RESOLUTION NO. 06-62
A RESOLUTION SUPPORTING THE DEDICATION AND DESIGNATION OF A
TRAIL SEGMENT IN ARDEN HILLS AS THE ELMER L. ANDERSEN MEMORIAL
TRAIL.
WHEREAS, Elmer L. Andersen served the people of Minnesota for many years and in many
capacities, including that of Governor, State Senator, and Chairman of the University of
Minnesota Board of Regents;
WHEREAS, Governor Andersen had a deep and abiding interest in preserving the natural and
historical resources of the State and Nation for the use and enjoyment of the general public;
WHEREAS, Governor Andersen was instrumental in the creation of Voyageurs National Park,
the University of Minnesota Landscape Arboretum's Andersen Horticultural Library and the
Ramsey County Historical Society along with the restoration and interpretation of many state
historic sites;
WHEREAS, Governor Andersen was recognized by the Izaak Walton League and the
Minnesota Parks and Trails Council for his tireless efforts in conservation and natural resource
protection;
WHEREAS, Governor Andersen lived on the shores of Lake Johanna for a quarter century,
gaining pleasure and perspective from the natural resources of Arden Hills;
WHEREAS, Arden Hills, Ramsey County and New Brighton have the opportunity to create a
regional trail linking two regional parks, consistent with Governor Andersen's stated interests.
NOW, THEREFORE,BE IT RESOLVED that the City of Arden Hills dedicates and
designates the existing segment of trail extending northeast from the intersection of Cleveland
and County Road D to the boundary of Tony Schmidt Regional Park as the Elmer L. Andersen
Memorial Trail.
BE IT FURTHER RESOLVED that the City of Arden Hills encourages Ramsey County and
the City of New Brighton to complete this trail, so designated, through Tony Schmidt Regional
Park to Long Lake Regional Park and beyond.

GUIDELINES TO ASSIGNING NAMES TO PARKS, TRAILS, AND
RECREATION FACILITIES
Naming Procedure
-- Any Arden Hills resident, business, or organization may submit site
names to the city.
-- Submissions for parks, trails, and recreation sites will be given to the
Parks Trails and Recreation Committee (PTRC) for deliberation.
-- After careful consideration the PTRC will submit a recommended name
to the City Council for final approval.
Naming Criteria
-- Geographic names must relate to prominent surrounding features to
help the public identify the site's location such as lake names, names of
bridges, street names, or community names.
-- Historic names must be associated with important events that happened
in the area.
-- Functional names must provide a link to the activities, services, or
programs associated with a site.
-- Memorial names are meant to honor those who made significant
contributions to society through years of service or donation AND
to honor those who have been deceased for at least three years.
-- Renaming parks, trails, or recreation sites is generally discouraged as
it removes the honor and societal value of the existing designation.
Memorials
Memorials such as plaques or trees may be donated as a tribute to
deceased residents AND to honor those who made significant
contributions to society through years of service or donation.
Donors must pay the full cost of the memorial procurement, installation,
and maintenance. Plaque size and location plan must be approved by
the Public Works Director with installation supervised by his/her staff.

Established by Arden Hills City Council.
General Purpase for Committees and Task Forces:
The overall purpose for committees and task forces are to improve the value of the Arden
Hills citizens' property, increase the desirability of Arden Hills as a place to live or work,
and to enhance/protect the health and well-being of the citizens.
While the City Council and City Staff have the sole responsibility for all activities with in
the city of Arden Hills,from time-to-time they find it desirable,advantageous and
necessary to bring together residents of Arden Hills in order to broaden and enrich the
discussion around possible decisions. As an example,the City Council's ability to debate
and consider far-ranging alternatives is stifled by the risk that the mere discussion of
alternatives will engender them with undeserved merit. In addition,Arden Hills will
always seek to hire the most qualified and capable employees,but in doing so we will
frequently hire staff that is not intimately connected to the Arden Hills neighborhoods.
Therefore it is critical that the City create a mechanism where the City Staff can get
unfettered and unbiased reaction to their novel thoughts and ideas.
The Commission, Committee and Task Forces are established to broaden and enrich the
content that will ultimately be enacted or authorized by the elected City Council.
Miss in I Purpose,
Parks,trails and recreation in Arden Hills enhance the health and well-being of the
residents/guest,improve the value of citizens' property,and increase the desirability of
the city as a place to live or work. The PTRC represents the interests of Arden Hills'
citizens in leading the ongoing development,improvement and maintenance of those
resources. The PTRC members gather and consider community input and recommends to
the City Council actions that support those interests;monitors use of and improvements
in parks,trails and recreation;and collaborates with other city committees and
commissions to improve parks and trails.

1) Meetings will usually be held once per month,until the assigned purpose has been
accomplished.
2)Meetings will-follow Rules of Order established by the committee
3)The agenda for the meetings will be established in conjunction with the staff liaison
4)Monthly minutes will be maintained by the staff liaison and reports provided to
Council.
5)Mien actions of Council are required they will be submitted in the form, of a Possible
Motion with a summary identifying the critical elements to be included in the motion.
Reports,updates,suggested policies are not actionable by the city council and their
presentation to council does not lead to authority to proceed.
Expectations of PTR!L Members:
1)The interests of Arden Hills and its residents are foremost.
2)Participation of PTRC members is key to their contribution:
a)Members should be present at and involved in meetings of the committee
b)Members should be actively engaged in discussing issues,sharing perspectives
and raising question:that are essential elements of"good decision-making".
c)Effective participation derives from continually learning about Arden Hills'
parks,trails and recreation and the physical and political environments in which
they exist. This learning process includes formal opportunities afforded by PTRC,
as well as informal opportunities that occur in the course each member's activity.
d)As a guideline,members should expect to spend approximately 6 to 8 hours per
month in their work on the PTRC committee.
3)The PTRC is a group of peers—Do single member has more standing or power than
another.
4)Respect for the opinions of other members,and for those with whom the PTRC
interacts, is a hallmark of the committee's work. Member;;seek clarity in presenting their
views,and represent a sense of stewardship in all that they do.
5) PTRC members engage in continual self-assessment of their performance on the
committee. As needs arise,they seek education,input and the skills necessary to their
performance.
6)The PTRC provides opportunity for the education of its members,both as a part of
committee meetings,and through access to outside educational events. Members are
expected to actively participate in these opportunities.
7)Some or the PTRC's work involves subjective judgment,where there is not enough
data to make the decisions that are necessary. Members who are most successful in these
decisions are those who are aware oftbe values in their neighborhood, willing to engage
in the discussion of values,and respectful of those values held by others that might differ
from their own.
8)By design the PTRC is composed of individuals with diverse perspectives and
experience. The committee benefits from these contrasts that this diversity engenders
and seeks to improve the decisions in makes and actions it takes by understanding the
differences and resolving disputes that arise during discussion of issues and plans.
Friends of the Parks and Trails of St:Paul and Ramsey County
GIVE A TREE
Stuck on what to give that special someone who has two-of everything? How about a tree? We will send
` your friends a notice and next spring the tree will be ready for pick up and planting. Or,better yet,
contribute a tree to be planted in a park in any of the park systems listed below as a tribute to a friend.
GIFT TREES: The Friends will send a handsome hand stamped holiday gift announcement and a
reminder in the spring to pick up the tree for planting. Pick up sites will be in Maplewood and St.Paul.
TRIBUTE TREES FOR PARKS: Order a gift tree in honor of a spouse,friend or customer,and -the Friends will send a seasonal gift announcement to each recipient. Come spring the tree will be planted
by park workers in a park. A map showing the location of the tree will be sent to the recipient in the
summer.
