ARDEN HILLS CITY HALL 4364 W. ROUND LAKE ROAD CALL TO ORDER DRAFT Vice Chairperson, Don Messerly, called the August 22, 2000 meeting of the Parks, Trails and Recreation Committee to order at 7:15 p.m. MEMBERS PRESENT Members present were Rich Straumann; Don Messerly; Don Tix; and Steve Zilmer; with Jim Johnson arriving at 7:24 p.m.; and Patrick Krenn arriving at 7:30 p.m. MEMBERS ABSENT Members absent were Louis Speggen; Jim Crassweller; and David Grant, Council Liaison. OTHERS PRESENT Others present were Tom Moore, Parks and Recreation Director; Michelle Olson, Recreation Program Supervisor; and Sheila Stowell, Recording Secretary. APPROVAL OF AGENDA The Agenda was approved by consensus. APPROVAL OF MINUTES Minutes of the June 27, 2000 meeting were unanimously approved as presented. AGENDA ITEMS Committee members noted the renaming of the committee to the Parks, Trails and Recreation Committee. Discussion of Comprehensive Parks, Trails and Recreation Plan Craig Churchward, Manager and Landscape Architect with the firm of Short Elliott Hendrickson, Inc. (SEH) reviewed the credentials of his firm and their expertise related to providing the City with a Comprehensive Parks, Trails and Recreation Plan. Discussion items included future sidewalk installation promotion; and how to involve residents in park improvement discussions. ARDEN HILLS PARKS, TRAILS & RECREATION COMMITTEE 2 • Review of Summer Park Projects Director Moore briefly reviewed summer projects completed to -date, including: ■ Ingerson Park playstructure completion ■ Pavement projects completed at Perry Park (warminghouse entrance); Sampson Park (trail connection/parking lot); and Freeway Park (ramp to ice rink) ■ Cummings Park (warminghouse fire damage repaired by City staff at a substantial savings) ■ Crepeau Nature Park (bridge repaired; dam installed) ■ Pickup truck purchase (increased size to 1 ton) Trinity Lutheran Church/Hazelnut Park Director Moore provided a brief history of the City's use of the Trinity Lutheran Church parking lot. Mr. Moore provided a report on improvements made to the church's parking lot as compensation for past usage by the City. Mr. Moore requested suggestions from committee members. It was the consensus of committee members that the parking lot and access to the park was vital to the community and Hazelnut Park. MOTION: Krenn moved and Straumann seconded a motion to recommend staff pursue preliminary discussions with Trinity Lutheran Church regarding purchase of their parking lot and adjacent strip of land, with the possibility of leasing the parking lot back to the church for their use. PARK UPDATE Mr. Moore reported that the City's Consulting Engineer firm would be developing a garden design; reported on recent trail grooming improvements by the Parks Maintenance staff; and provided an update on Tony Schmidt Park construction by Ramsey County. Mr. Moore requested setting a date for Park Tour III and it was scheduled for the next committee meeting date, 6:00 p.m. on September 26, 2000, at City Hall to briefly review any agenda items; then on to the parks (Crepeau, Freeway, Floral, and Royal Hills). Committee member Krenn reported several maintenance items along the trails. RECREATION UPDATE Ms. Olson provided an update on recreation programs to -date. Discussion included the increased usage of the soccer program; new preschool soccer league; staffing of after school and evening programs; Skyhawks after school sports programs; favorable comments from residents and increased numbers from new recreation brochure; 2000 Safety Camp and preliminary talks with the City of Roseville for future camps, continuing discussions with the future of the City of Shoreview; and the need for Arden Hills pictures included in the next issues of the recreation guide so it fully represents the City. ARDEN HILLS PARKS, TRAILS & RECREATION COMMITTEE 3 COUNCIL LIAISON REPORT Council Liaison Grant was not present to provide a Council report. DATE/TIME OF NEXT MEETING By consensus, the next meeting was scheduled for Tuesday, September 26, 2000 at 6:00 p.m. at City Hall. It was also the consensus of the committee that the remaining two landscape architectural firms each make a ten-minute presentation prior to the park tour. OTHER ITEMS FOR DISCUSSION Director Moore reported on recent resident concerns regarding no ice rink at Valentine Hills Park, as recommended last year due to lack of usage and maintenance difficulties. Mr. Moore reported that he has received approximately sixteen (16) phone calls and a similar number of E- mails regarding this issue. Mr. Moore will be meeting both informally and formally with the group to address their concerns. Cummings Pleasure Rink Mr. Messerly brought up past discussions regarding the pleasure rink at Cummings Park. Discussion included the usage and maintenance of pleasure rinks vs. the use of the hockey rinks at various parks. Bethel College Mr. Tix asked for clarification on the Bethel project. Mr. Moore reported that he had just heard from Bethel's Athletic Director, and they would begin construction