Enclosed you will find the following items for the Parks & Recreation Committee
meeting scheduled for Tuesday, September 28,1999 at 7:00p.m;

evaluated included; Adult Softball, T-Ball, Coach -Pitched Baseball, Softball Grades
2-4, and Softball 5-6. Your feedback is welcomed.
Here is a brief overview of the items listed on the September 28,1999 Agenda:
New Members for this Committee: City Staff as well as the City Council is questioning,
when ` WE' will fill the two vacant positions.
Set a date, or dates, to tour the Parks: I would need about a two -week notice, if I were to
arrange group transportation.
Brochure: Department Staff has received numerous `suggestions' from Program
participants as well as from City Staff to change the color of the Recreation Guide on a
seasonal basis. Currently every issue has the same color, which is Green. This leads to
confusion by the users, especially during the four times of the year, when mailings
overlap. At that time, a household will have two Arden Hills Recreation Guides that look
identical, but are for two different seasons. Staff is requesting direction.
Staff is requesting feedback on the possibility of establishing an Arden Hills Parks &
Recreation Scholarship Fund. Financial support will come from the program participants.
The Hopkins — Minnetonka Recreation Services model will be presented as a possible
model to follow. I will provide further information on this particular model at the
September 28,1999 meeting.
In addition, staff is recommending that the Recreation Guide be distributed, just three
times a year as opposed to the current four times. Staff is recommending that the Winter
and Spring Recreation Guides be combined into one issue. This makes sense from a
financial as well as Programming perspective.
Another area that Staff is seeking direction is in the area of Program rates/fees. The three
areas to be discussed are; Non — resident vs. resident fee structure, a Coach's discount
and Family/multiple children discount. Most of the Parks & Recreation Departments in
the Metro have adopted some form of discount fee structure. More and more Park &
Recreation Departments are addressing the resident vs. non-resident issue as well. The
two most prevalent solutions are; a different fee structure or a `timed' enrollment period.

Call to Order and Roll Call. Chairman Don Messerly called the meeting to order at 7:03 p-m. In
attendance were committee members Jim Johnson, Anita Larson, Lou Speggen, Rich. Stra»mann;
staff members Tom Moore and Michelle Olson; Mayor Dennis Probst, and Council liaison Lois

2- Minutes of June 22, 1999, were approved.
Council Report. Lois Rem updated the committee on recent Council discussions and actions
concerning the Lexington trail seal -coating, and Bethel College and Arden Manor parks_ Anita
Larson asked for updates on: status of the Arsenal (TCAAP) cleanup, especially Site A, and recent
park dedications. Mayor Probst noted that there have not been many new plats in Arden Hills
recently, and they are the source of park dedications. Remaining development sites are few; the
only ones that are even likely to produce dedications include the old city hall site and the Reiling
property_
4. Bethel College Park Update. Tom Moore reported that the Mayor and staff had not yet been able
to meet with the College to discuss the status of the fee title issue. The City assumes that the
College will proceed, with or without our participation. Early in the process, Ramsey County had
expressed interest in participating but has not followed through. The Mayor noted that the Council
seeks this Committee's concerns and issues with the project as proposed, not any formal action
from the Committee.
5, Arden Manor Update, Tom Moore reported that Terry Post and he had met with the owner in
hopes of negotiating some cost sharing. Staff hopes to begin work at the park this fall.
6. Summer Projects Update. Torn Moore reported on the following:
a. Playground Structure at Arden Oaks: work is going ahead of schedule.
b_ Lexington Avenue Trail resurfacing: will be done next year.
-- West Round Lake Road Trail: the City has not received the requested easement from Scholl's,
so this project, to link this trail to Hwy 10, will probably be on hold until next year.
c_ Hazelnut Tennis/Basketball Court resurfacing: scheduled for 1999 but will wait until next year
so that entire park layout can be reviewed and perhaps revised_ Staff also hopes to review and
perhaps realign uses at Ingerson park and to discuss hockey rink use at all city parks, including
Cummings. Staff is discussing options at Hazelnut with Trinity Lutheran for shared uses. The
funds for this project will be held until the redesign issue is settled_ Staff is attempting to
implement a philosophy that all parks should be "functional, practical, and maintainable."
d. Painting of the Park Signs and Warming Houses: General sprucing -up— all signs and structures
are currently being painted and turf fertilized.
c. New doors at Perry Park Warming House: vandalism necessitated replacement which was done
this week_
f Budget: a handout given to the committee at this meeting was briefly reviewed.
g. Water in the Parks: Anita Larson urged the city to install water in all parks and asked what this
would cost.
7. Vandalism in the Parks. There have been a several damaging attacks on rented Biffys; there has
also been some storm damage to trees. Tom Moore noted the terrific job being done by the Parks
Maintenance crew, full-time and seasonal, in dealing with these cleanups as well as their scheduled
duties.

