CALL TO ORDER Chair Don Messerly called the meeting to order at 7:00 p.m. ROLL CALL Present were Lynette Kreidler, Don Messerly, Anita Larson, Dorothy McClung, Megan Ricke, Rich Straumann, Jim Johnson, Lou Speggen, Brian Fritsinger and Lois Rem. 2. APPROVE MINUTES Minutes were approved by Rich Straumann and seconded by Megan Ricke. The minutes were passed unanimously. 0 3. COUNCIL REPORT Councilmember Rem had the following report: • New Committees have been structured as follows: 1. Parks & Recreation Commission 2. Planning Commission 3. Communications Committee 4. Operations and Finance Committee The new committee structure will be discussed at the May 17`b City Council meeting and an annual meeting will be held to discuss vacancies on different committees. • Task forces will be created for four different projects. One this year will be on the Public Works/Parks Maintenance facility. • May 19"' is Neighborhood Night Out. • Summer hours for City Hall begin on June 1, 1999. • Opening day for Little Lakes Little League is May 8 at 11:00, Sitzer Park. • Work has begun at Tony Schmidt Park. • "d Flower gardens will be planted on May 22 4. ARDEN MANOR PARK PROJECTS • Play structure and full-size basketball courts are budgeted for this year. Additional $12,600 needed for trail construction. Commission will wait until Mr. Fritsinger finds out from TCAAP about the pond sediment issue before going further. The commission was leaning towards construction of the basketball court and play structure only. Mr. Fritsinger will report at the May Commission meeting. 5. BETHEL COLLEGE PARK PROJECT UPDATE Lengthy discussion was held about the process for moving forward with this project.. The Commission still needs information about use by the community/intramural needs. Discussed widening of the road and traffic pattern. The Commission postponed the May 181' neighborhood meeting in order to complete its investigation into the amount of usage the City may get from the park. This will be discussed at the May 25, 1999 Commission meeting. 6. DAY IN THE PARK Everything is in order for the Day in the Park. The Commission does not want to be involved in the concession sales and requested that staff contact the local athletic associations or rotary. 7. PLAY STRUCTURE PROPOSAL • The Arden Manor play structure is on hold until items discussed as part of the park project are resolved. The Commission will meet at 6:30 p.m. on May 18, 1999, and meet with neighborhood residents from 7:00 — 8:00 p.m.for their input on the play structure proposals for Arden Oaks Park. 8. DEPARTMENT REPORT Mr. Moore updated programs. The Elementary School Track Program is underway as well as the Adult Softball program. The Summer Brochure is out and has been distributed to the schools. He has hired additional park help. Interviews will be held this week for the vacant Program Supervisor position. 9. COUNTY ROAD F TRAIL Mr. Fritsinger updated the Commission on the status of the County Road F trail. MN DOT has identified Hamline Avenue and County Road F as part of the I-694 reconstruction project. There will be a traffic light constructed at Hamline and County Road F. Staff was concerned about the impact on County Road F and suggested not proceeding with the trail grant project. The Commission discussed the issues involved in giving up the matching grant for the trail on County Road F. • 0J, The Commission voted to proceed with the construction of the trail regardless of what I-694 improvements are made. The Commission indicated that the fact that the I-694 project may not be completed for several years was enough to support proceeding. 9. ADJOURNMENT A motion was made by Lou Speggen to adjourn the meeting at 8:30 p.m. Seconded by Rich Straumann. The motion passed unanimously. The next meeting is set for Tuesday, May 18, 1999 • • C7 CITY OF ARDEN HILLS MEMORANDUM DATE: May 21,1999 TO: Mayor and City Council FROM: Brian Fritsinger, City Administrato SUBJECT: Parks & Recreation Committee Agenda Discussion Items The following is a brief summary of the various items on the agenda for the May 25, 1999 meeting. Bethel College Park Project Tom met with representatives of the College this past week and reviewed some of the various field usage issues. As of Friday, City staff is still waiting for additional information about the usage of the fields. Staff has enclosed some of the information provided to the Commission several months ago to serve as the baseline for discussion. Day in the Park • Everything seems to falling into place for the big event. Tom has been in contact with a vendor about providing concessions for the day. The vendor has agreed to be there on June 5, however, we still need to negotiate the cost of the service. If we are unable to come to terms, staff has several other ideas to provide concession type services. Staff would like confirmation on which Committee members will be in attendance at the event and whether or not assistance can be provided with setup/tear down or other activities. Arden Manor Improvements Staff has traded numerous phone calls with Army officials in attempt to answer the question raised by the Committee on whether or not the drainage pond located at Arden Manor can be disturbed. We will keep working and will hopefully have additional information on