Access roads and traffic patterns for Hunters Park was discussed. A problem arises since the proposed extension of Harriet Avenue would cross privately owned land, not controlled by Dreyfus Interstate Development Corp. An alternative would be to provide access to Hunters Park from County Road E. Planner Schmid and Dreyfus are to study the alternatives. The Council authorized payment of $150.00 to SPARC and $362.48 to NSDAC (previously approved.) A bid form with fixed mobilization cost was chosen for soliciting bids for sealcoating village roads. Engineer Lund reported that he will schedule a pre -construction conference regarding the Lambros Ditch project prior to the beginnirgof construction. Treasurer O'Kelley reported that a $50,000 investment will mature on May 2, 1974, and will be reinvested at the First National Bank of St. Paul. He expects to invest $100,000 for a better interest rate. The Council approved issuance of a permit to the Unification Church, 3200 17th Avenue South, Minneapolis, allowing them to solicit funds in our village, but denied their request to waive the permit fee of $15.00. Approval was given to the common trench installation of underground utilities (gas, electricity and telephone) for Hunters Park. Parks and Recreation Director, John Buckley, was authorized to place bike trail signs along heavily traveled roads such as Johanna Boulevard, County Roads E2 and F, etc., to alert motorists to bicyclists. Cindy Nelson, a college student, will work free of charge as an intern in the Parks and Recreation Department this summer. Reports were given of extensive damage to Perry Park, the terrain east of Perrk-Park, and to the Pedestrian Trail - Plenpaul Avenue area by motorized vehicles. This matter was referred to Police Chief Sexton and the Public Safety Committee for their recommendations to the Council. Robert E. Faricy was appointed Village Prosecutor commencing May 7, 1974, for the remainder of this year. The Arden Hills Police Department will be presented a "meritorious Achievement Award" at the Minnesota Safety Council Banquet. Planning Commission Meetings - May Dave Lacey, Reporter Commission worked great deal on comprehensive plan. Both plans - comprehensive and park - available. Suggest you review it. Bus service will be available to connect Arden Hills with St. Paul and Minneapolis. No low income housing for Arden HiIIs. Recommended approval of Nursery Hills Development off Hamline. Approval Proto Sheet Metal expansion on building. Approved landscape plan of Red Fox Inn at Lexington and 694. Village Council Meeting 13 May 1974 Ordinance No. 178 was approved amending ordinance No. 92, the intoxicating liquor ordinance. Certain provisions were changed relating to minors, by adding provisions concerning evacuation of licensed premises and consumption after hours, and by increasing the maximum fine assessable in the penalty provision. Engineer Lund reported that Suburban Engineering has made four connections to the village sanitary sewer' at the Arden Manor Mobile Home Park without having the sewer lines tested as required. These sewer I ines are not now in use. Concern was voiced that the village regulation prohibiting storm water run-off draining into the sanitary sewers wasn't being strictly adhered to. Treasurer O'Kelly reported investments of $1001000 on May 2, 1974, for 30 days @ 10.95% interest and $110,000 on May 10, 1974, for 90 days @ 10.95% at the First National Bank of St. Paul. The final plat of Nursery Hill was approved subject to many stipulations. Approval was given to issue a building permit for a 398 sq, ft. addition to the Proto Sheet Metal Building , on Connelly Avenue. R Village Council Meeting - 13 May 1974 (continued). -r Page Three The Council voted 3-2 against issuing industrial revenue bonds to finance I.C. Systems, Inc. construction. Approval was given for the Parks Department to purchase a 6,000 pound capacity trailer from Jon Co. Trailer Service at a cost of $890. Metro Transit plans an interchange bus connection at Rosedale to both St. Paul and Minneapolis. Villages involved will be requested to up -grade streets. Most of this plan should be operational by June 1975. A "park and ride" area is presently proposed on Fernwood near Rosedale. In the future Village Elections will be held in even years only; electing two councilmen- and the mayor at each regular biennial election. Councilman Charles Crichton's term will be shortened by one year so that it expires at the end of this year. Vi Iloge Counci I Meeting - 28 May 1974 A non -conforming use permit was granted to Mr. Lindemer to use an upper floor of a building at 1467 West .County Road E as an apartment. Approval was given to a Joint Powers Agreement regarding the use of Mounds View High School tennis courts. The Council awarded the bid for the 1974 seal coating project to Bituminous Roadways, Inc., in the amount of $12,416. Discussion arose again by Engineer Lund concerning the status of illegal sanitary sewer connections by Suburban Engineering at Arden Manor Mobile Home Park. At this site three houses are to be moved and they have requested a change in the external lighting fixtures. The landscape plan and issuance of the Building Permit for Red Fox Inn on N, Lexington was approved. I.C. Systems was given the opportunity to present again their request for issuance of industrial revenue bonds. In a reversal of previous action the Council agreed to issue industrial revenue bonds to finance construction of,a 1.2 million building. for I.C. Systems, Inc. The Council vote was three in favor and two abstaining. Planning Commission Meeting - 4 June 1974 Dave Lacey, Reporter Steak House considered at SE corner of Highway 51and County Road E. Two access drives, both to County Road E by Standard Station. Lot split requested' so can have another business building in front. Restaurant to have 124 seat capacity - family place. Pemtom substituting townhouses for patio homes in north section. Totals 306 units in total development now. North section to be bigger and better. Residents of Pemtom at meeting and seemed well satisfied with homes. Commission approved second addition and landscape plan of Dreyfus project on Lexington. Also suggested a feasibility study for access and egress to Harriet Avenue from Lexington to a line parallel ' to. Highway 51 to approach to County Road E, and from Harriet Avenue South to the intersection of Hamline and Ingerson. Commission continues to have water drainage concern for Tiller Lane residents. Planning Commission Meeting - 4 June 1974 (continued) Page Four Commission heard plan by C. G. Rein for apartment and townhouse project at southwest corner of Highway 96 and Lexington Avenue. Covers 47 acre site. Units are three story. Commission indicated density too high, so Rein decided to reconsider plans. Finally the Big Mac and the Rainbow crew has decided on Arden Hills. Location is 51 and County Road E with Connelly Avenue access. Capacity is 125 to 135 seats. Really a whopper. Commission recommended denial of building permit. Also denied permit for sign. Preliminary plans for Home for elderly brought before commission. Located on 17 acre site south of Soo Line Tracks and north of County Road E between 10 and Hamline. 150 units. Programs to be coordinated with Bethel College. Commission somewhat negative - laudable project but doesn't carry tax weight and disturbs park plan. Vi I loge Council Meeting - 10 June 1974 Engineer Lund reported that the Lambros Ditch project has been delayed due to spring road restrictions and wet weather. Public Works Supervisor Johansen indicated additional concern about illegal sewer connections at the Arden Manor Mobile Home Park. Uncovering, inspection, and approval of sewer connections is underway at the expense of the contractor. Plans are underway for the Glenpaul Drainage Project; estimated cost of $7,829. - Easements and bids are to be sought. Treasurer O'Kelly reported that a $50,000 investment which matured June 3, 1974, has been reinvested in Treasury Bills @8.5% discount until June 19, 1974; at which time it will be.further invested. A feasibility study was authorized for a state -aid road to extend froma proposed extension of Harriet I Avenue (west of Lexington) north to County Road E. The Preliminary Plat of Lametti Addition wasn't acceptable because the road was 28 feet (34 feet required by ordinance) and a fire hydrant wasn't indicated midway between a cul de sac and Snelling Avenue. Mr. Lametti has to decide whether proposed streets are to be dedicated or privately owned. In reference to control of recreational vehicles the Counci l concurred that enforcement of state statutes should be followed and the council would be receptive to a village ordinance, if necessary. Surface water regulations in reference to Lake Johanna was again discussed. Currently state statutes govern the lakes and in this case the Ramsey County Sheriff is charged to patrol Lake Johanna. The , council authorized the necessary actions to draw up an ordinance incorporating the surface water regulations. Police Chief Sexton adivsed he will have Arden Hills police officers deputized to augment the sheriff patrol on Lake Johanna. Planning Commission Meeting - 18 June 1974 Dave Lacey, Reporter Details presented to commission on "Steak Inn" at 51 and County Road E. Commission recommended approval with grading and planting contingencies. Minneapolis is gradually moving to County Road E. ' .4 Planning Commission Meeting - 18 June 1974 (continued) Page Five Commission decided to ask Council to reconsider the water craft regulations for Johanna since Council approved regulations were different than their recommendations. Regulations include three speed zones, hours of operation, horsepower maximums, and noise limits of 72 decibels from the lakeshore. Fine is $300 maximum, or not more than 90 days in jai I So plan your Johanna weekend now with your noise meter, and your buoy zone map. Vi Iloge Counci I Meeting - 24 June 1974 Walt Harmer, Reporter Due to previous delays, the council approved a time extension to Northdale Construction Co. on the Lambros Ditch project until the end of August, 1974. Treasurer O'Kelly reported an investment on June 19 of $350,000 @ 10.8% interest for two months and he will invest $310,000 @ 11.15% interest on June 25 for 90 days. The Council approved issuance of the Building Permit for Steak Inn subject to the receipt of specified documents. Steak Inn's location is on the south side of County Road E between Lexington and Highway 51. In regard to surface water regulation on Lake Johanna, a center island area will be marked with buoys to indicate an area not suitable for power boating. The Council approved a door-to-door sales permit for Minneapolis Recreation Department for the sale of candy. Access to Ingerson Park other than from Lexington Avenue is being sought. The property of Mr. Moss is currently being used as access to the park. No firm or definite decision could be arrived at. Approval was given for payment of the Lake Johanna Volunteer Fire Department Contract in the amount of $8,670.00. Planning Commission Meeting - 2 July 1974 DaveLocey, Reporter Commission approved next Dreyfus addition subject to engineers swearing that no part of Tiller Lane will flood. North section of Pemtom approved with contingencies on drainage, change in tot lot location, firelane changes, parking area designation, fire chief consideration on turnarounds, wider streets in portions, and parks committee concurrence on money instead of land. Again residents of Pemtom Association in ,attendance, and expressed general satisfaction. Truman Royce and Leo Anger garage variances approved with contingencies.
