ROUND LAKE ROAD CITY HALL CALL TO ORDER Chair Don Messerly called the meeting to order at 7:02 p.m. ROLL CALL Present were: Don Messerly, Committee Chairperson, Louis Speggen, Don Tix, Jim Crassweller, Jim Johnson, Rich Straumann, Steve Zilmer, Patrick Krenn, David Grant, Council Liaison, Thomas J. Moore, Parks & Recreation Director, and Michelle Olson, Recreation Program Supervisor. Absent: Dorothy McClung. • APPROVE MINUTES January 25, 2000, minutes were approved without changes. COUNCIL REPORT Mr. David Grant reported that since we last met, Council approved the Bethel project. Part of the discussion involved where the trail would go, the homes affected, etc. A map of the Bethel project was included in everyone's packet. Council is in favor of moving the trail closer to the tennis courts and adding trees on the other side of the trail so it will go tennis courts, trail, trees, residents. So the residents will no longer have people walking through their backyards. It is better screening for the residents because the elevation drops off from the tennis courts. The residents were still concerned about the amount of screening both in terms of between themselves and the complex and themselves and the portable restrooms. Bethel said that they would be willing to spend up to $10,000 for additional landscaping, to be determined after the project is near completion. Jim Johnson asked: Does that have any effect on the City's easement property. Are they going to leave that as it? David Grant responded: They will leave the City property line. There was discussion, using the map, with regard to placement of the trails. The trail will be on • Bethel property. It is a $1.8 million project. They are now in the process of trying to raise the • money. The parking lot will be a Bethel parking lot, no joint use with the City. Jim Johnson asked if they were planning on building this year. Council member Grant believes that is their intention. Bethel has already had survey crews out there. Council approved a community development block grant for Arden Manor Park. The amount was $40,000 and would be used for landscaping, paving, fencing, etc. That will be reviewed and we will have to wait to see if we get it. There is an opening on the Ramsey County Parks and Recreation Board. If anyone is interested, the council would make a recommendation on the city level, rather than on an individual level. Hopefully, that would carry more weight. The Council would like some representation there. Jim Crassweller expressed interest and also thought his wife might be interested. He will let staff know. Rich Straumann also expressed interest. DISCUSSION OF CHAIRPERSON APPOINTMENT We need to appoint a new chairperson. Jim Crassweller made a motion to nominate Jim Johnson. Rich Straumann seconded the motion. Motion carried unanimously. The next step is to make recommendation of appointment to the City Council. VIDEOS . Staff showed two videos. The first one was on the Minnesota Recreation and Parks Association (MRPA) entitled "Your Best Investment." After showing the video, staff handed out a small packet of information on MRPA. The second video was on the playground built by the community in Janesville, WI. It details how it was built and how they raised the money. We will be showing the MRPA video at the Town Hall meeting. AGENDA ITEMS 1. Tony Schmidt Park Staff reported on the plans approved by Council. Diagrams were included in the committee packet. Don Messerly asked about the possibility of having a soccer field there. The discussion concluded that there was not enough room. Jim Johnson did notice that on the diagrams there are two restrooms shown and both are drawn (drawing A-1) as men's rooms. Staff will bring that up with the county. 2. Ingerson Park Staff reported that Jerry Ouimet wants $75,000 for the property (lot #11 on the enclosed map.) The county has assessed it at $12,000. The memo from Mr. Ouimet was enclosed in the committee packet. Mr. Ouimet claims he has other offers on the table and staff told him to go ahead and take them. We cannot purchase it at that price. Hopefully he is will come back with a better deal at a later date. No new news on the other Ingerson trail 2 easement. We have not been able to track down record of an easement between the two • houses on Lot #14 & 15 (1110 & 1120 Ingerson). It should be recorded at the county and they have not replied to us yet. We have nothing in our records. 3. Presbyterian Homes Soccer Field Usage Staff reported on this. An additional handout was provided. The field will be laid out with a regulation size field and also two smaller practice fields extending through the width. The out of pocket costs are split 50-50 with Northwestern College and the City. Every other year we will alternate the maintenance of the fields. This is a win -win situation for all involved parties. NSSA will have some opportunities to use this. 4. Day in the Park Staff reported that preparation for the event is coming along. We have come to a crossroad. We are ready to go but we now need to raise the money. We need $5,000 to upgrade the program substantially. This will be our trial year for the next year, which will be the Anniversary year. Louis Speggen suggested that the City purchase a couple of tents for use at all special events. Ray McGraw, from the City Events Task Force, has offered to help staff raise the funds. Jim Crassweller said that all we have to do is come up with a couple of gimmicks to attract the people (like Shoreview — Slice of Shoreview). They had a fire hose and were spraying people. There were a lot of people there. Pat Krenn asked why were chose Perry Park and Staff reported that the decision • was made that only three parks are large enough for the event. Perry Park, Cummings and Hazelnut and the event will be rotated between those parks. 5. Adopt a Flower Garden Staff reported that letters have been sent out to past participants (volunteers). We have a total of 7 sites. The City office staff will probably take one site. Staff is recommending that the Parks and Recreation Committee take a site and are proposing to the City Council that they, too, take a site. This event provides the opportunity to get out and meet people, interact with council and staff. Staff will present these proposals formally at an upcoming committee meeting. We are planning on converting two flowerbeds to perennials, and/or wild flowers. We are doing that for a couple of reasons. #1. Back -To - Nature appearance or perennial. #2. Easier Maintenance. It will take three years for them to become established. Rich Straumann was at a meeting with a scouting master and master gardener and they suggested that we put some perennials in the back and annuals in the front. Eventually the goal is to convert the seven sites over to perennial/wild flower/native flower gardens. This type of set up hopefully would be more efficient for us. The question was brought up by Don Tix that would the costs be higher the first couple of years. Staff reported that Ray Robinson, at Alternative Landscaping, would probably give us a deal. Steve Zilmer asked about Alternative Landscaping — don't they just deal with plants, not seeds? Staff responded that our gardens are not large enough for seeds. Lou Speggen brought up that the residents who • plant along New Brighton and Stowe Avenue have impressive gardens. It has taken 3 years to establish them. Landscaping Alternative will design the gardens and provide the plants. Jim Crassweller thought that maybe a senior citizen group might be interested in adopting a garden. 6. Town Hall Meeting - Great Hall, Bethel College Saturday, April 1, 2000. Committee members should try to be there. 8:30 — 9:00 a.m. welcome; 9:00 — 10:00 a.m., State of the City, questions and answers; 10:30 — 11:30 a.m., Lobby for Information. The mayor will introduce the committee members. Steve Zellmer let staff know he will be on vacation and thus will not be able to attend the event. 7. Basketball Court at Perry Park David Grant received a phone call from a resident who brought up the idea of a basketball court at Perry Park. The committee liked the idea. Staff will get an estimate on the court for the next meeting. DIRECTOR AND PROGRAM REPORT 1. PARK UPDATE • BRW is doing estimates at Perry Park to move the road over, adding a picnic shelter with electricity and water, fix the bridge, and remove the berms on the field. Staff feels the bridge will be very expensive. • BRW is also looking at the Hazelnut Park Warming house, which is already in the CIP. • Paved trails will be cleaned this week. • We had some trees come down. It was $2,150 to remove two larger trees. Jim Crassweller felt like there is a possibility that our insurance may cover the cost. • Scholl PropertyNaughn Property. This was included in a separate handout. The City is considering making an offer for the trail. We will then move from there. 2. RECREATION UPDATE • Staff reported winter statistics (included in packet) and warming house attendance. Warming house numbers are down from last year. A big part of that is that we asked Bethel's broomball teams to practice during non-public use times. The committee agreed and voiced concerns that public time should not be taken away by broomball teams. Staff reported that next year we would like to attend the Bethel Broomball meeting to go over the policies of the City with our rink attendants and their team managers. Pat Krenn also wondered why we closed at 7:00 p.m. on weekends. Staff responded that the number one reason was staffing issues, the number two, budget. Hazelnut Park was most utilized followed by Freeway Park, Perry Park and • Cummings Park. The general rink at Cummings Park is located on the lowest lever, which causes problems. Pat Krenn stated that the trail used to not be plowed in that 0 area to help skaters get down to the lower rink. Staff felt like we had to plow it for safety reasons. We did get notes from rink attendants in regard to skaters not arriving before 4:30 p.m. and still being there at 8:00 p.m. or close. Next year we will look at changing our hours to 4:30 p.m. to 8:30 p.m. on weeknights. The winter classes were successful. We offered 51 programs and 12 classes were cancelled. We added 5 new classes with 92 children signing up for those. We offered a great Magic Workshop with a professional magician. We had a total of 37 participants between the two classes. We can look at the numbers and those with 0 (cancelled) the past two years and we will know not to offer it again and change the type of class. • The Spring Recreation Guide is out and we are on target to change the look of the guide for fall. We