• Since this is the Fourth -of -July month, and is
CNtime to consider our freedoms, the above quote is a reminder that the fall elections will soon
be upon us. Charlotte McNeish, Arden Hills'
• Clerk -Administrator, is in charge of rounding up
' workers for next fall's elections and she says
she never has enough names* She guesses she
will need approximately 30 people to handle
the September primary and probably 60 or so for
' the November finals. The daytime shift works
• • from 6:00 a.m. until 8:00 p.m., and then the
• • • second shift comes in and counts ballots until
e the job is done., The pay is $2.65/hour.
If you are interested in doing this work,
please contact your party leaders who must turn
all names in to Charlotte by July 12. The reason you have to declare a party
affiliation is so that we will have an equal number of Democrats and of Repub-
licans working together to keep an eye on each other. (Somehow the deliberate
i miscounting of votes is not a problem in Arden Hills as it is in Cook County ! )

' (Editor's notes I've counted votes at night not for several elections,
and it's really sort of fun ---until about four o'clock in the morning when
nothing adds up twice to the same total. Democrats and Republicans actually
`` work very well together; we're all trying to get the job done and we're all
M' neighbors. In reality, it's the smokers and the non-smokers who have a slight

erating problem. Anyway, if you haven't done this before, do give it a
try.
Also along election lines: two of our Council terms expire this year,
as does that of Mayor. So if you think you want to put in that kind of time
for Arden Hills, you can file between September 26 and October 10; the filing
fee is $2.00, and you must be a registered voter. It's Bob Woodburn and
Charlie Crichton whose terms are up.

Speaking of registered voters, please, please register before the fall
elections, if you have not already done so. It is a real mess handling the
voters and registering people on the same day. Just call the Village Hall for
the forms (633-5676).
There will be more election news in following issues of the Town Crier
' as September comes closer. For instance, the precincts in Arden Hills have
been changed around and there are some new polling.places. We'll have a map
for everybody to show what's going on.
Had another phone call from an Arden Hills resident interested in getting
' cable TV into our Village. This one was from Mr. Landsberger whose son Mark

plays NBA basketball for the Chicago Bulls. Unfortunately, the Twin Cities
carries few of the Bulls' games, and Mr. Landsberger has been driving up to
St. Cloud to watch the boy play on one of the channels up there. '
Now most of us probably don't have quite such motivation for wanting cable
TV. But I found out that the Council, has no particular objection to giving a
cable company permission to operate in Arden Hills; it's just that none of
them has asked. So if you really want this in Arden Hills, it's up to you to '
convince the people who have the cable equipment that Arden Hills would have a
sizeable enough market for the product. The City Council is willing to listen. NJ
The Arden Hills Townhouse Association will sponsor a Blood Drive on Tues-
day,t July ll, at the Village Hall. The Bloodmobile will be there from noon
until 6:00 p,m. You can make an appointment beforehand by calling either
Connie Spengler (633-1997) or Charlotte Swank (631-3766). IN
Had an anonymous phone call (he didn't want to get into trouble with his '
neighbors) from a gentleman with a plea for Arden Hills' residents to keep
their yards picked up and free from piles of boxes, broken wood, and other
debris. He said he had been a resident of Arden Hills for many years and liked'
his neighbors but was disappointed with their neatness. His pet peeve was
people who put their garbage cans out for weekly trash pick-up and then leave
them there for several days, sometimes without covers. (Editor's note: On
the other hand, I've always felt that AH was rather well -kept„ at least in
comparison with some surrounding cities. There is an unnamed suburb to the
south that has a blue school bus parked in one yard with a mattress and other
things hanging out of it. It is an artist's delight when the snow drifts in.)
There was a meeting of the Arden Hills* Newsletter Publication Committee ■
last month (yes, Virginia, there is a Committee directing this publication!)
and we came away with two suggestions: a) we'd like to increase rreadership of '
the Town Crier and also measure some way just how many people do read it, and
2) increase news coverage of the industrial and/or business part of our Village.
Any Club or Group is welcome to put public notices into the Crier, but
there are some restrictions on advertising bake sales and the like. However, '
,we'd really like to know what everybody is doing.
No one at the Committee meeting could quite figure out how to discover if
anybody is reading this. There was violent objection to the idea of making a
directIelephone survey and asking people. One neat thought was to have each
resident call in to report on his/her Town Crier reading habits, and if a
resident doesn't call, he/she would automatically be put on a Committee! '
As are all Arden Hills' Committee meetings, the Newsletter Committee
gatherings are open to the public. Our next meeting will be Wednesday, July 12,
at 6:30 a.m. (morning!) at the Steak -Inn on County Road E, in the smoking sec-
tion. See you all then. ,
Two of the office buildings in the Lexington Woods Office Park (northwest ■
corner of Lexington and F) appear to be set to go. One will house National
Biocentrics, which is a consulting firm that examines environmental problems,
They have 30 employees currently and plan on up to 52. '
The other building will be the home office of BanCon and will have.13 to
17 employees working there. Most of their people are out on projects around
the Twin Cities. '

