In August of this year officers of the Arden Association approached the Arden Hills City Council and said, Look, we think Arden Hills news should reach all its 5,994 residents, not just a percentage of them. .The Council agreed, and thanks to its unanimous decision to underwrite the costs of printing and mailing, this publication will be sent monthly to all homes and businesses in Arden Hills. On August 11, 1975 Council appointed a Newsletter Committee to be responsi- ble for the Town Crier: Chairman, Dave Locey; Members, Liz Bieger, Karen Berke, Katharine Crichton, Trude Harmon and Carmen Koshiol; Secretary/Edi- tort Janet Hollenhorst; Council Liaison, Jim Wingert and Bob Woodburn. The purpose and goals of the Town Crier remain the same: To provide Arden Hills residents with news of civic interest and to serve as a means of com- munication. We will watch what's happening in Council and Committees and tell you about it. We will try to keep you informed about what is coming up and what is under discussion. The news and views you read will not rep present "Officialdom". Council members and village Hall staff have not merely agreed to a hands-off, no censorship policy, they insisted it is a necessity if the Crier is to be effective in its public service role. In May 1966 the first issue of thw Town Crier was mailed to Arden Hills' residents. The newsletter was published by the newly formed R citizens group, The Arden Association, for the purpose of providing news of civic in- terest to subscribers. The subscription cost cost was $2.00 per year, raised to $3.00 per year in late 1974. For nine years a faithful • army of volunteers collected the news (by at- tending village meetings), putting it together • . • (on borrowed typewriters and mimeograph mach- ines), and sent it out. (via living room as- sembly lines - a big coffee pot at the,start- ing gate,. the finish line a trip to the post Office with -the bundled copies addressed and ready to go. And in between - bruised and bloodied fingers, the result of paper cuts and mis-directed staples.) Village residents and government alike valued the newsletter, but that did not change reality: The modest subscription rates were not covering ex- penses. Nor was the Crier reaching all residents, always the hope of its founders, but only those who subscribed, and although this was a substan- tial 35/0 of homes and businesses, it was not good enough. One of the best things about Arden Hills is its "Grass Roots" feeling. Long time residents have known their local government representatives wish to be, and are, accessible. Perhaps newer residents are not accustomed to this at- titude, but it is traditional in our village. Elected representatives are the mayor (elected for a two-year term) and four councilmen (elected for four-year terms). These currently are: Mayor Henry Crepeau, Jr. 3517 Siems Court (Term expires 12/31/76) Councilman Charles Crichton 1700 Valentine Avenue (Term expires 12/31/78) Councilman William Feyereisen 1401 Indian Oaks Trail (Term expires 12/76) Councilman James Wingert 1834 Venus Avenue (Term expires 12/31/76) Councilman Robert Woodburn 1220 Ingerson Court (Term expires 12/31/78) Nine Committees assist in providing Council with resident input, the members of which are appointed every January 1 by the Mayor. These Committees are: Board of Appeals Civil Defense Committee Finance Committee Human Rights Commission Newsletter Committee Parks and Recreation Comm. Planning Commission Public Safety Committee Public Works Committee - Meets as required. - Meets as required. - Meets the 2nd Thursday of every month at 8:00 P.M. in the Village Hall. - Meets the 3rd Wednesday, 7:30 P.M., Vill. Hall. - Meets as required. - Meets the 2nd Tuesday, 8:00 P.M., Village Hall. - Meets the 1st Tuesday, 8:00 P.M., Village Hall. - Meets the lst Monday, 7:30 P.M., Village Hall. - Meets the-lst Wednesday, 7:30 P.M. Public Works Bldg., which is adjacent to the Vill.Hall Council meetings are scheduled for the second and last Monday of every month. Since early 1975, however, an additional special meeting has been held, usually on the third Monday. All meetings, Committee and Council, are public and your attendance at any or all is not only welcomed, but encouraged. Proposals, issues and goals are discussed in Committee meetings and recommendations are then forwarded to the Council. In future issues we will expand on.the specific functions of all committees and introduce their members. This month we are bringing news from the Parks and Recreation Committee. Bob Anderson (1357 Floral Drive, 633-0686) is Chairman. Members are: Glenn Beggin, Mary Blomquist, Kenneth Boss, Ruth Cadwell, Maureen Cronin, Marjorie Erickson, Cheryl Grudnoske, Philippa Lindquist, Gerald McCauley, Nancy Mc- Intosh and Janet McTavish. Council liaison is Charles Crichton. The Village is growing and so is its park system. The Parks and Recreation Committee is very busy attempting to build a system that each resident will be proud of and which will enhance the value of every parcel of land in Ar- den Hills. Presently the two long-term projects of the Committee are land acquisition and a park development plan. It is hoped that a neighborhood park be within 3/8 of a mile of all residents and accessible without cross- ing highways. Council generally agrees with this plan as evidenced by the purchase or dedication of the following parcels of land within the past year. 1) A 5 -acre plot on the southwest corner of the Dreyfus property which lies south of County Road E on Lexington. An additional five acres will be added to this park through future dedication. 2) A 12 -acre park north of Trinity Lutheran Church on New Brighton Road in the southwest portion of the Village. 3) Cummings Park, located north of Control Data on Lexington, bordering the south end of Karth Lake in the northeast portion of.the Village. This park was purchased from Mrs. Cummings, and named in honor of the first mayor of Arden Hills. The general plan outlining priorities in the order of park development and the type of parks established is under discussion, with hopes of finalizing these goals by the end of the year. In addition to the three park areas named above, development of existing parks is also being discussed (includ-. ing Floral Park and Perry Park) and the Parks & Rec. Comm. promises no major development will take place until respective neighborhoods have inputted their thoughts. Do so -- remember, this Committee meets the 2nd Tuesday at 8:00 P.M. in the Village Hall. The next meeting is October 14. The Committee cannot contact every neighbor, but every neighbor can contact the Committee! Arden Hills employes a full time Parks and Recreation Director, John Buck- ley. John has finished organizing the fall schedule of activities, and a copy of this is enclosed with this issue. Read it and sign up! The Public Safety Committee reports that Police Chief Pat Sexton advises there have been numerous calls regarding dogs running at large in the Village. A Village regulation states this is illegal, dogs must be leashed, and we wish to remind you that violators have to appear in the New Brighton Munici- pal Court. Police Chief Sexton also asked the Crier for help in locating 'invisible homes'. Seems that often a house number is just not visible, either on a mailbox or on the house itself, and asks that each resident take a look at his/her property to determine if it is identifiable, and if not try to make it so. Read the next paragraph for a good reason why..... A lost minute could make a difference..... Bill Ruppel (Chairman of the Public Safety Committee) and Members Richard Ashton, Mary Ann Benson, Donald Charles, Sandra Cummings, Ronald Herrick, Major H. Jones and Louis Labeck, along with Council liaison, Henry Crepeau wish to commend Police Officer Doug McCall. Officer McCall answered a call to assist the victim of a very serious heart attack, and thanks to his eff- icient and calm manner in applying emergency first aid measures, is credit- ed with saving this man's life. ..... For Contemplation and Calendars ..... The Council is doing its own contemplating right now, on the. Budget for 1976. Next issue will include some discussion of money matters.... Keeping your water running, sewers too - and getting the snow off the roads. That's some of what the Public Works Committee worries about. Next month in the Town Crier ....
