In addition, this Report considers the improvements to Janet Court, which the Council removed from the 2010 Pavement Management Program. This Report considers proposed improvements to the following streets: • Amble Road • Arden View Drive Ent/Exit • Janet Court • Wyncrest Court • Arden View Court • Colleen Court • Nursery Hill Court • Wyncrest Lane • Arden View Drive • Dellwood Street • Nursery Hill Lane • Wynridge Drive For the Report preparation, Public Works and Engineering staff inspected all public utilities within the project limits and the recommended improvements are presented. The total estimated project cost is $1,703,700 which includes contingencies and overhead costs. During the process of evaluating the existing conditions within the project areas, meetings were held and input was received from area residents, Public Works personnel, and Engineering staff. A map showing the street locations car� be found in the Appendix. • Amble Road, from Hamline Avenue to dead end, • Arden View Court, from Arden View Drive to cul-de-sac, • Arden View Drive, from Arden View Court to 761' east of Royal Hills, • Arden View Drive Ent/Exit, from Hamline Avenue to Arden View Court, � Colleen Court, from Colleen Avenue to cul-de-sac, • Dellwood Street, from Nursery Hill Court to Amble Road, • Janet Court, from Lake Valentine Road to cul-de-sac, • Nursery Hill Court, from Nursery Hill Lane to cul-de-sac, • Nursery Hill Lane, from Hamline Avenue to Nursery Hill Court, • Wyncrest Court, from Hamline Avenue to cul-de-sac, • Wyncrest Lane, from Wyncrest Court to Wynridge Drive, • Wynridge Drive, from Wyncrest Court to cul-de-sac. The proposed project involves bituminous reclamation and curb repairs for all the streets listed above. The project was initiated by City Council/staff as part of Arden Hills' Pavem_ent Management Program. As outlined in the City's 5-year Capital Improvement Plan (CII'), th�se roadways are identified for improvement in 2011. Janet Court, which was removed frorr� the 2010 PMP project, is included as part of the 2011 PMP project. Utility improvements for the project includes the repair of selected sanitary and storm sewer manholes, catch basins, and watermain gate valves and hydrants. Due to the excessive waterrnain break history within the Arden View townhouse neighborhood, City staff is recommending that all watermain piping, valves, and hydrants within the street areas be removed and repla�;ed. Lastly, City staff is recommending that a sagged sanitary sewer line within the Janet Court cul� de-sac be removed and replaced. � As has been discussed during development of the CIP, the City Council has expressed th� �i�;5ir� to complete maintenance on City streets that, if neglected for too long, would nees.d �o be reconstructed. The proposed 2011 PMP achieves this, while also maintaining a neighbonc��od ' approach, which has consistently been another goal of staff and City Council. The neighbork�oc�c� approach minimizes the inconveniences residents experience due to construction. �� The total project cost is estimated to be $1,703,700 which includes contingencies and overhead costs. Funding for the project will be provided through assessments from the benefitting properties, sanitary sewer utility funds, watermain utiiity funds, surface water mana�ement � utility funds, and Permanent Improvement Revolving (PIR) funds. ' NEIGHBORHOOD MEETING An informational meeting was held on September 23, 2010 for residents who have a mailing address on the proposed 2011 PMP project. The meeting iasted approximately one and a half hours. Meeting notices were sent out two weeks in advance to 445 residences and thirteen people attended, representing ten residences. At the meeting, staff presented the City's Pavement Management Program, discussed the roadways being proposed for improvement, and discussed the City's Assessment Policy. Residents were able to ask questions during the presentation and City staff developed a summary of ineeting comments and questions received. Information pertaining to the neighborhood meeting has been included in the Appendix. � EXISTING STREET CONDITIONS � I ' I , , ' �� ' , ' The project areas include developed single-family and multi-fatnily/townhouse properties, along with some City-owned parcels. With the exception of Amble Road, all of the str��ts are delineated with concrete curb and gutter and range from 24 to 34 feet wide, with a small section of Wyncrest Court measuring 43 feet wide. Many of the residential streets are cul-de-sacs, atid therefore carry low volumes of traffic. Arden Hills' pavement management system utilizes a Pavement Condition Index (PCI) r�itin� c�f 0 to 100 where street ratings are classified in three categories: "adequate" (66-100), "ma1•gi�nal"' (31-65), and "problem" (0-30). Ratings are based on observations of each of the �tr��;t'a pavement surface. Generally, the three categories correspond to a level of most cost �k�f�c;tiv� improvement as follows: (0-30) pavement reconstruction, (31-65) bituminous overlay ar� re�laim, and (66-100) sealcoat andlar crack sealing. This rating system assists in prioritizing ra��aGivv�y improvements and projecting costs for use in the City's pavement management and capital improvement plans. In 2008, GoodPointe Technology rated the City's streets and entered the PCI values into GoodPoint's pavement management software. From the software, PCI categories �an �ae projected for 2011 based on the observed s�reet condition and anticipated deterioratiori c�f �ach road. Soil borings have been obtained and are inc�uded in the appendix of this report. City staff has reviewed the soil boring results and have �v�r_�I�eci that the recommended improvements as described are appropriate. � Amble Road Amble Road is a 24 foot wide rural section roadway that lies within a 60 foot right-of-way and is 1,288 feet long (0.24 mile). At the east end of Amble Road is a small turn-around area. The roadway shows signs of distress such as transverse cracking, alligator cracking, potholes, and deterioration of the pavement surface. City records indicate that this roadway was ariginally constructed in 1972 and was milled and overlaid in 1993. Since the mill and overlay, maintenance activities for Amble Road include pothole patching, skin patching, crack sealing, and seal coating. The roadway is rated as a marginal condition. Arden View Court Arden View Drive, and Arden View Drive Ent/Exit Arden View Court and Arden View Drive are both 29 foot wide roadways with concrete curb and gutter and lie within 60 foot rights-of-way. Arden View Court is 928 feet long (0.18 mile) and Arden View Drive is 2,132 feet long (0.40 mile). At the south end of Arden View Court is a cul-de-sac that contains a landscaped island. The entrance and exit roadways are both 22 feet wide with concrete curb and gutter, lie within a combined 100 foot wide right-of-way, and are separated with a landscaped median. The Arden View Drive entrance is 227 feet long (0.04 Mile) and the Arden View Drive exit is 167 feet long (0.03 mile). All of the roadways in the Arden View neighborhood show signs of distress such as transverse cracking, alligator cracking, potholes, and deterioration of the roadway edge. In addition, there is a substantial amount of concrete curb that is deteriorated and settled along the roadways. City recards indicate that these roadways were originally constructed between 1972-1975 and were milled and overlaid in 1993. Since the mill and overlay, maintenance activities for this neighborhood include pothole patching, roadway edge patching, crack sealing, and seal coating. The roadways are rated as a problem/marginal condition. Colleen Court Colleen Court is a 34 foot wide roadway with concrete curb and gutter that lies within a 60 foot right-of-way and is 382 feet long (0.07 miie). Colleen Court terminates at its east end with a cul- de-sac. The roadway shows signs of distress such as transverse cracking, alligator cracking, potholes, and deterioration of the pavement surface. City records indicate that this roadway was originally constructed in 1994 and was seal coated in 2003. In addition, a substantial amount of pothole patching and skin patching maintenance has been performed on the middle segment of the roadway. The roadway is rated as an adequate condition; however, this roadway's deterioration has accelerated since it was rated in 2008 and City staff recommends that Colleen Court be rated as a marginal condition. Dellwood Street Dellwood Street is a 34 foot wide roadway with concrete curb and gutter that lies within a 60 foot right-of-way and is 448 feet long (0.08 mile). The roadway shows signs of distress such as transverse cracking, potholes, and deterioration of the pavement surface. City records indicate that this roadway was originally constructed in 1979 and was milled and overlaid in 1993. Since the mill and overlay, maintenance activities for Dellwood Street include pothole patching and seal coating. The roadway is rated as a marginal condition. 