of up to 1,700 units to take full advantage of the opportunities in today's market, and future opportunities that may be presented through a master developer. Transit From the start of the master planning process we have heard the City Council express the need for higher -frequency bus service and support of Bus Rapid Transit (BRT). We concur. We also understand that high -frequency transit demands density in housing and employment to support it. The current density planned for housing falls short of meeting the Met Council's 2040 Systems Statement goal of 10- 15 units per acre within 1/4 mile of a high -frequency or BRT line. We share in the importance of high quality of transit but residents, employers and workers are demanding it. Doug Baker, CEO of Ecolab and chair of Greater MSP's taskforce on talent retention and attraction, recently noted that "highly prized talent have options for mobility. If they don't connect here, they will move on." Let us not miss the opportunity to position the site now for high quality transit. We know from the experience of Metro area suburban communities that high -frequency transit service to provide for workforce penetration into a community is essential for continued economic growth, business retention. By providing a strong mixed-use anchor at TCAAP expands mobility opportunities in Arden Hills including connecting important destinations like the University of Northwestern, Bethel University, Land O'Lakes and Boston Scientific. In particular, we draw your attention to Shakopee's experience in which its successful bid for Amazon was stymied by an inability to attract employees due to a lack of a lack of transit service to that suburb. We want to make sure we do not set ourselves up for a similar outcome. "Uniqueness" Time and again, we heard at public open houses, from residents and business owners, and from real estate and development professionals, that the redevelopment of TCAAP calls for "uniqueness". This has been described in terms of amenities (trails, parks, gathering spaces, entrances to the site), as well as destinations (grocery, restaurants, retail). We believe the Master Plan and TRC has the makings of the unique community, but density of housing and commercial development will drive this uniqueness. We believe that the current planned density falls short of providing an adequate economic return for developers who would seek to incorporate unique features and amenities into their development plans. These amenities include bike and pedestrian facilities, passive and active parks, a civic amenity in the Town Square, and a high-level finish in terms of landscape architecture. The project can help fund these amenities if it meets certain goals and metrics for overall density and other land -use goals. Mr. Ryan Streff August 28, 2015 Page 3 We have heard some in the community suggest that alignment between the city's and county's goals and housing densities is not important at this time because a developer is going to come in and alter the plans in the future. We submit that alignment is important because the Master Plan is more of a reflection of the vision of the two public partners than it is about number of housing units or lines on a map. Disagreement now means developers will either be confused about our goals and be less interested in the site or, worse, lose a chance for an important employer to locate here. We appreciate the opportunity to comment on the Comprehensive Plan Amendment. The partnership we have with Arden Hills is essential in moving this redevelopment forward. Additionally, while the plan does not include language on the Comprehensive Stormwater Management Plan (CSMP), the property owner, Ramsey County, has submitted a CSMP to the District for review. Please note that the use of a CSMP in alternative regulation to meeting District requirement and requires additional processing and approvals. 2.
