SUBJECT: Meeting Schedule — December/January Just a reminder to everyone that the December 28, 1999, meeting has been cancelled. The Committee will meet twice in January. 1. Saturday, January 8, 2000, 9:00 a.m. — 12 noon Arden Hills City Hall This will be a Work Session to prioritize Goals/Proj ects for the future. Agenda to follow. 2. Chairman Don Messerly called the meeting to order at 7:00 p.m. Present were Committee members Jim Johnson, Rich Straumann, Dorothy McClung, Pat Krenn, Jim Crassweller, Don Tix, Steve Z#lmer; Parks and Recreation Director Tom Moore, and Program Supervisor Michelle Olson. Council liaison Lois Rem arrived at 7:20p. 2. Approve September 28, 1999, Minutes. Corrections to names of Jim Crassweller and Steven Zolmer were noted in paragraphs 1 and 4. The minutes were approved as corrected. Council Report. Postponed pending arrival of Lois Rem. 4. Updates. a. Arden Manor Park: Tom Moore reported grading was done, shelter will be installed in 5 weeks, play structure will be installed in spring 2000. b. The 10/16/99 Tour of the Parks Survey Results: The committee reviewed the report, noting most comments were made concerning Ingerson. Suggestions included "leave as is" and maintain as a wild flower, natural area with sliding hills in winter, instead of trying to put in a • soccer field. c. Park Directional Sign Dimensions: Tom will bring in a sample sign. d. Fair Isaac Center/Cummings Park Sign Review: The proposed signage was reviewed. e. Scholarship Fund: Tom brought in material from Hopkins/Minnetonka. The fund would be for Arden Hills residents only. A vendor has been approached about putting up $5,000 seed money from which the fund would spend interest only— and Tom noted that annual contributions by program registrants often matched the interest withdrawn as well. f Resident/Non-resident Breakdown of 1999 Youth Soccer: Michelle Olson presented numbers showing that approximately 70% of our registrants are residents. The committee voted on charging non-residents an additional $5; the vote split with 5 in favor, 2 opposed. g. Letter to Megan Ricke: Tom Moore shared a letter written by Interim City Administrator Terry Post congratulating Megan on her professional recognition as a "Super Lawyer." Recreation Program Update. Michelle went through the list of fall programs canceled, successful, and pending, noting that in some cases suitable instructors had been unavailable. Several successful classes were offered in multiple sections, and some pending classes were nearly full already. She is compiling data to track registration numbers, evaluations, etc. 6. Park Updates. Tom presented a professional study done on New Brighton parks and suggested Arden Hills might benefit from a similar survey. Several committee members noted that the city had done similar work in the past. Since the records were not at city hall, Don Messerly volunteered to search his • own files and contact previous committee members for copies of similar materials they may have. 7. Set November Meeting Agenda. The meeting is scheduled for November 23. Issues to be discussed will include priorities for Parks and Recreation Committee Minutes October 26, 1999 Page 2 upcoming months. A buckthorn removal project was also suggested. Other Items for Discussion. Several committee members suggested having a worksession meeting to go over basic documents such as budget, long-range plan, and comprehensive plan. As noted above, Don Messerly and other committee members again volunteered to collect documents from past projects for the committee's review. Michelle requested volunteers to assist with Friday's "pumpkin hunt" event that has been fully enrolled and is still short of help, Several committee members volunteered to show up. Council Report. Lois Rem reported on recent council actions concerning the hiring of a new administrator, Joe Lynch, beginning with Arden Hills on November 10; a recent presentation by Ramsey County concerning structures at Tony Schmidt Park; upcoming council vacancy; and upcoming discussions with the County about Highways 10 and 96. She noted that the city is actively seeking volunteers to work on the Events Task Force for the 2001 anniversary. 10. Adjourn. Meeting adjourned at 8:43 p.m. �J