The Planning Commission had some question about the placement of one of
the buildings at a 450 angle to County Road F. One Commissioner was concerned
that an angled building makes a very strong statement and can be upsetting
visually. He appeared satisfied however that the tree, grading, and ponding
problems do necessitate the design.
July 28 is the deadline for submission of individual budget requests to
our Clerk -Administrator at the Village Hall.
Received a letter and pamphlet from the Lake Johanna Improvement Society
warning home gardeners about the dangers of too much fertilizer to our lakes
and underground water system. Too many people reason that if a small amount
of fertilizer is good, a larger amount must be better. Since all of Arden
Hills is practically lakeshore, it behooves all of us to be careful.
Do you know the location of Arden Hills' water tower? It's by Control
Data, between Lexington and Hamline. Actually there are two water towers
there, one belonging to Control Data, and one to Arden Hills. Ours is the
larger of the two and is painted blue -gray to match the sky. We do not have
the name "ARDEN HILLS" emblazoned on it for two reasons: 1) this would call
attention to the tower and we would really like it to be invisible, and 2) it
costs to have the name painted.
'POTPOURRI: The rezoning of the property on the southwest corner of Highway 96
and Hamline to L -B has been approved. This will allow office buildings, re-
search areas, or multiple -family dwellings with a Special Use Permit. But no
Tom Thumb markets........The Village Hall had to get a new pump to the tune
of $570...9..e*Love the "Duck X-ing" signs someone has put up by Tom Lynch's
house along Hamline near Lake Josephine. Should add Turtle and Pheasant too..
Northwestern National Bank.of St. Paul hopes to open its branch office
on County Road E in downtown Arden Hills sometime in mid-July. There will be
a Grand Opening for public participation sometime in August...... Bethel College
is presenting the play "Winnie -the -Pooh" on Friday and Saturday evenings
through July. Tickets are only $1.00 for kids and $2.00 for adults. Call
641-6247 for information ..... The Finance Committee recommended pay raises for
the Mayor and Council based on figures from similar communities. The Council
turned down the idea.
Of our nine rubbish haulers in AH, three are for commercial property only.
Here are the rates currently charged by the others: Ace Solid Waste, $4000
month; Suburban Pick-up Service, $4.50/mo.; W.D. Gray Trucking, $4.50fmo.;
Woodlake Sanitary Service, $4.50/mo.; Guy's Disposal (mainly townhouses),
$4.00/mo.; and Village Rubbish Removal, $10.50-$11.00/quarter. It's difficult
to truly compare these prices however unless you know just what each service
entails. Maybe it pays to shop around though.....
Ramsey County Public Health nurses are available to Arden `Hills' residents
who may need home nursing for any reason, on a sliding fee basis..... The
Village Hall will now have copies of the "Know" booIC, This is a booklet that
lists all the service agencies available in our area* .... Parks and Recreation
has suggested that the Council budget some money next year to spray dandelions
in City Parks.....

Don't forget the playground activates in Arden Hills. Even if the kids
have missed the first few, there's still July. Ages 4-61 9x30 a.m. until noo

THE STATE LAW
The Minnesota Human Rights Act (363.03) prohibits discrimination in the areas of:
' • Employment
• Housing
• Public Accommodation
• Public Services
' • Education
because of race, color, creed, religion, national origins, sex or disability.
In addition, amendments to the Act prohibit discrimination in the following areas:
• Extension of credit on the basis of sex
• Employment and education because of age
• Employment, housing and credit because of marital status
• Employment, housing and public services because of status with regard to public assistance
' THE ARDEN HILLS LAW
Village of Arden Hills Ordinance No. 105, passed May 27, 1968 established a Village Human Rights Commission. The
purpose of the Commission is to assist the Village Council and the Minnesota Department of Human Rights in:
• Implementing the Minnesota State Act against discrimination through the execution of a Memorandum of
' Agreement between the Village of Arden Hills and the Minnesota Department of Human Rights.
• Advising the Village Council on long-range programs to improve community relations.
WHO?
Your Human Rights Commission is comprised of ten (10) members — all residents of the community and appointed by
your Village Council. One Councilman serves in a liaison function, and we are assisted by the Village Staff.
WHAT?
Your Human Rights Commission recommends policies or actions to Village Government, organizations and individuals to
help provide full and EQUAL OPPORTUNITY FOR ALL CITIZENS IN THE COMMUNITY; as examples:
• Housing profile
• Educational programs offered to the community relating to minority group problems and concerns
• Affirmative Action program relating to Village Administration employment policies
• Survey of facilities for the handicapped
