EN HILLS MEMORANDUM DATE: July 22,2003 TO: Parks,Trails, and Recreation Committee FROM: Peter Hellegers, City Planne SUBJECT: Cummings Park Shelter Plans and Design Background Attached are copies of the design for the Cummings Park Shelter provided by RSP Architects(working for Guidant). As you may recall,the master plan approval and development agreement for the Guidant Campus stipulated that Guidant would construct a park shelter to address the park dedication fee(Guidant would also provide certain trailway easements). Design Overview The proposed design is very similar to what was envisioned in the concept plans that Hagen, Christenson, & McIlwain Architects prepared for the PTRC. One change to the design includes an V-shaped site plan, instead of the straight-line building plan, which allows the building to be sited on top of the hill while allowing minimal grading. The building has been sited so that the warming house would face the skating rink to the south, while it would still be adjacent to the picnic shelter/patio so that the two could be used together for larger gatherings during the warmer months. While sight lines would not be exactly the same as those in the concept plan(they had to change to accommodate the L-shaped building and also to allow for the warming house to be in a practical location), the views of the play structure and baseball field would be adequately preserved and views of the soccer field are largely preserved. The building would include permanent bathrooms and a prep area. The design of the Cummings Park Shelter takes its cues from the Tony Schmitt Park Shelters, and in most regards mirrors the shelters with the exception of the roof and doors on the Cummings Park Shelter being "Arden Hills" Green. Windows were added to the doors to provide natural light in the structure and also to allow for rink attendants to be able to see the skating rink in the winter. The exterior of the building would be a CMU block which would has the look of brick.