4 ' , ,� , Janet Court Janet Court is a 34 foot wide roadway with concrete curb and gutter that lies within a 50-SS foot right-of-way and is 382 feet long (0.12 mile). Janet Court terminates at its east end with a cul-de- sac. The roadway shows signs of distress such as transverse cracking, alligator crackizig, and deterioration of the pavement surface. City records indicate that this roadway was originally constructed in 1977 and was seal coated in 2001. The roadway is rated as a marginal condition. ' Nursery Hill Court Nursery Hill Court is a 34 foot wide roadway with concrete curb and gutter that lies withzn a 60 foot right-of-way and is 565 feet long (0.11 mile). Nursery Hill Court terminates at its east and ' west ends with a cul-de-sac. The roadway shows signs of distress such as transverse cxacking, potholes, and deterioration of the pavement surface. City records indicate that this roadway was originally constructed in 1979 and was milled and overlaid in 1993. Since the mill and overlay, � maintenance activities for Nursery Hill Court include pothole patching, skin patching, anc� seal coating. The roadway is rated as a marginal condition. ' Nursery Hill Lane Nursery Hill Lane is a 26 foot wide roadway that extends from Hamline Avenue to the east for 713 feet where it contains a"bubble" cul-de-sac. From this location, the roadway width �;�anges ' to 34 feet wide and extends to the southeast and connects with Nursery Hill Court. T�ie entire roadway has concrete curb and gutter that lies within a 60 foot right-of-way and is 1,205 feet long (0.23 mile). The roadway shows signs of distress such as transverse cracking, potholes, and ' deterioration of the pavement surface. City records indicate that this roadway was originally constructed in three separate segments in 1974, 1977, and 1979; and the entire roadway was milled and overlaid in 1993. Since the mill and overlay, maintenance activities for Nursery Hill , Lane include pothole patching, skin patching, and seal coating. The roadway is rated as a marginal condition. Wyncrest Court Wyncrest Court is a 43 foot wide roadway that extends from Hamline Avenue to the east and connects to Wynridge Drive. From this location, the roadway width changes to 34 feet wide and terminates at its east end with a cul-de-sac adjacent to Cummings Park. The entire roadway has concrete curb and gutter that lies within a 60-70 foot right-of-way and is 1,333 feet long (0.25 mile). The roadway shows signs of distress such as transverse cracking, alligator cracking, and deterioration of the pavement surface. City records indicate that this roadway was originally constructed in 1979 and was milled and overlaid in 1993. Since the mill and overlay, maintenance activities for Wyncrest Court include skin patching, crack sealing, and seal coating. The roadway is rated as a problem/marginal condition. Wyncrest Lane Wyncrest Lane is a 34 foot wide roadway with concrete curb and gutter that lies within a 60 foot right-of-way and is 630 feet long (0.12 mile). The roadway shows signs of distress �uch as transverse cracking and deterioration of the pavement surface. City records indicate that tl�is roadway was originally constructed in 1979 and was milled and overlaid in 1993. Since the mill and overlay, maintenance activities for Wyncrest Lane include skin patching, crack sealing, and seal coating. The roadway is rated as a marginal condition. E ti W nrid e Drive � Wynridge Drive is a 34 foot wide roadway with concrete curb and gutter that lies within a 60 foot right-of-way and is 1,287 feet long (0.24 mile). Wynridge Drive terminates at its east end ' with a cul-de-sac. The roadway shows signs of distress such as transverse cracking, alligator cracking, and deterioration of the pavement surface. City records indicate that this roadway was originally constructed in 1979 and was milled and overlaid in 1993. Since the mill and overlay, � maintenance activiiies for Wynridge Drive include skin patching, crack sealing, and seal coating. The roadway is rated as a marginal condition. , � , I ' I � I ' I � ' I ' � � � ;� 6 ' EXISTING UTILITY CONDITIONS City utilities located within the project limits include storm sewer, water, and sanitary sewer. A summary of the City's utilities are listed below. Private utilities include gas, electric, cabl�; television, and telephone. Storm Drainage System All of the streets under consideration have existing storm sewer pipes, catch basins, and manholes. City staff has reviewed all catch basins and manholes within the project ]imits to identify maintenance that should be performed. The recommended storm drainage sy:�tern maintenance is discussed later in this report. Water System The existing conditions for the water system were obtained from City as-built drawings. The recommended water system maintenanc�: 15 discussed later in this report. Sanitary Sewer S sy tem The existing conditions for the sanitary sewer system were obtained from City as-built drtiw�ngs and televised recordings performed by the Public Works Department. The recommended manhole and pipe mainienance is discussed later in this report. 