HomeMy WebLinkAbout07-27-15 -fiIZEN HILLS Approved: October 26, 2015 CITY OF ARDEN HILLS, MINNESOTA ECONOMIC DEVELOPMENT AUTHORITY MEETING JULY 27,2015 6:00 PM—CITY HALL CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, EDA Acting President Holmes called to order the Economic Development Authority meeting at 6:14 p.m. Present: EDA Acting President Fran Holmes; EDA Commissioners Brenda Holden and Robert Woodburn Absent: EDA President David Grant (excused) and Commissioner Dave McClung (excused) Also present: Secretary Patrick Klaers; Treasurer Sue Iverson; Assistant City Engineer John Anderson; Associate Planner Matthew Bachler; Finance Analyst Dave Perrault; City Clerk Amy Dietl; and Deputy Clerk Julie Hanson 1. APPROVAL OF AGENDA MOTION: EDA Commissioner Holden moved and EDA Commissioner Woodburn seconded a motion to approve the meeting agenda as presented. The motion carried unanimously (3-0). 2. APPROVAL OF MINUTES A. April 27, 2015 MOTION: EDA Commissioner Holden moved and EDA Commissioner Woodburn seconded a motion to approve the April 27, 2015, Economic Development Authority meeting minutes as presented. The motion carried unanimously (3-0). ARDEN HILLS EDA MEETING—JULY 27, 2015 2 3. PUBLIC HEARING A. Business Subsidy Criteria and City Public Financing Guidelines Associate Planner Bachler stated that the EDA and City Council approved the Business Subsidy Criteria and City Public Financing Guidelines and the Public Financing Proposal Grading and Report Card on April 29, 2013. Associate Planner Bachler explained that State Statute requires that a public hearing be held on the business assistance criteria and guidelines before approving a policy and awarding subsidies. Because a public hearing was not held in April 2013, the EDA is being asked as a housekeeping item to hold the public hearing tonight and to consider approval of the Business Subsidy Criteria, City Public Financing Guidelines, and the Public Financing Proposal Grading and Report Card. He noted that notice of the public hearing has been published, no comments have been received, and no changes have been made to the guidelines since they were originally approved. He noted that the City Council is scheduled to consider approval of the same documents at its meeting later tonight. EDA Acting President Holmes opened the public hearing at 6:17 p.m. With no one coming forward to speak, EDA Acting President Holmes closed the public hearing at 6:18 p.m. MOTION: EDA Commissioner Holden moved and EDA Acting President Holmes seconded a motion to approve the Business Subsidy Criteria and City Public Financing Guidelines and to approve the Public Financing Proposal Grading and Report Card. The motion carried unanimously (3-0). 4. NEW BUSINESS A. Preliminary 2016 EDA Budgets Treasurer Iverson stated that the EDA operates as a blended component unit of the City of Arden Hills. As such, the EDA budget is part of the regular City budget. Under State Statutes,the budgets need to be set annually for both the City's General Fund and all Special Revenue Funds, which includes all of the EDA funds. Treasurer Iverson noted that the EDA needs to approve the EDA funds, and then the EDA needs to recommend approval of the EDA funds to the City Council for their approval. Treasurer Iverson further noted that Round Lake Road will decertify at the end of 2015. EDA Commissioner Woodburn questioned the estimated expenses for Personal Services. ARDEN HILLS EDA MEETING–JULY 27, 2015 3 Treasurer Iverson explained that the budget covers a portion of salary expenses. A portion of the salaries of City staff members who are involved with economic development(i.e. Community Development Director, City Planner, Associate Planner, City Administrator, and Finance Director) are allocated to the EDA budget. She said this is done because the City is required to report expenses for economic development activity to the State. EDA Commissioner Woodburn asked for further clarification on the remaining amount budgeted. Treasurer Iverson stated that financial consulting and hosting the State of the City event account for some of the expenditures. Secretary Klaers noted that the budget also includes costs for such things as auditing, technology, and supplies. MOTION: EDA Commissioner Holden moved and EDA Commissioner Woodburn seconded a motion to approve the EDA budgets as presented and to recommend the EDA budgets to the City Council for approval. The motion carried unanimously (3-0). B. EDA TIF District No. 3 –Cottage Villas Update Treasurer Iverson stated that TIF District No. 3 is currently accumulating funds to be available for low to moderate housing projects. The district qualified in 2014, but there is some question whether the district will continue to qualify as an affordable housing district in 2015 due to the changes at Cottage Villas. Treasurer Iverson noted that the City's financial consultant suggested that the City continue to collect funds on this district until it is known whether or not Minnesota Housing qualifies the district for 2015. Treasurer Iverson stated that the City's financial consultant explained that with affordable housing, it's not the rents that are restricted—it's the income that's restricted. EDA Commissioner Holden questioned what will happen to the funds collected if that district does not qualify as affordable housing. Treasurer Iverson stated that the funds collected in 2015 would be sent back if it turns out that the district does not qualify. 4. EDA COMMISSIONER COMMENTS None. 5. ADJOURN ARDEN HILLS EDA MEETING—JULY 27, 2015 4 MOTION: EDA Commissioner Woodburn moved and EDA Commissioner Holden seconded a motion to adiourn the Economic Development Authority meeting.
