Adjourn A quorum of the City Council may be present at this meeting. O & M ACCOMPLISHMENTS FOR 2003 I. Streets, Sanitary Sewer, Water & Storm Water 1. Completed the `Punch list' for the 2002 PMP 2. 2003 PMP(Karth Lake East + Ingerson) 3. Improvements made to the PMP process; a. Neighborhood meetings(Power Point Technology) b. Neighborhood Mailing/Notification/Newsletter c. Assessment Procedures 4. Started the 2004 PMP(Edgewater) Process 5. Seal coated the Floral Park neighborhood 6. Painted City Parking Lots/Crosswalks/Curbs for the first time -in the City's history. 7. Repaired 253 ft of street curbing. 8. Used 76 tons of asphalt to repair streets. 9. .,Cracked sealed all City Streets & trails all in the same year for the first time in the City's history. (Past practice had been to seal coat just in the neighborhood that was to be seal coated. The trails have never been cracked sealed) 10.Established a new snow plow routes. I I.Started a Permanent File record retention system for all O & M projects. 12.Replacement of Lift Station #2 13.Replacement of Lift Station #5 14.Televised and lined the sanitary sewer lines in the Glenpaul neighborhood. 15. Purchased a TV/video unit for sanitary sewer & storm water system. City Staff TV'd two neighborhoods. 16.Staff saved the City $100,000 of allocated CIP funding thorough the use of the TV/video unit. 17.Staff repaired seven sanitary sewer breaks. 18.Staff cleaned and jetted three neighborhoods. 19.Created a map grid system for each Lift Station and then numbered each manhole that leads into that particular Lift Station to provide a systematic approach to maintenance and repair. 20.Established a sanitary sewer CIP. • 21.Replaced the three water meters that are used to regulate the water volume from the City of Roseville. 22.Repaired five water main breaks. 23.Established a water system CIP. 24.Storm Water improvements were made at the following sites; a. Valentine Park Ditch b. McClung Ditch c. Indian Oaks Pond d. Oak Ave Ditch. 25.Repaired eight storm water catch basins. 26.Cleaned and jetted two neighborhoods. 27.Completed Phase One of the federally mandated Storm Water Pollution Prevention Plan (SWPPP) which involved public education. a. Mailed educational literature to every household. b. Mailed educational literature to every business. 28. Karth Lake pumping station installed to regulate the level of the lake. . 29. Storm water management improvements were made in the Karth Lake East & Ingerson neighborhoods in conjunction with the PMP process. II. Parks and Trails 1. New playstructure installed at Royal Hills Park. 2. Park & Trail maps were updated. 3. New Park facility installed at Cummings Park. 4. ADA & field improvements made at Perry Park. 5. New bleachers and safety fences installed at Royal Hills and Valentine Hills Parks. 6. 18 new trail benches installed. 7. Approximately 1,000 feet of handrails installed along trial sections. 8. Wood chipped the trails between Venus & Cty Rd E2. 9. Created a new trail entrance off of Old 10, north of Cty Rd E2. 1 O.New trail section installed in Cummings Park. 11.New trail section installed along Hamline Ave( part of 2003 PMP Ingerson project) 12.New trail section installed on the south side of Hwy 96 from Lexington to N. Snelling Ave. 13.ADA trail entrance installed at Floral Park. • 14.The Norma Ave- Floral Park trail section was redone & a storm water management pond created to control water levels in the area. 15.New trail sections added at Crepeau Park. 16.Six new benches installed in City parks. 17.Three City flower Gardens were converted to Perennials. 18.Completed first year of winter plowing of all paved trails. 19.Installed an ice skating trail at Valentine Park. 20.Second year of the Buckthorn pick-up program. This program had 59 pickups in 2003, up from 19 in 2002. 21.Planted 27 trees in City Parks. 