Call to Order and Roll Call. Chairman Don Messerly called the meeting to order at 7:05 p.m.
Present were Committee members Jim Johnson, Rich Straumann Jim Crassweller, Don Tix, and
Parks and Recreation Director Tom Moore_ Council liaison Lois Rem arrived at 7:15p.
2. Approve October 26, 1999, Minutes. Correction of Steve Zilmer's name; approved as corrected_
Council Report. Postponed pending arrival of Lois Rem.
Discussion/Update Items:
a. Bethel Athletic Field_ Tom Moore distributed a map of the proposed layout and the existing city
trail. Bethel will bring the plan before the Planni Commission az its January 5, 2000, meeting.
b. Round Lake Trail/Scholl Property. The City hopes to resolve this issue before spring. The
committee discussed the relative merits of paved vs unpaved trails. Tom said trails need not
necessarily be paved but this was the previous policy. Several committee members stated a
preference for non -paved trails.
c, Day in the Park
1. Date: Probably early June; staff will check v�ith school district calendars to fit the event with
the end of the school year.
2. Location: The event has gotten too large for smaller parks. The committee discussed options
of settling on one park for all future events or rotating between the larger parks (Cummings,
Perry, Hazelnut) on a regular basis_ Consensus was to use Perry Park this year_
d_ Five -Year CIP. Tom presented the budget. The committee asked about the General and Park
General fund relationships. Tom also presented DNR grant information and North Suburban
Soccer Association data_ Tom also distributed the committee's 1995-96 work plan and mission
statement. The committee briefly discussed trading the upgrade of the Ingerson playstrueture
(2000) with Floral this coming year instead
e. Set date for Work Session. The worksession will be held on 1/8/2000 from 9 to noon.
Discussion items, suggested were: Ingerson park, mission stamment/goals; trails (pave or not,
maintenance and liability issues); priorities. Tom will mail out a memo about the date and time
and request agenda items from each committee member_
f. Buckthorn Issues. Brief discussion— committee would like more information_
g. Michelle Olson: 6-month evaluation due 11/29/99_ Tom requested committee members call him
with comments before that date.
5. Recreation Program Updates.
a. Turkey shoot taking place same time as this committee meeting, with— a full roster of
participants and volunteers.
b. Next season's rec guide is ready.
c. Warming house attendants still needed— must be 16 or older; starting rate $7/hour.
6. Park Updates. Parks and vehicles all ready for winter. This year the vehicles have heat.
7. December meeting: cancelled. January worksession 1/8/00; regular meeting 1/25/00.
3. Council Report_ Highway 10/96 reconfiguration still being discussed, including future trail plans.
Bethel Park plan will be presented at Rice Creels Watershed District meeting on 11/24/99.

Dear Tom:
After our meeting at Presbyterian Homes I said that I would consolidate some of our facts and
figures relative to the costs and maintenance of the Presbyterian Homes practice field.
Here are estimates that Randy McGrew has put together based on historical maintenance at the field:
• Fertilizer expense - $960 (over 4 applications)
Seeding - 350
Painting - 625
Total: $193 5 for supplies
Note: the above figures are for supplies only, they do not include the labor and equipment.
Mowing - once per week from June 1 to Oct. 1 (approx. $785 for labor)
Irrigation - $3000 (3 hrs a day, 4 days a week for 22 weeks; labor only)
Aeration - $300 for labor and equipment (4 to 5 times a year)
Spraying - $300 for labor (as needed)
Porta-potty - (8/13 - 11/2) cost $350
Usage by Arden Hills: (no usage before second Monday of June; from Aug. 1 to Sept. 1; or after
Nov. 1). During summer: every other Saturday between second Monday of June and August 1
(approx. 10 a.m. to 3 p.m.); and in the fall: Tuesday and Wednesday nights (6 - 8 pm) from Sept.
to Oct. 30. Also in the fall 4 Sundays from 11 a.m. to 3 p.m.
Potential irrigation system installation: cost of approximately $5,000. Northwestern College pay
$4,000 and Arden Hills pay $1,000 for the installation of this system (assuming Presbyterian Homes
approves the installation, and that they will not utilize this property for at least the next five years).
Northwestern College would do all mowing, lining, and maintenance of the field. Arden Hills pay
•NWC $300 per month for the months of June, July, August, September and October of each year
they utilize the property (assuming irrigation system installed and Arden Hills pays $1,000). If the
irrigation system is not installed, and we have to do manual irrigation, I would recommend that
Arden Hills pay $350 per month for June - October.

