If anybody is interested in purchasing O any of the following items, give John Buckley (our Parks Director) a call at 633-5676. The date following each item is the approximate year of purchase. C - Attachments only for a Massey Ferguson tractor, 1974 R 48" snow blower 60" snow broom _ - Howard riding mower with 72" cutting deck, 1973 E - Yazoo riding mower with 60" cutting deck, 1974 R - Cub Cadet Lawn tractor (not running) with 48" cutting deck and snowblower, 1971 • - 7 foot single axle snowmobile trailer, 1971 - Two 20" rotary push lawn mowers, both need work, purchased before 1971 These items can be viewed by appointment at the Public Works building, and any offer will be considered. ' ARDEN OAKS A Public Hearing -was held before the Planning Commission in July concerning development of the 21.3 acres of land that lies north of the homes on County Road E, just east of Old Snelling. This is the same land that caused such con- troversy when Twin pity Christian Homes suggested building retirement apartments and a nursing home there. At that time, the majority of local residents pushed for single-family dwellings, for which the area is already zoned. This new proposal shows 43 single-family dwellings with access roads from Old Snelling and from County Road E. Most of the people at this Public Hearing seemed in favor of building the homes, but the location of the access road onto County E caused quite a discussion. Currently, Wesley Avenue is a platted road Iinto the area, but it has never been developed. Pascal, a block to -the west, runs north toward the area anyway, but is extremely narrow. The people near the Wesley road want Pascal as the access; the people on Pascal want Wesley. Some of the homes at the north end of Pascal are over 60 years old, and the street is already only 151 away. One Planning Commission member said it was silly to even consider Pascal; he feels that no court in the world would allow twidening of this street with another access available and platted. The other problem that comes with this development is the park dedication. A rule of thumb used by the Parks Committee suggests that for the number of people living north of E that a Park of a 3 acre minimum would be required. Also, it makes a difference whether the Park is to be "passive" (green areas, benches, walking paths) or "active" (ballfields, climbing equipment, etc.). When TCC H wanted to build retirement apartments, it was thought a "passive" park would be the type to build. But with single-family homes and, most probably, more children, an "active" park seems more sensible. The Council of course will have to make the final decision. POTPOURRIt The apartments just north of Hunter's Park appear all set to go. , The buildings have been re -oriented in a north -south direction, access to Har- riet Ave. has been eliminated, and an underground garage is provided for all 72 units. The exterior will be brick with wood to co-ordinate with the Hunter's -Park homes...... Mutual Service received approval for the "MSI" sign over the primary (north) entrance ..... Sitzmark is remodeling their front entryway..... Mary Swenson has been appointed as Second Alternate on the Planning Commission for the rest of 1979..... The Wynridge land has been sold to new developers and will now be known as Karth Lake South. The park dedication from this development will be the cul-de-sac at the entrance to Cummings Park.....The developer of Janet Estates considered asking for permission to build 4 duplexes there. The Planning Com- mission was not encouraging; they feel the neighborhood opposition would be too strong.....Copies of the new sign ordinance have been sent to all sign owners in AH.....The Blue Fox Inn has a new owner.....The Roseville State Bank land- scaping at Lexington and F is finally taking shape. 'For awhile there it looked like an army bunker, and there were some pretty upset people at the Village Hall Dan Willet and John Petersen have been appointed as members of the Parks and Recreation Committee for the balance of 1979. Member Jim Moore has resigned because his family is moving from Arden Hills. Sorry to see them go.....The Rice Creek Watershed continues to pay AH $200/mo. rent for use of our Village Hall ..... The Public Safety Committee is considering Deputy Sheriff Herbst' sug- gestion that the speed limit on County Road E21, between Old Highway 10 and New Brighton Road, be reduced to 35 mph. Reasons given are: the elementary school, the library, and the occurence of 9 accidents since December..... Be sure and stop out to see the earth -sheltered home in Karth Lake. It backs up onto 96, from which only the vent housing is visible. 