Highway 96 Monday, February 11 - 8 PM Monday, February 25 - 8 PM Planning Commission Tuesday, February 5 - 8 PM School Board District Service Center 2959 North Hamline Avenue Monday, February 11 - 7 PM Monday, February 25 - 7 PM *********** Village Council Meeting - 10 December 1973 Walt Harmer, Reporter -The Council approved 1974 liquor licenses for McGuire's--Ramada Arden Hills, Big Ten Supper Club, Indoor Tennis, Inc. (The Arden Hills Club), Flaherty's • Arden Bowl, and Lindey's Prime Steak House. Two of Pemtom's Performance Bonds were released in full granting final approval of the items covered by 'them. A third bond, S-1297, was reduced to $30,000 to cover incomplete items. A Joint -powers agreement with Ramsey County regarding the Lambros Ditch proposal will be entered into. This would also include the Villages of Shoreview and Roseville. Village Treasurer Richard O'Kelly reported the following investments: $125,000 for 3 months at 9.2% (First National), $175,000 for 90 days at 9.2% (First National), $20,000 for 90 days at 7.29% disc. (Roseville). Waiver of license fees for vending machines were waived for Valentine Hills Elementary School (one), Lake Johanna Elementary School (one), and Presbyterian Homes (two). Similar license fees involving two machines located at the Minnesota State Agency for Surplus Property, operated by Services for the Blind, were not waived because these are profitable business ventures. The Lake Johanna Volunteer Fire Department has requested that Arden Hills, Shoreview, and North Oaks approve the purchase of a one hundred foot aerial ladder truck from the American Fire Apparatus Company at 'an approximate bid of $134,000 This was the 22.1y bid received. Mr. Buresch, consultant indicated that a one hundred foot ladder truck is desirable and he estimated a cost of $75,000. Ladder trucks purchased by other suburban communities have cost less than $100,000 but Fire Chief Fischer doesn't feel these are satis- factory for our department and the communities to be served. The Council approved the concept of need for a one hundred foot aerial ladder truck for the Lake Johanna Fire Department subject to at least three bids being received on general area -wide specifications and designating someone as Arden Hills management representative for design specifications input. Village Council Meeting - 10 December, continued Schutta Nursery requested to delay licensing of their sign and business license (without penalty), until they know if their nursery will be operated in 1974 (pending outcome of Nursery Hill Plat proposal), or Council ' approval of license refund, if business isn't operated. This request to refund or delay payment of license. fee was denied unanimously. Dr. French is currently preparing for the Village a model Oak Wilt/Dutch Elm Disease Ordinance which will be ready this spring. _Village Council Meeting - 27 December 1973 Walt Harmer, Reporter An on -sale liquor license for 1974 for Estben, Inc. was unanimously approved. Estben, Inc. is a proposed restaurant and bar at 3833 N. Lexington Avenue. There will be a forthcoming Public Hearing regarding the proposed Special Use Permit application for Estben, Inc. This site is now occupied by a Skelly Service Station. A resolution was passed unanimously approving the 1974 fire protection service agreement with the Lake Johanna Volunteer._ Fire Department which authorizes the execution. An Aerial Survey of the village is being done by Chicago Aerial Survey. They promise delivery after January 30, 1974. Engineer Lund is to provide assurance that the Village has exclusive ownership of the aerial maps; maps are not to be sold or made available by Chicago Aerial Survey. 11 11 Village Treasurer Richard O'Kelly reported the following investments in the First National Bank of St. Paul effective December 19, 1973: $2001000 at 9.40% for two months, $100,000 at 8.0% for one week; $301000' at 7.0% until January 17, 1974. Mr. Johansen was authorized to advertise for bids on a one -ton dump truck with plow according to the specifications approved by the Council. William Karth was hired on an emergency basis, at $3.50/hour until February 28, 1974, as a part-time parks employee; also to be available for emergency snow removal. The rendering plant permit for Minneapolis Hide and Tallow Company (Division of Conserve Industries, located at 619 14th Street N.E. 11 11 Attorney Lynden was requested to advise the Council regarding licensing of private companies within the arsenal grounds. Special Village Counci I Meeting - 2 January 1974 Walt Harmer, Reporter Oaths of office were taken and subscribed to by: elected officials - Mayor Henry Crepeau, Jr. and Councilmen William Feyereisen and James Wingert and appointed officials - Treasurer Richard O'Kelly and Clerk Administrator Charlotte McNiesh. In the near future oaths will be taken and subscribed to by all Village Commissions, Boards and Committees. C. Systems - The company again asked for modifications because of their lower level changes which the ' Planning Commission granted. Dreyfus Corporation - The company