Members Present: Phil Jenni, Jonathon Kusa, Gale Pederson and Richard Straumann Members Absent: Deb Falkowski, Terry Huntrods and Elyssa Weber Staff Present: Greg Mack, Larry Holmberg and Jody Yungers APPROVAL OF AGENDA Chair Straumann asked for a motion to approve the agenda. Mr. Jenni moved, seconded by Mr. Kusa that the agenda be approved. Motion carried. PPROVAL OF MINUTES hair Straumann asked for a motion to approve the minutes of the October 11, 2005 meeting. Mr. Kusa asked for an explanation of the decentralized workers compensation system in the county. Once provided, Mr. Jenni moved, seconded by Ms. Pederson, that the minutes of the October 11, 2005 meeting be approved as mailed. Motion carried. REVIEW OF DRAFT SYSTEM PLAN Greg Mack distributed the Parks and Recreation Department's draft System Plan for the Commission's review and comments. The System Plan begins with a preface, introduction, Ramsey County's mission statement, overview and system components. The System Plan is broken down into several categories: Regional parks, Regional Trails, County Parks, Protection Open Space and Special Use Facilities. Each regional park has two maps, one depicting park development and the other, natural resource management plan. The regional parks summaries include a section on environmental natural areas. Each regional trail corridor, county park and protection open space includes one map. The special use facilities are grouped together on one map. The Parks Commission members made the following suggestions for changes to the system plan: ➢ Move summary sections after partnerships (which is a new section). ➢ Include tabbed dividers between major groups ➢ Include definitions of terms used in the Natural Resource Management sections of each park/trail/open space summary. ➢ Add definitions to legend of natural resource management map. List once-not in every regional park write-up. Put after"Overview" and then key on map. Map should reflect future. ➢ Consider adding "open water" to legend on Natural Resource Management map; reduce number of categories. ➢ Consider a gray scale to show future development on maps. 1 0 ➢ Add existing trails at Battle Creek— north side of Creek. ➢ Remove Keller-Roselawn picnic area (will not be included as part of redevelopment plan for park) ➢ On maps, show major roadways such as 35W and 1694. ➢ Bruce Vento Regional Trail map— remove "Ramaley Avenue" name. ➢ Regional trails maps should include major municipal connections. ➢ Trout Brook—Will change to regional trail. Suggested revisions will be completed by February meeting. The system plan and maps will be consolidated into a PDF file for distribution to various stakeholders for review and comment. The final draft of the System Plan will go to the County Board. DIRECTOR'S REPORT The County Board approved agreements with the City of Maplewood for construction and easements for the Bruce Vento Regional Trail. The 2006-2007 budget committee adopted the proposed budget. Truth in Taxation hearings will be held on December 13, 2005. e budget includes an 11.6% increase in tax levy for Parks and Recreation. Funding of lifeguard services Was reinstated for six beaches (Lake McCarrons, Lake Johanna, Lake Josephine, Snail Lake, White Bear Lake and Long Lake). Tamarack Nature Center staff and outside stakeholders are working on visioning of the Center and future strategic direction. This information will provide a foundation for the exhibit plan.
