Marven Rosen, Assistant Superintendent, gave a report on the Community school survey, which will be
used to judge the needs and hopes of the community in regard to future educational decisions. '
The Board, in a 4 to 2 decision, passeda resolution in regards to the Lori Clepper (MVHS student) appeal,
finding that there was enough evidence to show that Mr. Mayeron (teacher -advisor) acted within the

Electrical Inspector Cartier resigned, with Council seeking replacement. Ordinance 98 (regarding
,
zoning, etc.) rereferred to Attorney Lynden for next meeting. Pemtom final Plats for additions I and
2 approved in depiction when Open Space and Development Agreement approved. Plan presented
for control of surface drainage at Valentine Park but rereferred to next meeting ---cost estimated at,
$3,000 to $3,500. Reported that water main break at County E had cost village $3,000, and request
County be made to share responsibility. Master metering on water requested for Pemtom project.
Flaherty's Liquor Store and sign approved with Off -Sale license approved.
Public hearing scheduled before Planning Commission on granting of U -Haul Trailer and Truck Rental
for 3833 N. Lexington on May 1, 1973.
Request for 3 summer employees made with wage suggested at $2.50 per hour. Indicated preference
for Arden Hills applicants. Glenpaul drainage problem discussed with proposal. Master metering of

water suggested for Bethel.
Parks and Recreation Committee sending questionaire to residents requesting what kinds of parks

residents want, etc. Voted not to participate in SPARC or Youth Service Bureau programs. Mini -bike
problem reported in Perry Park and agreed more enforcement needed. Ward Hanson named as new
chairman of Finance Committee.

"scope of his responsibility and authority" when he removed the student as editor-in-chief of the
Mounds View Viewer and the appeal was denied.
Richard Clague was authorized by the Board to go: to Washington, D.C. on April 4th and 5th to
attend meetings primarily concerned with Title I and III funding and related issues.
The Board commended the MVHS basketball team as conference champion and for their consolation
title in Class AA.
A report was given on the progress of the data processing shop and the value of in-service computer
ed, and instruction. Len Munson stated that there was a great potential for the use of this service in
such areas as the IGE program, the restructuring of the Edgewood program and the establishment of
programs at the new Chippewa Jinior High.
The first regular school board meeting scheduled for April 9 was postponed until April 16 at MVHS.

A Public Hearing concerning a special use permit (Case No. 73-10) for Presbyterian Homes to construct
a fence -type sound barrier met generally with the approval of nearby neighbors who are plagued by noise
from an air-conditioning water tower. If successful, the same neighbors will benefit from the construction
of the fence which is to be constructed analogously to sound barriers near interstate highways in residential
sections. The Planning Commission recommended that the Council approve the permit to construct the
proposed sound wall.
In another Public Hearing the commission was considering the rezoning request (Case No. 73-71) by
Mr. Lindemer, owner of Lindey's Steak House. He requested that his property at the NE corner of County
Road E and Snelling Avenue be rezoned from R-1 to R -B. Other than Mr. Lindemer, those present (mostly
residents living near Lindey's) who spoke were opposed to the rezoning. The main opinion was that this
could set a precedent for further rezoning elsewhere (or nearby) in the village. After the hearing, the
Planning Commission recommended that the Council not approve the rezoning.
The third Public Hearing concerned the request by C. G. Rein Co. for a special use permit (Case No. 73-3)
for a planned unit development. This project involves the construction of an office complex of three

interconnected hexagonal buildings on the SW corner of County, Road E and Lexington Avenue and a
shopping center just so-ith of there with provision for 7 to l0 stores including -a gro-zety store and drug
store. Since a water drainage problem will be intensified at the so-ith end of this area, the commission
withheld their recommendation until Village Engineer Lund studies the problems and consults with th
developers, '
The Ramoda Inn had submitted numerous sign permit applications. Approval by the Council of a 26 foot
6 inch sign (Permit No. 73-93) to replace the present McGuire's sign was recommended by the Planning '
Commission and the Commission disapproved of Permit No,. 73-95 to place a sign on the roof of the neve
mo`e1.
Pemtor had submitted two sign permit applications (Case No. 73-9)The Planning Commission
recommended that the Coincil disa• prove of signs of the cor,ie: of Highways 96 and D and on Hamline
Avenue at the north comer of the Pemtom property.
Roberts Construction Co. has applied for building ;:)ermitsto construct a 30,000 and a 60,000 sq. ft.
warehouse (Cases No. 73-14 and 15) in the Industrial Park, one on Lexington Avenue and the other on ,
Red Fox Road. These plans will be. further considered at a future meeting after Planner Shetler and
Engineer Lund assure that all required documents have been submitted
Action was tabled by e thPlanningCommission on the application by the Baptist General Conference
(Case No. 73-17) to build a propos,ed 4 -unit apartment building fo; missionaries on the Bethel Campus
until documents requested from Bethel College and Seminary are received. '
D. H. Gustafson and Associates, Inc., a subsidiary of Gold Medallion Corp. has requested a special
use permit for a planned unit development (Case No. 73-15A). In the area south and east of Valentine ,
Hills School just south of County Road E2 they propose to construct 295 townhouses and 27 single fa~nily
?fomes. After a brief description of the proposal, a Public Hewing was scheduled for Tuesday, May 1,
1973, at 8 PM