The issue of accidental damage to property (cars, lights, etc.) is a tough one to deal with. All we can
hope is that reports of damage come in quickly to help us identify the source. Obviously, any
damage caused by NWC would be our responsibility. Should there be an incident where no one can
identify the source I propose we jointly discuss a resolution.
We would ask that Arden Hills Park and Recreation Department do all within their power to keep
their constituency from utilizing the field except for authorized times. It is also our strong preference
that only your youth soccer programs utilize this field. Please let me know your thoughts on the
proposals in this letter.

SUBJECT: Soccer Field Needs
Here are the dates and times that we are requesting for Youth Soccer at Presbyterian
Homes for the year 2000. As you are aware, we also supply fields for the NSSA (North
Suburban Soccer Association). Arden Hill's residents make up 9.3% of NSSA's total
enrollment. I am including the NSSA's request as well.
I. Arden Hills Parks and Recreation
A. Dates: August 7, 2000 — November 4, 2000
B. Days: Mondays, Tuesdays, Thursdays (39 possible days)
C. Times: 5:15 p.m. —Dark
II. North Suburban Soccer Association
A. Dates: April 8, 2000-November 5, 2000
B. Days: Saturday and Sunday (62 possible days)
C. Times: 8:00 a.m. — 5:00 p.m.
Last year, without access to the fields, we had a difficult time meeting the soccer needs
of our residents. It is important that we, again, secure access to these fields. These
fields are located within Arden Hills and their usage should benefit the residents of
Arden Hills.

SUBJECT: Fall Co -Ed Youth Soccer Evaluation Summary
Background
Attached you will find the results of the 1999 Fall Co -Ed Youth Soccer Evaluation.
There were 222 youth fall soccer participants; 151 Families. Every family was mailed an
evaluation. We had 31 evaluations returned, which is a return rate of 21 %.
Conclusion
Positives
1. High scores for Customer Service.
2. The participants felt that the league was very organized.
3. The participants felt that there had been significant improvements — water at field,
field coordinator, etc.
4. All participants that responded said they enjoyed the season.
5. 94% responded that they would enroll him/her next season. Of the two that reported
either no or unsure, they both stated reasons such as age or other sports conflicts.
6. 97% responded that they would recommend the league to a friend.
Negatives
1. The games often started later than scheduled.
2. It was hard to field a team on MEA weekend!
3. Playing other cities sometimes brings up conflicts such as "level of competitiveness",
# of girls vs boys, rule interpretations, etc.
4. Buddy system — Too many requests!
Summary
The Fall Co -Ed Youth Soccer season was a success. The league size remained the same
as 1998. However, we did increase our 7th and 8th grade teams from 0 last year to 2 this
year.
The number one concern expressed was MEA weekend. Playing on this weekend was a
scheduling conflict due to family vacations. We will look to address this issue for next
season. Also, we will try and add time between games next year to help eliminate delays
in game start times.

- The only problem I had with organization was that the 12:45 games started
so late, usually after 1:00 p.m. Otherwise it was great, my son loved playing.

- Maybe 8 games instead of 7.
Discontinue the scheduling of the match on MEA weekend.
Choice of practice field (one closer to our home would have been nice)
Perhaps start week 3 of August so teams can get together. Most kids have
nothing else going on at that time and it is fun to see your schoolmates again.
- Perhaps shorten the season by 1 week at the end, so that it is over October
21, 2000. 7 games are enough. The weather can get cold, etc.
Light the field (if cost effective?) for evening practices.
Having the same group of boys or girls play hockey, soccer, etc. together is
not creating a non -"gang" type environment. Only allowing a member to
specify one buddy to be with and the other buddy must specify the same
person.
- Only suggestion is to delete one game, or adjust schedule, such that there is
no game on MEA weekend; too many kids out of town! (and/or it affects
vacation planning too much).
- Nothing!
- End the season the weekend before MEA break.
- The ref was great with the 1st and 2°d graders. Took time to explain things to
them.
- More team members and a longer season.

Start sooner.
- Really none — except maybe to serve latte's at the games.
- To make sure that all the teams in the league have an equal # of players. It is
tough sometimes for kids to learn with 14-15 players and to get much playing
time. Then you see teams with only 9-10. That would be the only thought —
Otherwise, it's great!

