Background
Northeast Youth and Family Services (NYFS) President and CEO Jerry Hromatka has
requested to come before the City Council to provide his annual update about services
provided by NYFS to Arden Hills residents.
Miriam Ward is our Arden Hills representative on the NYFS Board and has been on the
Board since April 2012.
The City’s financial contribution to NYFS in 2015 was $15,404.

Update
Responses to the Solicitation for Master Developer were due on Wednesday, March 9, 2016.
Four proposals were received representing partnerships as follows:
Alatus, LLC
Kraus-Anderson and Elion Partners
Opus Development Company, LLC and Pulte Homes
Ryan Companies and Lennar Corporation
Copies of the responses have been distributed to the Solicitation Review Committee. Other than
the names of the respondents, the responses are considered confidential until a developer is
chosen by the Joint Development Authority.
The Solicitation Review Committee is scheduled to hold interviews on April 11, 2016, and to
recommend finalists to the Joint Development Authority on May 2, 2016.
Information on the solicitation process is being posted on the City’s Facebook page and
distributed via Twitter.

SUBJECT: Small Business Workshop – Content Marketing
A partnership of Highway 96 municipalities and economic development entities are
collaborating on a series of free small business workshops. The first workshop will be held on
Thursday, March 17, 2016, at the Vadnais Heights Fairfield Inn. The topic is Content Marketing
– how it has put the consumer in control of the buying process and what that means for
marketing. The workshop will show how to plan, create, and promote content that delivers a
return.
Networking begins at 7:30 am, and the workshop and interactive panel session are scheduled
from 8:00 to 9:30 am. Program information has been posted Facebook, Twitter, and the City’s
website. All Arden Hills residents and businesses are invited to attend.

Background
Congress at the Federal level has mandated that an assistive ballot marking device be present in
all polling places and in-person absentee voting locations. Additionally, Minnesota’s Legislature
mandated uniform state laws and procedures for central counting of absentee ballots. The
requirements are mandating that we update our voting system equipment and procedures.
Council Action Requested
1. Motion to approve a payment in the amount of $21,084 to Ramsey County which is the
City’s share of the capital expenditures for the new voting equipment.

SUBJECT: County Road 96 / I-35W Interchange - Pay Estimate No. 1
Requested Action
Approve payment of invoices to the Ramsey County in the amount of $80,601.30 for the
construction of the Co Rd 96 / I35W interchange and $20,933.72 for the design and construction
engineering service.
Background
The City Council approved a cooperative agreement with Ramsey County for the construction of
the County Road 96 / Interstate 35W interchange on August 31, 2015. In this agreement the City
agreed to pay for the city share of construction and engineering for this project. Based on the bid
received the total city share of construction was set at $93,846.30. The engineering services
were agreed to be 12% of the bid for design and 12% of the actual construction for construction
engineering.
Discussion
This first pay request includes work through the end of 2015. There is some work to be
completed in 2016 such as a final concrete surface on the trail down the center of the bridge.
Other work remaining includes pavement removal and restoration in the area of the construction
trailer west of the Holiday store.

SUBJECT: Beyond the Yellow Ribbon Discussion
Background
Beyond the Yellow Ribbon is a program designed to create awareness for the purpose of
connecting Servicemembers and military families with community support, training, services and
resources.
Yellow Ribbon provides many training events throughout the year, including Reintegration
Training and After Deployment Adaptive Parenting Skills Training which is available to military
parents with children ages 5-12. This training strives to learn about family resilience and
develop tools to support resilience among military families as they cope with the stress of
deployment.
As one of the program’s initiatives, the Yellow Ribbon Community Campaign works to connect
and coordinate organizations, agencies, and companies to provide resources and support to
Servicemembers and their families. The City of Arden Hills is not currently an active participant
in Beyond the Yellow Ribbon. Steven and Eileen Scott have volunteered to represent the City in
this initiative.

SUBJECT: Adopting and Confirming Quarterly Special Assessments for Delinquent Utilities
Background:
Delinquent utility amounts are certified to Ramsey County quarterly.
A list of utility accounts with a delinquent balance was compiled and notices dated November 12,
2015 were mailed. These customers were informed of their delinquent status and were asked to
make payment of the delinquent balance by March 8, 2016. Utility accounts with an unpaid
delinquent balance after March 8, 2016, would be certified to Ramsey County to be added to
property taxes payable in 2017. The certification amount is equal to the unpaid delinquent balance
plus an eight percent penalty.
A list of remaining delinquent utility accounts, as of March 10, 2016 is attached. The City will
request that Ramsey County levy the delinquent balances against the respective properties.
Recommended Action:
Motion to approve Resolution 2016-010 certifying the attached list of delinquent utility accounts to
Ramsey County.

RESOLUTION NO. 2016-010
RESOLUTION ADOPTING AND CONFIRMING QUARTERLY SPECIAL
ASSESSMENTS FOR DELINQUENT UTILITIES
WHEREAS, the amount to be specially assessed for DELINQUENT UTILITIES has
been duly calculated in accordance with the provisions of the Municipal Code and Minnesota
Statues; and
WHEREAS, notices have been duly mailed as required by law; and
WHEREAS, said proposed assessments have at all times since their filling been open
for public inspection, and an opportunity has been given to all interest parties to present
objections if any, to the proposed assessments; and
WHEREAS, there were no oral or written objections received.
1. The amounts so calculated and set forth in said notices are hereby levied against
the respective parcels of land described therein, and
2. The proposed assessments are hereby adopted and confirmed as special
assessments for each of said parcels of land and the assessments together with an
additional penalty of eight percent (8%) of the original unpaid amount, inclusive
of any previous delinquency penalty, shall be a lien concurrent with general taxes
upon such parcel.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden
Hills, Minnesota, that the City Administrator be authorized and directed to transmit to the
County Auditor a certified duplicate of the assessment roll to be extended upon the property
tax lists of the County, and the County Auditor shall collect said special assessments with
taxes levied in 2016, payable in 2017:
