Moore, Parks and Recreation Director SUBJECT: Reminder — Tuesday, April 25, 2000 Park Tour II Just a reminder to everyone that we have a special agenda for Tuesday, April 25, 2000. We will meet at 6:00 p.m., Arden Hills City Hall, then proceed with Park Tour II. The tour will involve touring the following four Parks; • Arden Manor • Valentine • • Arden Oaks • Sampson Attending Committee Members will fill out an Evaluation form for each Park. The tour should take approximately 90 minutes. Councilmember Lois Rem will also be participating in this event. Committee Chairperson Johnson will conduct the tour, as I will be unable to attend. I will be managing the opening night festivities for the 2000 Arden Hills Adult Softball League at Perry Park. (Actually, I am handing out all the equipment for the Tuesday League.) I will tabulate the results of the Park Tour II Evaluations and provide them at the May 23, 2000 Park and Recreation Committee meeting. If you are unable to participate in Park Tour II please let me know. The City has installed Voice Mail, so you can reach me 24 hours a day. Many parents shoot hours of video and snap dozens of pictures of their children's games only to store them away never to be seen again. The problem is that much of the video is not great and the pictures are difficult to organize. Even with the best of intentions, we parents and coaches seldom get around to the task of editing the videos and identifying the best photos. • At the Edina Art Center, parents and coaches can use a video copy stand to capture photos or slides to video as well as using video copying and editing equipment to produce a finished video. A really great team -highlights video can be produced easily and economically if parents combine their videos and pictures. None of the original content is lost but the finished high - quality video is one that everyone will enjoy watching. Our facility offers digital video camcorders, digital video mixer, audio mixer, photo and video copy stands, video copy decks and an outstanding new Casablanca non -linear video editing system. With our equipment, you can make slide shows, video scrapbooks, edited videos with music or voice, laminated signs, T-shirt transfers, and more: We are here to show you how! CITY HALL CALL TO ORDER Chair Don Messerly called the meeting to order at 7:02 p.m. ROLL CALL Present were Don Messerly, Committee Chairperson, Dorothy McClung, Don Tix, Jim Crassweller, Jim Johnson, Rich Straumann, Steve Zilmer, Patrick Krenn, David Grant, Council Liaison, Thomas J. Moore, Parks & Recreation Director and Michelle Olson, Recreation Program Supervisor. Absent Louis Speggen. APPROVE MINUTES Changes to Page 1— Approve minutes — January 25, 2000, instead of February 29, 2000. Rich • Strauman should have two N's. COUNCIL REPORT Jim Johnson was approved as the new chairperson, effective April 25, 2000, of the Parks & Recreation Committee. Council has had a lot of variance requests. This may be due to the economy right now; people seem to be adding on to homes. This has kept Council very busy. Council had one Special Use Permit come by for a business in a residential neighborhood. It was for a personal training studio. The studio is sound proofed and will not have much of an impact on the neighbors. Council was very pleased to see that she followed through with all of the appropriate approvals through Council. Don Messerly asked if there would be a sign at this home. Councilmember Grant reported that there would be no sign. There will only be up to 3 clients at a time and they will all be able to park in the driveway. Town Hall Meeting is Saturday, April I", at 8:30 a.m. at Bethel College in Benson Hall. It was decided at the City Council meeting last night that the Council will take part in the Adopt -A - Flower Garden program as well as in a Day -In -The -Park. 0 • AGENDA ITEMS 1. Sampson Park Update: Don Messerly took a vote on how any committee members had ever been to Sampson Park. Three of the nine members reported that they had visited the park. Staff reported that we have been doing an extensive amount of work there. The park has had a bad infestation of carpenter ants in the trees and storm damage, which has never been repaired. We had to take some trees down. We placed a safety swing box for the swing set. The park is on a dead-end street and there is no stop sign for those going into the park. Marty Rye, a member of the Planning Commission and resident in that neighborhood, reported it was not unusual for kids to drive at night through the park and get on the trails with motorcycles or cars on joy rides. There was a dead-end sign that was covered by pine trees. The City repositioned the sign in a more appropriate position so that it is more visible. Staff strung up heavy-duty chains at the park entrance with reflectors along with a new stop sign on a tire at eye level. Staff put reflectors on every post in the parking lot as well. They are visible from 500-700 feet from the park. If somehow one gets through that, behind the basket, we put down concrete bumpers. Staff is recommending that we move up the Sampson Park Playground Structure replacement to this year. It is scheduled to be replaced in 2001. Staff would like to get the park improvements done all at once. The play structure is about 18 years old and one of the oldest in the City. Staff will reforest the area where trees we* cut down. Council member Rem donated a tree for that. The City will also blacktop the area from the Basketball Court to the trail. This will complete the trail hook-up from the park. It gets muddy and worn down in that area. Don Messerly reported on the history of the Park's names and trees. The Sampson family took it upon themselves to plant different types of trees there. 