- It would be helpful to have a little more time between games to allow for
games running long. I would rather come to the field when I know the game
is really going to start. But this is minor — It is not that important!

- The only thing that bothered us was playing a team from other cities that
had been together several years. We heard that they were a road team and
that they allowed no girls and no new members. If this rumor is true, it
defeats the purpose of Park & Rec teams. No one should be allowed to foster
that type of spirit when other teams are playing for the fun of the game — Not
strictly to win at any cost.
- Girls vs Girls and Boys vs Boys — When kids reach 5th grade — this might
draw more players — charge a little more for this level.

- Our coach is really good with the kids, he did a great job!
- Transition to new Parks & Recreation staff has not impacted quality of
program, and positive additions were made — water at field, consistent
scheduling of games, Congratulations!
- I don't know enough to be a coach, so I appreciate the volunteers. We had
great coaches! My 9 year old really learned a lot and truly enjoyed his
experience.
- Having a coach at a park like Cummings to have the key to the warming
house so lights can be turned on as soon as it's getting dark earlier.
- We love the program — great coaches! Thanks!
- I think that parents shouldn't have to pay that much for such a short season.

- Basketball
All star sports for grades 3-4
Young teen football program
Spring soccer clinic where the expected fall soccer coaches conduct the clinic
to help understand and encourage the development of the players over the
summer.
Gun Safety Class
- You offer a wide variety now!
Classes to teach kids what the basics are. Most kids have no idea what a
forward means or defense — teaching the fundamentals before playing. Then
when they start to play, they have a better grasp of position and what's
expected of that position. Maybe incorporate a mini boot camp prior to the
season starting.

SUBJECT: Fall Adult Softball Evaluation Summary
Background
Attached you will find the results of the 1999 Fall Adult Softball Evaluation. There were 15
adult fall softball teams. This is an increase of two teams from the fall of 1998. Every team
manager was mailed an evaluation. Eleven evaluations were returned. The return rate was
73.3 %.
This Program Evaluation is based on the format that I developed and was approved for use by
Hopkins — Minnetonka Recreation Services. The Program Evaluation consists of three sections.
Section one has ten questions, which are based on a Five- Point Rating Scale. The scale is ranked
from poor to outstanding. Section two has ten questions which are formulated for a Yes / No
response. Section three has four questions, which are formulated for a write — in response.
Conclusion
Positives
1. High scores for Customer Service.
2. The team managers thought that the League was better organized this year.
3. All 11 teams that responded said that they enjoyed their experience and would recommend
this league to another team.
4. All 11 teams that responded said that they would return next year.
5. All 11 teams that responded said that expectations were met and that their teams had a
worthwhile and fun experience.
Negatives
1. The entry fee/ cost per team is too high. Eliminate the non- resident fee.
2. The fields at Perry Park are not regulation sized. A regulation adult softball field should be a
minimum of 280 feet `down the lines'; most fields are 320 feet. At Perry Park, the distance
`down the lines' are; Field #1, 265 feet; Field #2 (which has lights and thus has the highest
usage rate), 260 feet and Field #3, 235 feet.
3. There are no outfield fences on any of the Fields.
• 4. The season is too short, increase the number of doubleheaders, or start earlier.

Summary
The Fall Adult Softball season was a success. The league experienced a net increase of two
teams. This is the first increase in five years.
Many of the positives and negatives comments expressed by the teams were the same as those
stated by the summer teams. The number one concern, expressed by both the summer and fall
teams, was the fact that the fields are not regulation in size.

SUBJECT: Fall Youth Soccer Coaches Evaluation Summary
Background
Attached you will find the results of the 1999 Fall Youth Soccer Coaches Evaluation.
There were 31 coaches for 15 teams this fall. Every coach was mailed an evaluation.
Ten evaluations were returned. The return rate was 32.3 %.
Conclusion
Positives
1. High scores for the overall program. The overall average score on all counts was 4.2.
• 2. The coaches felt that the league was very organized.
3. We had a 38.3 % return rate with VERY valuable input from 10 coaches.
4. We scored highest on the program fee rating. The average score was 4.7 out of 5.
5. The coaches reported that they liked the field coordinator for games, water at the
field, and that the refs were improved.
6. The coaches all seemed to enjoy the season.
7. Playing other cities, overall was very enjoyable.
8. Fair Turn Sports coaching tools were utilized and available to all coaches.
Negatives
1. Coaching clinic needs to include a skill development component.
2. Fair Turn Sports wheel did not seem to work as well with the older ages.
3. We need to try and coordinate all "rules" with the area cities we compete against.
4. The coaches voted on the MEA situation and the vote ended up with 6 saying to keep
MEA weekend on the schedule, 2 voted to eliminate that game, and 2 were neutral.
We will be addressing this issue before next season.
5. Our photographer that we hired for our picture day did not get very good reviews. I
was in agreement on that ( I was there that day) and would like to pursue another
photographer.
Conclusion
The coaches did a wonderful job this fall and the season was a big success. The two
• biggest issues were the MEA weekend and the coaches clinic should have a skill
component included.

