These trained volunteers are enthusiastic about the value of these three- hour, one -time -only sessions which can teach you and me how to handle a possible life or death emergency until professional medical attention can be given. 'These "classes" would be held in your own home for small groups - minimum of six people, maximum of twenty-four - where your "teacher" will come. (There would be a minimal per -person charge, depending on the size of the group, for rental of the mannequins used as teaching aids.) Mrs. Donald Roach (Ruth) has taught a number of these courses and has offered to coor- dinate and teach daytime "CPR" techniques locally. You organize your group and Ruth will do the rest -- call her at 633-3390..... The Arden Hills Community Service Club holds one money -raising event annually, and this money is donated to the Arden Hills Parks & Recreation Department. This year's event is the eve- ning of Duplicate Bridge at 7:30 P.M. Tuesday, February 16 at the Lake Jo- hanna Fire Station, 3242 New Brighton Road. (You will remember that the 1976 Memorial Day Parade was organized by the Community -Service Club, and the fine job the group did with that reminds us of the quality of their ef- forts.) The bridge tournament is for all levels of Duplicate players, in- cluding those who have never played Duplicate but wish to give -it -a -try in a casual, informal atmosphere. For the more serious players, although no Master Points will be awarded, there will be a Director, Curtis Chase, who will organize the play. The entry fee is $3.00 per couple; prizes will be awarded and lunch will be available for those who wish to order something. ' Pre -registration will greatly simplify setting up tables and the preparation of food and it is hoped you will pre -register by sending your check to Nancy Hansen, 1887 Edgewater, Arden Hills, 55112, or by calling her at 633-1860 indicating your intention to come. ..... Also under study by the Public Safety Committee: Controlling or closing the Highway 51 entrance to Bethel College. Police report there have been 15-20 accidents at this intersection in the past year; most of these involved bodily injuries and most were caused by cars attempting , to cross the two lanes of traffic in order to make a left turn into Bethel from Highway 51. An inquiry will be made to the State Highway Department to determine if they would run a traffic count on the number of left turns , at this point to assist the Public Safety Committee in making its recommend- ation..... I I ..... "P-1" is an expression becoming increasingly familiar to more; and more village residents. P-1 is a new zoning description which refers to properties used by a limited section of the public, such as colleges, li- braries, municipal buildings, post offices, churches, schools, etc. which are not essentially residential, commercial or industrial usages. At at least two recent village meetings the P-1 description and concept generated confusion - and some attacks..... One of these occasions was the January ' 10'Public Hearing Re Proposed Adoption of a New zoning Ordinance and New zoning Map'. (This new proposed zoning Ordinance has been under study by village Committees and Officials for several years, and its formal public debut was Jan. 10.) Although residents raised questions or objections to various proposals included in the new map, the P-1 issue seemed the "hot- test", with a number of citizens wondering if the P-1 areas weren't designed, to favor the interests of the "public" users rather than those of the adja- cent residents..... Several days prior to the above Public Hearing, at the Planning Commission meeting of January 4, Commission members held a lengthy ' discussion of their own on the P-1 description, with the upshot being a un- animous motion from the Commission recommending to Council that it (Council) postpone its decision on the P-1 District until the current controversy re- garding Northwestern College (which falls in the proposed P-1 category - as do Presbyterian Homes, Bethel College and Lake Johanna Elementary School) is resolved..... Council seems to have a real Hot Potato on its hands with this one. Presumably Council members have retired to their respective cor- ners, holding their aching heads, and will deliberate further before taking final action on the proposed zoning ordinance and map..... From the Public Safety Committee/Police Department: Police Chief Pat Sexton is on an indefinite leave of absence for reasons of health, and Police Lieutenant McCall is his stand-in for the time being..... There has been some talk and thought regarding a reorganization of the Police ' Department, such as contracting with Ramsey County for police service. After lengthy discussion the Public Safety Committee drafted a unanimous motion to Council stating it strongly favors maintaining "an Arden Hills , Police Department"..... ..... Before the Planning Commission on January 4, Skyline Builders, --re development of the property along County Road F east of the bus barns requested a re -zoning of part of the property from R-1 to R-`2 to permit smaller lots for some of the proposed 17 -lot subdivision. The P.C. recom- mended that Council approve this partial re -zoning, but Council's decision was No, so it's back to the drawing board for Skyline..... At the February 1 Planning Commission meeting the development of Edgewater South Subdivision and Karth Lake Estates Subdivision were discussed. No recommendations by the P.C. were made; both developments still under study by.the Commission... COMING UP: A PUBLIC HEARING BEFORE THE PLANNING COMMISSION, FEBRUARY 15, 8:00 P.M., VILLAGE HALL RE "HONDA HILLS" PUD PROPOSAL. Ban -Con will present plans for approximately 150 single family dwell- ings proposed for this County Road E-2 site. (Have you ever wondered why you read in the Crier about some events before- hand and others after -the -fact? Unfortunately, advance notice is not always possible as we "go to press" only once a month. However, in cases of re- zoning or requests for Special Use Permits, legal notice is always given in the New Brighton Bulletin, the Village's official notice -giving paper, and property owners within 350' of such proposals are always notified by mail.) .... At the January 24 Council meeting the decision was made to notify Ramsey County to go ahead with its plans and specs for widening Lexington Avenue Between County Roads D and E to the proposed 52t width..... UPDATE..... Council voted the same evening to delete that "P-1" zoning description discussed on the previous page. Areas so designated will re- vert to their previous R-1 or R-2 categories..... '****It is unlikely additional Public Hearings will be scheduled by Council on the Zoning Ordinance and Mai; - which is not to say, however, that there will be no further discussion on this issue before a vote is taken in Coun- cil. It would be assumed that at the next meeting (February 14) Council will indeed have to continue to face community members with new statements to make. Although the Zoning Ordinance and map has been viewed, reviewed, hashed and re -hashed for over three years by Village officials and the Vil- lage Planner, affording those involved with its development a pretty thor- ough understanding of its implications, such is not the case with the aver- age resident. And some of these residents have a few more words they wish to say on the subject. Undoubtedly the Ordinance must come to a final vote before whatever laws affecting its adoption and implementation become obso- lete themselves (or before the Councilmen do'). Meanwhile several thoughts must be kept in mind: Elected officials would be remiss in failing to lis- ten to new and relevant input from their constituents.