2. BRW Park Projects Proposals The proposals are a substantial amount of money. Staff asked for estimates on repairing the bridge over the wetland and the grass trail and moving the warming house as well as replacing the building. A question was raised with regard to what is going to be the purpose of the park fund. We have $475,000 in the park fund. Hazelnut warming house was scheduled to be replaced this year in the Capital Improvement Plan (CIP). The CIP was allocated $25,000. The warming house is estimated at $132,000. It is a bigger project than what was anticipated 5 years ago when put on the CIP agenda. Pat Krenn asked if the $25,000 estimate was for a wooden building. We want a concrete building due to drainage and vandalism problems. In the meantime, there has been $25,000 allocated in the year's budget. Staff recommends that we take that $25,000 and replace the play structure at Sampson Park, which would come to approximately $19,416. Staff would like the opinion of the Committee and take that recommendation to the City Council for approval. It requires Council action because they voted on the allocation of CIP dollars and not Staff would have to ask for Council approval to change that allocation and to justify the reasons for those changes. Jim Crassweller made a motion to allow Staff to go to Council and ask to reallocate the funds designated for work at Hazelnut Park to the replacement of the structure at Sampson Park. Steve Zilmer seconded the motion. The committee passed the motion unanimously. Don Tix asked how many more years the warming house at Hazelnut will last. Staff feels that we could get one more year of use to of it. Don Tix asked if there had been any other bids or options looked at. Staff brought up that we could bring in a portable trailer set up. It would have heat and electricity. It is dropped off for the season, you pay a damage deposit. At the end of the season it is pulled out. It was stated that Shoreview and Roseville have done that in the past. The committee asked if we could get the trailer down the steep hill. Staff does not believe it would be a problem. A discussion took place on the removal of the berms on Fields #1 & #3. If the berms were removed, those fields would be regulation. Dorothy McClung stated that the reasons for putting in those berms was to appease the neighbors. They had many neighborhood meetings to discuss options and the residents liked the idea of berms. We would have to really look at all of the factors before removing them. • Staff discussed the idea of moving the road at Perry Park to accommodate a general skating rink' and basketball hoop. We would like to make Perry Park a family park. Jim Johnson asked about the outfield fence and what the price is for that. Staff responded that the fence at Field #2 was in the CIP. $8,500 was allocated this year and $8500 for next year to put a fence on Field #1. The fence at Perry Park #2 is being put in this week. Ten foot high fence, 270 feet all around with 20 foot high foul poles. We will be putting up signs for the dimensions and for field #'s. All of these improvements to Perry Park would help it to become a multipurpose park. 3. Park Tour #2 Staff reported on Arden Manor and all of the improvements it is going through. The playground structure is scheduled to be delivered April 3rd. Phase II will involve a fence around the basketball court, half court soccer field, trees, landscaping and black topping the service road. The Committee set up Tour Date #2 to evaluate Arden Manor, Valentine, Arden Oaks and Sampson. These are small parks and we can probably get through the parks in 1 —1-%2 hours. The tour was set up for April 25th at 6:00 p.m., prior to the regularly scheduled Parks and Recreation Committee meeting. Staff will provide the comment charts for each park. 0 RECREATION UPDATE 0 1. Staff reported that we are busy preparing for the Easter Egg Hunt. Staff has made some headway with regard to volunteers. Retired General Mills employees will be helping to fill the 2000 plastic eggs. We will have 15-20 students from St. Odilia to help out at the hunt. 2. Registration for Spring Classes is going strong. A lot of the classes are filling up quickly. The Firearm Safety Course is full and we did implement the resident sign-up grace period, which did succeed in filling the class halfway before the DNR posted it. It is now officially full! 3. Skyhawks classes are going very well. The numbers are strong for all of the sports classes. Spring has been busy! As soon as the warm weather comes on, people really get excited about becoming active outdoors. 4. The Summer Recreation Guide should be in the mail in 2-3 weeks. The Fall Recreation Guide is scheduled to be the "New Look." Staff met with Highpoint Creative, our designer, to set up our ideas and organize the look we want. We will be bringing some options and samples to the committee and to council for their feedback. We are exploring having photos for the cover and having a photo contest for the cover within the community to get them involved and excited about the new look. We will bring in some changes such as 3 issues a year instead of 4, a sibling rate, coaches discount and the general reorganization of the format. Staff will keep the committee informed. 0 A Thank -You note, addressed to Staff from Roseville Parks and Recreation, commending Ms. Olson, was read to the committee. PARK UPDATE ' 1. The Park Maintenance Staff is being sent to various training, seminars/workshops including MRPA Hazardous Tree Workshop; Playground Structure Safety Management Seminar; Bethel Tree Certification Seminar and Toro Small Engine Certification. 2. We have had vandalism problems at Freeway Park (fires, graffiti, pornographic materials, beer bottles, toilet paper, etc.) Staff has been meeting with neighbors and Ramsey County officials. Ramsey County Sheriff Deputy Joe Pagent went out and distributed brochures to the neighbors. It paid off, because some 13-14 year olds were caught on Saturday around 1:00 a.m. at the park. They live in the area. Then on Sunday, they hit us again by tipping over picnic tables and also moved the concrete bumpers. We have a neighborhood meeting schedule on April 5th at Ramsey County. The City wants to get the neighborhood involved and organized. A couple of the neighbors have volunteered for the Adopt -A -Park program. 3. We have dragged the baseball fields and the soccer fields are ready to go. Committee Member Messerly and Staff walked through Crepeau Park and we feel it has a 10 of potential. Playground signs, similar to street signs, have been ordered and staff will get 16 those up. These signs should improve the visibility and awareness of our Parks. 0 i 4. Staff reported that Committee Member Krenn graciously filled out a form from Medtronic for his volunteer work during the fall and the City will receive $500 through that program. OTHER ITEMS. 1. Some discussion took place on the price of the bridge across the swamp. Committee Member Crassweller said, "we should explore all of our options. He has run over a similar bridge in Roseville and thought it was fabulous. A general discussion took place on the price and makeup of the bridge. 2. Committee member Krenn reported that cars have been driving around Cummings Park on the grass. They are getting in from Fernwood. There used to be a big rock there. Staff reported that the rock was moved to Perry Park to prevent the same problem there. 3. Committee member Crassweller's spouse is getting her application in for the position on the Ramsey County Park and Recreation Committee. 4. Discussion took place with regard to what flower garden the Committee should adopt. They seem to favor the one on Lake Valentine Road and Old Highway 10.