9. Did the fair turn sports wheel help you at all this season? Would it be beneficial
is to have it available again next season?
- N/A for me — Very helpful for lower levels
- No, I did hear of several other coaches who liked using it.
- Some coaches used it and some didn't. It would be difficult when a
couple kids show up late to a game after you had a wheel for 12 kids
made up. You would have to transfer all the kids to a 14 person wheel.
Sometimes, you have to juggle things around so you don't have a defense
or offense with all beginning players. It's good to mix the talent up.
- No, too many players did not want to goal tend. It might have worked if
the goal tender was not on the wheel. One of the "outs" could play in
goal.
- Because of the age group we had this year, I did not have a need for the
fair turn wheel. I do think it would be beneficial for the younger teams.
- Yes!
- It was ok — I prefer to set my own lineup to provide for better balance on
the field.
- It was great. It was one less burden to have the schedule right there. It
gave the kids a fair rest while building their endurance as well. It gave
them an equal opportunity at each position. As a result, I think our team
was well rounded and had lots of depth.
May be helpful for some — Not necessary for all.
- I used Fair Turn Sport's wheel at the last game. Players were rotated
faster in and out of game. It was hard to keep track of which player was
playing which position. On the wheel, I had to add left, right, center to
forward, midfield, and defense on the wheel. These could have already
been on the wheel's field positions.
10. We have had concerns regarding MEA weekend. Should we keep the season at
seven games by starting a week before labor day and skipping MEA or should we
start the season at the same time and skip MEA, shortening the season by one
game? Etc... Any suggestions...
- Leave it as is and let coaches sort it out or start earlier w/another game(s)
and let coaches sort it out.
- Skip MEA weekend. It just creates way too many scheduling problems.
- I vote for keeping the same schedule. Most kids were able to make the
games, and in the case of my 51h grader, everyone decided to schedule a
make up game for a Monday night instead of practice. It worked out
great. I had 4 kids in the program this fall. 1st' 3rd' 5th, and 7th grades, so
I was able to see lots of games and situations.
- Leave as is. We did not have a problem as most of the players did show
up. It also gives those who are home that weekend something to look
- forward to and something to do.
Start at the same time and skip MEA.
Either one is fine.
I'm fairly neutral on the MEA issue but would rather not shorten the
season.

Would like the season to start sooner and last 1 week longer.
It was a concern, but everyone turned out to be in the same boat. We
played shorter quarters to make up for players missing. It worked out
fine.
Leave as is, families choose vacation weekends other than MEA in the
fall. Do not shorten season.
11. For those of you who played against other cities, how well did that work out? Did
the players enjoy traveling?
- It worked out well, the players enjoyed the experience.
- The players enjoyed traveling. The only problem we had was with the
MV teams wanting to play with 11 players.
- My 7th grade daughter and niece and nephew were on the traveling team
and they really enjoyed it. The parents also enjoyed it. I think it would
be great to get more cities involved that are close by. For example: St.
Anthony, Fridley, Little Canada, etc...
- Fair, Need to coordinate "rules" with the other cities.
12. Was it helpful having a field coordinator and water jugs at the fields?
- Yes, very nice touch!
- Yes, great to have city support. Water jugs could be more central. (at the
picnic area by the playground)
- I noticed that the water was used by the families and the players who
forgot their water.
- Water was a great idea. I don't know what the "field coordinator" did??

- Program gets better every year!

- Some teams were made up of only 3rd grade; some mostly 4th; change to
only one buddy per team & same buddy for both.
Equipment was in better condition than past years. Cones and net
jerseys helped. Thanks for getting the nets hooked back to the ground.
- Enjoyed having #2 field to ourselves — better practice sessions. The cost
of the program is very reasonable.
In the past, Parks and Recreation has had an experienced coach cover
some basic techniques at the coaching clinic.