22.Completed five Boy Scout Eagle Award projects which resulted in the following park/trail improvements; a. 75 bird/habitat house built & installed b. 400+ perennial flowers planted. c. Buckthorn removal at Crepeau Park. 23.Completed two prairie grass controlled burns at Crepeau Park & City Hall. III. Staff Training 1. The following Staff acquired new Licenses; Scott Freyberger- City Water Aaron Andrews - City Water 2. The following Staff renewed their Licenses; Joe Mooney- Sanitary Sewer & City Water Pete Saxe- City Water Dave Winkel- Tree Inspector Scott Freyberger- Tree Inspector Jim Perron- Sanitary Sewer & City Water 3. The following training seminars were attended by Staff; Traffic work zone safety Sweeper School Vactor School Sanitary Sewer TV/Video Storm Water Management Practices Lift Station Management Hazardous Material Handling Asphalt Repair/Pot Hole Patching 4. In addition, 26 safety videos were viewed by Staff. 5. Third year for the Labor Management Committee(LMC) O & M Goals for 2004 1. Completion of 2003 PMP `Punch List'. 2. Completion of 2004 Edgewater PMP. 3. Begin planning process for 2005 PMP. 4. Update the Pavement Condition Index (PCI) for all City streets. 5. Develop a Unit assessment policy for the PMP process. 6. Completion of the following projects; a. Lift Station #7. b. Develop a pumping model for Karth Lake. c. Booster Station redesign. d. SCADA for all Lift Stations & Booster station. e. New Park facility at Perry Park. f. Trail segment on the Cty Rd E Bridge. g. New trail section connecting Perry Park to Chatham neighborhood. h. Trail underpass at Tony Schmidt Park. i. Installation of new City Street Signs. . j. Smooth transition into the new RC/AH O&M facility. k. Phase two of the SWPPP. 1. New trail section at Cleveland & Cty Rd E2 in. Field improvements to Perry Park. n. Trail section on the north side of Hwy 96. 7. Successful (Win/Win) outcome of the Union Contract negotiations. 8. Create seven new Park perennial flower gardens. 9. Successful outcome for the `Day in the Park' celebration. 10.Develop a plan for the the TV/cleaning of sanitary sewer lines based on the new grid map. 11.13egin negotiations with MSI for a new trail connection with the existing Hamline Ave. trail. 12.Improve PTRC relationship with the City Council. 13.Increase the percentage of License holders in O & M. 14.Improve the managerial skill levels of Jim & Michelle. 15.Stay Healthy. • r Recreation Accomplishments — 2003 • The Recreation Program Supervisor coordinated the City Annual Celebration— Celebrating Arden Hills—Beach Barbecue. • Statistically, the Recreation Department had a very successful 2003: o We offered 30 programs in winter. Four programs were cancelled due to low enrollment. This is a 87% success rate. We had 285 participants. o We offered 96 programs in spring/summer. Thirteen programs were cancelled due to low enrollment. This is an 86% success rate. We had 1,095 participants. o We offered 39 programs in fall. Eight classes were cancelled due to low enrollment. This is a 79% success rate. We had 534 participants. o Overall,we offered 165 programs in 2003. Twenty five classes were cancelled due to low enrollment. This is a 85% success rate. Our goal . for 2003 was at least an 82% success rate. We had 1,914 participants which is+249 participants from 2002. • We trained and certified all of our Playground Leaders in CPR/First Aid through the Red Cross. This was feasibly possible through a cooperation with the Northwest YMCA. • Our Playground Programs in 2003 were very successful. Our enrollment went from 84 participants in 2002 to 115 participants in 2003. The evaluations from the program were overwhelmingly positive. • We have made numerous improvements in our parks. These improvements will be helpful in increasing our participants in programs and also improve the quality of the programs we offer. In particular,the Perry Park Improvements and the addition of the Cummings Park Picnic Shelter will be tremendous for programming in both parks. 01 RECREATION GOALS — 2004 • 85 % success rate on classes for the year. • Increase in program participation by at least 10%. • Research three different Recreation Software Products for possible inclusion in next year's budget. • Attend Minnesota, Parks, and Recreation Programming Meetings atleast 5 times this year. Attend the annual conference in November. • Coordinate with Tom Moore (Co-Chair) and Staff Event Committee to produce a successful 2004 Celebrating Arden Hills Event. • Increase my understanding and knowledge of Parks and Trails Issues as they relate to the City of Arden Hills. • Evaluate our relationships with local sports associations. Research possible user fees.