are meeting tomorrow with Highpoint to discuss the redesign. We will report the progress of the project on a regular basis. • Discussion took place on t-shirts vs reversible for our T-Ball/Softball leagues and soccer leagues. Would it be an OK idea to move to reversible shirts? Pat Krenn said he likes the different colors — they base their team name on the colors. Other committee members like the reversible idea. Moore, Parks & Recreation Director SUBJECT: Re allocation of 2000 Parks Projects CIP Money Background The warminghouse at Hazelnut Park is scheduled to be replaced this year. In the 2000 Parks Projects CIP Budget, $25,000 was allocated for this project. In late February, the City Engineer and BRW staff made two visits to the site in order to determine a preliminary budget. On March 6, 2000, the City Engineer submitted his preliminary budget estimate for the construction of a new warming house at Hazelnut Park. The estimate was $132, 000. Attached you will find the itemized cost breakdown for this proj ect. • There are significant problems with the current location of the existing structure. Those problems relate to drainage, security, vehicle access and the potential future usage of the green space located by the warming house. Because of these problems, a different site location and building material needed to be selected. The current building is a wooden structure. This warming house has suffered the highest number of vandalism incidents. This is directly related to the secluded setting/ placement of the current warming house. A new location and a concrete block building would significantly improve the drainage and security issues. In addition a new location would allow for a safer vehicle access and provide the Park and Recreation Department more flexibility for the potential long-term usage of the existing green space. Recommendation Staff is recommending the following course of action; 1.) The warming house at Hazelnut Park not be replaced this year. A further review of the project be undertaken by the Parks and Recreation Committee. That the money for this future project be taken from the Park Fund. 2.) The $25,000 that was budgeted in the 2000 Parks Projects CIP for the replacement of the warming house at Hazelnut Park, be used to replace the playstructure at Sampson Park.. This playstructure is scheduled for replacement in 2001. There is $12,000. allocated in the 2001 Parks Projects CIP for this replacement. This figure does not include installation and the placement of a wood fiber safety blanket under the playstructure. The cost of installation and the safety blanket would be an additional $7,416. The total cost for the replacement of the playstructure at Sampson Park would • be$19,416. Who is Eligible? The Medtronic Foundation is committed to the communities where Medtronic employees live and work. Volunteer efforts are vital to the health of those communities. The Medtronic Foundation's Time-n-Talent Fund reinforces the volunteer involvement of Medtronic employees, retirees and members of the Board of Directors by providing financial support to nonprofit organizations where they volunteer. How Does the Fund "Work.? The Medtronic Foundation will donate $500 to a qualifying nonprofit organization to which you have given at least 40 hours of volunteer service within the past 12 months. Employees, retirees and members of the Board of Directors who are involved in more than one organization may receive more than one grant per year as long as the volunteer meets the 40-hour time commitment for each organization. If the qualifying volunteer satisfies the 40-hour time commitment and also makes a financial contribution to the same organization, the Medtronic Foundation will match the financial contribution. The minimum contribution to an organization that will be matched is $25 and the maximum is $500. Which Organizations are Eligible? ONLY organizations classified as nonprofit 501(c)(3) charitable organizations under IRS tax codes, or governmental agencies, are eligible. Organizations not eligible for grants under the Time-n-Talent Fund include political or religious groups, fraternal organizations, and some civic clubs and professional organizations. Who is Eligible? The Medtronic Foundation is committed to the communities where Medtronic employees live and work. Volunteer efforts are vital to the health of those communities. The Medtronic Foundation's Time-n-Talent Fund reinforces the volunteer involvement of Medtronic employees, retirees and members of the Board of Directors by providing financial support to nonprofit organizations where they volunteer. How Does the Fund Work? The Medtronic Foundation will donate $500 to a qualifying nonprofit organization to which you have given at least 40 hours of volunteer service within the past 12 months. Employees, retirees and members of the Board of Directors who are involved in more than one organization may receive more than one grant per year as long as the volunteer meets the 40-hour time commitment for each organization. If the qualifying volunteer satisfies the 40-hour time commitment and also makes a financial contribution to the same organization, the Medtronic Foundation will match the financial contribution. The minimum contribution to an organization that will be matched is $25 and the maximum is $500.
