CITY HALL COUNCIL CHAMBERS-- 1245 WEST HIGHWAY 96 Chair Bruce Kunkel called the meeting to order at 7:30 a.m. Those in attendance: Chair Bruce Kunkel, Dale Beane, Rob Davidson, Ray McGraw, Chris Ashbach, Jim Paulet,Nancy Kneeland, and Mayor Aplikowski. Staff. Community Development Director Karen Barton Absent: Ed Werner and Kevin Kelly Minutes from the March meeting were presented for approval. Ray McGraw moved to approve the minutes. Jim Paulet seconded. No Discussion; Motion carried. Economic Development Plan Karen Barton and update and overview of the process, and initiated the Initial Tasks discussion. First task: Prepare a list of 10 people whom we'd like DeSCo to interview. • Rob Davidson suggested the Mayor and Council. Jim Paulet suggested including past Council members. Mayor Aplikowski specified including people who have lived in Arden Hills for a long time, as well as those that are newer to the community. Karen Barton suggested including Bruce Kunkel. Chris Ashbach recommended interviewing the heads of the local colleges. Bruce Kunkel suggested Dan Lind, President of Presbyterian Homes, stating that he would provide insight regarding the impact of the aging of the baby boomers. Jim Paulet suggested Tony Bennett, Ramsey County Board Chair, and Phil Krinkie. The Mayor stated we need to limit the list to 10, and as such, 5 council members would be too many. She suggested 2 council members and herself. Chris Ashbach suggested we make a list of categories and select representatives from each. Nancy Kneeland suggested brainstorming and then whittling down. Rob Davidson asked what the purpose of these interviews was. Karen Barton stated that the purpose is to generate an opinion from key leaders in regard to determining the economic development issues facing the community that need to be addressed in the next input phase. Ray McGraw suggested St. Paul Companies. Rob added Chesapeake Companies. The Mayor recommended Guidant, Land O'Lakes, St. Paul Companies, and asked about including smaller companies as well, such as Dale Beane. Is Chris Ashbach suggested Brian Bowman, owner of the Lunch Box. The Mayor stated that she had come up with five categories: Churches, Colleges, Large Businesses, Small Businesses, Social, and Government. Nancy Kneeland suggested that we ask the people we select to be interviewed to focus the • discussion to their area of expertise. The Mayor recommended including members of the PTRC: Roger Williams, Bill Henry, and Roberta Thompson. Chris Ashbach inquired as to why we were limited to 10. Bruce Kunkel responded that was what the proposal called for. Karen Barton added that we should include two to four"alternatives"in case DeSCo is unable to connect with all of the 10. The Mayor thought she should not be included. Chris added that he thought most of the EDC should not be included as well. Rob Davidson stated that he felt we needed a broad perspective. Bruce Kunkel added that we need big-picture thinkers. Rob suggested Bart Rehbein of Rehbein Companies. Mayor thought that Collin Barr of Ryan Companies would be a better choice. Rob stated that he thought Bart would be more candid. Chris Ashbach suggested Larry Frattalone, of Frattalone's hardware. Jim Paulet asked what types of questions DeSCo would be asking in the interviews. Karen Barton stated that we can ask for a list of the specific questions. The Mayor thought they would be SWOT related. Chris Ashbach also recommended his father, Dan Ashbach be included. • All of the suggestions were placed into respective categories,based on the five categories the Mayor suggested. Then the group eliminated names until they came up with three in each of the five categories, as follows: Large Companies: St. Paul Companies, Guidant, Chesapeake Small Companies: Ted Brausen, Dale Beane, Larry Frattalone, and Flaherty Social/Educational: Bruce Kunkel, North Heights Church, Dan Lind (Presbyterian Homes) Citizens: Bill Henry, Dave Sand, Dan Ashbach Government: Mayor and Council, Mounds View School District (Julie W the Principal of the High School), and Tony Bennett the Ramsey County Board Chair. Nancy Kneeland requested that we find out if DeSCo would be interviewing the City Council and Mayor separately. Task number two: List of six communities to make comparison to: The EDC came up with the following list: ■ New Brighton ■ Shoreview ■ Roseville • White Bear Lake ■ Golden Valley ■ St. Anthony . Task number three: List of 12 characteristics to make the comparison on: ■ Job Opportunity(number of employers and employees) ■ Median Home Price • Recreation—Parks, Trails, Livability ■ Demographics ■ Public Safety/Crime Rate ■ Transportation/Access • School System Ranking • Redevelopment Activity ■ Tax Rates • Available Acreage ■ Land Prices ■ Commercial Property(Mix and vacancy rates) ■ City Services The EDC decided to give DeSCo the above list of 13 characteristics and let DeSCo determine which to use. Bruce Kunkel asked everyone to bring a list of eight to ten stakeholders, with contact information, to the kick off meeting, for the internet survey. Business Outreach and Retention Dale Beane distributed a combined list of businesses in Arden Hills. Bruce Kunkel thanked Dale for the outstanding job in preparing the list. Bruce Kunkel suggested tabling item B to the next meeting. All agreed. Next meeting will be May 17, 2006 at the City Hall at 7:30 am. • 831 E.