'It's directly across the cul-de-sac from 1236 Karth Lake Drive (which is a house worth looking at also! ).....The Metro Area population. estimate_ -for A.rden--_-Hills or__19L7_9. shows , us growing from 59149 in 1970 to around 7,14o.... *Remember the Special Finance Committee meeting and Public Hearing on the use of Arden Hills' Revenue Sharing Funds on September 6..... The Town Crier Cake and Steak House has finally moved its trash barrel to where it was supposed to be in the original design. I cannot believe the time our poor Council spent on this small item ..... Arden Hills and Shoreview are con- sidering joint sharing of leaded and unleaded gas. The Council, though, thinks the extra record keeping and extra driving might affect the City's gas allot- ments which are based on last year's records. Our Clerk -Administrator will tell SV our concerns..... The Public Hearing on the new office building at Cardiac Pacemakers was rather uneventful. Apparently, however, there is a traffic problem at the CPI entrance off Hamline during rush hours. No solution was sug- gested though..... Compliments on the water installation being done on Highway 96: a very neat job, well cleaned up and re -sodded ..... A complaint was received about the high level of truck traffic along Lake Johanna Blvd, this summer. The reason is the number of construction jobs taking place in the immediate area. The traffic should lessen as the work is completed..... The next Newsletter Publication Com mittee meeting will be the first Wednesday in September (the 5th) at 6:45 a.m. at the Steak Inn in the smoking section. The budget for the Town Crier is es- timated at $40009 depending upon the post office and the growth of AH..... BOARD OF APPEALS There has been a resignation from the Board of Appeals, and AH is looking for a volunteer replacement. The Board of Appeals is required by our zoning ordinance and generally makes recommendations on variance requests. The Board also handles controversies aDncerning the Building and Landscape inspections. Please call the Village Hall 633-5676 if you could serve. 11 f' The Council has resolved that the City will now help defray expenses for having diseased oaks and elms removed from certain private property. The land must be legally homesteaded and of 20 acres or less. If the homgowner uses the ;call City-provided tree removal service, he/she will have to pay only a base amount, depending upon the size of the lot involved. Flor 5 acres or less, the owner will have to pay only the first $110.00; from 5 to 10 acres, $220; from 10 to 15 acres, $330; and from 15 to 20 acres, the first $440. Here is a note I received from the Chairman of the Lake Johanna Improvement Society: "Many of you have enjoyed Lake Johanna either for swimming, boating, or cross-country skiinge However, you may not be aware of the Lake Johanna Improve- ment Society, Inc. We have been in existence for over 20 years to help main- tain the lake's environment and to organize a weed spray program each year for the control of aquatic weeds and algae. The spray program is paid for by the lake residents and Ramsey County. "The nine -member Board is elected by the members (anyone living on or near Lake Johanna can be a member, no cost!). This year the Chairperson is Nancy Hansen, 3368 Lake Johanna Blvd. 633-1097. If you would like more information or have concerns about the lake, please call. She can also give you the names of the other Board members. "Nancy would also like to make you aware of the hours on the lake for the use of power boats. You can boat from 7:00 a.m. to 11:00 a.m. and from 3:00 p.m. to 7:00 p.m. The other times are for those who enjoy canoes and sailboats. The ordinance also requires all power boats to stay out 'of all private swimming areas. The Board hopes that you will come and enjoy Lake Johanna this summer." According to Arden Hills' Ordinance #99, it is illegal to park a passenger car or truck in inoperable condition outdoors for more than 7 days. "Inoperable" means incapable of movement under the vehicle's own power. If the vehicle is on public land, it must also be licensed. In this ordinance, "public land" is ;considered to beapartment parking lots, business parking lots, and mobile home courts. The reason this is mentioned is that Deputy Sheriff Herbst says he could stag 100 or so such illegal cars today, if he wanted to. But then we would have 100 irate citizens screaming at the Village Hall and Sheriff's Department. He F ants to make sure everyone knows the rules and then removes the offending cars. OU HAVE BEEN WARNED1111 NORTHWESTERN COLLEGE As you may have heard, the Minnesota Supreme Court has handed down its ver- ict on the case of Northwestern College vs. Arden Hills, and has found in favor of the College. This was the case where AH denied NW a permit for a new Fine irits center on the basis that the land was zoned residential and that such a uilding would thus be contrary to our zoning ordinance. The Supreme Court greed with AH thus far, but then said in effect, "What about Bethel? You've et them expand." Here is the direct quote from the decision: "Northwestern's application for a special -use permit and Bethel's appli- ation for a building permit were both taken up by the planning commission at its July 6, 19769 meeting......On July 19, 1976, the city council did grant ethel's building permit, but on September 13, 1976, it denied Northwestern's pplication on the ground that a private college is not a permitted use in a esidential zone...... The disparate treatment of Northwestern and Bethel is onstitutionally impermissible." The Court went on to say further that the only reason the cases were treated ifferently seemed to be the intervention of, the Arden III neighborhood group. f NW now applies for another permit, AH must issue it,with the usual perform- nce standards: screening, noise, traffic, etc. The Court decision is limited o this ONE building.