Recreation Program Update_ Michelle Olson briefly described the current and upcoming (late
summer) programs and attendance.
a. Brochure: Michelle and Tom have been 'working on some changes to the brochure, including an
inserted map and parks guide that can be kept and carved separate from the brochure.
Revisions to the application form will help staff track information on registrations_ Michelle
asked for comments on a suggestion to produce 3 instead of 4 brochures per year: one for Fall,
a combined issue for Winter/Spring; and one for Summer. Staff is also suggesting using a
"seasonal" color code for the front page to make the different editions more immediately
distinguishable-- a change that seems might be appreciated by city staff as well as residents.
9. Next Meeting, The Committee will NOT meet in August. The September meeting (date and
agenda) will be decided later (a tour of the parks may be held along with, or separate from, the
monthly meeting).

SUBJECT: Summer Adult Softball Evaluation Summary
Background
Attached you will find the results of the 1999 Summer Adult Softball Evaluation. There were 4C
adult summer softball teams. Every team manager was mailed an evaluation. Eleven evaluations
were returned. The return rate was 27.5 %.
This Program Evaluation is based on the format that I developed and was approved for use by
Hopkins — Minnetonka Recreation Services. The Program Evaluation consists of three sections.
Section one has ten questions, which are based on a Five- Point Rating Scale. The scale is ranked
from poor to outstanding. Section two has ten questions which are formulated for a Yes / No
response. Section three has four questions, which are formulated for a write — in response.
Conclusion
Positives
1. High scores for Customer Service.
2. The team managers thought that the League was better organized this year.
3. All 17 teams that responded said that they enjoyed their experience and would recommend
this league to another team.
4. All 17 teams that responded said that they would return next year.
5. All 17 teams that responded said that expectations were met and that their teams had a
worthwhile and fun experience.
Negatives
1. The entry fee/ cost per team is too high. (It is interesting to note that, Arden Hills has the
lowest entry fees of all the surrounding communities. For example, White Bear Lake charges
$120.00 more per team.). We also charge a non- resident fee, which has received some
criticism.
2. The fields at Perry Park are not regulation sized. A regulation adult softball field should be a
minimum of 280 feet `down the lines'; most fields are 320 feet. At Perry Park, the distance
`down the lines' are; Field #1, 265 feet; Field #2 (which has lights and thus has the highest
usage rate), 260 feet and Field #3, 235 feet.
3. There are no outfield fences on any of the Fields. On Field #2, there is a wooded area in left
field. Play is constantly stopped to retrieve balls hit into this area. On one night this summer,
during four games, 14 balls were `lost' in these woods.
Summary
Adult Softball is an important component of the Arden Hills Recreation Department. From a
revenue standpoint, it is the most important component. Since the construction of Perry Park,
there has been a steady decline in the number of Adult Softball teams that are participating in the
summer league. The results of this Program Evaluation, the first ever given to the summer Adult
Softball Program, seem to indicate that the field design at Perry Park may be the reason for this
decline.
The two major issues with the softball fields at Perry Park are; regulation length and outfield
fences. I am confident that if both of these issues are corrected, I will substantially increase the
revenue generated by Adult Softball.

The league was well organized and our expectations were satisfied.
22. What would you change in order to improve the league?
- Improve Perry Park by adding an outfield fence.
- Field layout is terrible, especially Field #1.
- Add a Home Run Fence, play everyone in the League.

- Rain makeup dates should be played as double headers.
- Play rainouts as double headers.
- I'm in a wheel chair and the bench area in Field #1 is hard to get into, maybe you could look
at this. Other than that, you did a great job your first year.

Backeround
The City Council has previously received applications from four residents expressing
interest in serving on the Parks and Recreation Committee. The four residents are:
• Steve Zilmer, 3363 North Dunlap Street.
• Jim Crassweller, 1661 Lake View Court.
• Patrick Krenn, 1230 Wyncrest Court.
• Don Tix, 1770 Lake Valentine Road.
The committee currently has six (6) members.
Chairperson Don Messerly and Council Liaison Lois Rem are recommending
appointment of these four individuals.
Recommendation
The City Council may wish to consider the appointments of Steve Zilmer, Jim
Crassweller, Patrick Krenn and Don Tix to the City's Parks and Recreation Committee at
the scheduled Council meeting of October 12,1999, under the Consent Calendar.
Councilmember Rem may have additional information or comments regarding these
appointments.