as soon as possible. ADJOURNMENT MOTION: Straumann moved and Tix seconded a motion to adjourn the meeting at 8:22 p.m. The motion carried unanimously. Although commonly done for aesthetics, there are several other factors involved that establish the need for pruning. Establishing Structure. Pruning to correcting poor branch structure at an early age reduces the potential for breakage and tree failure when the tree matures. Maintaining Structure. Since trees grow, their structure changes. ` Because of this, it is necessary,to prune trees regularly to correct these potential structural problems. In addition, it is also necessary to "thin" the tree's canopy to allow wind to freely pass through. This helps minimize the potential for insect and disease development and more importantly can reduce wind -related damage. Eliminating Hazards. Dead, broken, or decayed branches and trees present hazards for both humans and property. Consequently these branches and trees need to be pruned and removed as soon as possible. Sanitation. An important part of maintaining tree health involves removing diseased and insect - infested branches and trees. This helps to minimize the spread of insect and disease problems. A healthy, well maintained tree is not only beautiful, but can add considerably value to your home. S & S Recommends 1. Begin pruning trees within the first two years after planting. 2. A vigorous tree can naturally defend itself against threats by insects and diseases. Fertilizers for trees normally contain three elements: nitrogen (N), phosphorus (P), and potassium (K), collectively known as macronutrients. Other essential nutrients include the secondary S & S fertilize trees by soil injection —placing macronutrients (N, P, and K) in liquid solution directly into the root zone. This method has the added benefit of aerating the soil. Micronutrients are typically injected in capsules directly into the trunk, although they can be incorporated into soil injection solutions. Tree fertilization should occur in either spring or fall, although it is beneficial to fertilize trees with severe nutrient deficiencies at any time during the growing season. S & S Recommendations 1. Fertilize annually to improve and maintain health and vigor. 2. Fertilize both spring and fall for trees under stress due to insect, disease, or other factors. 3. She added she had responded to Mr. Lynch with regard to the City's position on the board, in anticipation of their September 28 meeting. Councilmember Rem stated that a web site has been created for the RAB, which contains site maps and Army documentation. Councilmember Rem stated that diversion funding for Northwest Youth & Family Services has been restored. Councilmember Rem stated that residents have expressed a wish to see the Valentine Park ice fink put back in place this winter. She added the neighborhood will be circulating a petition for presentation to the Council. Councilmember Aplikowski stated the park is not conducive for an ice rink. Mr. Wilson, 1677 Lake Valentine Road, stated he lives in that neighborhood and the residents were not informed that the rink would not be put in the park until it was too late. He added residents would like an explanation. Mayor Probst stated if the neighborhood wants a rink in the park, the Council has the ability to do that although the site conditions make it difficult. He added that the Parks & Recreation Committee recommended that an ice rink should not be put in Valentine Park due to the low number of skaters and difficulty in keeping it staffed. Mr. Wilson stated the neighborhood was not made aware of this decision. Mayor Probst stated the Parks & Recreation Committee should address this issue and present a recommendation to the Council. Councilmember Aplikowski stated the issue will be on an upcoming agenda for the Parks & Recreation Committee. Councilmember Larson asked, with regard to the State of Minnesota Human Rights Board, whether a representative of the City could serve on their board. Councilmember Rem stated that a resident had been representing the City, and she was also willing to serve as a representative. Mayor Probst stated that the Council had changed its Human Rights group's status from commission to committee in 1991 or 1992, and more recently, did not re -appoint the committee as efforts to revitalize the group had failed. He added the Council has the ability to reinstate that group, stressing the difficulty the City had in the past with recruiting participants and keeping the group together. CouncilmemberLarson stated, in his opinion, the City should have a representative on the Human Rights Board to represent the City in some capacity. Mayor Probst stated he is comfortable with continuing the ongoing appointment. Councilmember Aplikowski stated she would support a committee that would meet problems which might arise. She added she would not support a committee in place to discuss problems in other communities. She noted, in her opinion, a human rights committee is necessary only if there is a need in the community.