Monday. Once this information is obtained, the City Engineer can be provided direction. Summer Meeting Schedule The Committee indicated it would like to discuss its summer meeting schedule. Based on conversations with Cindy Walsh, the Committee has historically tried to take the month of July off. The Committee should take into consideration the various outstanding projects as it provides direction on its schedule. Park Tour The Committee indicated it would like to discuss a possible date for holding a tour of the parks. • Recreation Program Update Tom may have an update on the various recreation programs which were held this past month. L-1 Ll CITY OF ARDEN HILLS MEMORANDUM DATE: December 29,1998 TO: WR Parks and Recreation Commission Brian Fritsinger, City Administrat r / SUBJECT: Bethel College/Arden Hills Park Development Background At its December 1, 1998 meeting, the Parks and Recreation Commission was presented with a concept plan for the development of a joint parks project with Bethel College. At this meeting, the Commission reviewed the concept, received public comment and directed staff to further investigate several issues. The four (4) issues that the Commission requested additional information on were: 1. What are the detailed programming needs? Time of Year? What usage will the City receive from the park? 2. What are the potential costs to the City for the project? 3. How will the wetland/drainage issues be addressed? 4. What is the appraised value of Bethel's property? On December 15, 1998, staff met with Bethel College representatives to further explore these points and several other items. What are the Programming Needs of Bethel? A summary broken down by areas of usage follows: 1. Soccer(Men's and Women's.) Mid -August — First week of November Monday through Friday, 4:00 - 6:00 p.m. Saturday games, 1:00 - 3:00 p.m. 2. Softball March — Third week of May Monday through Friday, 4:00 - 6:00 p.m. Saturday games (6 - 8 total), 1:00 - 5:00 p.m. 3. Tennis March — Mid -May Monday through Friday, 3:30 - dark Saturday matches, times vary, 3 - 4 hours • Memorandum, Bethel College/Arden Hills Park Development Page Two December 29, 1998 4. Intramural Sports/Physical Education Classes March — Mid -May and August — November 8:00 a.m. - 3:30 p.m. Timing will vary Based on the needs of Bethel, the City will have use of the fields from mid -May to mid -August, and as available through the remainder of the year. What are the Potential Costs to the City for the Project? There are two (2) cost components related to this type of facility; construction and on -going maintenance. Construction The intention is for Bethel to fund -raise for the estimated $1,000,000 project cost. If the City participates financially, it makes the project more feasible from a fund- raising standpoint. There is no specific dollar amount identified for City participation. • • On -Going Maintenance iBethel would maintain the facility year-round and would be responsible for lining • and striping fields for its events. The City would be responsible for lining and striping of fields during its game day events and during the summer months. How Will the Wetland/Drainage Issues be Addressed? The project is still in its initial design stage. As a result, there has been minimal contact with Rice Creek Watershed District, the Minnesota Department of Natural Resources, or other state and federal agencies. Should the project proceed, both parties will work with these agencies to ensure that all regulations are met and addressed. What is the Appraised Value of Bethel's Property? The Bethel parcel is approximately 10.05 acres in size and is recognized by Ramsey County as part of the overall Bethel campus. As such, it does not have a specific appraised value. However, using Ramsey County valuation on the remainder of the campus, this parcel would probably be valued by the County at approximately $950,000. Memorandum, Bethel College/Arden Hills Park Development Page Three December 29, 1998 Other Issues Several other questions were raised at the last meeting that can also be commented on at this time. These points are: • There is no intent to light the soccer, softball or tennis courts. • The ownership of the field is yet to be determined, and will need to be evaluated by attorneys. • There is no agreement for the joint use of a facility, and such an agreement will have to be developed and approved before the project proceeds. • The parties will need to determine who constructs the project. • While there is interest in having the fields available for use in the fall of 1999, both parties agree that it is most likely a 2000 project opening. • Ramsey County is open to considering other options for the design of Old Snelling Avenue. Requested Action The Parks and Recreation Commission is asked to review the preliminary concept plan for recreational fields on the Bethel property and develop a recommendation for the City Council on the feasibility of the concept. The Commission should also discuss and consider dates for ® neighborhood meetings with residents of the Chatham neighborhood and methods for funding a portion of the project, if appropriate. Representatives of Bethel College are expected to be in attendance to be able to answer any questions the Commission may have. BF/sls
