SUBJECT: Resolution 2011-003: Awarding Bid for the Indian Oaks Court Pond
Maintenance Project
Background/ Discussion
At the November 15, 2010, Council worksession, City staff presented and discussed the Indian
Oaks Court storm water pond maintenance project. The proposed pond maintenance will be
completed in three phases, each with separate construction contracts: dredging pond sediments,
. shoreline restoration and landscaping, and replacement of the pond's outlet pipe.
At the worksession, the City Council directed staff ta proceed with the proposed project by
soliciting quotes from contractors for the first phase of the project, dredging pond sediments.
Quotes will be solicited for the shoreline restoration and outlet pipe replacement partions in the
spring of 2011. Plans and specifications were completed for the first phase, and the City solicited
quotes during December and early Sanuary. Six quotes were received and opened on January 5,
201 l. Based on the quotes received, staff recommends awarding the project.
Based on past practice, the City Council has awarded the contract to the lowest responsible
bidder. In the case of the Indian Oaks Court Pond Maintenance Project, the lowest responsible
bidder is Belair Excavating of New Brighton, Minnesota.
Financial ImpIications
Construction:
The City received six quotes far the pond dredging project. The lowest quote submitted by Belair
Excavating of $18,713.00, is within the budgeted amount estimated for this phase of the project.

The table below lists the estimated costs and funding sources that were presented to the City
Council at the work session, as well as updated costs based on tne quotes received for the first
phase of the project. Estimated costs include constructian, engineering, and contingencies.

Funding Sources: �
This project is budgeted in the Surface V�ater Management Fund. The City's Capital
Improvement Plan (CIP} includes $50,000 for storm pond maintenance. The Ramsey
Conservation District is also contributing appraximately $11,000 (50% of the project costs) to
the shoreline restoration through a cost-share grant program.
Schedule
Construction is estimated to last approximately two weeks; the specifications state February 18,
2011, as the completion date. It is anticipated that construction for the restoration and outlet pipe
replacement will take place later in the spring.

A RESOLUTION AWARDING THE INDIAN OAKS COURT POND MAINTENANCE
PROJECT
WHEREAS, pursuant to advertisement for bids for the improvement of the
Indian Oaks Court Pond Maintenance Project, bids were received on Wednesday, January 5,
2011, at 10:00 a.m., opened, and tabulated according to the law, and the following bids were
received complying with the advertisement:

AND WHEREAS, it appears that Belair Excavating of New Brighton, Minnesota is the
lowest responsible bidder at the tabulated price of $ I 8,713.00;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN
HILLS, MINNESOTA:
2. The Mayor and City Administrator are hereby authorized and directed to enter into a
contract with Belair Excavating of New Brighton, Minnesota, for $18,713.00 in the name
of the City of Arden Hills for the above improvements according to the plans and
specifications thereof heretofore approved by the City Council and on file in the office of
the City Administrator.
2. The City Administrator is hereby authorized and directed to return forthwith to all
bidders the deposits made with their bids, except that the deposits of the successful bidder
and the next lowest bidder shall be retained until contracts have been signed.