presented the Preliminary Plat for the Hunter's Park for the development 'at Lexington and County Road E. The draining system was discussed as to the coordination between I. C. Systems and the Dreyfus Project. The Planning Commission recommended approval for the Preliminary Plat for Hunters Park. Red Fox Inn - Mr. Goldberg again came before the Planning Commission for the remodeling of the Skelly Station at 3833 N. Lexington Avenue. A public hearing was set for February 5, 1974, at the Village Halla ' Would suggest residents be in attendance. Lindey's - Mr. Lindemer appeared before the Planning Commission asking for a public hearing also scheduled for February 5th concerning the property behind Lindey's and its use. Amber Construction Company - Mr. Breens and Mr..Schutta appeared before the commission interested in the development of the nursery property. This item has also been scheduled for Tuesday, February 5th, 8 PM. Public Hearing as to what plans will be used for the property development. Lake use - Miss Ludlow and Mr. Woodburn reviewed questionnaire results of the Lake Johanna property owners and Lake Josephine property owners. The questionnaire will also be sent to the village residents. Again, if you are interested in how Arden Hills lakes are to be used - better get involved. Get in touch ' with a Planning Commission member. The Planning Commission continues to work on the comprehensive plan. Village Council Meeting - 14 January 1974 Walt Harmer, Reporter A resolution was passed approving the village's 1974 labor agreement with the International Union of Operating Engineers, Local No. 49. ' Approval was given to the Dreyfus Preliminary Plat of the entire Hunters' Park in general and Block 1, in particular, subject to a number of specific stipulations. This development area is located north of Tillers Lane and West of Lexington Avenue. The Village Council is sendinga resolution to the Ramsey Count Board indicating their interest in trans- ferring certain ditch systems to the Rice Creek Watershed District. ' Aerial maps of the village will be temporarily offs. ed for sale at $4.00/acre with the understanding that working copies can be made only by the purchaser and that copies can't be sold or transferred to any other ' party. Village Treasurer Richard O' Kel ly reported that interest actually collected on investments in 1973 amounted ' to $68,681.70 compared to $ 30, 168.09 in 1972. Page four. Village Council Meeting 14 January 1974 - continued Issuance of a building permit for the I. C. Systems office building was approved. This building will be south of County Road E and on the west side of Lexington Avenue. ' A questionnaire concerning surface water regulations on village lakes has been sent to village residents along with their January utility billing. The completed questionnaires are to be returned to the village ' hall. Our village is cooperating in a Route Ridership Improvement Program which intends to develop more and better public transportation in suburban areas. A letter from the Chief of the Lake Johanna Volunteer Fire Department to Bethel College concerning code , violations and/or safety or service problem difficulties was referred to two village committees and the Building Inspector. as presented r Sp gCompany in stead hresented to the Village Finance Committee a bond refinancing proposal that has , interesting possibilities. FourP peo le have been hired to give instruction during the winter months in these sports: women's volleyball,' men's volleyball, youth figure skating, and cross country skiing. Consideration is being given by the village to purchase about 1/2 acre of the Moss property on the west side , of Ingerson Park. A second real estate appraisal will be obtained. Richard Ericson has been appointed 1974 chairman of the Human Rights Commission. r The Human Rights Commission is currently reviewing federal legislation regarding the employer's role (our village) in the hiring of a certain percentage of minority group employees. Planning Commission Meeting - 17 January 1974 Dave Lacey, Reporter Comprehensive Plan -The Planning Commission continues to meet trying to develop a total plan for village telling where one can build, what types of housing, street plans, stop lights, what type of planting will be ' used, etc. They are very concerned about aesthetics. It should be ready in another month if no hangups develop. You should be able to check out a copy at the Village Hall and examine it before a public hearing takes place on it. ' Mass Transit - Planning Commission may take on project of putting together a recommendation for MTC for bussing routes in the village. Jim Wingert has been working with MTC and general plan is pretty well set ' at this time for MTC service around perimeter of village in the near future. Lake Use - It is very possible that the Village Council may be establishing ordinances on how you can use the lakes in Arden Hills. Again - if you like to snowmobile on lakes, if you like to waterski on lakes, or if you adamantly oppose both on lakes, better get involved NOW.