8 PROPOSED STI2EET IMPROVEMENTS Due to the existing conditions of the roadways as previously outlined and as shown in the soil borings, City staff recommends that all of the proposed roadways within the project be improved with a bituminous reclamation. Bituminous reclamation (or reclaim) involves grinding the existing asphalt surface and underlying aggregate base together, which creates a new uniform roadway base material. Some of the reclaimed material is then removed in order to meet the existing curb and gutter grades. Finally, the new base is graded and compacted in preparation for the new bituminous pavement. As shown on the soil borings, all of the existing roadways within the project have varyzng thicknesses of bituminous pavement and aggregate base. Refer to the Appendix for tl�e soil boring results. On average, the new section for all the roadways will have approximately Z- inches of reclaimed base material with 3.5-inches of new bituminous pavement. This recommended improvement will meet the City's minimum standard for a 7-ton design roadway, Projected PCI ratings for these roadways range from "problem" to "adequate." City staff has reviewed all of the streets and agree with the PCI ratings, with the exception of Colleeri Court which has an "adequate" PCI rating. This roadway has experienced an accelerated deterioration since 2008 and City staff recommends that Colleen Court be rated as "marginal." Roadways rated as "problem" would typically be considered for full street reconstruction. The "problem" roadways in the proposed project have curb lines that are generally in good condition. These roadways also have an existing aggregate base, and can be improved with a bituminous reclaim. However, these roadways may require additional subgrade corrections prior to bituminc�us paving. In the City's 2011-2015 Capital Improvement Plan, the improvement to Amble Road was proposed as a street reconstruction that includes the installation of concrete curb and gutter. Soil borings and a geotechnical analysis performed for this study indicate that the existing bituminous and aggregate base thicknesses for Amble Road would support bituminous reclamation as a viable improvement option for the roadway. Several Amble Road residents requested at the September 23, 2410 neighborhood meeting that Amble Road maintain its rural section and not include curb and gutter. At the October 11, 2010 Worksession, the City Council discussed the Amble Road resident feedback and technical analysis and directed staff to include Amble Road within the bituminous reclaim project. The new roadway will maintain its current 24-foc�t �idth and rural section. Refer to the Appendix for comments received from residents at the neighborhood meeting. All of the improved streets will maintain their existing widths and existing curb and gutter will only be removed and replaced where it is sunken or damaged. However, additional curb and gutter may need to be removed and replaced in areas where utility repairs are being proposed. By preserving the existing curb lines along the roadways, the new vertical alignments will matc�i ihe in-place alignments. Necessary corrections to the roadway subgrade will be made in �reas exhibiting more severe signs of distress prior to placing the bituminous pavement. G� �i There is a landsca ed island within the Arden View Court cul-de-sac that is difficult for large � P vehicles and snow plows to maneuver around. City staff has also received comments from the Arden View neighborhood desiring the landscaped island to be reduced in size. City staff will ' coordinate with the Public Works Department to determine the required modification to the cul- de-sac island. It is proposed to improve this area of the project to more easily accommodate larger vehicles. � Impacts to residents' front yards and driveways will be minimal. At locations where curb repairs ' are proposed, yard areas will be restored with topsoil and sod and driveways will be replaced in- kind with concrete, bituminous, or brick pavers. � � ' I �� �I ❑ � 1 � � � � 10 ' PROPOSED UTILITY IMPROVEMENTS Existing manholes, fire hydrants, gate valves, and other similar structures will be adjusted and repaired as necessary as part of this project. The cost of underground utility improvements will be excluded from the assessable portion of the project and financed by the appropriate utility funds. Manhole casting adjustments, replacements, or repairs are considered part of the street improvements and are not charged to the individual utility funds. City staff will coordinate with private utility owners such as gas, electric, cable television, and telephone throughout the construction project. Storm Drainage System and Storm Water Quality The recommended storm drainage system improvements are relatively minor and ixiclude maintenance on selected storm sewer manholes and catch basins. However, City �taff is