The regular meeting of the Ramsey County Parks and Recreation Commission was called to order by Chair
Straumann at 6:00 p.m., at the Ramsey County Parks and Recreation Department, 2015 North Van Dyke
Street, Maplewood, Minnesota.
Members Present: Deb Falkowski, Phil Jenni, Jonathon Kusa, Gale Pederson and Richard Straumann
Members Absent: Terry Huntrods and Elyssa Weber
Staff Present: Greg Mack and Larry Holmberg
APPROVAL OF AGENDA
Chair Straumann asked for a motion to approve the agenda. Ms. Pederson moved, seconded by Mr. Kusa
that the agenda be approved. Motion carried.
AMPPROVAL OF MINUTES
hair Straumann asked for a motion to approve the minutes of the December 13, 2005 meeting. Ms.
Pederson moved, seconded by Mr. Kusa, that the minutes of the December 13, 2005 meeting be
approved as mailed. Motion carried.
APPROVAL OF BY-LAWS FOR 2006
Chair Straumann asked for a motion to approve the by-laws for 2006. Mr. Kusa moved, seconded by Ms.
Falkowski, that the by-laws be approved for 2006. Motion carried.
ELECTION OF OFFICERS
Ms. Pederson nominated Mr. Straumann for Chair, seconded by Mr. Jenni. Hearing no additional
nominations, Ms. Pederson made a motion to close nominations for Chair. Ms. Pederson moved,
seconded by Mr. Jenni, that nominations be closed and a unanimous ballot be cast for Mr.
Straumann as Chair. Motion carried.
Mr. Kusa nominated Ms. Pederson for Vice chair, seconded by Ms. Falkowski. Hearing no additional
nominations, Mr. Kusa made a motion to close nominations for Chair. Mr. Kusa moved, seconded by
Ms. Falkowski, that nominations be closed a unanimous ballot be cast for Ms. Pederson as Vice
Chair. Motion carried.
REVIEW OF 2005 PARKS AND RECREATION COMMISSION WORK PROGRAM AND DISCUSSION OF
2006 PARKS AND RECREATION COMMISSION WORK PROGRAM
Oe Parks and Recreation Commission reviewed their 2005 Work Program. The Lake Josephine County
Park and Bruce Vento Regional Trail extension were completed in 2005. Other 2005 objectives are ongoing
and will be included in the 2006 Work Program. Under Natural Resource Management, both reviewing and

making recommendations on natural resource management programs and review findings of the annual
doer herd census were completed. These two tasks, however, are ongoing and will be included in the 2006
ork Program. Under Special Projects, the Commission participated in formulating the draft system plan.
Other efforts under Special Projects are ongoing in nature. Annual Activities are also ongoing in nature and
will be included in the 2006 Work Program.
The Commission also recommended adding the Active Living Ramsey County program to the 2006 Work
Program.
Staff was asked to incorporate elements of the Department's 2006 Work Program that warrant Commission
review and involvement into a draft 2006 Work Program for the Commission's review in February.
The Commission also discussed putting together a "State of the Parks" Report for presentation to the
County Board in 2006.
DIRECTOR'S REPORT
Greg Mack stated that he has met with the Metropolitan Council Open Space Commission to discuss funding
priorities and the procedure by which those priorities are set. The current reimbursement policy in effect
allows larger agencies to buy priority for their projects. The issue is not resolved and will be taken up by the
Commission at upcoming meetings.

ere are currently two openings on the Parks and Recreation Commission and new members are being
solicited.