proposing to remove and replace two catch basins within Nursery Hill Lane and two catch basins within Dellwood Street. These catch basins are deteriorated and should be replaced. Also, it is proposed to replace the two catch basins and corresponding culvert within Janet Court. At the neighbarhood meeting, residents adjacent to Karth Lake asked if improvements to the existing storm drainage system could be made in conjunction with the overall project that will help improve the quality of the water entering Karth Lake. City staff discussed the possibility ��f installing grit chambers and infiltration facilities (rain gardens) that would improve water quality. In between 1255 and 1261 Nursery Hill Lane, the City's storm sewer system discharges into Karth Lake. During final design, the City will evaluate alternatives to the existing storm sewer system that would result in an improvement to the water quality in this area. Also, the residents asked if an infiltration facility could be installed in the middle of the large "bubble" cul-de-sac located on Nursery Hill Lane. City staff discussed that the City's policy has been to install infiltration facilities adjacent to resident front yards and have an agreement signed where the property owner assumes maintenance responsibilities for the facility. In the event an infiltration facility was installed in the middle of a cul-de-sac, the City would require the nearb� residents to sign an agreement assuming maintenance responsibilities. City staff discussed another option for installing storm water infiltration could be accomplished by reducing the size of the cul-de-sac, therefore creating more boulevard and front yard space. Adjacent residents would have to provide consent to maintaining the turf areas and understand that their driveways would become longer and their front yards would increase. With this option, the City's right-ot= way would not change. During the final design of the project, City staff will determine potez�tial locations for storm water infiltration, including the cul-de-sac areas, and coordinate with the nearby residents. Estimated costs associated with the construction of storm water infiltratic�n are included. Water S, s� The recommended water system improvements include removing and replacing selected gate valves and hydrants that are in poor condition. Since the Arden View neighbonc��od has experienced a number of watermain breaks, City staff recommends that the existing watermain system within the City's roadways be removed and replaced with a PVC pipe system. As moted 11 by the Public Works staff, the watermain breaks have been as a result of pipe displacements and settlements; PVC pipe will be less conducive to these types of watermain breaks. Water system improvements in the Arden View neighborhood will include all associated valves and hydrants near the roadway areas. There have been a substantial amount of watermain breaks in the Arden View neighborhood that are outside of the City's roadway areas. City staff will be exploring improvement alternatives to these watermains and will consider them for the City's long-term maintenance plan. Sanitary Sewer System The recommended sanitary sewer system improvements are relatively minor and include maintenance on selected manholes. However, within the Janet Court cul-de-sac, City staff is proposing that a segment of the existing sanitary sewer pipe be removed and replaced to eliminate a sagging pipe. All of the pipe segments within the project have been televised and inspected and are in sufficient operating condition. From the televised inspection, City staff will be considering selected sewer pipes be improved within a future lining project, prior to the proposed 2011 PMP project commencing. Stormwater During final design for the project, City staff will coordinate with the Rice Creek Watershed District to determine the appropriate infiltration requirements. 12 ESTIMATED COSTS AND PROPOSED FUNDING Proposed project costs for the 2011 PMP Improvement Project (including bituminous streets, storm sewer, sanitary sewer, watermain, and restoration) are itemized in the tables located i� xhe Appendix and are summarized below. The cost estimate is based on recent construction projects of similar character and assumes that the proposed improvements would begin in 2011. Actual costs will be determined through competitive bids following final design for the �roject. Therefore the actual costs will be dependent upon the market conditions that exist at the time of the bidding. The City's Assessment Policy states that estimated project costs should include 37°io for overhead costs and contingencies. Non-assessable portions of the project include a���'i� contingency and 20% for overhead costs. Overhead costs include legal, engin�;eriug., administrative, and fiscal costs. Per City Policy, a portion of the street improvements will be assessed to the benefitting properties. Along with assessments, street costs will be financed through the PIR fund and the General Fund. Utility improvements will be funded from the appropriate enterprise fund, and are not assessable. 13 PRELIMINARY ASSESSMENTS Assessments will be levied to the benefitting properties as outlined in Minnesota State Statute Chapter 429 and the City's Assessment Policy. The City's Policy is to assess 50% of the overall street improvements costs including contingencies and overhead to the benefitting properties. The assessed amount is levied on a unit basis. The Policy also includes a provision that states that the City Council may deviate from any portion of the Assessment Policy as deemed appropriate. The City Council can choose to base the assessment on actual contract prices or on the estimated prices in this Report. Estimated construction costs are estimates only, all of the factors that affect construction prices cannot be predicted. If the assessments are based on estimated construction costs, there is a possibility of over-assessing residents if the bid prices come in lower than anticipated. If bids come in higher than anticipated, the City will end up paying for a larger portion of the project than estimated. Therefore, it is recommended that the assessment rates be set based on actual competitive bid prices with reasonable contingencies. The current proposed project schedule will allow for the assessment hearing to take place prior to construction if bid prices are used. There are three different types of properties that abut the proposed improvements; single-family properties (R-1 and R-2 zoning), tax-exempt (City-owned) properties, and multi- family/townhouse properties (R-3 zoning). There are no commercial properties that abut the proposed improvements. The following discusses the proposed number of assessable units for each type of property followed by the preliminary assessments. Single-Family Residential Properties The Policy states that "all residentially zoned properties with frontage abutting a street that is overlaid with bituminous shall be assessed on a per unit basis at the residential equivalent assessment rate." A lot unit is defined in the Assessment Policy as a platted single-family residential lot or equivalent, which cannot be further subdivided for R-1 and R-2 residential use according to the current City Code. Corner lots are assessed on the street used for the mailing address; this has been factored into the preliminary assessment roll. All of the properties that have a mailing address on Amble Road, Colleen Court, Dellwood Street, Janet Court, Nursery Hill Court, Nursery Hill Lane, Wyncrest Court, Wyncrest Lane, and Wynridge Drive are single-family residential properties and will be considered as a Residential Equivalent Unit (REU). However, there are larger properties within these neighborhoods that can be further subdivided to meet the City's Code. According to the City's Code, the minimum lot standard includes 95 feet of front footage (105 feet for corner lots), a lot depth of 130 feet, and a minimum lot size of 14,000 square feet. City staff analyzed the larger parcels adjacent to the project and the results are listed below. 1224 Amble Road: This residential property has approximately 297 feet of front footage and is approximately 290 feet deep; for a total lot size of approximately 85,813 square feet. In accordance with the City Code, this lot can yield a maximum of three (3) REUs. There are a number of other lots on Amble Road that are large enough to subdivide by square footage, but they do not meet the frontage or depth requirements, or they are covered by a wetland, which is not considered buildable area. 14 ' ' The owners of 1225 Amble Road have received approval from the City to demolish the hc�tne c�n � this parcel and split the lot. Half of the lot will be attached to the north parcel (1229) and h�lf to the south parcel (1219). Both parcels at 1229 and 1219 will remain as one (1) REU each. For the purposes of determining this rate, staff has cc�xiv�rted Tax-exempt Equivalent Units (TEU) to Residential Equivalent Units (REU) as described below, Since Cummings Park has front footage on the proposed improvements at the Wyncrest Cc�urt cul-de-sac, City staff is proposing that this tax-exempt property is included in the Prelir��i��ary Assessment Roll with four (4) REUs. Also, City-staff is proposing that the City-owned �r�'���-,rty that has frontage on Janet Court be considered for zero (0) REUs since this par�;�;� is predominately wetland and is unbuildable. EN HILLS 2011 Pavement Management Program ' I , I � ' ' ' � ' ' ' LJ 2011 Pavement Manaqement Proqram: The City of Arden Hills is responsible for the upkeep of approximately 30 miles of city streets within its boundaries. This includes seasonal maintenance activities such as snow removal, crack sealing, street patching, sweeping, as well as structural maintenance of the pavement. The City has implemented a pavement management program to assist in maintaining and monitoring the performance of the paved street network. This program strives to expend iax payer funds in a cost effective manner in order to ensure the most value for residents. The core function of this program is to provide a systematic approach to street rehabilitation and repair in order to assure that the City streets are serviceable, safe, functional, and provided at a reasonable cost to meet the needs of our residents and the traveling public. Each year infrastructure needs are evaluated based on the City's Pavement Management Program and assessment of utility infrastructure. Streets in marginal condition are recommended for major maintenance by mill and overlay. Streets in poor condition are recommended for reconstruction. At their meeting on August 30, the Arden Hills City Council ordered the preparation of the Feasibility Report for the 2011 Pavement Management Program (PMP) to consider improvements on the following streets: ■ Amble Road, from Hamline Avenue to dead end, ■ Arden View Court, from Hamline Avenue to cul-de- sac, ■ Arden View Drive, from Arden View Court to 761' east of Royal Hills, ■ Colleen Court, from Colleen Avenue to cul-de-sac, � Dellwood Street, from Nursery Hill Court to Amble Road, • Janet Court, from Lake Valentine Road to cul-de- sac, • Nursery Hill Lane, from Hamline Avenue to Nursery Hill Court ■ Nursery Hill Court, from Nursery Hill �ane to cul-de- sac, ■ Wyncrest Court, from Hamline Avenue to cul-de-sac, • Wyncrest Lane, from Wyncrest Court to Wynridge Drive, ■ Wynridge Drive, from Wyncrest Court to cul-de-sac. Process: Before a feasibility report is prepared, we need to collect data for the proposed project. In the upcoming weeks, the City Public Works and Engineering staff will be in your neighborhood documenting the existing conditions. For street improvement projects, the City policy is to assess 50 percent of the total costs to the benefiting residential properties. Here are some additional thoughts regarding Amble Road, from my perspective as a professional �andscape Architect for the past 30 years, recenily retired, and presently manager for multimillion dollar projects for downtown condominiums, including road and parking projects: - The last overlay was clearly poor(y done. !n the pictures, you can see tha# there was no minimum of 2" of new asphait, but merely %" in same areas. -!t is common to rebuild sectians with poor subsoil and tnen resurface the sntire road. - There are definite areas of road reconstruction needed due to paor subsoi!_ ! noted three or four areas totaling abou# 6000 square fest, a small portion of the overall total. - Existing drainage ponds (some naiural .and some created, modern name "Rain ponds") are handling the runaff and filtering needed. Reconstruction will create additional issues far Karth Lake, and new drainage ponds, if not done properly, couid alsa create additional issues. What is fhe estimated displacement of runoff as opposed to the existing situation and reasoning? I'm pretty sure we have had at least one 100 year storm this summe� and have not had any issues with the handling of the runoff. We would expect any contract to define ful( responsibi(i#y for any issues or faiiures in new systei�is. - The east end of the road is in much better condition than from Hamline to Dellwo�d Streef, clearly indicating the excessive additional road traffic from the neighborhood to the nor#h of us. , Should the project costs be divided equally for a!I residents using the roads? In line with this thought, has the city considered managing trash haulers? We have at least three using our road which causes excessive wear and tear. The PowerPoint presentation is attached. There where 13 residents representing approximately 10 properties attending the meeting. Also attached is the sign in sheet frorn the meeting. During and after the formal presentation there where a number of questions asked. The following is a summary of the questions and the answers that were given: Q: What will the width of Amble Road be after reconstruction? A: It is proposed to be 24 feet width from face of curb to face of curb which is the same width of the current bituminous surface. Q: Will the reconstructed Amble Road have concrete curb and gutter and what style? A: Yes it will include a barrier curb with an 18 inch gutter. The gutter width is included in the 24 foot total width. Q: How will drainage be handled if Amble Road is reconstructed? � A: Drainage will be handled by a small diameter pipe system or through curb flow that will convey runoff to the same areas it currently flows to. ' Q: What is the total width of the Amble Road right of way? A: The total existing right of way width is 60 feet. � Q: How are the smatl utilities dealt with in this type of project? A: The small utility companies will be notified of the construction project and they will identify/locate their utilities to determine if they need to be relocated or modified. ' i � Q: If I have an irrigation system will I need to move it? A: If your irrigation system is in the City's right of way, the irrigation system will most likely have to be moved. Q: Are utility repairs assessed to the property owners? A: No, these costs will be paid out of the City's utility enterprise funds that are funded by user fees collected from residents. Q: Will there be any down time if the small utilities need to relocate or want to replace ' their facilities? A: Down times may occur, but utility companies try to stage their relocation/replacement work such that service disruptions are minimized. A: From past projects similar in nature, residents could expect a reclaim assessment of approximately $3,000 and a reconstruction assessment of approximately $9,000. Q: Does the City ever leave streets like Amble Road like they are? A: The City Council considerers each pavement management project separately and will consider the needs of each neighborhood. Q: Wou(d you explain the subdividable lots and how they are treated for assessment purposes? A: The current city code calis for a single-family lot to have a minimum front footage of 95 feet and a minimum lot area of 14,000 square feet. City staff will review the project area to determine if adjacent parcels can be further subdivided and meet the city code. Q: When is construction planned? A: The 2011 construction season. Q: When is the Rice Creek Watershed District permit applied for? A: During the plan preparation phase although we have already had some conversation with RCWD about this possible project. Q: How are rain gardens spotted; can an expert walk the street and (et the neighborhood know the best locations? A: The City will review potential rain garden locations during final design for the project. Q: Does the City ever considered porous pavements? A: The City has not previously considered porous pavements for their roadways. Q: RCW has shown a potential rain garden in the oversized cul-de-sac, would the City consider that location? A: The city wili look at this location to see if it is a viable location for a rain garden. One downside is that the city does not have the resources to perform maintenance on rain gardens and the city would look far the area residents to sign an agreement and assume maintenance responsibilities. Q: How can the property owners get a real costs/assessment information for Amble Road relative to reconstruction as an urban street versus reclaiming as a rural street? A: The City will prepare cost estimates for these varying alternatives and present them in the feasibiliry report. Q: Will the PowerPoint be on the City web site? A: Yes. Q: How will the "tee" at the east end of Amble Road be handled, including drainage? Page 2 of 3 C � � A: Roadway replacement and drainage in this area wiLl be evaluated during the final design of the project. � Q: What level rain event does the RCWD permit ask for? A: The ciry would not need to apply for a RCWD permit if the project is to only reclaim streets. If Amble Road is to be reconstructed, then a RCWD permit will be applied for. ' RCWD has different permit requirements for rain events if the project is an in-kind street reconstruction or if the project adds impervious area. Q: Will the catch basins flow directly into Karth Lake be changed to try to catch sediment ' before it gets to the lake? A: The city will consider including sediment traps or sump manholes into the project. ' Q: Are there currently any rain gardens located in Arden Hills? A: Yes. The City will provide rain garden locations to the resedents. ' Q: How long does a typical street project take? A: Once a construction contractor starts working on a street, they must complete the work before moving on to another street. A street project similar to Amble Road cou(d possible � take 6-8 weeks long. Q: Do residents have to pay off their assessments if they sell their house? � A: Not necessarily, but if someone buys your house they may request that it is paid off before buying. ' Q: Does curb provide an increase in value to my property? A: City staffbelieves that installing curb will sustain the proposed assessment amount.
